Meeting with Kamal, Gaafar, Leon and Hildebrand Summary assessment Since the start of Radio Dabanga hardly any major problem had occurred. The goals of the radio concerning audience and quality content with news and information have been achieved faster than expected. The finances, staff, broadcast and administration are stable. Major improvement are possible in programming for women and entertainment, quality radio features (magazines) and following up on audience response and the production of stringers, correspondents and informers from inside Sudan. The labour costs (salaries/allowances) have increased rapidly. Radio Dabanga is a potential carrier for broadcast to a wider target audience outside the people of Darfur (for example the transitional areas S-Blue Nile, Nuba Mountains, Abyei). Major events and political shifts will take place in 2011 related to the Referendum and the Darfur peace talks. The referendum will most probably split the country in two pieces and might contribute to a new political reality. From the side of Tijane Seiss (LJM) Radio Dabanga has been positively received. He is willing to make it a legal and public broadcaster. The GOSS is also willing to host Radio Dabanga at its territories. Considerations Press Now had the following starting points in 2008 when launching Radio Dabanga. By the end of 2011 Radio Dabanga should have moved to Sudan with the major production capacity while transmission can continue through Netherlands. Radio Dabanga should be self sustainable in terms of editorial and administrative management in 2012. For the content of the news- and information the current Editor-in-Chief plays a decreasing role. He is supportive and instrumental, but not indispensable anymore. The managing editor and (deputy)-managing editor are professionals able to run the editorial staff, but they lack managerial experience in budget-keeping, Human Resource Management (writing contracts) and technical knowledge about software and database management. After a few years, the central desk will lose touch base in Darfur when it does not have regular newcomers freshly recruited from inside Darfur. The news organization can not sustain based on people from the Diaspora. The editorial development can be easily hindered due to organizational issues that should be solved by the administration. Strategies Based on the assessment and considerations the following strategies should be discussed: - The current editor in chief will become editorial advisor - The managing editor will become the editor in chief - The deputy managing editor will become the managing editor. - The managing editor will have two deputies (senior editors): one for the news bulletins and one for TODs, women programmes, Justice etceteras - The editorial advisor will become Director of Radio Dabanga taking over the position of the coordinator. All admin issues will be handled by him. - Two editors working in Sudan will visit the central desk based on a rotational scheme of 3 months at the time) - Correspondents will visit the Central Desk in rotational scheme of 3 months at the time. - The editor in chief and managing editor will have to be fully aware of their news-managerial tasks including listing the contributions, audience response, phone attendance and following up cases of harassment and arrest in the field. - The production in the field has to increase before the end of 2010 with at least 50%, including news-items with quotes and TODs. - Before June 2011 a women programme and student programme have to be produced from inside Sudan - A reporters unit will be established with editors in Blue Nile, Nuba Mountains and Abyei and Juba prior to the referendum (starting 1 Oct 2010). They will produce an extended programme of daily half an hour in addition to the morning bulletin. A name has to be invented - The reporting and featuring quality will have to be improved before the end of 2010 with assessment and evaluation procedures - Volunteers in NL have to be actively encouraged with regular meetings - The proposed training will be implemented before start 2011 - After the referendum that will take place in 2011, the management of Press Now and the Radio Dabanga will mid 2011 have to decide concerning three possible scenarios: 1) Partial move to Sudan: Continuing structures with a small Central Desk in NL for broadcast and coordination and management, but moving the production for 85% to Sudan. In the second half of 2011 all field reporters will receive intensive training in Sudan (3 months). Radio Dabanga will be registered in Sudan as news organization. 2) Complete move to Sudan: Moving the entire operations including administration and broadcast production to Sudan. Only the technical broadcast and 1 person as back up office will remain in NL. In the second half of 2011 all field reporters and admin staff will receive intensive training in Sudan (3 months) in order to be able to run the Radio. Dabanga will be registered in Sudan as news-organization. 3) Finalizing project: Radio Dabanga will consider whether to gradually scale down its broadcast operations since it will nevermight never be allowed to operate independently in Sudan. In case this scenario will be chosen, bBy October 2011 the broadcast will be reduced to 1 hour in the morning and 1 hour in the evening. By March 2012 the broadcast will be reduced to 1 hour in the morning. By October 2012 ends broadcasting. - During 2010 and before the evaluation in mid 2011 the management of Rradio Dabanga will have to explore serious possibilities to move the production activities mainly to Sudan in agreement with the authorities in Darfur (Khartoum when required). Decision Points In the meeting of 2nd June the following has to be discussed: - Ready to develop and accept new roles and responsibilities within Radio Dabanga, - Understanding the future decisions to be made and developing contacts with authorities to allow Radio Dabanga inside Sudan/Darfur - Improving Central Desk staff performance, including training and clearer tasks and responsibilities - Listing useful and committed volunteers - Improving the field reporting network, including training and clearer communication lines (protocol for daily contacts) - Rotation scheme for Abu Zaid/Khalid - Rotation scheme Darfur correspondents
