رابط مختصرعرّض خمسة أطفال سوريون للاعتقال باليونان، بعدما عُثر عليهم يحملون ألعاباً على شكل بنادق بلاستيكية في طريقهم لأداء مسرحية للأطفال.وحسب ما نقلت صحيفة إندبندنت البريطانية، 3 أكتوبر/تشرين الأول؛ فقد أُلقي القبض على الأولاد الذين تتراوح أعمارهم بين 12 إلى 16 عاماً "للاشتباه في كونهم أعضاءً بجماعة مُسلّحة"، وتعرّضوا لاحقاً للاحتجاز والضرب وأُجبروا على التعرّي.انتهاكات لحقوق الإنسانوأدانت مُنظمات دولية سلوك الشرطة اليونانية المزعوم؛ حيث اتهمت مُنظمة العفو الدولية الضباط اليونانيين بارتكاب انتهاكٍ لحقوق الإنسان ضد الأطفال، ووصفت المُنظمة ذلك الحادث بأنه "مُثير للقلق"، بينما قالت مُنظمة إنقاذ الطفولة، إن الحادث يعد "تذكيراً بالمخاطر التي يواجهها الأطفال اللاجئون كل يوم في اليونان".فالأطفال الذين كان مقرراً لهم أداء عرضٍ عن الصراع السوري بالمركز الثقافي المحلي، كانوا يحملون أزياءهم وبنادقهم البلاستيكية في حقيبة، عندما أُلقي القبض عليهم ظهيرة الثلاثاء 27 سبتمبر/أيلول.إذ قام أربعة ضباط كانوا يقودون دراجات نارية آنذاك بإيقافهم وتفتيشهم، ثم طلبوا دعم ضُبّاط آخرين.واصطُحِب الأطفال لاحقاً إلى مركز الشرطة بمدينة أومونويا، مع لاجئَين سوريَّيْن أكبر سناً يبلغ أحدهما من العمر 24 عاماً، والآخر يبلغ 21 عاماً، كانا يسيران في طريقهما إلى المركز الثقافي مع الأطفال.وأدلت مُحامية الأطفال، إلكترا كوترا، بشهادتها عما قاله الأطفال بشأن سوء المعاملة التي تعرّضوا لها خلال احتجازهم؛ إذ قالوا إنهم تعرّضوا للإساءة اللفظية وأُجبروا على خلع ملابسهم من قِبل ضابطين.نزعوا ملابسهم بالإكراهفكتبت إلكترا شهادتها الكاملة عبر حسابها بموقع فيسبوك؛ وجاء فيها أن "الأطفال قد أُخذوا إلى غرفة مُنعزلة من قِبل ضابطين شرطة، وهُناك طُلب منهم أن يخلعوا ملابسهم بالكامل".وأضافت أنه "عندما رفض اثنان منهما خلع ملابسهم الداخلية، مارس ضباط الشرطة عنفاً بدنياً ضدهم، بعدها استسلم أحدهم وخلع ملابسه، أما الآخر فواصل الرفض، ونتيجة لذلك؛ تم نزع ملابسه بالإجبار".وتابعت أن "طفلاً ثالثاً تعرَّض أيضاً لعنف بدني، حيث أُجبر على الركوع بينما كان عارياً، وطُلِب من أربعة آخرين أن يدوروا حول أنفسهم عُراةً أكثر من مرّة، لينال رجال الشرطة فرصة استعراضهم والنظر على نحو جيد إلى أعضائهم التناسلية".وقالت أيضاً في شهادتها إن "الطفل الأخير في الصف بدأ في البكاء وفي طلب أمه، ونصحه الآخرون أن يخلع ملابسه كي لا يتعرّض للضرب كذلك، وبعد ذلك طُلب منهم أن يرتدوا ملابسهم مُجدداً وقام الضباط بتصويرهم كل على حدة وكمجموعة، عبر هاتف محمول لأحد الضباط".وأضافت "لقد ظلوا محرومين من الحرية لأكثر من ست ساعات، بين بالغين من مُتعاطي المُخدرات ومُجرمين. أما بالنسبة للمياه، فقد نُصِحوا بالشرب مباشرة من مرحاض مركز الشرطة، وهو ما كان مُستحيلاً بسبب القذارة والرائحة، ولم يُسمح لهم باستخدام هواتفهم المحمولة لاستدعاء أولياء أمورهم".ماذا ردت السلطات؟وبعد الإفراج عن الأطفال؛ قيل إن مُتطوعين سألوا الشرطة عن كيفية الإبلاغ عن الحادث، ولكنهم أُبعِدوا، ولاحقاً عاد الأطفال إلى قسم الشرطة بصحبة ذويهم ومحامية لتقديم دعوى قضائية".وبعد إجراء عدد من المقابلات هناك والإحالة لجهات مُختلفة، وهو الأمر الذي قالت إلكترا إنه استغرق عدّة ساعات، قيل لهم إن قسم الأطفال التابع لمديرية الشرطة المركزية سيتولّى القضية.وقال وزير الأمن العام في اليونان، إن النائب العام قد أُمِر بإجراء تحقيق جنائي في الحادث؛ لكنه قال إنه "لن يتم التسرع في الاستنتاج" في حين أن التحقيق لا يزال جارياً.وقال في بيان له إنه "منذ اللحظة الأولى؛ تم توجيه الأوامر بإطْلاع النيابة العامة على تفاصيل الحادث، وفي الوقت نفسه بدأت الشرطة في التحقيق التأديبي".