    كل الاحزاب التقليدية بما فيهم الحزب الشيوعي وكل الاحزاب للاسف ما قدرت تقول بغم بخصوص الشريعة ، مثالا فترة
    الديمقراطية الثالثة .

    كلامه ده ليهو مضامين كتيرة ، ، صبروا على تحول ديمقراطي ما لقوا ، فتشوا لي دولة علمانية ما لقوا ، حكومة الانقاذ فضلت التخلي
    عن جزء من الوطن في سبيل إنهم يكونوا في السلطة ، وخلونا كومبارس ولو كنت في مكانه لما إترددت لحظة أن أقول نفس كلامو ،وأي حظ تعيس يعيشه السودان ، مؤتمر وطني على جبهة شعبية خلونا متفرجين

    أنه لا يوجد شئ مقلق بسبب قدوم هذه القوات الي دارفور ما عدا سوء التفاهم الذي يتولد عند الشعب أن هذه القوات ربما تؤدي الي افراغ المفاوضات

    سلفاكير يقبل بعلاقات مع إسرائيل

    قال زعيم الحركة الشعبية لتحرير السودان التي تحكم إقليم جنوب السودان سلفاكير ميارديت إنه لا يستبعد إقامة علاقات جيدة مع إسرائيل وفتح سفارة لها في جوبا عاصمة الإقليم إذا اختار الجنوبيون الانفصال في الاستفتاء المقرر مطلع العام المقبل.
    واعتبر سلفاكير في تصريحات صحفية أن الدولة العبرية عدوّ للفلسطينيين فقط وليست عدوا للجنوب، وأشار إلى أنه سيرسم خريطة جديدة للسياسة الخارجية في حال الاستقلال.
    وقال مراسل الجزيرة في جوبا هيثم أوديت إنه لم يتمكن من الحصول على تأكيد من مدير مكتب سلفاكير يفيد أن الأخير أدلى بهذه التصريحات، غير أن المراسل نقل عن مصادر في الحركة الشعبية تأكيدها أن الحركة ستقيم علاقات مع أي دولة في العالم في حالة انفصال الجنوب بناء على مصالح الجنوب وشعبه، وليس على مصالح أخرى.

    ووفقا لهذه المصادر فإن الحركة لن تأخذ بعين الاعتبار عند إقامتها علاقات إستراتيجية مع أي دولة، طبيعة العلاقة بين هذه الدولة وبين الخرطوم، بل إن الأمور ستقاس بالنسبة إليها بمصلحة الجنوب وأهله.

    Juba, 26th – 29th September, 2009
    Opening Speech by: Comrade Salva Kiir Mayardit
    Chairman of the Sudan People’s Liberation Movement (SPLM)

    Leaders, ######### of Delegations, Brothers and Sisters
    I am delighted to be here with you and to address this very special and historic gathering which brings together over twenty political parties and civil society activists. On behalf of the SPLM and on my own behalf, I greet and welcome all of you to this important gathering. Eid Mubaral Aleikum wa kulu sana wa antum bekheir. Marhab bekum fi Juba.
    Dear Brothers and Sisters, I am humbled by your presence and at the same time encouraged by your keen desire to see peace, justice, democracy and unity of our country firmly established. Each of these noble goals however, has its own condition. It is my duty, as it is yours, to identify those conditions. Indeed, to be truthful to you, this is an occasion for saying the unsaid. As leaders, we owe it to ourselves, as well as to the new generations of Sudanese, to undertake serious soul searching and self-analysis. This self-analysis is what every Sudanese who yearn for peace, democracy, equitable development, political stability and unity in every inch of our dear land expects from us.
    We often talk of historical injustices. What are those injustices? We all know by now that injustice was reflected in the denial of Sudan’s multiple diversities; in political alienation of certain groups including women, in economic deprivation which had led to the perpetuation of underdevelopment in vast regions of Sudan in the North and South and in excessive concentration of power in the center. Failure to resolve those problems led to repeated wars in South Sudan and social dislocation in other parts of the country. Those brought in their wake, cumulative bitterness, mistrust, tensions and anger. Sudan therefore, needs a genuine process of reconciliation, healing, forgiveness and confidence building.
    The CPA provides us with a golden opportunity to heal the wounds, address the grievances of the past and start building a New Sudan based on citizenship, respect of people’s basic rights, equality, freedom and justice for all. Our inadequacy in doing this in the past was neither due to lack of models to be emulated, nor blue prints to be applied. Farsighted Sudanese politicians and academics deliberated on those issues and came out with appropriate solutions: Round Table Conference, KokaDam meeting, the SPLM design for unity of Sudan on new basis and the Asmara Resolutions on Fundamental Issues under the umbrella of the National Democratic Alliance (NDA). Despite all those laudable efforts, our absorption in marginal issues such as partisan feuds over power disabled us from putting our country in the right path. Surely, we are not meeting here today to engage in blaming each other, but to chart the way forward. Achieving that goal presupposes our being aware of the genesis of our under achievements in the past and defining clear points of reference so that we build consensus on what unites us, not what divides our ranks.
    The SPLM has historically set great store by consensus –building on major national issues and reached out even to its assumed enemies. That was why the SPLM never hesitated in negotiating with all political forces regardless of political or ideological differences. As a matter of principle, it also engaged all governments of the day, no matter what their origins or political orientations were. For, example, the SPLM engaged the late President Nimeiri in 1984 despite the fact that one of the proximate causes for the SPLM resistance was Nimeiri’s abolition of the Addis Ababa Accord. It met in 1985 and discussed peace with the emissaries of the Transitional Military Council under General Suwar El Dahab. It conferred with the Political and Professional Alliances at KokaDam in that same year to reach agreement on how to achieve peace in Sudan. It also had a thorough going on our country’s predicaments with Sayed Sadig El Mahadi in Addis Ababa even before he assumed power and later with Mawlana El Mirghani in 1986 whom we sadly miss in this gathering. And despite this engagement with the National Congress in serious negotiations sponsored by regional and international mediators, the SPLM also reached out to the Popular Congress and its leader, Dr. Hassan El Turabi to resolve crucial issues relating to religion and politics as well as to other constitutional issues. If only for this reason, our party had proven beyond doubt that it was not prosecuting war for the sake of war. The SPLM never engaged in war to achieve total victory in battle fields. The victory it had bargained for was winning people’s minds and hearts and making sure that every Sudanese lives, and let the other live, in peace, dignity and justice.
    It is with this spirit that we also entered into negotiations with the Ingaz first in Addis Ababa one month after its assumption of power. After painful and protracted sessions of negotiations, the turning point came in the Machakos Framework Protocol (July 2002) which, to all ends and purposes, resolved cardinal issues relating to what came to be known as the “problem of the South”. Those issues included autonomy to Southern Sudan bordering on a confederal status, right to self – determination, participation by South Sudan in national governance according to its demographic size, secularism in Southern Sudan coupled with guaranteeing broad-based religious freedoms in the whole country and parity in decision-making at the level of the presidency on major issues that relate to the peace agreement.
    If the above realizations were all what the SPLM wished to achieve, negotiations should have stopped there and then. However, negotiations continued for 18 months after conclusion of that Protocol, not only to fine tune decisions concerning South Sudan, but also to address crucial national issues. Without the resolution of these issues, we told the other party to the negotiations, there would be no comprehensive peace. In this regards, the SPLM has consistently maintained that the problem of the South is a subset of the problem of Sudan. Accordingly, as a party with a national mission, the SPLM had a lot to say on national issues. In those eighteen months, apart from sorting out problems relating to what the mediators called the Transitional Areas (Abyei, Blue Nile and Nuba Mountains), the issues championed by the SPLM during the second phase of the negotiations included decentralization of governance in the whole Sudan, equitable distribution of wealth and revenues among states, adoption and entrenchment in the constitution of a Bill of Rights, the first ever in Sudanese history, free and fair elections during the Interim Period to enable our people choose their leaders and lastly a provision on a process of national reconciliation and healing “that shall promote national harmony and peaceful co-existence among all Sudanese” (Article 21 - INC).
    That specific provision was a watered down version of the SPLM’s proposition for a Truth and Reconciliation Process, akin to that undertaken by South Africa. Our purpose then was not exchange blame or cast accusations against each other. We wanted to clear our chests, cleanse our souls and illuminate the people of Sudan, especially the young, regarding the source of the miseries through which our country had gone since independence. In that process, we were ready to carry our own cross. We too have committed serious violations of human rights during our struggle. Without coming forth to set the record straight, neither would the deep physical and psychological scars be erased, nor our conscience be sufficiently cleansed. On our part, we have started such a process in South Sudan since the signing of the CPA and are continuing to pursue that process . Our great leader Dr. John Garang De Mabior seized the opportunity of the Chiefs’ Conference in New Site to apologize to the chiefs and citizens for whatever mistakes committed by SPLA soldiers during the liberation struggle and asked them for forgiveness.
    We had also initiated the South-South reconciliation process that resulted in a South-South Covenant (2005) in Nairobi and Juba Declaration in (2005). That process also included reconciliation with Other Armed Groups (OAGs) who were the main tool of war used by the government of Sudan then. A large number of the OAG’s were absorbed into the SPLA.
    As you may be aware, the SPLM has also shown to the world an exemplary spirit of forgiveness during the difficult times of war when it released thousands of Prisoners of WAR (POW’s), who were later reunited with their families. If it could forgive and save lives of those who fought against it, the SPLM would not find it difficult to forgive as well those who might have committed crimes against its members, particularly during the war.
    I would like, therefore, to take this opportunity to appeal to all of you, political leaders, to all religious leaders – both Christians and Muslims and to traditional leaders to spearhead the reconciliation and healing process throughout the Sudan.
    In recalling all this history, I only wish to underline three basic facts: first the determination of the SPLM to make the CPA a tool of transformation of the whole Sudan: politically, constitutionally, culturally and economically. That was the way we envisaged the agreement and that is the way it should remain. Secondly, affirming our conviction on building consensus on national issues. Neither the SPLM, nor the NCP can determine, on their own, the future of Sudan, nor should they be allowed to. Thirdly, the SPLM’s belief that the CPA is the only opportunity Sudan has realized to peace and stability. Let me remind you that the CPA is no longer the Agreement signed by two parties, it is also the current constitution of Sudan.
    If implemented faithfully, that agreement has all the ingredients for the resolution of our current, indeed, endemic problems. For that reason, the SPLM late leader personally took the initiative for rallying the NDA behind that agreement. This effort culminated in the signature of the Cairo Agreement in the presence of President Husni Mubarak and all NDA leaders.
    Dear Brothers and Sisters
    Your presence in Juba today is an indicator to how much you value consensus building, healing, reconciliation, forgiveness and collective endeavor to achieve an inclusive and just peace in the Sudan. Some of you might have thought that the SPLM had closed itself in a cocoon despite its declared national vision and vocation. This is far from the truth. The SPLM never relented in using all the mechanisms available to it in the Agreement to ensure that the CPA was implemented in letter and spirit. Having exhausted all means of persuasion, we decided in October 2007 to withdraw from the Government of National Unity in protest against the vacillation of our partner in the implementation of the CPA. Of the numerous cases of non – implementation of that Agreement which we presented to our partners then, only a few directly related to South Sudan. The rest covered issues that were national in character: repeal of laws repugnant to the constitution, national reconciliation, independence of the judiciary, unconstitutional actions by national law enforcement agencies etc. That was the measure of SPLM’s proactive engagement in making the CPA a tool of national transformation, in fact, not in name.
    Dear Brothers and Sisters, Without delivering peace to all parts of Sudan, implementing democracy in our soul, reaching national consensus on major national issues, achieving national reconciliation based on mutual forgiveness and finding an amicable solution to the conflict in Darfur, there shall be no comprehensive peace.
    The case of Darfur, in particular requires, our undivided attention. Therefore, the SPLM urges all parties and peace loving activists gathered here today to call and work for the immediate resolution of the Darfur conflict with a view to restoring peace and security for its people and enabling them to equitably and effectively participate in running their own affairs. We cannot stand by and watch our people in Darfur suffer and bleed in isolation.
    As it is, conflict in Darfur remains today to be a serious challenge to all political parties, civil society organizations, independent media and surely to the Two Parties that appended their signatures to the CPA. On its part, the SPLM have been involved in an effort to unify the Darfurian armed movements because it believes, based on its own experience , that the chances of reaching an agreement with one movement are much higher than with many of them. To that end, the SPLM, in the course of the last three years, endeavored to unify Darfurian movements around a common negotiating position so as to make the peace process move forward. This is vital and can pave the way for serious and honest negotiations with the Government of National Unity. In addition, the SPLM shall continue to engage the NCP in order to forge a common position in the search for a comprehensive peace in Darfur. The conflict in Darfur is political and, therefore, it must be resolved through political settlement.
    Dear Brothers and Sisters,
    I have enumerated a number of issues relating to CPA implementation. While some of those issues were resolved through dialogue with the NCP, others had been met with silent, sometimes open, resistance, especially in so far as democratic transformation is concerned. That resistance shall not only derail the CPA promise of peace and democracy, it shall also threaten the holding of free and fair national elections in April 2010 and the self-determination Referendum in 2011.
    By recalling that issue now, the SPLM wishes to underline that its insistence on incorporating in the Agreement measures relating to democratic transformation, it, indeed wanted to enable Sudan to peacefully graduate from one party rule to multi party democracy through a negotiated settlement. Any dilution of the measures we agreed upon in the CPA regarding democratic transformation shall turn democracy into a fictitious process. We in the SPLM sincerely believe that democracy can only flourish in a political environment in which governments are matched with a watchful and responsible opposition with due respect by all parties to the Rule of Law.
    Dear Brothers and Sisters,
    As you all know, contrary to all what the CPA and INC had ordained the promulgation of a procedural law to regulate, self-determination by the people of Southern Sudan is now becoming a bone of contention. Those who seek to turn that procedural law into a substitutive one are actually trying to rewrite the CPA. That is yet an added proof of the need for being fully engaged at the national level. Thus, and mark my words, any call on the SPLM to turn its back to its national role and obligations under the CPA is not only wrong, it is also foolhardy.
    Dear brothers and sisters, The SPLM as I mentioned earlier, has been using all the tools provided to it by the CPA in order to ensure faithful and full implementation of that Agreement. Notwithholding, the SPLM urges all delegates present here to stand behind the faithful implementation of the CPA including the promulgation of the referendum law and setting out arrangements for popular consultation so as to enable the South and Abyei conduct their referendums and the people of Southern Kordofan and Blue Nile engage in popular consolations, both in a timely and proper manner.
    Brothers and Sisters, The CPA is a historic peace agreement both in content and modalities of implementation. Through it we were able to untangle the root causes of the North – South conflict and provide an all-embracing socio-economic, legal and political framework to address distortions in Sudan’s body politic and economy. It also provided a model for the resolution of other conflicts in Sudan. There was something in that agreement for everyone of us. It provided Southern Sudan with unprecedented autonomy that enabled it plan, organize and decide the management of its own affairs and eventually control its own destiny. It gave legitimacy to the NCP through recognition by its former opponents, including the SPLM. It insured for all political forces a wide margin of democracy and a potential for a peaceful transfer of power. It empowered states to run their own affairs, a power they had been struggling to achieve since independence. That is why the SPLM zealously hold to that Agreement, including partnership with the NCP with the aim of seeing the Agreement through. The alternative to the CPA shall be going back to war. As the man who was directly in charge of SPLA forces during the struggle, under the supreme command of our late leader, I know what war means. I know it in our martyrs and physically-disabled warriors. I know it in our disrupted families where men were separated from their wives and parents pulled apart from their children. I know it in our shattered public buildings and the physical and moral ravages caused by armed conflict. This is a burden which I shall never make Southern Sudanese, or wish for any other people in Sudan, to endure.
    Dear Brothers and Sisters
    As you are visiting South Sudan, and for some of you probably for the first time, it is incumbent on me to update you on what the Government of South Sudan (GoSS) has been doing in the last four years. If you go about it by reading the headlines off some Khartoum dailies, you may think that the South is only about Nuers killing Dinkas, armed robbers disturbing the peace in Juba and corrupt public officials stealing government money, as if corruption is a monopoly of Southern Sudan.
    Without belittling the sad episodes of tribal conflict, common law crimes in major urban centers and corruption by few depraved public officials, there is something else to report on. For example, we had established mechanisms, passed laws and took action against corruption as the CPA and INC had required us to do. Those measures were not matched elsewhere. In the course of only four years, I have discharged two ministers of finance of their functions for actions not befitting their office. Those measures were probably not sensational enough to merit headlines. However, the SPLM in 2005 inherited no viable state structures, no physical infrastructure and hardly any dependable social services.
    For instance, South Sudan with a total area comparable to that of Kenya, Rwanda and Uganda did not have a single kilometer of paved roads. Over and above, of all its children eligible for primary education, only 30% were enrolled in schools, the majority of which were supported by NGOs. In the health sector, less than 3% of our children are immunized against vaccine preventable diseases. Those figures left GOSS with daunting task, that tasks, it continues to shoulder with minimal support, if any, from the national government.
    In the security sector, GOSS began a comprehensive disarmament program supported by the UNDP. It also commenced a major reform of the security sector with a view to enhancing the capacity of its men and women, heightening their awareness of their constitutional obligations towards citizens and making them people friendly . Regarding the army (SPLA), GoSS equally initiated major reforms aiming at making that army leaner, more professional as well as turning it into a force that operates under civilian control. Full security, however, as still to be attained in South Sudan as it continues to be frustrated by elements from within and from outside Sudan. Threats to security from within are rooted in conflicts ignited by selfish politicians including break-way groups from the SPLM. We were not deterred from serving notice on those groups and their sponsors and paymasters. We shall also never allow our hardly won peace to be destabilized by selfish turn coats and former militias who made of war an industry. The external threats mainly come from the Lord Resistance Army (LRA) which continues to disrupt peace in Western Equatoria State; a state that was known to be most peaceful region in the South. The SPLM also made a great stride in the area of women empowerment. We have always maintained that women are marginalized of the marginalized. As a result we decided to accord women 25% Affirmative Action seats in the Interim Constitution of Southern Sudan.
    Nevertheless, all those efforts shall not be enough if GoSS does not achieve what people expect most from it in peace time: a peace dividend. That obviously has to be reflected in economic and social development and improvement of the quality of life.

