this is last updated information ----------- Despite of many appeals, the Government of Sudan and its allied militias continue to violate the human rights of its citizenry in Darfur States in the west. Since February 2003, the authorities used food as weapon against the civilians, in particular, the African ethnic groups, namely, Zagawa, Fur, and Masaleit. The area has a history of drought, which caused drastic ecological changes, which led to internal migration. The ongoing fight caused many people to flee their homes and be internally displaced gathering in valleys, lacking basic life needs. Many villages were looted by the Government troops and allied Arab militia; the Janjaweed, and burnt to ashes. On 27th May 2003, an airplane bombarded Anka, about 80km northeast from Kuttum and destroyed to grounds the only medical center in the area and killing around two patients. On the same day, Jimaizai village, in Seraif Himaro area, about 100km west of Kuttum was looted by the Janjaweed and kidnapped Mr. Musa Ali Jama'a, the Chieftain - Sheikh of the village. The Government of Sudan continued to detain, arbitrarily, its citizens from Fur, Zagawa and Maslaleit ethnic groups, in particular, many were subjected to summary execution and torture. For example, Mr. Ibrahim Adam Ibrahim Rasheed, about 40 years, from Tomboury village, was detained and held incommunicado since March 2003. Mr. Abakar Zakaria Khamees, about 35 years, a Shopkeeper in Maleit, has been subjected to torture, by daily slashing on his naked body and exposing his fingers to fire. Many villagers from the said ethnic groups were disappeared. Worries are intensified that they might have been killed or held incommunicado. On 31st May 2003, Mr. Adam Abakar Khaleel about 50 years, an Officer in a private company in Khartoum, was taken from his house in Omdurman to unknown place. The authorities deem any mature male, especially from the said groups, a possible militant of the Sudan Liberation Movement/Army. Villagers are escaping harassment and ignominious interrogations which, mostly, lead to detention, where the villagers could not clearly explain their situations due to language difficulties. The Government troops and their allied militias adopted a very brutal and inhuman policy; by raping females, to break the psychological strength of their husbands, fathers, brothers, and sons and to force them surrender themselves to the authorities. On 7th May 2003, Miss Mouraih Adam Yahya, 21 years, and her sister Miss Merriam Adam Yahya, 19 years, from Jala village, west of Kuttum town in Northern Darfur State, were raped by Government troops. Earlier, the authorities detained the father of the girls, alleging that he might be a supporter of the SLM/A. Due to traditions, conservative measures, infamy, and psychological effects, many victims are not disclosing that they were raped. In Khazan - dam Abjidad, the authorities denied access to the water, which forced the villagers to flee their homes towards Abuleha, and caused many sheep and goats to dye due to thirsty. Since most of the displaced are framers, worries are intensified among them that they might not be able to prepare their lands for the cultivation season, thus facing an artificial famine caused by their Government. Recently the authorities banned the people of Darfur to access or receive international telephone calls and/or use mobile satellite phones. Since then, Darfurians became isolated, since fax lines and satellite dishes are restricted long time ago. Moreover, the authorities restricted the usage of four-wheel drive vehicles, which are widely used as means of transportation and intrastate trading mediative, due to unavailability of asphalted roads in the region. Since the breaking out of the war in the area, no international organization was reported to visit the area. Therefore, appeal to the Government of Sudan to stop immediately this brutal war. To rehabilitate those displaced before the increase of the rain, or provide shelter. The authorities to indemnify those who lost their beloved ones, to compensate those who lost their properties. The Government of Sudan to release those detained or present them in front of impartial tribunals, and allow visits to those held incommunicado. To refrain from discrimination, to refrain from using food as weapon against civilians, and abide by the respect international human rights standards. Appeal to the UN to, to the UN Commission on Human Rights to scrutiny the situation of the human rights, and assign another Special Rapporteur to keep eye on this country. Appeals to be sent to the humanitarian aid providers to provide food, shelter, and seeds. Appeal to the World Health Organization to provide medicine and to take precautionary measures to prevent possible spread of infectious diseases in the area. Appeal to the human rights organizations, to express their concerns and investigate on violation of the human rights in this region. Appeal to the countries fighting against the spread of chemical and mass destruction weapons to investigate allegations that the Government of Sudan had used chemical weapons in Darfur. Appeals to be sent to the International community to "assume their moral and ethical duties to look at the situation of human rights in Sudan; in general and particularly in Darfur States with all the urgency that it deserves."
