THE CIVIL CONFLICT AND ITS HUMAN TOLL

The largest country in Africa, the Sudan gained its independence from Britain in 1956. Colonial rule was not rosy, as it never is. Liberty, autonomy, and self- determination are universal aspirations. Sudanese, like all colonized peoples, aspired to self-rule. Eventually, they succeeded. At independence, the Sudanese had ambitious hopes for national unity and economic and social development. However, along numerous dimensions, and most importantly the human dimension, the post- independence experience (1956-present) has been utterly tragic. The Sudan is one of the most ethnically and culturally diverse countries in Africa, encompassing both African and Arab traditions. While this diversity could be a source of strength, unfortunately, the . ruling elite has manipulated racial, cultural, and religious differences in order to exclude and oppress large segments of Sudanese society from full social, economic, civic and political participation in the life of the nation. Economic and social development are unequally distributed across the country, with the center receiving the lion's share of the nation's resources, including educational opportunities.
In 1955, just one year short of independence, southern Sudanese took up arms against the northern-led government. This war (the First War) continued until 1972. Whatever one's political interpretation of the causes of the First War, there can be no doubt about its consequences. The human toll was large. The number of Sudanese from the South forced into exile was enormous. Some children grew up knowing only war, loss of dear relatives, curtailed educational development, poverty and social disintegration. Sudanese from different regions had very few opportunities to get to know one another, and to develop the trust and goodwill that are essential to national cohesion. On the contrary, stereotypes about the unknown "other" fueled mutual suspicion and distrust.
But, in 1972, hopes were again bright. It seemed that finally a Sudanese government was willing to embrace the nation's diversity and celebrate all of its people and traditions. Economic development was to be extended to historically disadvantaged regions. In addition, the South was to receive a certain measure of autonomous political rule in order to address its historical political domination vis-à-vis the North. However, , with the simple stroke of a pen, peace was undone by the dictator of the day and war erupted again in 1983. This dictator reintroduced the kinds of divisive national policies that were responsible for the First War.
The Second War continues to this day. The human, economic and social losses of this war are simply astounding. Over 2 million people have died in the last 16 years (more than the Bosnian, Rwandan and Somali crises combined). Sudan boasts 4 million internally displaced persons, and millions more are external refugees in neighboring countries. Hundreds of thousands of children have grown up in refugee camps, where the means of survival are meager. For these children, education is a luxury, even the most basic level of education. Many families have disintegrated as parents have perished and children have become orphans. Man-made famine rages, especially in Bhar Al-Ghazal province. Yet the world seems hardly to notice, especially now as our collective attention is focused on the crisis in Kosovo.
Peace remains elusive. Both the armed opposition (which includes people from all regions of Sudan) and the Islamic fundamentalist government (which came into power through a military coup) stand firm in their resolve to continue fighting for their positions. The Islamic fundamentalist government stands firm in its commitment to promote an Arabic-Islarnic Sudan, which by definition excludes many millions of Sudanese from social, economic, political and cultural life. In contrast, the armed opposition stands firm in its commitment to a democratic and plural Sudan, which validates all of the Sudan's diverse races, cultures and religions.