    As a first step, both in Juba and Khartoum, there is need for transparent and accountable governance as well as sustainable utilization of natural resources. The National and Southern Sudan budgets must become a public matter; citizens have a right to know how their revenues are expended and how recourses are developed., it is also a global concern. Citizens have a right to know what part of their revenues are spent on, and priorities given to providing basic social services, food security and economic development and how much is squandered on less important matters. As for the national use of natural resources, we owe it to our future generations as well as to, the world to safe guard the integrity of our natural environment. The environment is no longer a matter of national concern
    Brothers and Sisters, In compliance with calendar timelines and activities established by the CPA and the Elections Commission, the SPLM declares that it is able ready and willing to participate in that election throughout the Sudan. In preparation for the upcoming national elections we had established in April of this year an SPLM National Elections Strategy Committee (NESC) whose role includes logistical preparations, mobilization of grass roots communities and initiation of a civic education process at all levels all the way down to the village.
    I believe that the General Elections, if properly conducted, shall be a critical impetus for change and empowerment of our people to choose their political leaders and elect their democratic institutions. If properly conducted also elections shall be a good opportunity for the Sudanese people to bring a real change through their free will as one major impetus to the process of democratic transformation. But those are two big “ifs”.
    I take this opportunity, therefore, to urge the NCP to co-operate with us in the repeal of laws that are inconsistent with the CPA and INC to create a conducive environment for the achievement of democratic transformation and to make unity attractive. We urge the National Legislative Assembly to expedite enacting these Bills. It is critical that we demonstrate to our citizens that we are serious, sincere and committed to the rule of law and good governance.
    However, a thorny issue that shall certainly impinge on the elections still remains, that is the dubious national census results. Allow me to briefly state the position of the SPLM on the 5th Population Census results and their utility as the basis for mapping out the geographical constituencies for the purpose of that Elections. We in the SPLM noted serious irregularities in the conduct of the 5th Population and Household Census. We equally noted a lack of good faith in the exclusion from census forms references to religion and ethnic origin. This information was included in all former census. Despite the NCP’s promise to give due consideration to our request, it went ahead with the census without incorporating those two elements. Moreover, we observed exclusion of certain areas from the census, reflection of numbers in certain areas and their inflation in others. We therefore came to the conclusion that the census results are too flawed and lack the minimum acceptable level of credibility. For this reason, we decided to reject those results and proposed that the CPA formula, or any other acceptable formula, be used for the purpose of the mid-term General Elections. Without the resolution of this issue, just like the satisfaction of all requirements of democratic transformation to which I alluded earlier, the elections process, despite our preparedness for it, may be put on jeopardy.
    Brothers and sisters, allow me to explain the position of the SPLM on Sudan’s Foreign Policy. Since its inception, the SPLM declared its intent to create a New Sudan that is at peace with itself, its neighbors and the international community. Hence, we called for a balanced and purposeful foreign policy. Sudan, the SPLM thought, is in dire need for good neighborly relations within the region and cooperation with the international community to further the interest of its people. I take this opportunity to reiterate the commitment of the SPLM to the golden rules governing Sudan’s foreign policy stipulated in the CPA and INC. We maintain that our foreign policy should primarily serve Sudan’s supreme national interests and not be guided by partisan and/or ideological considerations. For this reason, I call all the Sudanese political forces to join the SPLM in highlighting that policy in their political programs and in our joint position. Contrived enmity with some countries of the world must stop. Adventurism in foreign relations which does not serve our national interests in most case.
    With the nearing of the CPA expiration date in 2011, the Sudan is truly at historical crossroads. The CPA has provided the people of Southern Sudan with two choices: unity or separation. So, in principle the occurrence of any one of the two choices should not be a matter of surprise to any fair-minded person. However, let me recall that, alongside the recognition of the right to self-determination to the people of South Sudan, the two parties to the Agreement pledged themselves to work towards making unity attractive, especially to the people of Southern Sudan. By that pledge we still stand. As I have recently declared during my visits to South Kordofan and Blue Nile, “ We fought and died for the sake of unity.” However, the final decision on the destiny of the South, shall neither be taken by the NCP or the SPLM. It is the people of South Sudan who shall make the decision.
    To us in the SPLM unity is noble cause, but not any unity. That was why we coined the phrase “unity on new basis”. That phrase was our battle cry around which Sudanese from the North, South, East and West joined together. However, the CPA, which does not represent the totality of the SPLM programme, set another bench mark for unity, the Machakos Protocol, INC and ICSS, all provided as follows:-
    The people of South Sudan shall either:
    (a) Confirm unity of the Sudan by voting to sustain the system of government established under the Comprehensive Peace Agreement and this Constitution, or
    (b) Vote for secession. Article 222 (2):
    Accordingly, the determinants of unity are embodied in that Article. We do not need look elsewhere for what makes unity attractive. Surprisingly, some local media commentators, national political leaders and even same party spokespersons, sing and dance about unity with total oblivion to the requirements of that unity in the CPA as well as in the constitution that governs the land. Let me tell you that those requirements are cast in stone in both documents. There shall be no going back on them, unless if the singers and dancers wish to turn the CPA into an addendum to the book penned by our great national statesman: Abel Alier in his book, “South Sudan: Too Many Agreements Dishonored”. This time, however, the stakes shall be much higher. Those who believe that unity can be achieved through patriotic urging or gestures are missing the point.
    Let me also affirm, what I just said about the SPLM’s committitment to making unity attractive. However, that pledge is shared with our partners in the CPA who are also the senior partner in GoNU. That government, more than the SPLM and GOSS, is endowed with the wherewithal to make unity attractive. As I earlier indicated there is still a lot to be desired in the full implementation of the CPA, especially in actions that shall make unity attractive such as the full realization of democratic transformation and contributing towards the satisfaction of people’s expectations from peace: education, health, physical infrastructure, in ensuring that Sudan is genuinely graduating from one party rule to multi-party democracy and in ensuring, as the CPA provided, that the main instrument of official violence: the Armed Forces are restructured as per Article 145 of the INC. If there are any impediments to unity, it is those ones. So rather than pleading to the SPLM about the virtue of unity, pleaders should address the factors that made many Southerners despondent about it. Failure to do this manifests a high degree of political, if not moral, evasion.


    Dear Brothers and Sisters, The two probabilities of unity and secession, without speculating the results of the referendum, are real. Consequently, wisdom dictates that we prepare ourselves to both eventualities. However, both decisions involve certain measures and give rise to certain requirements. The cornerstone of attractive unity is CPA and failure to deliver an of the CPA promises, let alone major ones, would , in all probability, dissuade southerners from unity. For example, unity that does not generate a value added to the present status of South Sudan does not attract anybody. What is the value added in a unity within a system that steers clear of universally acknowledged principles of human rights and good governance; a system that tolerates, for whatever reason, fomenting of religious intolerance; in a system that cherishes exclusivist governance, indeed in a system that seeks to manipulate the census of Southerners both in the South and the North, only to downsize their number should never expect to win over people of the South. Those requirements for unity among others, are not impossible to achieve, so whoever is responsible for their nonimplementation must be assumed to have put off Southern Sudanese unity.
    On the other hand, both Southerners and Northerners must realize that even, if the two entities become separate, the North shall be the only Northern neighbor of the south, and the South shall be the only Southern neighbor of the North. Historical familial, social, economic, faith-based and cultural ties and interconnections cannot be erased by any political decision. Accordingly, the two parties to the Agreement and all enlightened patriots are expected to find ways and means to maintain those interconnections. The North and South may, for example, agree on non-aggression arrangement to remove mutual fears, create mechanisms for ensuring that rights to employment, trade and business for the citizens of both states are guaranteed, securing the religious and cultural rights of non-Muslim Sudanese in the North and Muslim Sudanese in the South,and, uppermost, guarantying that a stable Sudan or two Sudans are firmly founded on democracy, the rule of law and the principle of live and let live. This is a task we took upon ourselves in the CPA. And this is a responsibility that we shall never abdicate.
    Dear Brothers and Sisters, the tasks ahead are enormous and challenging but they are not insurmountable. I wish you all the best in your discussions.

