KHARTOUM, Sudan — Southern Sudan's main political party withdrew its candidate from the country's upcoming presidential election and said it will not contest parliamentary and local polls in Darfur, a move that erodes the credibility of Sudan's first multiparty election in decades.
The surprise announcement from the Sudan People's Liberation Movement comes as more than a dozen northern opposition parties and independent candidates also consider a boycott of the April 11 vote amid concerns that alleged government control of the media and biased legislation make a fair vote impossible.
The decision was made as the U.S. envoy to Sudan, Scott Gration, arrived in Khartoum late Wednesday. Gration was holding talks Thursday with political leaders in Khartoum about the upcoming vote, US Embassy spokeswoman Judith Ravin said.
SPLM party spokesman Yien Matthew said party officials plan to meet with Gration for talks Thursday aimed at warding off a crisis 10 days ahead of the country's first multiparty elections in 26 years.
Matthew said the party decided late Wednesday to withdraw its presidential candidate, Yassir Arman, from the national race. He added that the party also will not contest parliamentary polls in the volatile region of Darfur, but will participate in parliamentary and local elections in the rest of Sudan.
The party's decision stemmed from "numerous violations" committed by President Omar al-Bashir's ruling National Congress Party and "instability and state of emergency in Darfur," Matthew said.
"The SPLM can't put itself in fire with its people and supporters for participating in flawed elections," he said. "We will not reconsider our decision and we may develop it further."
He said the party is in talks with other opposition groups and warned they could decide in unison for a total election boycott within days.
The SPLM is the junior partner in al-Bashir's governing coalition, and the party's boycott throws its relations with the president's party into jeopardy. However, Arman was considered al-Bashir's most serious challenger in the presidential race.
The national and presidential elections are a crucial step in the 2005 north-south peace deal that ended a 21-year civil war and paves the way for a referendum when southerners would decide whether they will opt for secession from the Muslim-dominated north.
Some 2 million people died during the war. It is separate from the Darfur conflict which erupted in 2003 and has left 300,000 people dead. No comprehensive peace deal has been reached for Darfur.
Al-Bashir has already obtusely snubbed his southern partner, warning that the much-coveted 2011 referendum for southern Sudan is in danger if opposition parties press for postponing the elections.
The opposition has accused the president's National Congress Party of using state resources, limiting their access to the media and controlling the independent National election commission, undermining their chances and the fairness of the process.
International observers and rights groups have said all signs point to a flawed process where the National Election Commission is unlikely to deliver a free and fair process and on time.
On Wednesday the United States, Norway and Britain expressed worry about reports of restrictions on political freedoms, saying in a statement that all parties must make sure peaceful and credible elections

WASHINGTON — The United States, Britain and Norway on Wednesday jointly urged all sides in Sudan to work for credible elections, voicing concern about impediments to the polls slated to begin April 11.
"We urge all parties in Sudan to work urgently to ensure that elections can proceed peacefully and credibly in April," US Secretary of State Hillary Clinton, British Foreign Secretary David Miliband and Norwegian Foreign Minister Jonas Store said in a joint statement.
"We are deeply concerned by reports of continued administrative and logistical challenges, as well as restrictions on political freedoms," they said.
The April 11-13 vote is slated to be the first multi-party election in the vast nation in 24 years.
Earlier Wednesday, Sudanese President Omar al-Beshir ruled out any delay as he held a political rally.
The US, British and Norwegian foreign ministers said that the election should be a "major milestone" in the 2005 agreement that ended more than two decades of north-south civil war.
"We urge all parties in Sudan and all regional and international partners to work together to achieve the peaceful future that the people of Sudan deserve," they said.
Britain was formerly

KHARTOUM (Reuters) – U.S. envoy Scott Gration began crisis talks with political leaders in Sudan on Thursday after a candidate withdrew from the coming presidential election, threatening Sudan's tortuous reconciliation process.
Yasir Arman, the candidate for South Sudan's dominant Sudan People's Liberation Movement (SPLM), pulled out on Wednesday, less than two weeks before voting, citing insecurity in Darfur and fears of electoral fraud.
Opposition parties were due to meet later on Thursday to discuss whether to unite with the SPLM in boycotting the vote, a move that could wreck Sudan's first multi-party elections in 24 years.
The presidential, parliamentary and gubernatorial elections are central to a 2005 peace deal that ended more than two decades of civil war between Sudan's Muslim north and the South, where most are Christian or follow traditional beliefs.
As part of the peace accord, the SPLM joined incumbent president Omar Hassan al-Bashir's National Congress Party (NCP) in a fragile national coalition government.
The SPLM also said it would boycott all voting in Darfur, the scene of a seven-year conflict, going back on an earlier threat to pull out of the whole vote in the north in solidarity with opposition parties.
Analysts said Arman's withdrawal effectively handed the presidential race to Bashir and could be part of a deal with Bashir's northern-based NCP to guarantee a referendum on independence for the South, also promised under the peace deal.
But Arman denied any deal, saying there was no point in participating in the election, and that the NCP had already rigged it for Bashir to win. He urged the opposition to take the same stance as his SPLM party.
"I will encourage them (the opposition) not to give legitimacy to Bashir -- to boycott the election, especially in Darfur and the presidential election," he told Reuters.
He added the SPLM might still stage a full boycott of all the elections across the north, beyond Darfur, if the opposition decided to do so.
OPPOSITION BOYCOTT?
If the opposition does also boycott the presidential vote, it will derail any claim by Bashir to have been elected in a fully democratic process.
But continued participation in the parliamentary election could give them some say over the passage of laws or any constitutional changes if they won a sizeable share of the vote.
Gration flew to Khartoum hoping to save the elections, and was shuttling between opposition and government officials.
"The American are here to save the process," opposition presidential candidate Mubarak al-Fadil said after meeting Gration. "They want to see a fair and credible election to see the election produce a new reality."
But he said Gration had dismissed their proposal to delay the polls until November.
People in South Sudan said they were disappointed the SPLM would not field a contender against Bashir, but that the referendum was more important to them.
"Perhaps it was a deal between the SPLM and the NCP to protect the referendum," civil servant Manong Thot said in the southern capital, Juba.
Doctor Victor Jal said it was the right move.
"This election is not going to be free and fair -- the NCP is going to rig it, everyone knows this," he said. "What is important for us is just the referendum."
Sudan's north-south war killed 2 million people and destabilized much of east Africa. Darfur's separate conflict has claimed an estimated 300,000 lives in violence that Washington says amounts to genocide by the Sudanese government.
Last year the International Criminal Court issued an arrest warrant against Bashir for war crimes in Darfur, but this has so far not undermined his position at home or prevented him traveling to a number of friendly countries.

