Letter from Sudanese Marginalized Civil Societies in US and Canada: call for Regime Change. UN/NY Rally
Dear Ambassador,
As Sudanese marginalized civil societies living in the United State and Canada, we write to you to express our grave concerns about the urgency of the current situation in our country the Sudan. Particularly the war and the genocidal acts implemented by Khartoum regime against the indigenous and marginalized people of Sudan.
Given the United Nations’ commitment to The Universal Declaration of Human Rights, which was adopted in 1948 to prevent atrocities associated with the Holocaust from happening again and yet has been violated in its entirety by the National Congress Party; we, the undersigned Sudanese civil organizations, urge the United Nations to support lasting change in Sudan by pressuring the National Congress Party to step aside and by providing significant support to the people of Sudan that facilitates free and fair elections and that ensures a just and genuine peace for all Sudanese.
In the last two decades, the National Congress Party has committed five genocides – one in South Sudan in the 1980s-2005; one in Nuba Mountains and Blue Nile in the early 1990s-2005; one in Darfur from 2003 until the present; one in Eastern Sudan from 1994-2005; and now a second time in the Blue Nile, Nuba Mountains and Abyei. Collectively, these crimes have resulted in the displacement of over 5 million people and the deaths of nearly 3 million people, the largest state-sponsored ethnic killing since WWII. The National Congress Party deliberately prevents food, water and medical supplies to reach civilians as a weapon of all the war affected areas of Sudan..
As you all know president Al-bashir of Sudan was indicted for genocide, war crimes and crime against humanity that committed in Darfur and wanted by the ICC, now he is extended his campaign to the Nuba Mountains, Blue Nile and Abyei and killed thousands of innocents civilians most of them were children and women, on bases of their cultural and political backgrounds. .
Since June 5th up to date Khartoum regime is, bombarding the villages, extra- judiciary killings, house to house search and slaughtering of the Nuba people. Using force displacement that displaced about 500.000 people and using of humanitarian aid blockade and starvation to kill more, bulldozing of homes of those who affiliate to SPLM as political party, the arrest and torture, all together have put the people of Nuba Mountains at risk more than ever before.
The same campaign of attacks is unfolding in the Blue Nile area, the bombarding of civilians, force displacement, targeted arrest and tortures has been going on since September 2nd, many Civilians have been killed and displaced within Sudan, and many more have left to the neighboring countries for their safety.
In May, the Sudanese government attacked the town of Abyie where over 100.000 people were displaced and forced to leave in a very critical humanitarian situation and the conditions are still not conducive for them to return.
In Darfur, for more than 8 years the systematic violent attacks against civilians continues, the security situation remains of the most dangerous of its type for the civilian’s populations in Darfur, characterized by excessive use of military force by government forces and Janjaweed Miliats, including aerial bombardment, targeted ground attacks against civilians and IDPs as well as obstruction of UNAMID which made the protection of civilians an impossible task.
It’s worth mentioning that, despite the fact that to date, UNAMID has over 20,000 troops and civilian personnel. However they have done little or failed not only to protect the civilians, but to report the incidents or verify the compliance when the attacks occur. Furthermore, UNAMID is still requesting permission from the Sudan government’s authority before conducting patrols or sending out fact-finding missions The cases of attacks against Tabera, Khor Abeche , Shangle Tobai and Eastern Jebel Marra were evident.
As witnessed by all in 2010 and in the first half of 2011 the escalation of violence continued and has brought new challenges to the safety of civilians and the humanitarian community in Darfur and there are still about 2.7 million displace living in miserable condition and their land are constantly taken by the new settlers who are brought by the government of Sudan to replace them. We are also gravely concern about the situation in eastern Sudan that is appealing, the peace agreement that was signed in 2005 is not implemented and the government have place many restriction that make people to suffer.
Today the Beja people in Eastern Sudan are still suffering from the state of Emergency imposed on them and the ongoing violation of their rights, the aggressive policies of the Khartoum regime to drive the Beja people from their homeland to be replaced by the new comers, also reported by people on the ground, lack of resources and expulsion of humanitarian NGOs have prevent the Beja from medical, and other humanitarian assistance is direly needed and exacerbate the suffering of the people as the famine is now approaching the eastern Sudan region.
In Nubia far north of Sudan the Khartoum regime is attempting to build dams to destroy the Nubian history, language and heritages, also to depopulate them with millions of Egyptians, the Nubians who are fighting peacefully for their rights been killed. harassed, detained, tortured and imprisoned . The Republic of South Sudan and Republic of Sudan development, bilateral relations and benefits exchange for sustainable peace and stability, depend on security and consensus, hence the continuation of the recent NCP regime in power will distance any common ground between the two countries, will cause chaos and insecurity in the both countries and add more suffering to the Sudanese and their neighboring countries and the world in general, especially Khartoum regime considered as a terrorism supporter, and one of the worse countries in human rights violations records.
We call on the United Nations to take the following immediate actions:
No-Fly Zone: The immediate imposition of a No Fly Zone in Nuba Mountains/South Kordofan, Blue Nile, Darfur and Abyei, is needed to protect civilians from bombings. End all attacks in Sudan that violate international humanitarian law, including deliberate attacks on civilians and indiscriminate aerial bombings; and hold all those responsible to account, regardless of rank. Deploy an International peacekeeping force with chapter 7 mandate in all Sudan’s war Zones. Fulfill obligations to cooperate with the ICC, including surrendering to the court those subject to ICC arrest warrants, including Al-Bashir and imposed governor and indicted war criminal Ahmed Haroun and other suspects. Protection of Nuba People, Blue Nile, Darfur, Abyei and Beja. Pressure the Sudanese government to open unimpeded access for UN peacekeepers and humanitarian actors to all parts of Sudan including those most affected by conflicts. Pressure Khartoum to immediately cease using rape or any kind of other sexual violence against women in war zones and all Sudan Disarmament of the dangerous Popular Defense Force (PDF) in Nuba Mountains/South Kordofan, Blue Nile, Abyei, Eastern Sudan, and disarmament of all government militias and the Janjaweed in Darfur, and monitoring the recent NCP troops deployment in Beja areas. End the harassment, detention and torture of journalists, human rights workers, and activists, and call for their immediate release. End the Sudanese government policy of dismantling IDP camps in War affected areas and of deliberately preventing food, water and medical supplies to reach civilians as a weapon of war in all Marginalized areas of Sudan.
We urge the United Nations to fulfill the principles for which this great organization was founded and which include the responsibility to protect vulnerable population such as those found in Sudan. The marginalized and indigenous people of Sudan seek to restructure the country for the benefit and security of Sudan, the Republic of South Sudan, the continent and the world. Short of immediate and fundamental change in Sudan is badly needed for keeping the rest of the country united and safe.
We greatly appreciate your commitment to end the suffering of our people in Sudan and bring a lasting peace and end the suffering of the marginalized people of Sudan in particular and all Sudanese in general..
