    Objectives: The Agriculture and Agro-industry Department (AAID) is responsible for Bank work in agriculture and natural resources management, incorporating environmental concerns, as well as promoting development of agro-industries to increase productivity and competitiveness. The Department will provide technical and managerial services as well as technical quality assurance to ensure development effectiveness of Bank interventions in Agriculture and related areas on the continent. In providing its services, the Department will be guided by the following principles:
    • Contributing to the achievement of MDGs as the reference point in the design and implementation of operations; efficiency and effectiveness in portfolio management, placing more emphasis on project implementation;
    • Country focus, specifically putting the client countries at the center of operations, thus requiring greater client and stakeholder orientation; mainstreaming cross-cutting issues, including gender and the environment into the Department’s operations;
    • Value addition in terms of results orientation; harmonization, coordination with other donors; and fostering teamwork and a learning culture.
    The Department comprises three divisions: two divisions are devoted to the Bank’s activities in Agriculture and Agro-industry (including irrigation and livestock) and a third division is for Natural Resources and Environmental Management.

    Duties & Responsibilities: Under the general supervision of the Vice President of Operations II: Sector Operations, the Director of Agriculture & Agro-industry is responsible for planning, organizing, directing and supervising the activities of the Department. In doing so, the Director will participate in the preparation and review of the countries’ work programs, in collaboration with Country and Regional Departments. This involves:

    Sector Analysis and Policy Dialogue
     Providing guidance on fostering development in the Agriculture and Agro-industry sector on the continent.
     Promoting sector knowledge building and dissemination in the area of Agriculture, Agro-industry and natural resource management within and outside the Bank, including establishing and managing networks relevant to the sector.
     Providing leadership in sector studies and analysis to identify constraints, priorities, and suitable projects within the set priorities, policies and institutional problems in the area of Agriculture, Agro-industry and Natural Resource Management.
     Providing technical advice to the countries to support RMCs in enhancing productivity and competitiveness as well as promoting sustainable development.
     Participating in the formulation and/or review, in collaboration with relevant Bank’s departments, of policies, procedures, guideline, operational targets and performance indicators for Bank operations in the area of Agriculture, Agro-industry and Natural Resource management.
    Project design and Portfolio Management
     Responsible for the management of project cycle activities (from identification to completion) development projects in RMCs at the country, regional and multinational levels in the area of Agro-industry and Natural Resource Management.
     Responsible for the loan administration of the Bank Group’s portfolio in the area Agro-industry and Natural Resource Management.
    Donor coordination and partnerships
     Participating in the Bank’s representation at regional and international meetings, conferences, seminars dealing with issues on Agriculture and related areas;
     Developing partnerships with relevant international, regional and sub-regional bodies, in the Agriculture sector and related areas for resource mobilization, technical cooperation and knowledge building.

    Selection Criteria ( including desirable skills, knowledge and experience):
    • A minimum of a Master’s degree or equivalent in Agriculture, Agro-industry, Natural Resources Management, Environment, Water and Sanitation, Irrigation or any other relevant discipline;
    • Preferably a minimum of 10 years of highly relevant experience, 5 of which should be at a managerial level. A solid knowledge and good grasp of socio-economic and development issues in Africa;
    • Strategic mindset; strong capacity to analyze actions from the perspectives of stakeholders and translate strategic thinking into compelling plan of action;
    • Demonstrated ability to take prudent business risks and make effective, timely and well-determined decisions;
    • Evidence of ability to build and lead motivated and committed teams across functional boundaries, and utilize talent and expertise of team members in a productive way;
    • Demonstrated ability to present and win support for ideas; a good listener; and cultural sensitivity, commitment to diversity and capacity to initiate and manage innovations or change;
    • Ability to build partnership with a broad range of clients and deliver results that meet the needs and long-term interests of clients within and outside the institution;
    • Competence in the use of Bank standard software (Word, Excel, Access, and PowerPoint);