    كشف رئيس حكومة جنوب السودان سلفاكير ميارديت عن وجه انفصالي، حينما كرر، أمس، تأكيده أنه يفضل خيار انفصال الجنوب عبر الاستفتاء لإنهاء ما سماه “الاستعمار” .
    وقال سلفاكير لوفد مجلس الأمن الدولي الذي وصل إلى الفاشر عاصمة ولاية شمال دارفور، إن الجنوب قد ينظم استفتاء تقرير المصير بنفسه من دون المرور باللجنة الوطنية . في حين أكدت سفيرة الولايات المتحدة لدى مجلس الأمن سوزان رايس أن المجتمع الدولي سيعمل على إجراء استفتاء الجنوب وأبيي، في الموعد المحدد وبسلام، وعبرت عن قلقها إزاء اندلاع أعمال العنف من جديدِ في دارفور .
    وحذر سلفاكير من سمّاهم “الظالمين الغاضبين” الذين ينوون اغتياله قبل موعد الاستفتاء، وطلب بأخذ ثأره إذا حدث ذلك . وقال في افتتاح كنيسة في جوبا، إن خمس سنوات مرت منذ توقيع اتفاق السلام والحكومة الاتحادية أوقفت بناء المدارس والمستشفيات ولا يوجد شيء محسوس في الجنوب سوى التهديد الواضح بعودة الحرب، ووصف الحديث عن الوحدة قبل موعد بدء حملات الاستفتاء بأنه خطأ .
    وقال بدلاً من تنفيذ اتفاق السلام غرقت البلاد في مستنقع الحرب، وأضاف سأستمر في وصفها بالجريمة، لقد فشلنا . وحمل بشدة على دوائر في الشمال تتحدث عن أن الجنوبيين اختاروا الانفصال، ولذلك فإنه لا داعي إلى تضييع الموارد في جعل الوحدة جاذبة عبر مشاريع التنمية . وقال عندما شعروا بأن الجنوب سينفصل قالوا لا للتنمية . وأضاف أنه وجه رسالة واضحة إلى المجتمع الدولي وعليه أن يختار إما أن يأخذ بما جاء فيه أو يتركها، وهي “إذا أردنا تجنّب العودة إلى الحرب يجب علينا تنفيذ كل بنود اتفاق السلام” .
    واتهم سلفاكير “المؤتمر الوطني” بعدم إعطاء الجنوب نصيبه من عائدات النفط الذي حدده اتفاق السلام، وقال إن الأغلبية المناضلة في جنوب إفريقيا عندما نجحت في مسعاها إلى نهاية عنصرية الأقلية قبل عام ،1994 غضب “الظالمون” وقضوا على كثير من قادة “الفقراء المناضلين”، وقرع الكثيرون من قادة المؤتمر القومي الإفريقي طبول الحرية فتم اغتيالهم . وتابع “أتمنى ألا تنسوا أن ذلك سيحدث وقادتكم سيُقضى عليهم، ويجب ألا تقفوا مكتوفي الأيدي”، في اتهام مبطّن إلى الشمال بالتخطيط لاغتياله قبل موعد الاستفتاء .
    واستقبل سلفاكير وفد مجلس الأمن في جوبا بتصريحات أكد فيها أن الجنوب قد ينظم استفتاء تقرير المصير بنفسه إذا سجل تأخير “كبير” في الاستفتاء . وقال إن الجنوب يحتفظ بحقه في تنظيم استفتائه الخاص من دون المرور باللجنة الوطنية للاستفتاء .
    وقال السفير البريطاني مارك ليال غرانت إن سفراء مجلس الأمن أجروا مباحثات “صريحة جداً” مع سلفاكير بشأن الاستفتاء . وأضاف أن “مجلس الأمن موحد للضغط على الجانبين بهدف إنجاز التحضيرات الضرورية، وأكد أن سلفاكير لا يعتزم إعلان الاستقلال من جانب واحد، لكن إذا حدث تعطيل سياسي متعمد من حزب المؤتمر الوطني فربما يكون من الضروري على الجنوب أن يجري الاستفتاء الخاص به” .
    من جهتها، أعربت رايس عن قلقها إزاء اندلاع أعمال العنف من جديد في دارفور، وقالت إن الزيارة التي تقوم بها مع نظرائها من بريطانيا وفرنسا، والصين وروسيا الذين حذروا من احتمال اندلاع اشتباكات في حال تأجل الاستفتاء، تأتي في مرحلة حرجة، وأكدت أن المجتمع الدولي سيعمل على إجراء استفتاء الجنوب وأبيي، في الموعد المحدد وبسلام .
    وحذر كبير أساقفة السودان من أن القتال قد يندلع في أي وقت، وقال إن الفشل في إجراء الاستفتاء سيشعل حربا أهلية من جديد . ودعا دانييل دنغ المجتمع الدولي إلى ضمان إجراء الاستفتاء في الموعد المحدد، مؤكداً أنه حتى إذا حدث هذا فإن هناك خطر حدوث أزمة إنسانية لأن اللاجئين الجنوبيين اضطروا للنزوح من شمال البلاد .
    وقالت وزيرة الخارجية الأمريكية هيلاري كلينتون إن الولايات المتحدة تبذل جهوداً لضمان تنفيذ حكومة السودان اتفاق السلام الشامل وإجراء الاستفتاء في موعده، إلا أنها اعترفت بصعوبة التعامل مع هذا الملف مع الخرطوم .
    ميدانياً، قال الجيش السوداني إنه هاجم مواقع المتمردين في دارفور قبل وصول وفد مجلس الأمن بساعات . وقال متحدث إن الجيش هاجم سوني وطرد المتمردين من شرق جبل مرة .
    إلى ذلك، عبر حزب المؤتمر الوطني عن مخاوفه من أن يكون مآل جنوب السودان دولة فاشلة، إذا ما وقع الانفصال، وأشار أمين المنظمات بالحزب في أول تعليق على ما ورد من أنباء حول ضبط سفينة محملة بالأسلحة بجيبوتي مصدرها جنوب السودان إلى أن الحادث يمثل أحد المؤشرات الخطيرة بأن يتحول الجنوب إلى دولة فاشلة تزعزع استقرار الإقليم .

    قال زعيم جنوب السودان سلفا كير يوم الجمعة ان السودان يخاطر باندلاع أعمال "عنف على نطاق واسع" اذا حدث أي تأجيل للاستفتاء المقرر في يناير كانون الثاني والذي سيؤدي على الارجح الى تقسيم السودان الى دولتين.

    وقال كير رئيس حكومة جنوب السودان انه يبدو بشكل متزايد ان " الوحدة ليست خيارا" في اعقاب التصويت الذي سيجرى في التاسع من يناير كانون الثاني والذي سيكمل اتفاق سلام 2005 الذي انهى عقودا من الحرب الاهلية في البلاد.

    وقال كير في كلمة امام جمع من الحضور في واشنطن "تشير كل الدلائل في الوقت الراهن الى ان شعب جنوب السودان سيصوت بأغلبية ساحقة لصالح استقلاله في استفتاء 9 يناير 2011."

    واضاف "هناك بدون شك خطر حقيقي لعودة العنف على نطاق واسع اذا لم يمض الاستفتاء قدما في الموعد المحدد له."

    ومن المقرر ان ينضم الرئيس الامريكي باراك اوباما الى زعماء عالميين اخرين في قمة للامم المتحدة بشأن السودان الاسبوع القادم في دلالة على تزايد القلق من ان استفتاء يناير قد يفتح مجددا صراعا استمر لمدة 20 عاما وأدى الى وفاة مليوني شخص معظمهم بسبب الجوع والامراض.

    وكثفت الولايات المتحدة جهودها الدبلوماسية مع الجانبين وعرضت هذا الاسبوع على جنوب السودان وحكومة الخرطوم حزمة حوافز جديدة للتوصل الى اتفاق كما هددت باجراءات عقابية جديدة تشمل فرض عقوبات اذا لم يتحقق تقدم.

    وقال كير ان حكومته تعكف على وضع التفاصيل النهائية بشأن قضايا مثل الحدود والمواطنة بالاضافة الى ايجاد صيغة مقبولة من الطرفين حول كيفية اقتسام ايرادات النفط بالبلاد بين شمال وجنوب السودان.

    وظهرت قضية النفط على وجه الخصوص باعتبارها نقطة شائكة اساسية حيث ان معظم انتاج السودان من النفط يأتي من أبيي والجنوب لكن معظم الايرادات تذهب الى الشمال الذي يسيطر على قنوات التصدير.

    وقال كير "هناك دلائل مثيرة للقلق على التباطؤ من جانب شركائنا في الشمال" وطالب الامم المتحدة وبقية المجتمع الدولي بضمان الالتزام بجميع الاتفاقات الماضية والمستقبلية بين الجانبين.
    وأضاف "توجد نداءات متزايدة بأن الجنوب يجب ان يقوم بتسويات وتنازلات اذا كان يتوقع ان يوافق الشمال على استقلاله" مضيفا انه منزعج من فكرة ان الجنوب سيتحتم عليه "دفع ثمن حريته" بالتنازل عن حقوقه النفطية.

    وتقر جميع الاطراف بأن الوقت قصير للاعداد لاجراء استفتاء ذي مصداقية وانه اذا لم يتم البدء في تسجيل الناخبين الشهر القادم فان العملية برمتها قد تخرج عن مسارها.

    Opening Speech by: Comrade Salva Kiir Mayardit
    Chairman of the Sudan People’s Liberation Movement (SPLM)

