    Is the Fifa President Corrupt?
    The allotment of television rights for the FIFA World Cups in the Middle East is a clear case of corruption in which the FIFA president Joseph Sepp Blatter, the CAF president Issa Hayato and the AFC president Mohammed bin Hammam are allegedly said to be involved.
    Above all, Hayato in his capacity as CAF president remained quiet and failed to protect his member countries against the violations of the ART. Furthermore, he even rewarded the Saudi channel by granting them the exclusive TV rights of all the CAF events!
    Now, football fans in two of the three or four founding nations of the African Football Confederation, Sudan and Egypt, will not be able to view the 2010 World Cup, the first-ever event to be staged in the black continent thanks to a secret deal between Blatter and the ART in 2001.
    The deal with the Saudi-based TV station has run into controversy with ART bagging the allegedly “exclusive rights” for all the FIFA events since 2002, including the 2010 and 2014 World Cups, in contravention of stated Fifa policies.
    The Fifa Distribution Policy is designed “to make sure that football does not suddenly become the exclusive preserve of the wealthy, who can afford luxuries like paid TV channels”.
    Yet, only those in the Middle East who could afford to purchase $500 ART smart cards could watch the 2006 World Cup finals and the same situation is likely to occur for the upcoming 2010 and 2014 World Cup telecasts after ART’s announcement that it had bought exclusive Middle East rights for the two events.
    In this case, only those from among the 200 million-strong 22 Arab countries populations, who can afford ART subscription, will be able to watch the two championships.
    In September 1996, Fifa had signed an agreement with its television partners, keeping out pay-per-view television. The letter read, ‘Fifa will ensure that the public is able to watch the World Cup without paying specifically for the privilege.”
    But, having bagged the rights, ART has even said that there is no force on Earth which can make them re-sell these rights to free channels, including the government-owned TV stations.
    Unfortunately, Fifa has done nothing to safeguard its distribution policy for the last eight years. The ART president Saleh Kamel defends their stand by saying that football is a “luxury” and doesn’t fall in the same line as the “basic” needs the government needs to provide to the public.
    Fifa had said earlier, “Public broadcasters, such as those which belong to the international consortium with whom Fifa works for the 1998 World Cup, may acquire rights to the 2002 and 2006 World Cups.” Indeed, the Sporis/Kirch offer specifically stated the group's intention to work principally with public broadcasters.
    However, ART has once again isolated the Union of Arab Broadcasters by declaring that there will be no free viewership of football in the Middle East.
    For the 2002 and 2006 World Cups, Fifa’s television partners Sporis/Kirch had committed to distributing rights for free to all African nations, according to a letter written by then Fifa General Secretary, Joseph S Blatter.
    But, poor countries like Comoros and Djibouti or war-torn nations like Somalia and Sudan as well as Egypt, Libya, Tunisia, Morocco, Algeria and Mauritania were left out as they are part of the “exclusive” ART deal in the Middle East.
    When Fifa came to know about the incident, they replied, “Fifa is actively working with ART to safeguard its distribution policy across the Middle East of having 22 matches on Free TV out of the total 64 matches of the competition.” But, it did not take steps to ensure that this was implemented.
    This indicates that Fifa is aware of the violations of its policy by the ART — then why is ART getting these concessions?
    According to a Fifa Media & Marketing sources, this is due to a deal between Blatter and Saleh Kamel, which was orchestrated by the AFC president Mohammed bin Hammam after the collapse of the Fifa’s marketing partners ISL, a subsidiary of the International Sports Media and Marketing group.
    The sources reveal: “Blatter faced a grilling over allegations of financial mismanagement. The prospect of ISL facing bankruptcy led to the cancellation of the World Club Championship in Spain and forced Fifa to set up its own in-house marketing unit.
    “Blatter came under fire from European rival Lennart Johansson, former president of UEFA and the international media. At this point, Hammam stepped in and introduced Blatter to Saudi billionaire Saleh Kamel, who offered to save ISL from going bankrupt.
    “The purchase created a conflict of interest between the Fifa’s rights distribution policy and ART’s ambition to establish its own empire along North Africa and the Middle East.”
    Regarding the silence of CAF president Issa Hayatou and his failure to protect his African member states which were promised free access to the 2002 and 2006 World Cups, the sources said the “waves were very high” and there was a lot of money involved. He declined to elaborate, but said, “If the Arabs cannot defend their rights, do you expect it to come from someone else?”
    Ironically, the media in the Middle East has remained silent over the issue. ART had claimed they have united with the Arab League to provide a high quality service in the Middle East. However, few months later, it removed the logos of the Arab League from its screen.
    As AFC chief Hammam, has failed to protect the rights of Arab countries from ART’s blatant violations.
    “I agree,” said the sources. “The people in Palestine, Golan Heights and southern Lebanon were lucky enough to watch the World Cup finals on Israeli free TV. It’s ironic, but true.”
    “Also, people living in areas bordering Iran in the UAE and Oman were able to watch all 64 games on free-to-air Iranian networks.
    “The Saudis, Syrians, Yemenis and Emiratis were forced to subscribe to ART or resort to other means. “The Saudis and Tunisians were not able to watch even matches of their own teams on free television. And yet, Fifa did not interfere. “I think there was something mysterious in the whole affair,” the sources concluded.
    “Why do the Arabs pay for having a cup of tea and refuse to pay for watching football games?” says Saleh Kamel, a laughable question that he keeps raising in his TV interviews. It’s sad, but true. Such things do happen in the Middle East!
    Now comes the big exclamation mark. Is FIFA president Corrupt?
    Just look into the attached list of the 2010 FIFA World Cup broadcasters and one will find out.
    All people around the globe can watch the 64 games on free-to-air TV except the 22 countries of the Middle East which have been sold to the ART by the FIFA president!
    Now the Art has sold the rights to the Al Jazira Sports Channel which is strongly backed by the AFC president Mohammed bin Hammam leaving the whole region under the mercy of the pay-per-view broadcasters, contrary to the FIFA distribution policy!
