AFRICAN DEVELOPMENT BANK VACANCY NOTICE No. ADB/06/ 012 POSITION TITLE: DIRECTOR GRADE: EL-5 Position Nº: Closing date: 31 August, 2006 Department: AGRICULTURE & AGRO-INDUSTRY DEPARTMENT Supervisor’s Title: Vice President, Sector Operations Objectives: The Agriculture and Agro-industry Department (AAID) is responsible for Bank work in agriculture and natural resources management, incorporating environmental concerns, as well as promoting development of agro-industries to increase productivity and competitiveness. The Department will provide technical and managerial services as well as technical quality assurance to ensure development effectiveness of Bank interventions in Agriculture and related areas on the continent. In providing its services, the Department will be guided by the following principles: • Contributing to the achievement of MDGs as the reference point in the design and implementation of operations; efficiency and effectiveness in portfolio management, placing more emphasis on project implementation; • Country focus, specifically putting the client countries at the center of operations, thus requiring greater client and stakeholder orientation; mainstreaming cross-cutting issues, including gender and the environment into the Department’s operations; • Value addition in terms of results orientation; harmonization, coordination with other donors; and fostering teamwork and a learning culture. The Department comprises three divisions: two divisions are devoted to the Bank’s activities in Agriculture and Agro-industry (including irrigation and livestock) and a third division is for Natural Resources and Environmental Management.
Duties & Responsibilities: Under the general supervision of the Vice President of Operations II: Sector Operations, the Director of Agriculture & Agro-industry is responsible for planning, organizing, directing and supervising the activities of the Department. In doing so, the Director will participate in the preparation and review of the countries’ work programs, in collaboration with Country and Regional Departments. This involves:
Sector Analysis and Policy Dialogue Providing guidance on fostering development in the Agriculture and Agro-industry sector on the continent. Promoting sector knowledge building and dissemination in the area of Agriculture, Agro-industry and natural resource management within and outside the Bank, including establishing and managing networks relevant to the sector. Providing leadership in sector studies and analysis to identify constraints, priorities, and suitable projects within the set priorities, policies and institutional problems in the area of Agriculture, Agro-industry and Natural Resource Management. Providing technical advice to the countries to support RMCs in enhancing productivity and competitiveness as well as promoting sustainable development. Participating in the formulation and/or review, in collaboration with relevant Bank’s departments, of policies, procedures, guideline, operational targets and performance indicators for Bank operations in the area of Agriculture, Agro-industry and Natural Resource management. Project design and Portfolio Management Responsible for the management of project cycle activities (from identification to completion) development projects in RMCs at the country, regional and multinational levels in the area of Agro-industry and Natural Resource Management. Responsible for the loan administration of the Bank Group’s portfolio in the area Agro-industry and Natural Resource Management. Donor coordination and partnerships Participating in the Bank’s representation at regional and international meetings, conferences, seminars dealing with issues on Agriculture and related areas; Developing partnerships with relevant international, regional and sub-regional bodies, in the Agriculture sector and related areas for resource mobilization, technical cooperation and knowledge building.
Selection Criteria ( including desirable skills, knowledge and experience): • A minimum of a Master’s degree or equivalent in Agriculture, Agro-industry, Natural Resources Management, Environment, Water and Sanitation, Irrigation or any other relevant discipline; • Preferably a minimum of 10 years of highly relevant experience, 5 of which should be at a managerial level. A solid knowledge and good grasp of socio-economic and development issues in Africa; • Strategic mindset; strong capacity to analyze actions from the perspectives of stakeholders and translate strategic thinking into compelling plan of action; • Demonstrated ability to take prudent business risks and make effective, timely and well-determined decisions; • Evidence of ability to build and lead motivated and committed teams across functional boundaries, and utilize talent and expertise of team members in a productive way; • Demonstrated ability to present and win support for ideas; a good listener; and cultural sensitivity, commitment to diversity and capacity to initiate and manage innovations or change; • Ability to build partnership with a broad range of clients and deliver results that meet the needs and long-term interests of clients within and outside the institution; • Competence in the use of Bank standard software (Word, Excel, Access, and PowerPoint); • Ability to communicate and write effectively in French and/or English, with a strong command of the other language.