    Leaders, ######### of Delegations, Brothers and Sisters
    I am delighted to be here with you and to address this very special and historic gathering which brings together over twenty political parties and civil society activists. On behalf of the SPLM and on my own behalf, I greet and welcome all of you to this important gathering. Eid Mubaral Aleikum wa kulu sana wa antum bekheir. Marhab bekum fi Juba.
    Dear Brothers and Sisters, I am humbled by your presence and at the same time encouraged by your keen desire to see peace, justice, democracy and unity of our country firmly established. Each of these noble goals however, has its own condition. It is my duty, as it is yours, to identify those conditions. Indeed, to be truthful to you, this is an occasion for saying the unsaid. As leaders, we owe it to ourselves, as well as to the new generations of Sudanese, to undertake serious soul searching and self-analysis. This self-analysis is what every Sudanese who yearn for peace, democracy, equitable development, political stability and unity in every inch of our dear land expects from us.
    We often talk of historical injustices. What are those injustices? We all know by now that injustice was reflected in the denial of Sudan’s multiple diversities; in political alienation of certain groups including women, in economic deprivation which had led to the perpetuation of underdevelopment in vast regions of Sudan in the North and South and in excessive concentration of power in the center. Failure to resolve those problems led to repeated wars in South Sudan and social dislocation in other parts of the country. Those brought in their wake, cumulative bitterness, mistrust, tensions and anger. Sudan therefore, needs a genuine process of reconciliation, healing, forgiveness and confidence building.
    The CPA provides us with a golden opportunity to heal the wounds, address the grievances of the past and start building a New Sudan based on citizenship, respect of people’s basic rights, equality, freedom and justice for all. Our inadequacy in doing this in the past was neither due to lack of models to be emulated, nor blue prints to be applied. Farsighted Sudanese politicians and academics deliberated on those issues and came out with appropriate solutions: Round Table Conference, KokaDam meeting, the SPLM design for unity of Sudan on new basis and the Asmara Resolutions on Fundamental Issues under the umbrella of the National Democratic Alliance (NDA). Despite all those laudable efforts, our absorption in marginal issues such as partisan feuds over power disabled us from putting our country in the right path. Surely, we are not meeting here today to engage in blaming each other, but to chart the way forward. Achieving that goal presupposes our being aware of the genesis of our under achievements in the past and defining clear points of reference so that we build consensus on what unites us, not what divides our ranks.
    The SPLM has historically set great store by consensus –building on major national issues and reached out even to its assumed enemies. That was why the SPLM never hesitated in negotiating with all political forces regardless of political or ideological differences. As a matter of principle, it also engaged all governments of the day, no matter what their origins or political orientations were. For, example, the SPLM engaged the late President Nimeiri in 1984 despite the fact that one of the proximate causes for the SPLM resistance was Nimeiri’s abolition of the Addis Ababa Accord. It met in 1985 and discussed peace with the emissaries of the Transitional Military Council under General Suwar El Dahab. It conferred with the Political and Professional Alliances at KokaDam in that same year to reach agreement on how to achieve peace in Sudan. It also had a thorough going on our country’s predicaments with Sayed Sadig El Mahadi in Addis Ababa even before he assumed power and later with Mawlana El Mirghani in 1986 whom we sadly miss in this gathering. And despite this engagement with the National Congress in serious negotiations sponsored by regional and international mediators, the SPLM also reached out to the Popular Congress and its leader, Dr. Hassan El Turabi to resolve crucial issues relating to religion and politics as well as to other constitutional issues. If only for this reason, our party had proven beyond doubt that it was not prosecuting war for the sake of war. The SPLM never engaged in war to achieve total victory in battle fields. The victory it had bargained for was winning people’s minds and hearts and making sure that every Sudanese lives, and let the other live, in peace, dignity and justice.
    It is with this spirit that we also entered into negotiations with the Ingaz first in Addis Ababa one month after its assumption of power. After painful and protracted sessions of negotiations, the turning point came in the Machakos Framework Protocol (July 2002) which, to all ends and purposes, resolved cardinal issues relating to what came to be known as the “problem of the South”. Those issues included autonomy to Southern Sudan bordering on a confederal status, right to self – determination, participation by South Sudan in national governance according to its demographic size, secularism in Southern Sudan coupled with guaranteeing broad-based religious freedoms in the whole country and parity in decision-making at the level of the presidency on major issues that relate to the peace agreement.
    If the above realizations were all what the SPLM wished to achieve, negotiations should have stopped there and then. However, negotiations continued for 18 months after conclusion of that Protocol, not only to fine tune decisions concerning South Sudan, but also to address crucial national issues. Without the resolution of these issues, we told the other party to the negotiations, there would be no comprehensive peace. In this regards, the SPLM has consistently maintained that the problem of the South is a subset of the problem of Sudan. Accordingly, as a party with a national mission, the SPLM had a lot to say on national issues. In those eighteen months, apart from sorting out problems relating to what the mediators called the Transitional Areas (Abyei, Blue Nile and Nuba Mountains), the issues championed by the SPLM during the second phase of the negotiations included decentralization of governance in the whole Sudan, equitable distribution of wealth and revenues among states, adoption and entrenchment in the constitution of a Bill of Rights, the first ever in Sudanese history, free and fair elections during the Interim Period to enable our people choose their leaders and lastly a provision on a process of national reconciliation and healing “that shall promote national harmony and peaceful co-existence among all Sudanese” (Article 21 - INC).
    That specific provision was a watered down version of the SPLM’s proposition for a Truth and Reconciliation Process, akin to that undertaken by South Africa. Our purpose then was not exchange blame or cast accusations against each other. We wanted to clear our chests, cleanse our souls and illuminate the people of Sudan, especially the young, regarding the source of the miseries through which our country had gone since independence. In that process, we were ready to carry our own cross. We too have committed serious violations of human rights during our struggle. Without coming forth to set the record straight, neither would the deep physical and psychological scars be erased, nor our conscience be sufficiently cleansed. On our part, we have started such a process in South Sudan since the signing of the CPA and are continuing to pursue that process . Our great leader Dr. John Garang De Mabior seized the opportunity of the Chiefs’ Conference in New Site to apologize to the chiefs and citizens for whatever mistakes committed by SPLA soldiers during the liberation struggle and asked them for forgiveness.
    We had also initiated the South-South reconciliation process that resulted in a South-South Covenant (2005) in Nairobi and Juba Declaration in (2005). That process also included reconciliation with Other Armed Groups (OAGs) who were the main tool of war used by the government of Sudan then. A large number of the OAG’s were absorbed into the SPLA.
    As you may be aware, the SPLM has also shown to the world an exemplary spirit of forgiveness during the difficult times of war when it released thousands of Prisoners of WAR (POW’s), who were later reunited with their families. If it could forgive and save lives of those who fought against it, the SPLM would not find it difficult to forgive as well those who might have committed crimes against its members, particularly during the war.
    I would like, therefore, to take this opportunity to appeal to all of you, political leaders, to all religious leaders – both Christians and Muslims and to traditional leaders to spearhead the reconciliation and healing process throughout the Sudan.
    In recalling all this history, I only wish to underline three basic facts: first the determination of the SPLM to make the CPA a tool of transformation of the whole Sudan: politically, constitutionally, culturally and economically. That was the way we envisaged the agreement and that is the way it should remain. Secondly, affirming our conviction on building consensus on national issues. Neither the SPLM, nor the NCP can determine, on their own, the future of Sudan, nor should they be allowed to. Thirdly, the SPLM’s belief that the CPA is the only opportunity Sudan has realized to peace and stability. Let me remind you that the CPA is no longer the Agreement signed by two parties, it is also the current constitution of Sudan.
    If implemented faithfully, that agreement has all the ingredients for the resolution of our current, indeed, endemic problems. For that reason, the SPLM late leader personally took the initiative for rallying the NDA behind that agreement. This effort culminated in the signature of the Cairo Agreement in the presence of President Husni Mubarak and all NDA leaders.
    Dear Brothers and Sisters
    Your presence in Juba today is an indicator to how much you value consensus building, healing, reconciliation, forgiveness and collective endeavor to achieve an inclusive and just peace in the Sudan. Some of you might have thought that the SPLM had closed itself in a cocoon despite its declared national vision and vocation. This is far from the truth. The SPLM never relented in using all the mechanisms available to it in the Agreement to ensure that the CPA was implemented in letter and spirit. Having exhausted all means of persuasion, we decided in October 2007 to withdraw from the Government of National Unity in protest against the vacillation of our partner in the implementation of the CPA. Of the numerous cases of non – implementation of that Agreement which we presented to our partners then, only a few directly related to South Sudan. The rest covered issues that were national in character: repeal of laws repugnant to the constitution, national reconciliation, independence of the judiciary, unconstitutional actions by national law enforcement agencies etc. That was the measure of SPLM’s proactive engagement in making the CPA a tool of national transformation, in fact, not in name.
    Dear Brothers and Sisters, Without delivering peace to all parts of Sudan, implementing democracy in our soul, reaching national consensus on major national issues, achieving national reconciliation based on mutual forgiveness and finding an amicable solution to the conflict in Darfur, there shall be no comprehensive peace.
    The case of Darfur, in particular requires, our undivided attention. Therefore, the SPLM urges all parties and peace loving activists gathered here today to call and work for the immediate resolution of the Darfur conflict with a view to restoring peace and security for its people and enabling them to equitably and effectively participate in running their own affairs. We cannot stand by and watch our people in Darfur suffer and bleed in isolation.
    As it is, conflict in Darfur remains today to be a serious challenge to all political parties, civil society organizations, independent media and surely to the Two Parties that appended their signatures to the CPA. On its part, the SPLM have been involved in an effort to unify the Darfurian armed movements because it believes, based on its own experience , that the chances of reaching an agreement with one movement are much higher than with many of them. To that end, the SPLM, in the course of the last three years, endeavored to unify Darfurian movements around a common negotiating position so as to make the peace process move forward. This is vital and can pave the way for serious and honest negotiations with the Government of National Unity. In addition, the SPLM shall continue to engage the NCP in order to forge a common position in the search for a comprehensive peace in Darfur. The conflict in Darfur is political and, therefore, it must be resolved through political settlement.
    Dear Brothers and Sisters,
    I have enumerated a number of issues relating to CPA implementation. While some of those issues were resolved through dialogue with the NCP, others had been met with silent, sometimes open, resistance, especially in so far as democratic transformation is concerned. That resistance shall not only derail the CPA promise of peace and democracy, it shall also threaten the holding of free and fair national elections in April 2010 and the self-determination Referendum in 2011.
    By recalling that issue now, the SPLM wishes to underline that its insistence on incorporating in the Agreement measures relating to democratic transformation, it, indeed wanted to enable Sudan to peacefully graduate from one party rule to multi party democracy through a negotiated settlement. Any dilution of the measures we agreed upon in the CPA regarding democratic transformation shall turn democracy into a fictitious process. We in the SPLM sincerely believe that democracy can only flourish in a political environment in which governments are matched with a watchful and responsible opposition with due respect by all parties to the Rule of Law.
    Dear Brothers and Sisters,
    As you all know, contrary to all what the CPA and INC had ordained the promulgation of a procedural law to regulate, self-determination by the people of Southern Sudan is now becoming a bone of contention. Those who seek to turn that procedural law into a substitutive one are actually trying to rewrite the CPA. That is yet an added proof of the need for being fully engaged at the national level. Thus, and mark my words, any call on the SPLM to turn its back to its national role and obligations under the CPA is not only wrong, it is also foolhardy.
    Dear brothers and sisters, The SPLM as I mentioned earlier, has been using all the tools provided to it by the CPA in order to ensure faithful and full implementation of that Agreement. Notwithholding, the SPLM urges all delegates present here to stand behind the faithful implementation of the CPA including the promulgation of the referendum law and setting out arrangements for popular consultation so as to enable the South and Abyei conduct their referendums and the people of Southern Kordofan and Blue Nile engage in popular consolations, both in a timely and proper manner.
    Brothers and Sisters, The CPA is a historic peace agreement both in content and modalities of implementation. Through it we were able to untangle the root causes of the North – South conflict and provide an all-embracing socio-economic, legal and political framework to address distortions in Sudan’s body politic and economy. It also provided a model for the resolution of other conflicts in Sudan. There was something in that agreement for everyone of us. It provided Southern Sudan with unprecedented autonomy that enabled it plan, organize and decide the management of its own affairs and eventually control its own destiny. It gave legitimacy to the NCP through recognition by its former opponents, including the SPLM. It insured for all political forces a wide margin of democracy and a potential for a peaceful transfer of power. It empowered states to run their own affairs, a power they had been struggling to achieve since independence. That is why the SPLM zealously hold to that Agreement, including partnership with the NCP with the aim of seeing the Agreement through. The alternative to the CPA shall be going back to war. As the man who was directly in charge of SPLA forces during the struggle, under the supreme command of our late leader, I know what war means. I know it in our martyrs and physically-disabled warriors. I know it in our disrupted families where men were separated from their wives and parents pulled apart from their children. I know it in our shattered public buildings and the physical and moral ravages caused by armed conflict. This is a burden which I shall never make Southern Sudanese, or wish for any other people in Sudan, to endure.
    Dear Brothers and Sisters
    As you are visiting South Sudan, and for some of you probably for the first time, it is incumbent on me to update you on what the Government of South Sudan (GoSS) has been doing in the last four years. If you go about it by reading the headlines off some Khartoum dailies, you may think that the South is only about Nuers killing Dinkas, armed robbers disturbing the peace in Juba and corrupt public officials stealing government money, as if corruption is a monopoly of Southern Sudan.
    Without belittling the sad episodes of tribal conflict, common law crimes in major urban centers and corruption by few depraved public officials, there is something else to report on. For example, we had established mechanisms, passed laws and took action against corruption as the CPA and INC had required us to do. Those measures were not matched elsewhere. In the course of only four years, I have discharged two ministers of finance of their functions for actions not befitting their office. Those measures were probably not sensational enough to merit headlines. However, the SPLM in 2005 inherited no viable state structures, no physical infrastructure and hardly any dependable social services.
    For instance, South Sudan with a total area comparable to that of Kenya, Rwanda and Uganda did not have a single kilometer of paved roads. Over and above, of all its children eligible for primary education, only 30% were enrolled in schools, the majority of which were supported by NGOs. In the health sector, less than 3% of our children are immunized against vaccine preventable diseases. Those figures left GOSS with daunting task, that tasks, it continues to shoulder with minimal support, if any, from the national government.
    In the security sector, GOSS began a comprehensive disarmament program supported by the UNDP. It also commenced a major reform of the security sector with a view to enhancing the capacity of its men and women, heightening their awareness of their constitutional obligations towards citizens and making them people friendly . Regarding the army (SPLA), GoSS equally initiated major reforms aiming at making that army leaner, more professional as well as turning it into a force that operates under civilian control. Full security, however, as still to be attained in South Sudan as it continues to be frustrated by elements from within and from outside Sudan. Threats to security from within are rooted in conflicts ignited by selfish politicians including break-way groups from the SPLM. We were not deterred from serving notice on those groups and their sponsors and paymasters. We shall also never allow our hardly won peace to be destabilized by selfish turn coats and former militias who made of war an industry. The external threats mainly come from the Lord Resistance Army (LRA) which continues to disrupt peace in Western Equatoria State; a state that was known to be most peaceful region in the South. The SPLM also made a great stride in the area of women empowerment. We have always maintained that women are marginalized of the marginalized. As a result we decided to accord women 25% Affirmative Action seats in the Interim Constitution of Southern Sudan.
    Nevertheless, all those efforts shall not be enough if GoSS does not achieve what people expect most from it in peace time: a peace dividend. That obviously has to be reflected in economic and social development and improvement of the quality of life.

    As a first step, both in Juba and Khartoum, there is need for transparent and accountable governance as well as sustainable utilization of natural resources. The National and Southern Sudan budgets must become a public matter; citizens have a right to know how their revenues are expended and how recourses are developed., it is also a global concern. Citizens have a right to know what part of their revenues are spent on, and priorities given to providing basic social services, food security and economic development and how much is squandered on less important matters. As for the national use of natural resources, we owe it to our future generations as well as to, the world to safe guard the integrity of our natural environment. The environment is no longer a matter of national concern
    Brothers and Sisters, In compliance with calendar timelines and activities established by the CPA and the Elections Commission, the SPLM declares that it is able ready and willing to participate in that election throughout the Sudan. In preparation for the upcoming national elections we had established in April of this year an SPLM National Elections Strategy Committee (NESC) whose role includes logistical preparations, mobilization of grass roots communities and initiation of a civic education process at all levels all the way down to the village.
    I believe that the General Elections, if properly conducted, shall be a critical impetus for change and empowerment of our people to choose their political leaders and elect their democratic institutions. If properly conducted also elections shall be a good opportunity for the Sudanese people to bring a real change through their free will as one major impetus to the process of democratic transformation. But those are two big “ifs”.
    I take this opportunity, therefore, to urge the NCP to co-operate with us in the repeal of laws that are inconsistent with the CPA and INC to create a conducive environment for the achievement of democratic transformation and to make unity attractive. We urge the National Legislative Assembly to expedite enacting these Bills. It is critical that we demonstrate to our citizens that we are serious, sincere and committed to the rule of law and good governance.
    However, a thorny issue that shall certainly impinge on the elections still remains, that is the dubious national census results. Allow me to briefly state the position of the SPLM on the 5th Population Census results and their utility as the basis for mapping out the geographical constituencies for the purpose of that Elections. We in the SPLM noted serious irregularities in the conduct of the 5th Population and Household Census. We equally noted a lack of good faith in the exclusion from census forms references to religion and ethnic origin. This information was included in all former census. Despite the NCP’s promise to give due consideration to our request, it went ahead with the census without incorporating those two elements. Moreover, we observed exclusion of certain areas from the census, reflection of numbers in certain areas and their inflation in others. We therefore came to the conclusion that the census results are too flawed and lack the minimum acceptable level of credibility. For this reason, we decided to reject those results and proposed that the CPA formula, or any other acceptable formula, be used for the purpose of the mid-term General Elections. Without the resolution of this issue, just like the satisfaction of all requirements of democratic transformation to which I alluded earlier, the elections process, despite our preparedness for it, may be put on jeopardy.
    Brothers and sisters, allow me to explain the position of the SPLM on Sudan’s Foreign Policy. Since its inception, the SPLM declared its intent to create a New Sudan that is at peace with itself, its neighbors and the international community. Hence, we called for a balanced and purposeful foreign policy. Sudan, the SPLM thought, is in dire need for good neighborly relations within the region and cooperation with the international community to further the interest of its people. I take this opportunity to reiterate the commitment of the SPLM to the golden rules governing Sudan’s foreign policy stipulated in the CPA and INC. We maintain that our foreign policy should primarily serve Sudan’s supreme national interests and not be guided by partisan and/or ideological considerations. For this reason, I call all the Sudanese political forces to join the SPLM in highlighting that policy in their political programs and in our joint position. Contrived enmity with some countries of the world must stop. Adventurism in foreign relations which does not serve our national interests in most case.
    With the nearing of the CPA expiration date in 2011, the Sudan is truly at historical crossroads. The CPA has provided the people of Southern Sudan with two choices: unity or separation. So, in principle the occurrence of any one of the two choices should not be a matter of surprise to any fair-minded person. However, let me recall that, alongside the recognition of the right to self-determination to the people of South Sudan, the two parties to the Agreement pledged themselves to work towards making unity attractive, especially to the people of Southern Sudan. By that pledge we still stand. As I have recently declared during my visits to South Kordofan and Blue Nile, “ We fought and died for the sake of unity.” However, the final decision on the destiny of the South, shall neither be taken by the NCP or the SPLM. It is the people of South Sudan who shall make the decision.
    To us in the SPLM unity is noble cause, but not any unity. That was why we coined the phrase “unity on new basis”. That phrase was our battle cry around which Sudanese from the North, South, East and West joined together. However, the CPA, which does not represent the totality of the SPLM programme, set another bench mark for unity, the Machakos Protocol, INC and ICSS, all provided as follows:-
    The people of South Sudan shall either:
    (a) Confirm unity of the Sudan by voting to sustain the system of government established under the Comprehensive Peace Agreement and this Constitution, or
    (b) Vote for secession. Article 222 (2):
    Accordingly, the determinants of unity are embodied in that Article. We do not need look elsewhere for what makes unity attractive. Surprisingly, some local media commentators, national political leaders and even same party spokespersons, sing and dance about unity with total oblivion to the requirements of that unity in the CPA as well as in the constitution that governs the land. Let me tell you that those requirements are cast in stone in both documents. There shall be no going back on them, unless if the singers and dancers wish to turn the CPA into an addendum to the book penned by our great national statesman: Abel Alier in his book, “South Sudan: Too Many Agreements Dishonored”. This time, however, the stakes shall be much higher. Those who believe that unity can be achieved through patriotic urging or gestures are missing the point.
    Let me also affirm, what I just said about the SPLM’s committitment to making unity attractive. However, that pledge is shared with our partners in the CPA who are also the senior partner in GoNU. That government, more than the SPLM and GOSS, is endowed with the wherewithal to make unity attractive. As I earlier indicated there is still a lot to be desired in the full implementation of the CPA, especially in actions that shall make unity attractive such as the full realization of democratic transformation and contributing towards the satisfaction of people’s expectations from peace: education, health, physical infrastructure, in ensuring that Sudan is genuinely graduating from one party rule to multi-party democracy and in ensuring, as the CPA provided, that the main instrument of official violence: the Armed Forces are restructured as per Article 145 of the INC. If there are any impediments to unity, it is those ones. So rather than pleading to the SPLM about the virtue of unity, pleaders should address the factors that made many Southerners despondent about it. Failure to do this manifests a high degree of political, if not moral, evasion.


