Union serves
strike notice to Canada Post
Ottawa--Members of the Public Service Alliance of Canada (PSAC) served a 72 hour strike notice yesterday to Canada Post Corporation to protest against the corporation’s efforts to impose a new short term disability system that was clearly rejected by almost 9 out of 10 of those employees.
“Our members voted 88% in favour of strike action because they don’t want the new short term disability system,” said PSAC National President, John Gordon. “They just want to protect the sick leaves and family leaves they have acquired in the past,” he added.
The strike will begin on Monday November 17 if negotiations remain at an impasse. The collective agreement between PSAC and Canada Post expired on August 31, 2008. The union served the employer a notice to bargain on May 1, 2008, and the negotiations began on June 4, 2008.
In defence of the planned strike, Gordon explained that members have considered the strike option only because they have been pushed to the wall.
“Our ultimate goal has always been to negotiate a contract before we would have to go to the picket line," said Gordon. “Management at Canada Post Corporation has to learn that they cannot unilaterally impose working conditions to its workers without negotiating with the union first,” he concluded.
Gordon also said that PSAC members at Canada Post could count on the support of al their PSAC brothers and sisters across the country. There are approximately 2,400 PSAC members working at Canada Post. Their strike would have an impact on mail delivery in Canada.
The PSAC also filed complains of unfair labour practice against Canada Post Corporation for decimating false information amongst its employees regarding the negotiations with the PSAC and for disregarding provisions of the Canada Labour Code.
The misleading statements appeared in CPC internal communications. The employer indicated that changes to the sick leave and family leave provisions in the collective agreement will come into effect on January 1, 2010. This statement ignored the fact that these changes have not yet been negotiated with the union.
The union also accused the employer of trying to discredit the union by directly contacting PSAC members and providing misleading and erroneous statements with regards to events at the bargaining table.

ويمكن ترجمتها : تجمع الخدمة العامة فى كندا
وهى تنظيم نقابى انشأ فى العام ١٩٦٦م ، ويعتبر واحدا من اكبر التجمعات النقابية العريقة فى كندا حيث يضم فى عضويته حوالى ١٦٥ الف عضوا وعضوة . وغالبية اعضائه من العاملين فى القطاع العام .
اهداف بساك العامة هى :
يسعى بساك نحو تحسين شروط التخديم لاعضائه وبالتالى تحسين مستوى حياتهم من خلال تنظيم حملات متصلة لتحسين بيئة العمل وحقوق الانسان ومن ضمنها الاجر المتساوى.
كتجمع نقابى ديمقراطى ، لا يتوقف دور (بساك) عند الدفاع عن حقوق اعضائه ، اذ يطلع بدور وطنى فى النضال من اجل مجتمع معافى من امراض العنصرية وكل اشكال التفرقة بسبب الدين او اللون او النوع او الخلفية الاثنية.

PSAC says Harper government should act in the public interest
Strong public services alleviate Canadians' economic burden
Ottawa – The Public Service Alliance of Canada (PSAC) is encouraged to hear that Finance Minister Flaherty recognizes that it would be “misguided” to avoid a deficit at any cost and encourages the federal government to focus its energy on providing assistance to the people hit hard by the current economic crisis.
PSAC represents 160,000 workers across Canada, including more than 130,000 federal public sector workers. In uncertain economic times, Canadians look to PSAC members, who are on the front lines, helping people access Employment Insurance, making sure that seniors receive their pension cheques and that laid off workers have access to retraining and adjustment assistance. They answer phone calls from people every day, who are concerned about whether their bank accounts and retirement income are secure and want to know what the federal government will do to alleviate the crisis that started in the banking and financial sector and quickly spread to the traditional economy.
“Now is the time to invest in public services and public infrastructure,” says John Gordon, PSAC National President. “Minister Flaherty's assertion yesterday that the expenditure review process within government would be expanded to include Crown corporations and public sector compensation is alarming, especially at a time when the focus should be on how to help people and companies who are suffering from the economic fallout.”
PSAC maintains that Flaherty's obsession with expenditure review will take much-needed energy and resources away from helping Canadians and Canadian companies survive the current economic crisis and downturn.
“What is needed more than further expenditure review is re-regulation of the financial services sector and effective enforcement to ensure that it never imperils our economy again,” says Gordon.
According to PSAC, government departments, agencies and Crown corporations should focus on ensuring that Canadian companies in the traditional economy remain solvent and productive. The union also urges the government to provide real, swift and tangible assistance to the manufacturing sector and private pension plans that have been catastrophically affected by the excesses of the financial sector. This coupled with an Employment Insurance program accessible to the majority of unemployed Canadians, not the fraction who are currently eligible to receive benefits, would go along way to ensuring that working Canadians and their families survive a crisis not of their making.
“This crisis was caused by Wall Street and Bay Street. It shouldn't be foisted onto Main Street. Public sector workers and ordinary Canadians shouldn't bear the brunt of an economic crisis caused by an irresponsible financial and investment sector,” says Gordon. “Investing in quality public services and public infrastructure would assist in rebuilding the economy, and help ensure that poverty in Canada is reduced.”