وأضاف البيان أن "الوزارة تحقق في أي خرق للقانون والقواعد، وكما هو معهود؛ لن تُبدي أي رحمة بشأن أي انتهاك يجري إثباته، ولكنها لن تتعجل في الاستنتاج، في حين أن التحقيق لا يزال جارياً، فقد تسبب الأمر في مفاجأة هائلة، إذ إن المزاعم قد قُبِلت دون مُساءلة قيد التحقيق".تعرض الأطفال للأذىأما مُنظمة العفو الدولية؛ والتي وثّقت من جانبها العديد من شهادات اللاجئين والمهاجرين التي تزعم سوء معاملة الشرطة اليونانية لهم في السنوات الأخيرة، فقد أدانت السلوك المزعوم، وقالت إنه في حالة كون تلك المزاعم صحيحة، يُحتم على السلطات اليونانية أن تضمن اتخاذ الإجراءات الجنائية والتأديبية على النحو المناسب.وقال جون داليسن مدير مُنظمة العفو الدولية بأوروبا، إن "العناصر السخيفة لذلك الحادث لا ينبغي أن تصرف النظر عن الادعاءات بالغة الخطورة والمثيرة للقلق في حق الشرطة اليونانية، والتي تُتهم بارتكاب انتهاكات لحقوق الإنسان ضد أطفال خلال احتجازهم وأثناء عملية فحص هوياتهم".وأضاف أنه "إذا صحّت مزاعم الضرب وسوء المُعاملة، سيتحتم على السلطات اليونانية ضمان اتخاذ الإجراءات الجنائية والتأديبية كما هو مُناسب".وتابع أنه "ينبغي عليهم أيضاً النظر فيما إذا كان التنميط العرقي يلعب دوراً في تحفيز هؤلاء الضباط لإلحاق مثل هذه المعاملة السيئة بالأطفال".وأدانت مُنظمة إنقاذ الطفولة ذلك الحادث من جانبها، إذ قالت إنه يلقي الضوء على تعرض الأطفال اللاجئين للأذى في اليونان، كما وصفت الظروف الحالية هُناك بأنها "ليست مقبولة".تخويف اللاجئينفقد قال أندرياس رينغ، ممثل مُنظمة إنقاذ الطفولة لدى اليونان، في حديثه لصحيفة إندبندنت إنه "من غير المقبول أن الأطفال الذين عاشوا سنوات من العنف ومرّوا برحلة خطرة للوصول إلى مكان آمن، وقد تقطعت بهم السبل الآن في اليونان، يعيشون في ظروف تزيد الفزع الذي يعانونه".ويعد الحادث تذكيراً بالمخاطر التي يواجهها الأطفال اللاجئون كل يوم في اليونان، إذ إن العديد قد أصبحوا أكثر عرضة للاستغلال، بإرسال الأسر أطفالهم إلى هناك بينما ينتظرون النظر في قرار طلباتهم للجوء.وأضاف أندرياس أن "أطفالاً آخرين وصلوا بمفردهم اضطروا إلى الانتظار بمقار الاحتجاز لعدة أشهر بالتزامن مع نظر طلبات اللجوء المٌقدمة من قِبل عائلاتهم، وعلى صعيد موازٍ؛ فإن الاضرابات في المجتمعات المحلية تتصاعد في أنحاء البلاد"."حيث ينفد صبر كلٍّ من المُستضيفين والضيوف على نظام اللجوء وحماية الأطفال القومي الذي يبدو أنه مُثقل وغير قادر على التعامل مع العبء المُضاف لطالبي اللجوء في اليونان".علامة فارقةووصفت إلكترا مُعاملة الأطفال هُناك بأنها "لا يمكن تصوّرها"؛ إذ كتبت عبر منشورها "أجد أنه أمرٌ لا يمكن تصوره أن يُعامل أطفال يحملون ملابس وألعاب كإرهابيين، وهذا يحدث فقط لأنهم أطفال لاجئون".وأضافت أنه "أمر لا يمكن تصوره في المجتمعات الديمقراطية، أن يُجبَر الأطفال على خلع ملابسهم وعرض أعضائهم التناسلية لضباط الشرطة، وأن يُصوَّروا خارج أي إطار قانوني، من قِبل هؤلاء المنوط بهم خدمتهم وحمايتهم، أو أن يُنصحوا يشرب الماء من مراحيض قذرة عندما يتوسلون من أجل الماء".ووصفت إلكترا الحادث بأنه "علامة فارقة" تنتهي إلى أن اعتقالات الشرطة وتفتيشاتها "ينبغي أن تُمارس بموجب القانون القومي والدولي الذي يمنع التمييز بما في ذلك التنميط العرقي وسوء المعاملة والحرمان التعسفي من الحرية".وأضافت أنه "ينبغي على الشرطة إبداء اهتمام خاص بالأطفال المُعرضين للخطر، وحماية كرامتهم".أما الشرطة اليونانية من جانبها فقالت لمنظمة العفو الدولية، يوم الجمعة 30 سبتمبر/أيلول، إنهم قد بدأوا في "المُساءلة التأديبية" من أجل "تحديد حقائق الحادث".