    Dear Brothers and Sisters, The two probabilities of unity and secession, without speculating the results of the referendum, are real. Consequently, wisdom dictates that we prepare ourselves to both eventualities. However, both decisions involve certain measures and give rise to certain requirements. The cornerstone of attractive unity is CPA and failure to deliver an of the CPA promises, let alone major ones, would , in all probability, dissuade southerners from unity. For example, unity that does not generate a value added to the present status of South Sudan does not attract anybody. What is the value added in a unity within a system that steers clear of universally acknowledged principles of human rights and good governance; a system that tolerates, for whatever reason, fomenting of religious intolerance; in a system that cherishes exclusivist governance, indeed in a system that seeks to manipulate the census of Southerners both in the South and the North, only to downsize their number should never expect to win over people of the South. Those requirements for unity among others, are not impossible to achieve, so whoever is responsible for their nonimplementation must be assumed to have put off Southern Sudanese unity.
    On the other hand, both Southerners and Northerners must realize that even, if the two entities become separate, the North shall be the only Northern neighbor of the south, and the South shall be the only Southern neighbor of the North. Historical familial, social, economic, faith-based and cultural ties and interconnections cannot be erased by any political decision. Accordingly, the two parties to the Agreement and all enlightened patriots are expected to find ways and means to maintain those interconnections. The North and South may, for example, agree on non-aggression arrangement to remove mutual fears, create mechanisms for ensuring that rights to employment, trade and business for the citizens of both states are guaranteed, securing the religious and cultural rights of non-Muslim Sudanese in the North and Muslim Sudanese in the South,and, uppermost, guarantying that a stable Sudan or two Sudans are firmly founded on democracy, the rule of law and the principle of live and let live. This is a task we took upon ourselves in the CPA. And this is a responsibility that we shall never abdicate.

    أكد سلفا كير، نائب الرئيس السوداني، وزعيم "الحركة الشعبية لتحرير السودان" التي تحكم الجنوب؛ أنه لا يستبعد إقامة "علاقات جيدة" مع إسرائيل وفتح سفارة لها في جوبا عاصمة الإقليم، في حال اختار الجنوبيون الانفصال في الاستفتاء المقرر مطلع العام المقبل.  

    واعتبر كير في تصريحات صحفية الخميس أن الدولة العبرية "هي عدوة للفلسطينيين فقط، وليست عدوة للجنوب"، مشيرا إلى أنه سيرسم "خريطة جديدة للسياسة الخارجية" في حال الاستقلال، لكنه أكد أنه "وحدوي التفكير".

    وقال إن حركته وشريكها في اتفاق السلام "حزب المؤتمر الوطني" الحاكم ، تجاوزا عقبة ترسيم الحدود بين شمال البلاد وجنوبها بقبول الخرطوم إجراء الاستفتاء على تقرير مصير الجنوب قبل الانتهاء من الترسيم. وشدد على أنه لن يستجيب لأي طلب أو اقتراح بإرجاء الاستفتاء، "حتى لو جاء من أمريكا".

    وأكدت مصادر بالحركة الشعبية أنها ستقيم علاقات مع أي دولة في العالم في حالة انفصال الجنوب بناء على مصالح الجنوب وشعبه، وليس على مصالح أخرى.

    ووفقا لهذه المصادر فإن الحركة لن تأخذ بعين الاعتبار عند إقامتها علاقات إستراتيجية مع أي دولة، طبيعة العلاقة بين هذه الدولة وبين الخرطوم، بل إن الأمور ستقاس بالنسبة إليها بمصلحة الجنوب وأهله.

    ولم يصدر تعليق من جانب الخرطوم بخصوص هذا التصريح الذي اعتبره مراقبون يشكل نوع من الضغط على القوى الغربية خاصة الولايات المتحدة حليفة إسرائيل من أجل الدفع بإجراء الاستفتاء في موعده وزيادة دعمهم للانفصال.

    ويحشد المجتمع الدولي والدول الغربية طاقاتها من أجل دعم انفصال الجنوب عن الشمال. ويتحدث القادة الغربيون بالتأكيد على أن الاستفتاء سيؤدي حتما إلى الانفصال.

    وكان الرئيس السوداني عمر حسن البشير قد حذر من أن أسوأ سيناريو يمكن أن يحدث في تاريخ البلاد هو اندلاع حرب بين شماله وجنوبه إذا انفصل الجنوب.

    يذكر أن اتفاق السلام بين الحكومة السودانية والحركة الشعبية لتحرير السودان، الذي تم التوصل إليه في يوليو 2005 وأنهى عقودا من الحرب الأهلية في البلاد، ينص على أن يجرى استفتاء في الجنوب في يناير 2011، على أن تعمل كافة أطراف الحكومة السودانية بما فيها حزب المؤتمر الوطني الحاكم والحركة الشعبية على تمهيد الأجواء للمواطنين الجنوبيين للبقاء ضمن كيان السودان الموحد وعدم حثهم على الانفصال.

    لكن سلفاكير خالف الاتفاق بإفصاحه الشهر الجاري عن اعتزامه التصويت لصالح الانفصال وحث مواطني الجنوب على ذلك.

    «الوطني»: مؤتمر جوبا ممول أجنبياً ونتائجه لا تعنينا
    سلفاكير: السودان أمام مفترق طرق بين الوحدة أو الانقسام

    واصل ملتقى احزاب المعارضة السودانية امس أعماله في جوبا لليوم الثاني، فيما صعد حزب المؤتمر من حملته تجاهه وقال إن جهة خارجية تولت تمويله ،وان نتائجه لاتعنيه بشيء.
    من جهته، قال رئيس الحركة الشعبية رئيس حكومة الجنوب سلفاكير في افتتاح جلسات المؤتمر، ان الملتقى انعقد لجمع السودانيين وليس لتفريقهم وللتآمر كما يقولون. واعتبر وجود القوى السياسية في جوبا مبادرة جماعية للتسامح والتصالح. وأفاد في خطابه بان الحركة الشعبية استنفدت كل الوسائل لتطبيق اتفاقية السلام مع المؤتمر الوطني. وقال ان السودان امام مفترق طرق بين خياري الوحدة والانفصال، مؤكداً ان قضايا دارفور والتحول الديموقراطي وتنفيذ اتفاقية نيفاشا تعتبر من مهددات قيام انتخابات حرة نزيهة، وما يتبعها من استفتاء بالجنوب.
    في سياق متصل، دعا أمين عام حزب المؤتمر الشعبي حسن الترابي إلى مقاطعة الانتخابات في حال عدم ضمان الحريات الأساسية، وحل قضية دارفور. في حين دعا الصادق المهدي زعيم حزب الأمة القومي إلى تطوير اتفاقية نيفاشا دون المساس بحقوق الجنوب المكتسبة لإفساح المجال للاتفاقيات اللاحقة. مؤكداً ضرورة التحول الديموقراطي وحل أزمة دارفور، وعدم تمزيق البلاد مشددا على الوحدة.
    ومن اجل الوحدة دعا المؤتمرون الى ان تخصيص نسبة 10%من الدخل القومي سنويا لاعمار وتنمية الجنوب، ونسبة مماثلة من ضريبة الواردات للغرض نفسه.

     استبعد سلفاكير ميارديت النائب الأول للرئيس السوداني ان يعلن الجنوب الاستقلال من طرف واحد، مشددا على التزامه باجراء الاستفتاء في موعده.

    ونقلت صحيفة "الشرق الاوسط" اللندنية عن سلفاكير قوله في مقابلة بثتها اذاعة "هولندا العالمية": "ان طرفي اتفاقية السلام الشامل بين الحركة الشعبية التي يتزعمها والمؤتمر الوطني بزعامة الرئيس السوداني عمر البشير اتفقا على اجراء الاستفتاء بنهاية الفترة الانتقالية وعمرها ست سنوات بدأت في عام 2005، وشارفت على الانتهاء في يناير/كانون الثاني المقبل.

    واضاف: "موعد الاستفتاء يقترب وينبغي ان يلتزم الطرفان باجراء الاستفتاء بحرية ودون اي عائق ولذلك نأمل ان يجري الاستفتاء وفقا للاتفاق الذي وقعناه".

    وقال "انه لا يعتقد انه من الممكن ان يقوم الجنوب باعلان الاستقلال من طرف واحد" ، وتابع "هذا الامر ليس على جدول اعمالنا.. لا نعتقد انه ستكون هنالك ظروف معينة سوف تدفع بنا لاعلان جنوب السودان دولة مستقلة دون الوفاء بشروط اتفاقية السلام".

    وارسل كير اتهامات الى جهات لم يسمها بانها ما زالت ترسل المعينات والخدمات اللوجستية الى جيش الرب المقاوم للحكومة الاوغندية، وقال "انها ليست المرة التي يقتل فيها جيش الرب مدنيين في جنوب السودان.. انهم يحصلون على الخدمات اللوجستية من نفس الطرف الذي كان يدعمهم في السابق وهذا امر يتوجب علينا معالجته بالطريقة التي نعتقد انها مناسبة".

    وصلت محادثات شريكي الحكم السوداني، حزب «المؤتمر الوطني» و «الحركة الشعبية لتحرير السودان»، التي أجريت في العاصمة الإثيوبية أديس أبابا في شأن الاستفتاء على مستقبل منطقة أبيي الغنية بالنفط المتنازع عليها بين شمال البلاد وجنوبها، إلى طريق مسدود لكنها حققت اختراقاً في القضايا السياسية المرتبطة بالمنطقة. وجاء ذلك في وقت جدد رئيس حكومة الجنوب سلفاكير ميارديت دعوته إلى انفصال الإقليم الذي يتمتع بحكم ذاتي عبر الاستفتاء المقرر بداية العام المقبل، وحذّر من اغتياله وحرّض أنصاره على الثأر لو حدث ذلك.

    وقال زعيم قبيلة دينكا نقوك الافريقية التي تقطن منطقة أبيي، كوال دينق كوال، إن اجتماعاً عقد بين فريقين من قبيلته وقبيلة المسيرية العربية فشل في الاتفاق على تعريف الناخب والدفع بموقف محدد إلى حزبي «المؤتمر الوطني» و «الحركة الشعبية»، موضحاً أن قبيلة المسيرية لا تزال تطالب بنسيان قرار هيئة التحكيم الدولية في شأن أبيي والبروتوكول الخاص بالمنطقة وكل ما يخص الاستفتاء وتدعو إلى مناقشة إقرار اتفاق بين الطرفين للتعايش السلمي.

    وأعرب كوال عن أمله في حدوث اختراق واتفاق بين القبيلتين، وأكد أن الاجتماعات المغلقة بين الوفدين الرسميين لـ «الحركة الشعبية» و «الوطني» حققت اختراقاً في بعض القضايا السياسية.

    وقالت مصادر قريبة من المحادثات في أديس أبابا إن غالبية القضايا السياسية التي نوقشت في إطار الوفدين الرسميين حسمت خصوصاً ما يرتبط بالنفط، في حال تبعية أبيي إلى الشمال أو الجنوب بحسب نتيجة الاستفتاء الذي من المقرر أن يجرى متزامناً مع الاستفتاء على تقرير مصير الجنوب في كانون الثاني (يناير) المقبل.

    إلى ذلك، أكد رئيس حكومة إقليم جنوب السودان زعيم «الحركة الشعبية» سلفاكير ميارديت أنه يفضل خيار انفصال الجنوب عبر الاستفتاء لـ «إنهاء الاستعمار». وحذّر من سمّاهم «الظالمين الغاضبين» الذين يريدون القضاء على «قادة الشعب المكافح».

    وذكر سلفاكير في افتتاح كنيسة في جوبا، أمس، أن خمس سنوات مرت منذ توقيع اتفاق السلام والحكومة الاتحادية أوقفت بناء المدارس والمستشفيات ولا يوجد شيء محسوس في الجنوب سوى التهديد الواضح بعودة الحرب. ووصف الحديث عن الوحدة قبل موعد بدء حملات الاستفتاء بأنه خطأ. وقال: «بدلاً من تنفيذ اتفاق السلام غرقت البلاد في مستنقع الحرب». وتابع: «سأستمر في وصفها بالجريمة».

    وعن وصف الوحدويين له بخيانة الوحدة، قال سلفاكير: «لم أخن الوحدة. بل قلت الحقيقة إننا فشلنا». وحمل في شدة على دوائر في الشمال تتحدث عن أن الجنوبيين اختاروا الانفصال ولذلك فإن لا داعي إلى تضييع الموارد في جعل الوحدة جاذبة عبر مشاريع التنمية. وقال: «عندما شعروا أن الجنوب سينفصل قالوا لا للتنمية».

