Targeted investment projects in infrastructure in Khartoum
(1) Introduction:
The republic of Sudan is the largest country in Africa. It covers an of 2.5 million square kilometers and has estimated population of 33 million.
Administratively Sudan is divided into 26 states of which Khartoum is the Capital and the most attractive interm of services. It covers an area of 22000 Km² and in the last decades many reasons leads make it a meteropolitan city of a population more than 8 million inhabitants. The national growth rate plus the Immigration from rural to urban area and from other states help in increasing the area of living and conjestion in socio-aconomic and health services. The drought decades which hit many of regionsplus the UN egual and none sustainable development also is another factor. The long wars in the Sudan (which now stopped due to a series of peace agreement) is also another factor which make Khartoum State adistination of many of the migrants.
The objective of this speech is to high light the opportiunities of investment in infrastructure sector in Khartoum State and to state that despite the extensive effort done by the government of the State to expand and develop the basic infrastructure, it’s still far from meeting the demand. These sectors comprise roads and bridges, water supply and sanitation, urban transport sector, and housing.
(2) Road and bridges
Due to wave o migrations stated earlier, the Khartoum metropolis is now in a terrible need of planned asphalt roads to link the three towns.
In the last 5 years more than 700Kms wer executed with a cost of 107.000.000 US$ and still in the coming 5 years plan we are in need of another 1000Kms. It worth maintaining that the department of roads and bridges of Ministry of Physical Planning and Public Utilities (MPPPU) is the governmental authority which is responsible of design and construction of roads and bridges. Still we are in urgeent need for big companies and contractors to meet the demand. Further more the location of Khartoum between 3 rivers necessitaite construction of many bridges to facilitate easy access. Through the length of the river reach in the state more than 160Km, the number of bridges in service is limited to 6.3 other bridges are under construction and 5 bridges are in Varian stages of planning and design. Also regarding solution of traffic Jam another 22 flyovers have been planned and few of them were contracted. Also the State is need of Investors in the urban transport Sector and means and Net works and underground and multi parkings.
(3) Housing:-
The State is in need of low and medium Income due to the shortage of accommodation during the last 3 years the housing and development fund has constructed more than 9000 units by local contractors. Still we are in need of 50000 units in term low cost houses. Currently the construction Industry for accommodation is booming. Most of the Investment is directed towards construction of villas, multi story residential flats and hotels. Plans for land development of some selecte sites multi purpose compounds, turnkey projects and even mini cities are under way by many joint venture Investment groups. The ministry (MPPPU) is encouraging such projects and by itself engaged in some projects by availing the land for its store.
(4) Water Supply Projects:-
In accordance with the latest stucline, the total daily water requirements for the population of greater Khartoum are one million cubic meters. In the last 5 years more than 500 bore holes were digged in urban area and more than 400 in rural area with accost of……….. US$. Regard in the construction of new treatment plants many projects were executed and still, the Khartoum water corporation is planning to seek finance for soba treat plant phase 11 with a capacity of 100.000m3/day and a cost of 12-14 US$. Extension of Bait elmal water treatment plantsis one of two projects which cost………with a capacity of 50.000m3/day. Still the replacement of Khartoum centre pipe network of a total length of 127 Km, a total cost of 12 million US$.
(5) Seweage system:-
The existing Sewage system in Khartoum State comprises only 7% and hence more investment is needed in this sector. new projects which now seek in finance and some are contracted as follows :
PHASE ESTMATED COST IN US $
-Khartoum Phase 1 90 m/US$
-Khartoum Phase 11 105/MUS$
- Umdurman Phase 11 estimated cost 40 MUS$
-Khartoum North estimated cost 120 MUS$
(6) Flood protection:
No doubt camps and irregular settlements located in the peripheral of the greater Khartoum need protection against both torrential rains and floods. The following data indicate the areas prone to flooding with estimated cost of protection:-

(7) Conclusion:
It is evident that from the previous high of potential infrastructural projects in the national capital of Sudan the investment capital required is huge and beyond the capabilities of the state at present. Hence, foreign investment and companies are invited to participate in these projects under the amberella of the Sudan investment act and laws, which gives the contractors exception and tax duty holidays.