أوضاع مأساويةونتيجة الظروف السيئة التي يعيشها اللاجئون في اليونان، بعث أرباب عائلات لاجئة هناك رسالة إلى السلطات تتحدث عن وضعهم المزري، كالعيش مع الفئران والثعابين، وشرب مياه ملوثة تزيد من الأمراض بينهم، ما دفع الحكومة إلى الشروع في نقل لاجئين من جزرها، وفقاً لتقرير نشرته صحيفة الغارديان البريطانية، في 3 أكتوبر/تشرين الأول 2016.وتتأهب اليونان لنقل آلاف اللاجئين من المخيمات المكتظة على جزرها في بحر إيجه نحو أراضي اليونان الأم، وسط تصاعد التوتر في أوساط المخيمات وتزايد احتجاجات سكان الجزر الغاضبين، حسب تقرير للغارديان البريطانية في 3 أكتوبر/تشرين الأول 2016.وقالت الحكومة اليسارية، إن القصّر غير المصحوبين بكبير وإن كبار السن والمرضى، سيكونون من أوائل المنقولين، فيما تتصاعد المخاوف على مستقبل اتفاق أوروبي تركي شهير أبرم للحد من تدفق اللاجئين.وتجاهد اليونان لتقليل العدد في مخيماتها المكتظة بالمهاجرين على جزرها، رغم تراجع عدد الوافدين بالمقارنة بالعام الماضي، وتضيف الإجراءات البطيئة في تقديم طلبات اللجوء من الإحباط الذي يعانيه المهاجرون وتتسبب في بعض الأحيان في اندلاع أعمال عنف.وتذكر بيانات حكومية أن أكثر من 13500 مهاجر ولاجئ يقيمون حالياً في خمس جزر يونانية قريبة من تركيا، بينما تقتصر سعتها As for water, they were advised, when they begged for it, to go drink directly from the police station’s toilet which was impossible to approach because of the filth and odour. They were not allowed to use their cellphones for calling their parents."After the children were released, volunteers reportedly asked police how they could report the incident, but were turned away. It has caused great surprise that this allegation has been accepted without question when it’s under investigation.”READ MORERefugee children 'don't know how to hold a pencil'Amnesty International, which has documented numerous testimonies of refugees and migrants alleging ill-treatment by the Greek police in recent years, has condemned the alleged police conduct and said that if the allegations were true the Greek authorities must ensure criminal and disciplinary proceedings were taken as appropriate.John Dalhuisen, Amnesty International’s director for Europe, said: “The ridiculous elements of this case should not deflect attention from the extremely serious and deeply disturbing nature of the allegations against Greek police officers, who are accused of committing human rights violations against children in their custody during an identity check.“If these allegations of beating and other ill-treatment are shown to be true, the Greek authorities must ensure that criminal and disciplinary proceedings are taken as appropriate."They should also look into whether racial profiling may have played a part in motivating these officers to inflict such ill-treatment on children.”Save the Children also condemned the incident, saying it highlighted the vulnerability of child refugees in Greece and describing the present conditions as "unacceptable".Andreas Ring, Greece humanitarian representative for Save the Children, told The Independent: “It is unacceptable that children who survived years of violence and a notoriously dangerous journey to reach somewhere safe are now stranded in Greece, in conditions that are further traumatising them."The reported incident serves as a reminder of the risks child refugees are facing every day in Greece.