    وذكر سلفاكير أنه وجّه رسالة واضحة إلى المجتمع الدولي وعليه أن يختار إما أن يأخذ بما جاء فيه أو يتركها، وهي «إذا أردنا تجنّب العودة إلى الحرب يجب علينا تنفيذ كل بنود اتفاق السلام».

    كما اتهم سلفاكير «المؤتمر الوطني» بعدم إعطاء الجنوب نصيبه من عائدات النفط الذي حدده اتفاق السلام بخمسين في المئة من النفط المنتج في الجنوب، وقال إن ما وصل إلى حكومته لا يزيد على 26 في المئة. وأضاف أن الغالبية المناضلة في جنوب أفريقيا عندما نجحت في مسعاها إلى نهاية عنصرية الأقلية قبل عام 1994 غضب «الظالمون» وقضوا على كثير من قادة «الفقراء المناضلين»، وقال إن الكثيرين من قادة المؤتمر القومي الأفريقي الذين قرعوا طبول الحرية تم اغتيالهم. وزاد: «أتمنى ألا تنسوا أن ذلك سيحدث وقادتكم سيُقضى عليهم، ويجب ألا تقفوا مكتوفي الأيدي»، في اتهام مبطّن إلى الشمال بالتخطيط لاغتياله قبل موعد الاستفتاء.

    إلى ذلك، اتهم نائب رئيس لجنة ترسيم الحدود بين الشمال والجنوب رياك ديغول حزب «المؤتمر الوطني» بعدم الجديّة في ترسيم الحدود، موضحاً أن اجتماعات اللجنة متوقفة منذ 28 أيلول (سبتمبر) الماضي، وأرجعه إلى غياب أعضاء اللجنة من الشماليين. وقال ديغول إن أعضاء اللجنة من الجنوب «ظلّوا يحضرون إلى مقر اللجنة أسبوعاً من دون أن يروا الأعضاء الشماليين» من دون توضيح مسببات الغياب. وتساءل: «هل انسحب الأعضاء الشماليون من اللجنة؟»، مشدداً على صعوبة عقد الاجتماعات من دون الأعضاء الشماليين، لجهة أن رئيس اللجنة والوزير المشرف والسكرتير منهم.

    لكن حزب «المؤتمر الوطني» اتهم شركاءه في «الحركة الشعبية» بالتلكؤ في ترسيم الحدود من أجل ترحيل القضية إلى ما بعد الاستفتاء ومن ثمّ الاستفادة من النفوذ الذي تمتلكه داخل أروقة الدوائر الدولية لحسم القضية لمصلحتها. وقال نائب رئيس «المؤتمر الوطني» في ولاية الخرطوم محمد مندور المهدي إنّ «الحركة الشعبية» لا تريد أن يُحسم أمر الحدود قبل الاستفتاء حتى تصبح القضية عَالقة بين الشمال والجنوب. وأضاف: «الحركة تريد تحويل قضية الحدود في حال الانفصال إلى قضية بين دولتين لإدراكها حجم النفوذ الذي تحظى به لدى مؤسسات دولية ما يخوّلها وضع يدها على مناطق مختلف عليها». وجدد رفض حزبه إجراء الاستفتاء من دون استكمال ترسيم الحدود ضماناً لسلامته وتفادياً للرجوع الى مربع الحرب.

    مفاوضات الدوحة

    وبعد توقف استمر منذ شهر رمضان الماضي، استأنفت لجان التفاوض بين الحكومة السودانية و «حركة التحرير والعدالة» الدارفورية المتمردة أعمالها أمس في قطر. وكانت الوساطة ممثلة في وزير الدولة القطري للشؤون الخارجية أحمد بن عبدالله آل محمود والوسيط الدولي جبريل باسولي شاركا مساء أول من أمس في اطلاق جولة المفاوضات الجديدة التي يُعتقد أنها ستكون حاسمة. وشارك في الجلسة وفد الحكومة برئاسة الدكتور أمين حسن عمر ووفد «حركة/جيش التحرير والعدالة» برئاسة الدكتور التجاني السيسي. ولوحظ استمرار مقاطعة «حركة العدل والمساواة» برئاسة الدكتور خليل إبراهيم (مقيم في ليبيا) لجولة المفاوضات الجديدة. كما واصل رئيس «حركة تحرير السودان» عبدالواحد النور (مقيم في فرنسا) تمسكه بموقفه الرافض التفاوض مع الحكومة السودانية.

    وعلمت «الحياة» أن لجان التفاوض الخاصة بـ «السلطة والعدالة والترتيبات الأمنية والتعويضات وعودة النازحين واللاجئين» باشرت أعمالها أمس في الدوحة، فيما تم ارجاء اجتماع لجنة «ملف الثروة» في انتظار وصول وزير الدولة السوداني في وزارة المال، بحسب ما قال مصدر مطلع. وأكد أمين المفاوضات في «حركة التحرير والعدالة» تاج بالدين نيام لـ «الحياة» أنه تم الانتهاء من 80 في المئة من ملف الثروة في مفاوضات سابقة. وقال نيام إن الوسيط الدولي باسولي حضر أمس اجتماع لجنة السلطة، حيث نوقشت مسألة الوضع الإداري في دارفور. وأضاف أن «حركة التحرير والعدالة» شددت على ضرورة أن يتم الاتفاق على أن تكون دارفور إقليماً واحداً وقدّمت ستة مبررات لذلك. ومعلوم أن للحكومة السودانية موقفاً آخر في هذا الشأن. وشهدت الدوحة أمس للمرة الأولى انطلاق أعمال لجنة الترتيبات الأمنية، وجرى طرح مبادئ عامة في هذا الشأن.

    وكان وزير الدولة القطري للشؤون الخارجية أحمد بن عبدالله آل محمود جدد دعوته كل الحركات الدارفورية المتمردة إلى المشاركة في مفاوضات الدوحة، وقال إن لجان المفاوضات استأنفت أعمالها وإن هناك مواضيع ستناقش من حيث انتهت المفاوضات في جولات سابقة فيما ستنظر بعض اللجان في مواضيع معلّقة. وقال إن أعمال بعض لجان التفاوض ستكتمل خلال خمسة أيام وأخرى في غضون 11 يوماً لإنهاء المواضيع المعلقة، على أن تقوم بعد ذلك «لجنة التسيير» (لجنة الاتفاقية) بمعالجة أي شيء لم تستطع اللجان حله وذلك بهدف إنهاء المفاوضات في 19 تشرين الأول (أكتوبر) الجاري.

    ورأى رئيس الوفد الحكومي السوداني الدكتور أمين حسن عمر أن المفاوضات تسير في الاتجاه الصحيح وأن الوساطة تسعى إلى اعداد وثيقة تسوية شاملة في دارفور. وتوقع أن يتم استكمال التفاوض حول قضايا عالقة خلال أسبوع أو عشرة أيام. وامتنع عن الخوض في القضايا العالقة بين وفدي الحكومة السودانية و «حركة التحرير والعدالة». اما رئيس «حركة التحرير والعدالة» الدكتور التجاني السيسي فشدد على حرص الحركة على تحقيق سلام شامل وعادل في دارفور، وقال لـ «الحياة» في شأن الوثيقة التي ستطرحها الوساطة على الأطراف المعنية بسلام درافور إن الوثيقة النهائية ستكون خلاصة لما سيتم الاتفاق عليه بين حركته وبين الحكومة السودانية والمواقف التوفيقية للوساطة و «ستأخذ في الاعتبار آراء المجتمع المدني والاتفاق الإطاري بين حركة العدل والمساواة (التي تقاطع المفاوضات حالياً) والحكومة السودانية» الذي وُقّع في وقت سابق.

    أكد رئيس الحركة الشعبية وحكومة جنوب السودان سلفا كير أنه لن يصوت لوحدة السودان في الاستفتاء بشأن تحديد مصير الجنوب المقرر في يناير القادم.

    وقال كير اثناء تجمع كبير في جوبا عاصمة جنوب السودان "إذا كان يجب أن أصوت لوحدة أو انفصال أو استقلال جنوب السودان، فلن أصوت للوحدة لأنه لم يتم القيام بأي عمل يجعل الوحدة جاذبة".
    ويعتبر حديث كير، الذي يأتي قبل حوالي 100 يوم من الاستفتاء، أول تصريح علني واضح بتأييده لخيار الانفصال.


    وزعم كير أن موعد الاستفتاء "إلهي"، وأضاف "إذا عادت الحرب قد يؤدي ذلك إلى تفكيك كل البلاد، لذا فلنعمل جميعا من أجل طلاق سلمي".

    ومن المقرر أن يختار الجنوبيون في التاسع من يناير المقبل بين البقاء ضمن السودان الموحد أو الانفصال.

    لكن بعض المراقبين يرون أن الاستفتاء سيتأخر عن موعده المقرر بسبب مشكلات لوجستية.

    من جهة أخرى, قالت وزارة الخارجية الأميركية، إن فريقين من المفاوضين من شمال السودان وجنوبه سيلتقيان في اثيوبيا اليوم الأحد في محاولة للتوصل إلى اتفاق في شأن منطقة أبيي الغنية بالنفط يمثل عقبة مهمة قبل استفتاءين سيجريان في البلاد في (يناير) المقبل.

    وقال بي.جي.كرولي الناطق باسم وزارة الخارجية الأميركية إن وزيرة الخارجية هيلاري كلينتون تحدثت إلى علي عثمان طه نائب الرئيس السوداني ورئيس الوزراء الاثيوبي ملس زيناوي قبل محادثات الأحد التي تستهدف الاتفاق على كيفية ادارة استفتاء مطلع العام المقبل يحدد فيه سكان أبيي ما اذا كانوا سينضمون بإقليمهم إلى الشمال أم إلى الجنوب.

    وقال كرولي إن كلينتون حضت الخرطوم «على أن تأتي إلى أديس أبابا يوم الأحد مستعدة للتفاوض وعلى التأكد من أن فريق التفاوض يملك سلطة محددة للوصول الى اتفاق في شأن أبيي».

    وأضاف كرولي أن سكوت غرايشن المبعوث الخاص لإدارة الرئيس الأميركي باراك أوباما الى السودان والسفير برينستون ليمان وهو ديبلوماسي أميركي مخضرم سيحضران المفاوضات التي تجرى في أديس أبابا.
    وقال إن ملس الذي يستضيف المحادثات تعهد لكلينتون أنه سيفعل «كل ما بوسعه لتشجيع الأطراف على التوصل إلى اتفاق في شأن أبيي».


    وأضاف: «نحن على وعي شديد بحقيقة أن لدينا حوالى 100 يوم فقط باقية (قبل الاستفتاء) وأبيي أحد الموضوعات الرئيسة التي يجب حلها قبل أن نأمل في استفتاء ناجح أوائل 2011».
    ويجرى الاستفتاء على مصير أبيي في التاسع من كانون الثاني مع استفتاء أكبر على مصير جنوب السودان

    الدينكا لن تأخذ نصيب الأسد في الحكومة الجديدة


    برنامج الحركة في الشمال لن ينتهي بانفصال الجنوب


    لم نتفق مع الوطني علي قبول نتائج الانتخابات ولسنا معنيين بما حدث في الشمال


    عرمان كانت لديه فرص أكبر من البشير


    الجنوب ليس طرفاً في خلافات دول حوض النيل وقناة جونقلي ليست من أولوياتنا الآن


    انفصال الجنوب ليس ضد الشمال أو الإسلام أو العروبة

    في إحدي الصباحات الباكرة  للعاصمة الجنوبية جوبا وسماء المدينة تمطر بغزارة ، تلقيت اتصالاً هاتفيا من "أكوت ملوال" السكرتير الخاص لرئيس حكومة الجنوب المنتخب الفريق أول "سلفاكير ميارديت" النائب الأول لرئيس الجمهورية ورئيس الحركة الشعبية لتحرير السودان ، أبلغني بالحضور إلي منزل الرئيس قبل الثامنة صباحاً لإجراء حوار معه ، بعد أن تأجل لقائي مع سعادته أكثر من مرة نظراً لانشغال الرجل باجتماعات المكتب السياسية ، وتشكيل ملامح حكومته الجديدة ،وبالفعل وصلت قبل الموعد المحدد إلي منزل الرئيس الذي بدا كقلعة محصنة بأسوار عالية وتعزيزات أمنية كثيفة وسط انتشار عدد كبير من رجال الأمن خارج وداخل وحول سور المنزل الكبير ، ولم ينقذني من تساؤلات رجال الأمن حول أسباب الزيارة وما إذا كنت علي موعد مع الرئيس و...و...تحت هطول الأمطار إلا وصول أكوت وهو أحد رجال الرئيس المقربين من طاقم مكتبه الكبير، حتي اصطحبني إلي داخل المنزل وما إن جلست قليلا حتي خرج سلفاكير والقي علي التحية بحفاوة بالغة وتواضع جم ، ثم استأذن لاجتماع صغير مع "عبد العزيز الحلو" نائب ولاية جنوب كردفان ، بعدها دخلت إلي مكتب الرئيس وأول ما لفت نظري هو صورة الراحل العظيم جون قرنق المجاورة لصورة كير، وقبل بدء حواري معه سألته أولا هل هناك مساحة كافية من الديمقراطية لجميع تساؤلاتي أم هناك محظورات..فما كان عليه إلا أن رد بابتسامة رقيقة قائلا بعربي جوبا :إنت ما شفت ناس الطيب مصطفي ديل بشتموني في جرايد حقتم في الخرطوم كل يوم حصل شفت الطيب مصطفي ده جوة معتقل...؟، وتابع ضاحكاً : وبعدين أنا كان اعتقلتك ذاتو ما بقولوا الرئيس اعتقل صحفية وتجيب لينا مشكلة كبير..ثم ضحك وقال لي : " أنا هنا باختيار شعب الجنوب وصمت، في إشارة إلي اتساع مساحة الديمقراطية الممنوحة في الجنوب للناس وللصحافة ،ورغم أن الرجل يبدو صامتاً إلا أنه يتمتع بحكمة ورحابة صدر وصبر وتواضع شديد ولا تخلو شخصيته التي تبدو جادة وحازمة من روح الدعابة والمرح ، فقبل أن أبدأ في إجراء الحوار قال لي حقو ألبس الطاقية لأنه كان اتصورت معاك كده الناس ما بعرفوني ده أنا سلفاكير" ثم ابتسم مرة أخري وأعطاني ضوءاً أخضر للحديث ، وبالفعل بدأت في إجراء حواري مع السيد رئيس حكومة الجنوب المنتخب حيث تحدث لي في أول حوار صحفي بعد انتخابه عن موقف الحركة الشعبية من الوحدة والانفصال ، مؤكداً أن الحركة الشعبية مع وحدة السودان ولكن علي أسس جديدة، إلا أنه قال عن موقفه الخاص بهذا الشأن أنه لا يدري إذا كان وحدودياً أم انفصاليا.ً، مشدداً علي أن صوته وحده لا يمكن أن يحقق هذه الوحدة التي أرجع الخيار فيها لشعب الجنوب...


