We can come to a conclusion only after doing so,” he hedged. His senior, Deputy Commissioner of Police (FRO), Rajendra Mane, too displayed ignorance. “Had we known about the earlier deportations we would not have registered him again. These people slip back into the country by changing their names, getting new passports,” he said. In March this year, two such deportees resurfaced in the city — one from Sudan and the other from Yemen. “These people should not be given a visa, or should be detected and stopped at the airports,” urged Mane. Though India collects all data including biometric mapping of deportees, it has been unable to capitalise on this information. “The deportees’ details are sent to Indian embassies in their home countries,” K S Dhatwalia, spokesperson for the Union Ministry of Home Affairs, told Mirror. This leaves room for the deportee to come into India through another country, ducking biometric tests. Moreover, until last year, no Indian embassies around the world ran biometric tests on visa applicants. The government launched a pilot project in 2012 for such checks only in consulates in the UK, US and Pakistan — provoked by the struggle to track Abu Jundal, who was arrested for his role in the 2008 Mumbai terror attack, and had visited India on Pakistani passports after the episode. He holds an Indian passport and two Pakistani passports. “People change their identity and come into the country, but we keep a watch on their activities to check if they are in line with their stated purpose of visit.