KHARTOUM (Reuters) - Sudan's main opposition parties have withdrawn from a presidential election, a senior member of one of the groups said on Thursday, a move that could wreck the vote and damage a faltering peace process.
"On the level of the candidates of the Presidency of the Republic, most of them (Sudan's opposition groups) decided to withdraw," said Mohamed Zaki, head of office for Sadeq al-Mahdi, leader of the opposition Umma party.
Zaki said only five independents and representatives of smaller parties had decided to stay in the race against incumbent President Omar Hassan al-Bashir.
The announcement came a day after south Sudan's leading party, the Sudan People's Liberation Movement (SPLM) withdrew its candidate Yasir Arman from the presidential poll, protesting against irregularities and insecurity in Darfur.

Nearly all Sudanese opposition parties have joined the southern SPLM in pulling out of this month's elections, citing fears of rigging and insecurity.
The BBC's James Copnall in Khartoum says the boycott is a major blow to the credibility of the election - the first national multi-party poll for 24 years.

Late Wednesday night in Khartoum, the Sudanese People\'s Liberation Movement (SPLM) announced that it was withdrawing its candidate for national president of Sudan, Yasir Arman, reportedly because the SPLM was convinced the elections were too flawed to move forward and they did not want to legitimize a process that led to the re-election of President al-Bashir, an indicted war criminal. Today, three of the major Northern parties, the Umma Party, the Democratic Unionist Party, and Communist Party joined the boycott of the presidential election. The SPLM also announced that it would suspend its campaigns for national legislative seats in Darfur, where it likewise says that free and fair elections cannot take place. This week, a report from the International Crisis Group highlights just how heavily Bashir\'s National Congress Party (NCP) is depending on Darfur to deliver votes for it and the lengths to which it has gone to ensure that those results are delivered. We at Save Darfur have long said we do not believe free and fair elections are possible given the oppressive political environment that has preceded them. But the SPLM\'s decision was curious for two reasons. First, the timing: the SPLM made its decision a day before all the opposition parties were to meet to decide whether they would likewise boycott the presidential election (which 3 of the major 4 now have). They, however, claim to have been blindsided by the SPLM\'s announcement and one opposition leader said they had been \"betrayed\" by the SPLM. So this does not look like it was a coordinated decision intended to completely undermine the (already badly flawed) electoral process. The second reason the SPLM\'s decision is intriguing is that they have decided to participate in legislative elections for the national legislature (except in seats in Darfur, and perhaps some northern seats). One would think that if the SPLM felt the process was as flawed as they argue, that the legislative elections would be just as corrupt. However, here the SPLM is stuck between a rock and a hard place. First, earlier this week, Bashir threatened to cancel the referendum on southern independence (scheduled for January 2011) if the SPLM boycotted the elections; second, the SPLM wants to ensure it receives at least 26.5% of the seats in the national legislature, which would be enough to prevent the NCP from unilaterally changing the constitution ahead of the referendum. So while the SPLM may want to make a political statement about the fairness of the elections, they clearly want to hedge their bets. One rumor which, if true, would be wildly explosive is that the SPLM cut a deal with the NCP to withdraw Yasir Arman (the competitor most likely to bring Bashir into a runoff vote), in exchange for Bashir\'s promise not to interfere with next year\'s referendum. It may not be as far-fetched as it seems: the SPLM has always been lukewarm about competing for the presidency -- if they won, it would be their responsibility to make national unity attractive and with the SPLM intent on turning Southern Sudan into an independent state, this would be at the least an inconvenient situation. Second, the fact that they nominated Yasir Arman, a capable politician, but an SPLM member from northern Sudan, may underscore the fact that they never truly wanted to compete in the national election for president -- all the more well known SPLM members are running for posts in the Government of South Sudan. This is not to say that the SPLM is off base on its position that the elections will not be free and fair; in fact, they\'re quite on point. But it\'s too simple to say that this is a position simply of principal, when the SPLM clearly wants to have it both ways -- participate where they need to; make a political statement (and perhaps a political deal) where they don\'t. As Special Envoy for Sudan Scott Gration undertakes shuttle diplomacy within Khartoum in the coming days, the U.S. must take the position that any boycott by the SPLM and other opposition parties only underscores the inherent inequalities in the electoral system which favor the NCP. Thus, any results from a boycotted election and/or an election that takes place in the current oppressive environment should not be allowed to legitimize the winner; in this case, President Omar al-Bashir. لوصح ما أستجد من أخبار بأن الحركة قد صححت موقفها وجعلته منطقيا
بأعلان الإنسحاب من جميع مستويات الإنتخابات في الشمال - لو صح هذا فإن
الحركة تكون قد إستعدلت الوضع المعوج ويبقي النقد منحصرا في
الإخراج السئ للقرار والإخلال بالتنسيق مع القوي السياسية الاخري
