هذا مشروع مذكرة يمكن تطويرها خلال يومين وتسليمها الي أوباما
To Mr. Barak Obama The President of the United States of America We, proponents of democracy and human rights in Sudan, are baffled, frustrated and disenchanted by the stand your country is taking in respect to the recent political developments in our country, Sudan. Your envoy General Scott Gration is actively operating in Sudan’s political arena, supporting the holding of the election in the manner and time dictated by the current regime in Sudan. In doing so, your envoy has effectively lent your country’s total support to the policy and ill tacts of the murderous regime of Khartoum and its indicted head of state. The regime in Khartoum has designed, timed, and is executing the declared elections for the purpose of attaining the legitimacy that eluded it since its inception. In doing so, the regime has successfully frustrated all efforts to correct its structures of dictatorship. It refuses to cancel its packages of anti liberty anti human rights laws and has currently deployed the entire state machinery including media outlets, army and security apparatus to the service of its electioneering purposes, rendering to whole political atmosphere non-conducive to free and fair elections. The regime in Khartoum must answer to the mascaras, violation of human rights, torture, rape and the destruction that occurred during its rule of the country in Darfur and all over the country. It must not be allowed to use elections as a tool for impunity. Inconsistent with your country’s declared stand on liberty and human rights, your envoy has recently been working vigorously in support of the regime. By doing so, he is undermining the Sudanese people quest for democracy rule of law, and unity. We demand the withdrawal of your envoy Scott Gration with immediate effect. We demand clear stand on the human rights of the Sudanese people and the conduct of the regime in this regard. We demand a clear stand of your country on the integrity of our country and the peaceful choice of the Sudanese people as to the destiny of the country.

كنت أفكر فجر اليوم حول ضرورة مخاطبة الادارة الاميريكية في شخص رئيسها باراك أوباما حول ذات الموضوع لكن من محور آخر ..
اعتقد من الضروري أن نضع في اعتبارنا جملة من الحقائق:
أولا: يتضح لي شخصيا أن هنالك طوقا من التعتيم حول الرئيس الاميريكي أوباما بخصوص ملف السودان
ثانيا: يوجد لوبي داخل الادارة الاميريكية يقوم بتغذية أوباما بمعلومات "ملتوية" حول العلاقة بين جنوب وشمال السودان، وهذا واضح في تحرك غراشون المكشوف نحو فصل الجنوب .. ويبدو أن صورة العربي المستحكم على الجنوبي الأفريقي قد ترسخت في دماغ أوباما .. وقد ساعد في ذلك تفكيره الشخصي ..
لذلك أصبح فصل الشمال عن الجنوب مسالة مترسخة عند أوباما .. إضافة إلى اسقاطات الجانب الاقتصادي السياسي المتمثل في ضرورة طرد الصين واستعادة "يترول أميريكا" حسب تصريحات اميريكية سابقة ..
لا نستطيع بسهولة كسر الطوق اللوبي حول اوباما، لكن الحركة الاجتماعية السودانية المكثفة حول رفض تقسيم السودان قد تلفت انتباه وعقل رئيس الادارة الامريكية ..
في تقديري من الضروري قيام حركة اجتماعية نشطة يشارك فيها السودانيون من حنوبيين وشماليين بتسيير مسيرات ورفع لافتات ترقض المبعوث الاميريكي ودوره المكشوف في عملية تقسم السودان ..