     Provide high level professional advice on the financial statement implication of complex transactions, new/emerging financial reporting standards or new initiatives proposed by Management or other decision-making organs of the Bank Group in the area of Project loans and grants accounting as well as liquid assets.
     Ensure effective internal control around Project loan accounting and reporting in the General Ledger, and around the general accounting activities of the Bank Group;
     Ensure timely and accurate financial reports of the loan and banking activities of the Bank, and reconciliation and clearance of all related accounts in the General Ledger.
    Duties and Responsibilities: Under the supervision of the Division Manager, FFCO.1, the incumbent will carry out the following functions:
     Supervise the loan accounting and Bank reconciliation functions in the Division
     Ensure accuracy of all General Ledger accounts relating to project loans and grants and its monthly reconciliation with the loan sub-system;
     Monitor and ensure the timely recording of all loans activities including approvals and signature in SAP;
     Ensure the accuracy of monthly recording of accrued income on loans, carry out monthly analysis of loan income and provide explanations for variances;
     Provide technical accounting guidance on any new loan product that the Bank may want to use;
     Provide all loan related statistics and information for the preparation of financial statements and other financial information;
     Ensure timely reconciliation of all bank accounts in use by all the entities including bilateral, trust funds and member country accounts;
     Provide monthly summary of bank reconciliation for management review;
     Follow up on all outstanding items in bank reconciliation, advise on treatment of old and irrecoverable amounts.
     Coordinate the review and reconciliation of all General Ledger Accounts
     Ensure reconciliation of all receivable/payable and inter-institution accounts;
     Give instructions for the settlement of all inter-institution receivables/payables.
     Provide technical accounting and policy guidance on system implementation projects in the area of loan accounting and the maintenance of bank Accounts;
     Coordinate the activities of the Division with respect to the implementation and ongoing maintenance of the integrated Internal Control Framework;
     Represent the Division/Department in the various working groups including those of Assets and Liabilities Management Committee;
     Prepare financial statements for some special activities and initiatives in the Bank;
     Participate actively in the production of financial statements and any financial information emanating from the Division;
     Participate in the overall evaluation of internal control within the Division, and in the review and update of accounting policies in the area of loan accounting and banking activities;
     Liaise with SAP for all development and improvement in the related area of General Ledger reporting.
    Selection Criteria (including desirable skills, knowledge and experience):
     At least a Master's degree or its equivalent in Accounting, Finance, Audit, or Business Administration, or a first degree in the relevant discipline combined with a membership of an internationally recognized professional accounting body e. g. CA, CPA, ACCA or Expert Comptable;
     Preferably a minimum of 7 years of relevant professional experience, including experience in an accounting firm of international repute;
     Good supervisory skills and ability to explain technical accounting issues to subordinates and colleagues;

    Objectives:

    The principal role of the Research Division is to devise, undertake and disseminate a program of research and analysis on priority issues related to African social and economic development, with particular emphasis on poverty reduction and accelerating the process of regional economic integration. The Division is the institutional anchor for the Bank’s research network, and is responsible for providing advice and guidance to the Operations Departments on standardizing economic analysis methodologies and use of basic economic indicators.
    Duties and Responsibilities:

    Under the general supervision of the Director, Development Research, the incumbent will be responsible for the following:

    • Assess specialized development policy issues;
    • Propose strategic priorities for the Bank’s development research activities;
    • Undertake research on selected African economic and social development issues individually and in collaboration with sister institutions;
    • Contribute to the production of the Bank Group’s Annual Report;
    • Assist in the work of the African Advisory Council, prepare background papers to be discussed at its meetings and contribute to the drafting of its final reports;
    • Organize and manage Development Policy Seminars;
    • Provide the Bank and member countries with comparative research analysis, socio-economic data and projections of the most widely used socio-economic parameters relating to Africa’s economy and Bank Group operations;
    • Provide analysis of Regional Member Countries’ (RMCs’) economies, using appropriate techniques and assessing regional and continental development strategies;
    • Provide the President’s Office and Senior Management with information and briefs on development issues of emerging importance for the continent and the Bank’s strategy;
    • Represent the Bank in international and regional conferences, seminars and workshops;

    • Assess staff work performance, appraise their potential and determine their training needs.

    Selection Criteria: (including desirable skills, knowledge and experience)

     Doctorate in Economics, with a strong research background and experience in Macroeconomics, International Trade and Finance, Econometrics and Research Methodology, as well as in the design and management of research projects from conceptualisation to publication; strong knowledge of socio-economic development issues and policies of African countries, as well as a strong record of previous professional publications.
     Preferably a minimum of 8 years of highly relevant experience.
     Strong knowledge and background in the use of statistical and econometric methods and packages in development economics research, and ability to integrate multidisciplinary methodologies.
     Proven ability to build and lead a team of professional staff, and utilise talent and expertise of team members in a productive way.
     Ability to build partnerships and deliver results that meet the needs and long-term interests of clients within and outside the institution.
     Excellent written and verbal communication skills in English and/or French, with a working knowledge of the other language.