    في الوقت نفسه أكد كير أن انفصال الجنوب ليس ضد الشمال أو الإسلام أو العروبة كما يتوهم البعض ، مشيراً إلي أن الحركة الشعبية قد وضعت استراتيجية ما بعد الانفصال في حال تصويت الجنوبيين للانفصال في حق تقرير مصير الجنوب في الاستفتاء المزمع إجراؤه 2011 ، وأضاف رئيس حكومة الجنوب أن مرشح الحركة الشعبية للرئاسة ياسر عرمان كانت لديه فرص أكبر من البشير في الانتخابات موضحاً أن الحركة قررت مقاطعة الانتخابات في الشمال لعدم وجود مناخ ديمقراطي لخوض العملية الانتخابية، مشدداً علي عدم وجود أي انقسامات داخل الحركة الشعبية، وحول سؤاله عن خلافات دول حوض النيل قال كير إن الجنوب ليس طرفاً في هذه الخلافات القائمة بين دول حوض النيل العشرة ، كاشفاً أنه رفض مطالب مصرية باستئناف العمل في قناة جونقلي لأنها ليست من أولويات الجنوب في الفترة الحالية.كما تحدث عن ملامح حكومته الجديدة نافياً ما يتردد حول سيطرة الدينكا علي مقاعد السلطة حيث قال: الدينكا أكبر قبيلة في الجنوب وأكثر القبائل التي ناضلت وخاضت الحرب لكن ذلك لا يعطيها نصيب الأسد في الحكومة...مؤكداً علي أن الحركة الشعبية تسعي لتشكيل حكومة ذات قاعدة عريضة لتشمل كل القطاعات مؤكداً أن الحركة لا تنوي عزل أو إقصاء أحد حتي بعد حصولها علي أغلبية المقاعد...


     _سعادة الرئيس في البدء نريد أن نعرف كيف سيتم تشكيل الحكومة الجديدة في جنوب السودان؟ وهل ستكون بنفس الشكل الذي كانت عليه قبل الانتخابات؟


    تشكيل حكومة الجنوب في الفترة القادمة كحكومة منتخبة من الشعب ، وإن كانت الحركة الشعبية قد نالت أغلبية المقاعد ، إلا أننا نطمع في أن نشكل حكومة ذات قاعدة عريضة لتشمل كل الفئات الجنوبية علي كل القطاعات ولا نريد أن نعزل أو نقصي أحداً .


    _يرى البعض أن تشكيل الحكومة الجديدة ستتصدر فيها قبيلة الدينكا التي تنتمي إليها السيطرة علي مقاعد السلطة..ما رد علي ذلك؟


    هذه مجرد خيالات وأوهام لا أساس لها من الصحة ..فهناك من يحاولون تشويه صورة حكومة الجنوب بإثارة هذه القضايا لكن هذه قضية مجتمعية وقبيلة الدينكا ليست القبيلة الوحيدة الموجودة في الجنوب، وحتي وإن كانت أكبر قبيلة في الجنوب ليس معني هذا تأخذ النصيب الأكبر من كل شئ ، وعلي الرغم من أن الدينكا حاربوا وخاضوا النضال في قضايا الجنوب أكثر من أي قبيلة أخري لكن هذا لا يعطيها نصيب الأسد في الحكومة المنتخبة الجديدة.


    _وما هي مخططاتكم لتكوين الحكومة المنتخبة الجديدة في الجنوب؟


    نسعي لتحقيق توازن في الحكومة الجديدة ، لأننا لدينا ثلاثة أقاليم في الجنوب هي "أعالي النيل والاستوائية وبحر الغزال" ، ولا نريد أن نستبعد أي جهة لأنه لابد أن نقوم بوزن العملية السياسية في الحكومة الجديدة.


    _وما هو تقييمك للعملية الانتخابية في الشمال والجنوب وما الفرق بينهما في رأيك؟


    الفرق بين الانتخابات في الشمال والجنوب شئ يعرفه المراقبون أكثر من المرشحين، وما حدث من أخطاء وما صاحب العملية الانتخابية من ممارسات شئ يحدده من راقب هذه الأجواء حتي لا ينحاز في تقييمه.


    _هناك تسعة أحزاب جنوبية شككت في نتائج الانتخابات في جنوب السودان ولام أكول وصفها بأنها مزورة ..ما تعليقك علي ذلك؟


    كل شخص له الحق في التقدم بالطعون وأن يتجه للقضاء فيما يرفضه ، والمحكمة بعد ذلك تنظر في كل هذه الطعون وبعد ذلك كل شخص يتقدم بأدلة علي هذه الشكاوي وحينها سيكون الفيصل هو قرار ونتيجة هذه الطعون  من قبل المحكمة.


    _يعتبر الكثيرون أن لام أكول ليس منافسا حقيقياً لك في رئاسة حكومة الجنوب؟


    ولماذا ليس منافساً ...وهو بالفعل كان المنافس الوحيد أمامي.


    _لكن فارق النسبة في النتيجة كان كبيراً فقد حصلت علي 92.9% في حين حصل أكول علي 7.1%؟


    من المفترض أن يسأل لام أكول نفسه ويسأل مساعديه والداعمين له عن أسباب نتائج هذه الانتخابات بهذا الفارق.


     


    _هل بالفعل هناك اتفاق بين شريكي الحكم في السودان المؤتمر الوطني والحركة الشعبية علي قبول نتائج الانتخابات؟


    لا يمكن أن نقبل بشئ لم نره نحن اتفقنا علي أساس أنه في حال ظهور نتائج الانتخابات ولم تكن هناك أية مشاكل من الممكن أن نقبلها وأنا شخصياً تحدثت مع نائب رئيس الجمهورية "علي عثمان محمد طه" بأننا سنقبل بما نراه حقيقياً ولا يمكن ان نقبل النتائج قبل إعلانها ، بل قلنا أننا في الحركة الشعبية سنعلن موقفنا بعد ظهور النتائج ولم نتفق علي ذلك قبل ظهورها.


    _ترددت أنباء علي أن البشير لم يحصل علي نسبة 51% وأنه استخدم أصوات مرشحكم المنسحب للرئاسة ياسر عرمان ليكمل هذه النسبة ما ردك علي ذلك..وهل عرمان كان من الممكن أن تكون لديه فرص في الشمال إذا لم ينسحب؟


    عرمان كانت لديه فرص أكبر من الرئيس البشير خاصة في الجنوب وما حدث في انتخابات الشمال لسنا معنيين به فقد كان موقفنا واضحاً بمقاطعة الانتخابات وسحبنا مرشحنا لرئاسة الجمهورية لذا ليس لنا علاقة بهذه التفاصيل .


    _ظهر تضارب في مواقف الحركة الشعبية تجاه المشاركة والمقاطعة في قطاع الشمال...ما هي حقيقة الأمر؟


    جاء قرار سحب عرمان من سباق الرئاسة من قبل المكتب السياسي للحركة ، بأن نقوم بسحبه ونجمد عضويتنا في ثلاث ولايات في دارفور وعدم خوض الانتخابات في الأقليم لأسباب أمنية ، وما حدث بعد ذلك أن القطاع الشمالي عندما علم بانسحاب عرمان من سباق الرئاسة رأى أن يقاطع أيضا الانتخابات ، ونحن رأينا مواصلة القطاع الشمالي وخوضه للانتخابات وإذا أراد أي عضو أن ينسحب فلينسحب كفرد وليس الحركة الشعبية ككل، وعندما ذهب الأمين العام للحركة باقان أموم وياسر عرمان رئيس قطاع الشمال لمناقشة هذا الأمر مع عضوية الحركة في الشمال رفضوا مواصلة الانتخابات دون عرمان ، ومن ثم خرجوا بقرار مقاطعة القطاع الشمالي بشكل عام ، وقد أوكلنا هذا الأمر لأموم وعرمان وارتضينا بما وصلوا إليه لأننا لا نريد أن يحدث تناقض أو تضارب في مواقف الحركة.


    _لكن التضارب الذي تم في تصريحاتك بنفي المقاطعة جعل البعض يعتقد أن هناك بوادر انقسامات داخل الحركة الشعبية؟


    لا توجد أي انقسامات داخل الحركة الشعبية ، وقد أكدنا ذلك بعد اجتماع المكتب السياسي الأخير للحركة بالاتفاق حول اتخاذ الحركة لموقف موحد تجاه العملية الانتخابية برمتها.


    _هل أنت راض عن قطاع الشمال؟وماذا سيكون مصيره في حال حدوث انفصال؟


    برنامج الحركة الشعبية في شمال السودان لن ينتهي بانفصال الجنوب عن قضايا السودان الكبير ، بل سنواصل علي ذات النهج في مشروع السودان الجديد فهو مشروع كبير فقد كنا نريد تحرير كل الناس في المناطق المهمشة لكي يجدوا حقوقهم التي لم تعطها لهم أي سلطة في الخرطوم منذ القدم وهذا هو برنامجنا منذ بدأنا في النضال وهذا لن ينتهي حتي بعد إذا انفصل الجنوب لأنه بعد تشكيل الحكومات سنطرح نفس الاجندة ونواصل العمل في مشروع السودان الجديد.


    _قلت أنك قمت بالتصويت لمرشح المؤتمر الوطني للرئاسة عمر البشير....


    رد مقاطعا : أنا لم أقل ذلك ، لكنهم قالوا ذلك في أجهزة الإعلام وحتي إذا قمت بالتصويت له فمن يعرف ذلك …لا أحد.


    _وهل أنت فعلت ذلك أم لا؟


    أنا قمت بالتصويت لنفسي ولمرشحي الحركة الشعبية


    _هل هذا يعني أنك قمت بالتصويت لمرشح الحركة الشعبية للرئاسة ياسر عرمان رغم انسحابه؟


    ياسر ليس مرشحاً وحتي لو قمت بالتصويت له فهذا يعد صوتاً ضائعاً.


    _وهل هذا غير صحيح أنك لم تصوت للبشير؟


    أنا لا أرى أن هناك سبباً للحديث حول هذا الأمر ، فإذا استمر مرشحنا للرئاسة لكنا صوتنا له.


    _لكنكم بالفعل قمتم بسحب مرشحكم عرمان؟


    ما حدث هو أننا عندما سحبنا عرمان الجنوبيون جمدوا أصواتهم ، والبعض الآخر أصر علي التصويت لياسر رغم انسحابه وأنا تحدثت شخصياً وقمت بتنوير جماهيرنا أننا ليس لدينا مرشح لرئاسة الجمهورية وهذا التصويت هو خياركم تصوتون لمن تشاءون وتركنا الأمر إليهم.


    _هذا عن الجماهير وماذا عنك؟


    صوتي لا يحقق أي شئ


    _في رأيك لماذا حصل البشير علي نسبة ضئيلة في الجنوب 8% في حين حصل عرمان 92% رغم انسحابه؟


    هذا الأمر ليس من شأني فهو حق للمواطن لكي يصوت لمن أراد


    _وهل هذا مؤشر للانفصال؟


    ليس مؤشراً لشئ وانما هو حق اختيار المواطن لقياداته وفقا لإرادته في اختيار البشير أو أي مرشح آخر وليس من حق أي جهة التدخل في ذلك لأن الانتخابات تجري لكي يختار الشعب قياداتهم، فأنا في الجنوب هناك عدد من الناس لم يصوتوا لي ولا أضجر من ذلك لأنها حقوقهم .


    _قلت أن عرمان كانت لديه فرص في الشمال أكبر من البشير..فيما تتمثل هذه الفرص؟


    ليس من المتوقع أن يفوز عرمان من الجولة الأولي لكن كان من الممكن أن يضيق الخناق علي البشير في الجولة الأولي وحتي لولم يفز في الجولة الأولى كان من المتوقع أيضا ألا يفوز البشير ، وفي الجولة الثانية كان من المتوقع أن يفوز ياسر.


    _هل كان من الممكن أن يترشح عرمان لرئاسة حكومة الجنوب....


    رد مقاطعا : لا غير ممكن..لأنه غير جنوبي ولأن الدستور يمنع ذلك


    _عبد الله دينق نيال جنوبي مرشح لرئاسة الجمهورية...لماذا لا يتم ترشيح شمالي في الجنوب؟


    بغض النظر عن تجربة عبد الله دينق نيال أنا شخصياً لو كان المكتب السياسي قد رشحني لرئاسة الجمهورية كان من الممكن أن أترشح لكن بالنسبة للجنوب هنا لديه قانون خاص يمنع ترشيح شخص غير جنوبي وذلك وفقا للدستور.


    _هل وضعت الحركة الشعبية استراتيجية ما بعد انفصال الجنوب؟


    نعم ، ونحن في الحركة الشعبية لا نرى أن انفصال الجنوب يشكل خطورة أو عوائق للشماليين ولا نعتقد أن الانفصال سيخلق شيئاً من العداوة بين الدولتين الجارتين ، لأن الشماليين والجنوبيين تعايشوا سويا لسنوات .