Canada Post's Short-term Disability Plan: The Numbers How much do you stand to lose?
As you know, the employer has proposed to eliminate sick leave and family-related leave and replace it with a short-term disability program. We heard from members all across the country that this offer makes them sick!
There are many problems with this proposal. To name a few: it provides less money for people who are sick, it freezes people’s sick leave banks, it wouldn’t protect everyone equally, and it would be administered by a giant insurance company. This plan would represent a huge step back from the gains we have all fought for in previous rounds.
At the table, we have repeatedly asked the employer how much they would save with this program. They have refused to show us any cost projections. All that they have said is that "there is no start up cost."
But what does this mean for you from a financial perspective? The current sick leave and family-related responsibility leave are there to give you insurance against your sickness or that of your family. As long as you have sick credits in your bank, you get 100% of your salary if you’re off sick.
How much do you stand to lose from this proposal?
Many members, because they have been fortunate and have been healthy through their careers, have built up large banks of sick leave.

تمّ تنفيذ اضراب مصلحة البريد الكندية صباح اليوم ، يلاحظ ان الاضراب تمّ توقيته بدقة من قبل التنظيم النقابى حيث يهل علينا موسم الكريسماس والعام الميلادى الجديد حيث الاعتماد على البريد يعد شيئا بدهيا من قبل المواطن ..التوقيت فى حد ذاته يعكس مدى المرارات لدى القطاع النقابى تجاه الدولة كمخدم ..
اعتقد اننا نعيش عصر جديد من الصراعات فى الغرب بعد الازمة المالية والتى تسببت فيها الطبقات والفئات الارستقراطية فى المجتمع الغربى .. انه صراع ديمقراطى من الطراز الاول يضع مسالة العدالة الاجتماعية كقضية عاجلة ومركزية وكجند لا يحتمل المماطلة والتأجيل.

ما زال اضراب البريد فى كندا مستمر وربما لم يشعر به البعض لانه ما زال اضراب رمزى احتجاجى لم يؤثر بعد فى الخدمات البريدية الاساسية.
بينما لم يوفق (بساك) وتنطق ساك بالمناسبة ، لم يوفق تجمع نقابات الخدمة المدنية فى احراز تقدّم ملحوظ فى رفع الاجور لاعضائه فى الثلاثة سنوات المقبلة لامتصاص التضخم ، ومن الواضح انه ربما يرضخ لزيادة قدرها ٢.٣ فى المائة للعام ٢٠٠٩م ثم واحد ونصف فى المائة للعامين القادمين . وقد جعلت حكومة المحافظين من الوضع الاقتصادى وما حدث فى العالم حجة .
ولان الديمقراطية تطرح خيارات عديدة امام الشعوب فيما يتعلق بالتوزيع العادل للثروة القومية رغم الازمات ، فاننا نشهد تهديدا حقيقيا الان لحكومة المحافظين ربما يجعلها تخضع ، بحيث يدفع فاتورة الازمة الطبقات المحظوظة وليس الطبقات الوسطى والدنيا . تجسد هذا التهديد فى محاولات تجرى الان لتشكيل حكومة اءتلاف بين احزاب المعارضة بحيث بات استمرار حكومة المحافظين الاقلية فى خطر حقيقى .
جدير بالذكر ان احزاب المعارضة التى تتفاوض الان هى :
١- الحزب الليبرالى(حزب وسط)
٢- حزب كيبيك (الانفصالى الفرنسى)
٣- الديمقراطيون الجدد (يسار)

يعتبر حزب الديمقراطيون الجدد New Democrates (NDP حزب يسار ديمقراطى اجتماعى ، وهو (حزب برنامج ) طبعا ولذلك فهو يتمتع بتقاليد ديمقراطية عريقة ويحظى باحترام كبير نظرا لتبنيه اجندة اجتماعية تهم المجتمع مثل محاربة الفقر وتعزيز الرعاية الصحية المجانية للمواطنين ، اعادة التوزيع العادل للثروة القومية ، قضايا المرأة وقضايا الطفولة والامومة والتعليم والبيئة .. وربما تسنح الفرصة لتناول تاريخ هذا الحزب العريق ودوره النضالى فى تحقيق العديد من الانجازات التى يتمتع بها المواطن الكندى اليوم ومنها على سبيل المثال الرعاية الصحية المجانية والتى مازالت الولايات المتحدة الامريكية تفتقدها . الشعب الامريكى والحزب الديمقراطى معجبين جدا ببرنامج الرعاية الصحية فى كندا ونتمنى ان يحقق اوباما شيئا على طريق انجاز مشروع مماثل..
يكتسب بساك قوته من خلال تنسيقه الجيد مع هذا الحزب فى العديد من القضايا التى تهم العاملين وتطوير وتحسين شروط عملهم ..