The Wall Street Journal APRIL 7, 2010 Sudan's Sham Election Has U.S. Support Barack Obama once called Darfur's genocide a 'stain on our souls.' Has he changed his mind?
By MIA FARROW In Khartoum this past weekend, U.S. Envoy to Sudan Scott Gration expressed his confidence that the April 11 elections in that country—the first since 1986—will be as "free and fair as possible."
Sudanese President Omar al-Bashir should be plastering "We Love Gration" posters all over the capital. No one in Sudan believes the elections will be anything approaching free or fair.
Intimidation, vote rigging, manipulation of the census, and bribing of tribal leaders are rampant. Most of the 2.7 million displaced Darfuris are living in refugee camps. They are unable or unwilling to be counted at all. All of this, plus the ongoing violence in Darfur, have caused key opposition candidates including Yassir Arman of the Sudan People's Liberation Movement to withdraw from the election.
The Carter Center, the only international observer mission in Sudan, announced that the election process is "at risk on multiple fronts" and requested a modest delay of the election. Mr. Bashir threatened to oust the observers, saying on state TV last month: "if they interfere in our affairs, we will cut their fingers off, put them under our shoes and throw them out."
Taking an unusually edgy stance, the Save Darfur Coalition—an alliance of more than 190 faith-based, advocacy and human-rights organizations—is urging the U.S. and the international community not to legitimize Sudan's presidential election. "We believe the election is not going to be free and fair, and it's not even going to be credible," said Robert Lawrence, the Coalition's director of policy. "The last thing we want is for the results to legitimize the dictatorial rule of President al-Bashir."
Hope is rare in Darfur, but when Barack Obama became president the refugees had reason to be hopeful. As a junior senator in 2006, Mr. Obama made his feelings about the evils in Darfur quite clear. "Today we know what is right, and today we know what is wrong. The slaughter of innocents is wrong. Two million people driven from their homes is wrong. Women gang raped while gathering firewood is wrong. And silence, acquiescence and paralysis in the face of genocide is wrong."
A year later, then-candidate Barack Obama said: "When you see a genocide, whether it's in Rwanda or Bosnia or in Darfur, that's a stain on all of us. That's a stain on our souls."
Darfuris were listening, and they hoped anew when President Obama said the Sudanese regime "offended the standards of our common humanity." They believed he would appoint an envoy who would take their plight seriously and serve as an honest broker between warring rebel groups and the Sudanese regime.
And how is his appointed envoy dealing with the perpetrators of those atrocities that have stained our souls? "We've got to think about giving out cookies," Mr. Gration told the Washington Post last fall. "Kids, countries—they react to gold stars, smiley faces . . ."
Cookies for a regime that is as savvy as it is cruel? Smiley faces for a thug who seized power by coup in 1989 and has retained it only through iron-fisted brutality? Gold stars for an indicted war criminal responsible for the murder, rape and displacement of millions?
This spectacularly naïve perspective—and accompanying policy of appeasement—has further terrified Darfur's refugees, who feel increasingly abandoned by the U.S. and marginalized within their country.
With the support of Mr. Gration and the U.S., the bogus Sudanese elections will move forward with what the International Crisis Group has labeled "catastrophic consequences."
"Since the April vote will impose illegitimate officials through rigged polls, Darfuris will be left with little or no hope of a peaceful change in the status quo," warns EJ Hogendoorn, the Crisis Group's Horn of Africa project director. "Instead many will look to rebel groups to fight and win back their lost rights and lands."
Following this Sunday's election, there is little doubt as to who will be the president of Sudan. So it is crucial that international observers, world governments, the African Union and the U.N. Security Council acknowledge the deeply corrupt voting process that will reinstate President Omar al-Bashir. They should declare publicly that Mr. Bashir, a man indicted by the International Criminal Court for war crimes and crimes against humanity, will rule without a genuine democratic mandate.
His regime must not be granted the legitimacy he craves

I agree with many suggestions here in this important post... our W. Massachusetts Darfur Coalition in the past to make difference and influence the Congress legislation because of the strong Sudanese presence in the coalition. I believe we can influence the State department if we manage, collectively, to present our voice to them...

