Why Did the Oakland Institute Publish its Findings on Land Grabs in Africa? Land grabs encompassing the size of France, displacing thousands of families, building miles of irrigation canals without concern for environmental impacts, allowing crops to be planted that do not improve food security for Africa--done with little or no consultation with those directly impacted, and have no accountability or transparency--are exactly the kind of issues the Oakland Institute was established to investigate and make public. For the public to be fully engaged it needs to be informed. Everyone would agree that investors need information. Isn't it fair that those who make policy are fully informed as well, or is the right to know a privilege of the investor class only. We know that once families are displaced, once the canals are built, once the small farmers lose their livelihoods, and once the environmental damage is done there is no going back. This would not and could not be repaired. وأكدت الصحيفة التنزانية أن الجامعات الأمريكية الكبيرة فى إفريقيا تعمل بدعم مادى من قبل صناديق مالية بريطانية ومضاربين ماليين أوروبيين لشراء أو استئجار مساحات شاسعة من الأراضى الزراعية الإفريقية فى شكل صفقات.
وأوضحت "سيتيزن" أن البعض من هذه الجامعات الأمريكية قد يجبر العديد من أصحاب الأراضى لبيع الأفارقة أراضيهم.
ونقلت الصحيفة عن باحثين قولهم إن المستثمرين الأجانب يستفيدون من "الاستيلاء على الأراضى"، فيما يفشلون فى تحقيق الفوائد الموعودة من فرص العمل والتنمية الاقتصادية، فيؤدى هذا النهب إلى مشاكل بيئية واجتماعية فى البلدان الأشد فقرا فى العالم.
ولفتت "سيتيزن" التنزانية إلى تقرير جديد بشأن امتلاك الأراضى فى سبعة بلدان أفريقية يشير إلى أن العديد من الجامعات والكليات الأمريكية بواسطة الدعم المالى الكبير لها قد استثمرت بكثافة فى الأرض الأفريقية فى السنوات القليلة الماضية.
وأضافت الصحيفة أن جزءًا كبيراً من الأموال التى يتم توجيهها إلى الجامعات والمدارس الأمريكية فى افريقيا تأتى من خلال إدارة الأصول الناشئة ومقرها لندن، المسئولة عن شراء الأراضى فى أفريقيا.
الباحثون فى معهد أوكلاند بكاليفورنيا يعتقدون أن العملاء الناشئين فى الولايات المتحدة قد استثمروا ما يصل إلى 500 مليون دولار فى أخصب الأراضى الإفريقية وذلك بعوائد تصل إلى 25%.
وقال أحد العملاء إن الصفقات كانت تتم بمسئولية، مضيفا: "نحن نستثمر فى الزراعة الإفريقية وإقامة الشركات وتوظيف الناس، ونحن نفعل ذلك بطريقة مسئولة..".
وتابع "هذا ليس استيلاء على الأراضى. نحن نريد أن نجعل الأرض أكثر قيمة. وأن نجعل لها تأثير كبير، لتكون أكثر إنتاجية".
وألمحت الصحيفة فى نهاية تقريرها إلى أن "الصينيين والشركات الشرق أوسطية قد سبق استيلائها على مساحات واسعة من الأراضى فى إفريقيا".
