The traditional concepts of information rely basically on human skills such as rhetoric, improvisation and memorization in an environment which avail a degree of peerdom and directness between the sender and the receiver, but the development of systems of popular communication media on the part of the sender gave him the opportunity to depend on technical and technological skills, then the speed of the development of opposite communication systems has accelerated in two cases: from the receiver to the sender and in deliberative communication among the receivers, so the former recovers the state of directness and peerdom while the later recovers the collective mind which shall push the sender to rely on his equivalent authority i.e. the patriotic state or the state of opposite and impose him the consolidation of his specialization in a comprehensive information institution . the intensity of former connections shall lead to the revolutionisation of human skills once more .moreover the necessity of coloring informational neutrality leads to the return of rhetoric ; and commitment to direct transmission and rapid dissemination leads to return of improvisation . The inevitability of confronting the collective memory of receivers leads to good memorization and goodness of memorized materials .