Dear Mohamed Elnaem Thanks for your response to my post. We currently are faced with a situation where the American admin seems to be changing direction. Scott Gration maneuvers in the country can only be explained in those terms. Regardless, of the internal political balances within the admin that let to this situation, we as interested parties have to move. That move must be multi-faceted, prompt and effective. We have good indications that the Americans are now inclined towards the option of two Sudans. If those prospects have to be realized as a result of a choice made by the Sudanese people expressing their wish in a free and fair ballot box, then let be. But, our fear is that the weight of the American preposition would certainly have bearings on the result. Gration recent tactics are clear. He wants to keep Albashir, despite every thing in order to maintain the balance that would lead to referendum and hence two Sudans. Quote: so we should encourage the sudanese activists in the diaspora to arrange simultaneous demonstrations in front of the us -Embassies to comdemn their policy in Sudan and we slso encourge them to reatch out the progressive elements in Obama's adminstration and pass the message to them |
that is the sort of action we need to take.

الاستاذ أحمد سالم التحايا والشكر علي المداخلة. كل المؤشرات الآن تؤكد لنا الادارة الامريكية تحت باراك أوباما اصبحت تري ان انفصال الجنوب عن الشمال هوالمدخل الي حل مشاكل السودان والاقليم. غريشن قذف به الي المنطقة ليبحث عن الوسائل التي يمكن بها تنفيذ ذلك. ومن الواضح انه يري ان اختفاء البشير من المسرح سيؤدي الي اخلال التوازن وتصبح عملية الاستفتاء والانفصال غير ممكنتان. ولذلك يعمل علي استقرار البشير وتثبته الي حين. أنا من رأي ان الادرة الامريكية بالبرغماتية المعروفة بها العقلية الامريكية هي التي فرضت الوضع الراهن وليس القناعات الشخصية للرئيس اوباما. بل بالعكس اميل الي الاعتقاد ، من خلال تتبعي لاوباما واطلاعي لكتابين فقط مما كتبه في مراحل سابقة لتوليه الادارة الامريكية، ان الرجل لديه احترام خاص للثقافة العربية ولا ينظر الي الوجود العربي في افريقيا بسلبية ، بل يري فيه تفاعل طبيعي ويري ان الثقافة العربية تم استبطانها في الثقافات الافريقية واصبحت مكون طبيعي ضمن مكوناتها. نفس المسألة تنطبق علي الاسلام. والرجل يري نفسه واسرته تجسيدا لكل ذلك التفاعل. ولكن السياسة في امريكا تتيح هذا القدر من الانفصام بين القناعات الشخصية وتوجه المصالح الذي يحدد سياسة الدولة. الاستاذ الجليل أحمد سالم المذكرة التي تكرمت بايرادها هي عمل قيم لابعد الحدود وهي درس لمن يريد ان يفهمنا ويفهم بلادنا السودان. نحن في الظروف الراهنه ومع الضيق الذي ادخلنا فيه غريشن نريد شكل احتجاجي ولفت نظر لدوائر القرار الامريكي ولذلك يجب ان نراعي طريقتهم في كبس المعلومة وكبسلتها حتي يسهل بلعها او تخدم الحدة والاغتضاب والصدمة كما يقولون هم: sharp short shock - النقطة السابعة التي اوردتها في مذكرتك هي بيت القصيد وساعمل علي ترجمتها وادخالها في المذكرة اذا تكرمت بالسماح لنا بفعل ذلك:

سلام جميعا
الاخ جعفر علي الواضح انه هناك توارد خواطر قمت بالامس بكتابة بوست عن ضرورة ارسال ايميلات لموقع البيت الابيض لان الرئيس اوباما يقراء عشرة ايميلات يوميا منذ استلامه الرئاسة اعتقد ان ارسال الايميلات امر مهم لانه سريع و يمكن عبر موقع البيت الابيض لا يستطيع موظفوا المخاطبة حجب كم هائل من الايميلات حول موضوع واحد عن الرئيس لان ذلك جريمة
من ناحية اخرى فكرة المذكرة ممتازة لاننا يمكن ان نجعل الكثيرين يوقعون عليها و هي غير متعبة و تحقق مردود ضخم، اعتقد انه نعمل الفكرتين انت و الاخوة اللي قدموا مقترحات ممتازة يضمنوها في مذكرة بالانجليزية و نوقع عليها اون لاين و لكن لضيق الوقت من الان و الانتخابات نرسل ايميلات للبيض الابيض عشان يطلع عليها الرئيس في الايام القليلة القادمة قبل الانتخابات

