The World's Shame for Doing Too Little in Darfur: Gene Sperling
March 22 (Bloomberg) --
How will today's leaders explain their inaction in the face of what New York Times columnist Nicholas Kristof dubbed, the ``slow-motion genocide'' in the Darfur region of Western Sudan?
For three years we have known that the government in Khartoum, Sudan's capital, is supporting atrocities by the gangs of Arab janjaweed militia against the black African Muslims in Darfur -- leading to as many as 400,000 deaths, 2 million displaced persons, and stomach-turning accounts of brutal mass rapes. Yet year after year, horror after horror, the global response falls tragically short.
The ``Be A Witness'' campaign, organized by my colleague Gayle Smith at the Center for American Progress has highlighted the short shrift Darfur has received in the media.
Policy makers would have to be comatose to miss the reports of atrocities from the International Crisis Group, Save Darfur Coalition, Human Rights Watch, Human Rights First, Refugees International, not to mention the compelling accounts from the New York Times' Helene Cooper, the Washington Post's Emily Wax, Today Show's Ann Curry, and especially Kristof.
Certainly some U.S. leaders have spoken out. In 2004, Senator John Kerry made a plea for action during the presidential campaign, while former Secretary of State Colin Powell labeled the situation genocide. Republicans such as Senators Sam Brownback, ######## Lugar and Representative Frank Wolf have joined Democrats like Senator Joe Biden, Senator Barack Obama, New Jersey Governor Jon Corzine, and Representatives Donald Payne and Nancy Pelosi in calling for a stronger military response.
`NATO Stewardship'
Last month, President George W. Bush momentarily provoked hope by making an emotional call for doubling the current peacekeeping presence and providing ``NATO stewardship.'' But the White House immediately seemed to downplay Bush's comments. It is still unclear if the African Union will fulfill a commitment to hand over control of its peacekeeping operation to a stronger U.N. force. As a result, tireless Darfur advocate John Prendergast of the International Crisis Group, has called the intervening weeks since Bush's statement a ``death blow for meaningful action.''
Khartoum has blunted calls for NATO action with threats to make Sudan a ``graveyard'' for foreign fighters. In addition, the U.S. now seems to be making its call for more multilateral troops contingent on completion of a regional peace agreement.
Calling the Shots
These two developments sadly signify that Sudan's government is being allowed to call the shots. It can block additional peacekeepers by either stymieing an accord or upping its threats. What is missing is any credible signal from the international community that the outlaw leaders in the government will face consequences for facilitating mass murder and stalling solutions to stop it.
As Prendergast notes, ``Khartoum has internalized that there is no connection between the U.S. bark and its bite.''
Sudanese leaders should be denied visas, have their assets frozen, and be made to feel like they will be forever scarred with the ``genocide letter.'' Even if the U.S. will not join the International Criminal Court, it should help the body by sharing any information it has about possible war criminals.
But nothing can be satisfactory unless there is an immediate plan to halt the mass killings, rapes and terrorizing of civilians. A new report by the Crisis Group calls for 5,000 U.N. troops on the ground within one month to protect civilians and contain the brewing cross-border conflict between Sudan and Chad. Another 15,000 troops would arrive once the U.N. takes over from the African Union later this year.
Options Open
This should be seen as the minimum needed to overwhelm and halt the janjaweed's killing spree. No multilateral option should be off the table. One clear NATO role: End Khartoum's use of airpower to terrorize and aid militia attacks by implementing the no-fly zone proposed in a recently passed Senate resolution.
The Bush administration sees itself as the champion of freedom around the globe. If that is the case, then we should ask why we have officially acknowledged the Darfur genocide, but then use the cover of `it's very complex'' as an excuse to do so little?
Democratic and Republican congressional leaders who have called for a stronger response in Darfur must be clear that safe measures like humanitarian aid or support for African Union forces cannot be confused with decisive action to stop mass killings. As Gayle Smith, who represented the U.S. in Rwanda following the genocide there, told me, ``there has never been a cost-free, risk-free way to stop genocide.''
Willing, Ready
While a multilateral coalition might decide that committing U.S. ground troops would be too explosive, we must make clear that we are willing and ready to do whatever is necessary, including committing our own troops as part of a U.N. or NATO force. We will not have credibility to insist on an immediate and expansive military presence in Darfur if we only want other nations to ante up their troops.
Yes, bold action will be complex and result in unforeseen consequences. Inaction, on the other hand will be simple and highly predictable: more horror stories of children watching their parents butchered and sisters raped while the most powerful nations on the planet fail to even muster a slow-motion response to slow-motion genocide.