Dear Gaafar, salamat I wish to thank you for your great initiative. This a well-crafted memorandum. But first let me remind you that the clock is ticking. If something must be done, must quickly be done. Furthermore, I wish to make a few remarks: a. The memo is a bit too long. It has to be terse and focused. Obama and his team have more pressing issues on their plate. The Sudan is important in their strategy but it is not their only priority.
b. Since your objective is to present a complaint against Gen. Scott Gration you should stick to that. Problems related to the messy elections, or the forthcoming referendum can wait for now, or if you wish they have to be addressed in a separate memo. Certainly it’s possible to amalgamate all the above issues yet this might dilute the effect of your complaint .
c. The memo has to spell out in specific terms what you are complaining about in regard to Gen. S. Gration. You need to build up a solid case: what he did or failed to do, spell out clearly your alternative proposal, i.e. replacing him with a seasoned diplomat who is familiar with the complexity of African conflicts and mediation techniques. I suggest you look at the Wall Street Journal scathing critique of the General.
d. I wish to draw your attention to observing the formalities in addressing the likes of the President of the US or other high ranking aids. Using such terms such as ’we demand’ may not be appropriate. you need Obama's support so you beg, you request, and show humility. Thx..

شكرا على الرد ونتمنى المواظبة على تنفيذ الفكرة بصرف النظر عن قيام الانتخابات عن عدمه فالسودان موجود .. والقضايا سوف تزداد تعقيدا كما أقرأ ..
أشير إلى نقطتين:
أولا: كل الموضوع تحت تصرفك .. فقد كتبته لذات الهدف المشترك .. بل وألتمس منك الرجوع إلى مقالاتي في المواقع الاسفيرية والتصرف بما يخدم الهدف
ثانيا أنا معك في أتخاذ اسلوب الرسالة القصيرة المفضية للهدف وضمن هذا الاسلوب فإن العمل الجماهيري "التجمع والتظاهر ورفع اللافتات" من أنجع هذه الوسائل السريعة في لفت انتباه الادارات الغربية كافة ..
لذلك أظن لابد من خطوات مماثلة في معظم العواصم الغربية خاصة أميريكا ..
ولو كان بالامكان خروج المجتمعات السودانية في السودان تنديدا بدور المبعوث الاميريكي هذا ممكن لو قامت منظمات العمل المدني بخطوة منسقة وجماعية .. وهذا في مصلحة الحكومة لو كانت تدري!!

الاستاذ الجليل أحمد سالم شكرا لكم علي عرضكم الكريم وتكرمكم بهذه المادة القيمة التي وفرتموها لنا في الشبكة الاسفرية هو لا شك ذخر واضافة لنا. اتمني يا استاذنا ان اسمع رأيك في النقطقة التالية والتي وصفتها بانها حساسة tricky ويجب مراعاتها في مخاطبتنا كناشطين او سياسين للادارة الامريكية. ولا بد من سماع رأيكم بما لديكم من دراية وخبرة في هذا المجال والنقطقة هي نقلا مما اوردته سالفا:

Dear Majid Bob Thanks for your extremely valuable remarks I will take that into consideration. Your point on protocol and diplomatic nicities necessary for an occasion such as the one we are undertaking will be taken with a bit of caution. The tendancy these days is to do without such nicities using what is now increaingly being seen as dated old gentleman attitute. Have a look at Obama's facebook, you may have a taste of what I mean. Having had a look at some of the memos even on this post I thought this draft is capsulated enough and appropriate for the sharp short shock effect we intend to realize.Your point on this aspect of the draft certainly encourages me to revist that plarticular feature. once more thanks for your contribution and keep it up please