    _لكن المؤتمر الوطني يرى أن الجنوب غير مؤهل للانفصال؟


    هذا مجرد حديث ..فالجنوب مؤهل للانفصال كما أنه أفضل من دول افريقية صغيرة استقلت وهي أقل كثيراً من الجنوب من النواحي التنظيمية ومن ناحية حجم المنطقة وعدد السكان وغير ذلك.


    _وكيف سيتم التعامل بشأن البترول في حال حدوث انفصال؟


    هي واحدة من النقاط التي من المفترض أن نبحثها مع المؤتمر الوطني ويجب أن نلتزم كلنا بما تم الاتفاق عليه في اتفاق السلام لأن هذه موارد تابعة للسودان وأي مواطن في البلاد يجب أن يستفيد من الموارد الموجودة في الجنوب أو في دارفور أو في الشرق، لكن من المفترض أن يتم ذلك بالعدالة حتي نستفيد جميعاً ليس فقط المؤتمر الوطني والشمال ونحن لن نسمح باستيلاء المؤتمر الوطني علي البترول وسنتقاسم وفقاً لترتيبات ما بعد الاستفتاء


    _وهل تتوقعون التزام المؤتمر الوطني بذلك؟


    المؤتمر الوطني يعرقل كل الاتفاقات لكنه لابد أن يلتزم ولكل شئ نهاية وسيأتي وقت يفرض علينا جميعا أن نكون عقلاء لكي نقبل الحقائق


    _ترددت أحاديث علي أن هناك خط أنابيب للبترول بين الجنوب وممبسا..ما مدى صحة ذلك؟


    حاليا لا يوجد أي خط أنابيب من الجنوب ممبسا ولا لأي مكان آخر سوي الخط الوحيد من الجنوب لبورتسودان


    _ماذا سيكون مصير المشورة الشعبية بالنسبة لمنطقتي جنوب كردفان والنيل الأزرق خاصة بعد فوز مالك عقار في الأخيرة؟


    هذا شئ يستدعي الجلوس مع المؤتمر الوطني شريكنا في الحكم ، للوقوف علي كيفية تنفيذ ما تم الاتفاق عليه في نيفاشا بإجراء المشورة الشعبية في هاتين المنطقتين، كما يتطلب ذلك توعية المواطنين في المنطقة في جبال النوبة والنيل الأزرق عن هدف إجراء المشورة الشعبية


    _وماذا عن أبيي خاصة بعد قرار التحكيم الدولي في لاهاي بشأن المنطقة؟


    ليس من المفترض الحديث حول قضية أبيي مرة أخري بعد قرار المحكمة


    ___لكن تقع بين الحين والآخر اشتباكات بين قبيلتي المسيرية والدينكا؟


    هذا ليس منا ، نحن نتهم دوما المؤتمر الوطني علي تحريض المسيرية علي الهجوم علي قبائل الدينكا في الحدود ، فحزب البشير يريد أن يسيطر علي قرار محكمة لاهاي ، فالوطني لا يحترم قرار التحكيم الدولي حول المنطقة


    _بالنسبة لقناة جونقلي ...متي سيتم استئناف العمل فيها؟


    استئناف العمل في قناة جونقلي لا يقع تحت بنود أسبقية حكومة الجنوب وحتي في حال انفصال الجنوب فأمر قناة جونقلي لايمثل أولوية


    _وماهي أولوياتكم في المرحلة القادمة؟


    شعب الجنوب بحاجة للخدمات الأساسية من صحة وتعليم وطرق وبني تحتية عديدة


    _ألا تعتقد أنه العمل في قناة جونقلي من الممكن أن يمثل حلاً لخلافات دول حوض النيل القائمة الآن؟


    الجنوب ليس طرفاً في خلافات دول حوض النيل .


    _لكن في حال انفصال الجنوب سيكون الدولة رقم 11 في دول حوض النيل؟


    ليست لنا علاقة بالمياه وأكدنا أننا لن نوقفها


    _هناك مخاوف مصرية من انفصال الجنوب وعلي حصتها من مياه النيل؟


    هذه مخاوف غير مدروسة لأن الجنوب ليس بحاجة لمياه النيل التي يتشاجرون عليها الآن


    _وهل بالفعل مصر تقدمت بطلب لاستئناف العمل في قناة جونقلي وأنت رفضت ذلك؟


    نعم رفضت هذا الطلب المصري وقلنا للمصريين أن قناة جونقلي ليست من أولويات الجنوب في هذه المرحلة


    _وكيف ترى الدور المصري تجاه الجنوب ؟


    يجب أن نشكر المصريين لما قدموه تجاه جنوب السودان فقد أسهمت مصر منذ اتفاق السلام الشامل ، كما تقدمت بادوار في تنمية الجنوب حتي وإن كانت بسيطة ، ونحن علي قناعة بأن نوايا مصر حسنة تجاه الجنوب وعلاقاتنا جيدة ونتمنى أن تستمر هذه العلاقات بشكلها الايجابي وتمضي قدما نحو التعاون من أجل مصالح مشتركة بيننا وبين مصر


    _كنت قد طمأنت المستثمرين بأنه لا مخاوف من انفصال الجنوب علي استثماراتهم؟


    نعم فقد تعهدت بحفظ الأمن والاستقرار في الجنوب ووعدت شعب الجنوب بالحفاظ علي السلم وعدم العودة للحرب مرة أخري كما أكدت للمستثمرين تهيئة الأجواء لأعمالهم في الجنوب وأن الانفصال ليس ضد المستثمرين لا ضد العرب ولا ضد أي جهة أخري


    _ولا حتي ضد الشمال؟


    ولا حتي ضد الشماليين ولا ضد الاسلام كما يقولون ويتوهمون ولا ضد العروبة  وهذا حديث يروج له اناس في الخرطوم يعرفون انفسهم.


    _هناك حديث علي أن الحركة الشعبية بدأت في التخلص من أولاد قرنق؟


    لم يبلغني أحد أن قرنق كان له أولاد يخصوه وحده في الحركة الشعبية ، فأنا منذ اليوم الأول أنا كنت موجودا في تكوين وتأسيس الحركة الشعبية وقد كنت واحداً من المقربين جداً لجون قرنق ولم أكن ابنه ، وإذا كان قرنق لديه ابناء فأنا الإبن الأكبر ثم بعد ذلك يأتي أبناؤه الآخرون والحديث عن تصفية أبناء قرنق غير واردة في الحركة الشعبية فكلنا رفقاء نتعايش سوياً وأهدافنا واحدة وكلنا كنا تحت قيادة جون قرنق


    _هل أمنيات قرنق تجاه الجنوب بدأت تتحقق؟


    في الجنوب لا يمكن تحقيق شئ في توقيت قصير لأن الجنوب كان مدمراً تماماً وأي عمل بالتغيير بحاجة لوقت وجهد كبير


    _وماهي أهداف قرنق التي تسعي لتحقيقها؟


    هدف قرنق الأساسي هو خدمة شعب جنوب السودان كله في أي مكان ، وأن ننقل المدن للشعب في مناطقهم بدلا من أن نأتي بالناس من الريف والقرى إلي المدن ، هذا يتنافي مع أهداف قرنق الذي كان يتمنى أن يجد شعب الجنوب الخدمات في مناطقهم خارج المدينة


    _الجميع يصفون الراحل جون قرنق بالوحدوي ...هل ترى أن وجود قرنق كان من الممكن أن يحفظ وحدة السودان؟


    لا أدري لأن قرنق كشخص لا يمكن أن يحفظ الوحدة ، نعم أفكاره وحدوية لكن الخيار في يد شعب الجنوب وليس قادته.


    _بصراحة ...تعتبر نفسك وحدودياً أم انفصالياً؟


    أنا لا أدري إذا كنت وحدوياً أو انفصالياً لأنه في بدايات الحركة الشعبية كنا جميعا ننادي بوحدة السودان علي أسس جديدة ..لكن عندما حدث انشقاق داخل الحركة الشعبية عام 83 من قادوا الانشقاق كانوا انفصاليين ونحن حاربناهم ، وعندما هزمناهم هربوا إلي الخرطوم كإنفصاليين وأخذوا أسلحة من هناك وعادوا ليحاربونا نحن الوحدويون ، لذا فالانفصاليون هم المتواجدون في الخرطوم أما نحن في الحركة الشعبية وحدويون.


    _هل تقصد أن الشمال هو الذي سيجبر الجنوبيين علي الانفصال؟


    طبعا ، هم يعملون علي ذلك الآن فهناك ميليشيات جنوبية في شمال الخرطوم يعلنون أنهم يحاربون من أجل انفصال الجنوب ، وهم كانوا يقاتلونا مسبقا تحت راية انفصال الجنوب ، ونحن نقاتل حكومة الخرطوم وهذه الميليشيات ونؤكد اننا سودانيين وأن وحدة السودان يجب أن تتم بأسس جديدة بأن نقبل أنفسنا بحيث لايكون هناك مواطن درجة أولي ودرجة ثانية، فالسودان ملكنا جميعاً ، لكن جماعة الطيب مصطفي التي تحاربنا وتقول أننا انفصاليون فأنا لا اعترض رأي أحد واؤكد أن الفيصل هو الاستفتاء وعندما يحين وقت الاستفتاء فصوتي وحده لا يحقق الوحدة فشعب الجنوب هو الذي سيختار ذلك وليس أنا


    _هناك حديث من داخل الحركة الشعبية بأن الصوت الأعلى هو صوت الانفصاليون وأن دعاة الوحدة يخافون من التصفية سواء علي مناصبهم أو علي حياتهم أحيانا؟


    أبدا هذا حديث غير صحيح ، فالحركة الشعبية حركة ديمقراطية ، ولا تنتهج مثل هذه المواقف علي الإطلاق


    _البعض يري أنك متماهي مع نظام البشير..ما رد علي ذلك؟


    أنا أحب النظام ، ولا أرغب في أن أكون متطرفاً فلابد أن ننفذ برنامج الشراكة القائم بين الحركة الشعبية والمؤتمر الوطني ، ونحن نعمل علي تنفيذ اتفاق السلام الشامل ولا نقبل بأي عرقلة في ذلك ولا يوجد ما يجمعنا مع حزب البشير سوي تنفيذ اتفاق السلام ، فنحن حاربنا كل الحكومات في السودان منذ عام 81 وحتي جاء المؤتمر الوطني إلي السلطة بانقلاب 89، وحاربونا بكل شراسة أكثر من أي حكومة أخري قبله ، فالمؤتمر الوطني أكثر حزب حاربنا ورغم كل ذلك تراجعوا ووقعوا اتفاق معنا


    _وهلى اجبر المؤتمر الوطني علي توقيع هذا الاتفاق ام كانت رغبة حقيقية في انهاء الحرب؟


    اتفاق السلام جاء لحفظ أرواح السودانيين حقنا للدماء وبالفعل حققنا السلام وقد وعدت شعب الجنوب بعدم العودة للحرب مرة أخرى لكن مع احتفاظي بحق الدفاع عن النفس إذا هاجمني الشمال ، لكن لا نتمنى حدوث ذلك لاننا لا نريد اراقة مزيد من الدماء


    _رغم انك النائب الاول للرئيس السوداني الا ان البعض يعتبر وجودك في القصر صورياً؟


    هناك اتفاقية علينا تنفيذها مع المؤتمر الوطني سواء اراد المؤتمر الوطني اراد ذلك ام لا، ولا يخصنا أي شئ آخر في الشمال خارج إطار اتفاق السلام لذا لا نتدخل فيما لا يخصنا هذا ما يجعل تردد مثل هذه الاحديث


    _إذا تطرقنا لقضية دارفور ما هي رؤية الحركة الشعبية لحل الصراع في هذا الاقليم؟


    نحن في الحركة الشعبية ملتزمون التزاماً تاماً بايجاد الحل السلمي في دارفور لأن أهل دارفور مواطنون سودانيون تعبوا كثيرا مثل شعب الجنوب


    _لكن ما هي اجندتكم لحل الازمة؟


    نحن في اجندتنا وضعنا إطار للمبادرة لكن المؤتمر الوطني لا يريد أن يعطينا فرصة لكي نشارك ونساعدها في إيجاد الحل في دارفور لذا نحافظ علي اجندتنا لحين الاتفاق مع المؤتمر الوطني ليعطونا فرصة لكي نخوض مبادرة لحل أزمة دارفور


    _لكن الحركة الشعبية خاضت مبادرة من قبل لحل أزمة دارفور لكنها فشلت ؟


    لم تفشل فقد استضفنا أكثر من 27 حركة دارفورية في جوبا وقمنا بتوحيدهم لخمس حركات لكن المؤتمر الوطني تدخل وقام بتشتيتهم مرة أخري


    _لماذا؟ 


    لأن المؤتمر الوطني لايريد للحركة أن تلعب دوراً في دارفور حتي لا تكون الحركة بديلاً له، ولكي لا تلعب الحركة أي دور بمعزل عنه


    _قالت الحركات الدارفورية ان مؤتمر جوبا فشل لأن الحركة كانت تريد أن تجبرهم علي قيادة احمد عبد الشافع كرئيس لهم؟


    هذا غير صحيح لأننا في الحركة الشعبية عندما كنا نحارب فلم يفرض علينا أي أحد وحتي جون قرنق كقائد لنا لم يفرضه علينا أحد، لذا كنا نناشد هذه الحركات المسلحة ان يتوحدوا يوقفوا الاقتتال ويختاروا قائداً لهم ،ولم نفرض عليهم أحد


    _رأى البعض أن أسباب الحركة في مقاطعة الانتخابات في دارفور ليست منطقية لأن ما سردته من أسباب ليس بجديد ليغير من موقفها؟


    قاطعنا لأسباب أمنية ولو كنا دخلنا العملية الانتخابية في دارفور سنكتسح المؤتمر الوطني هناك


    _لكن العملية الانتخابية في دارفور تمت في أمان دون اندلاع أي أعمال عنف هناك؟


    لو كنا شاركنا لكان تغير الموقف وكانت ستظهر مشكلات كثيرة فالمؤتمر الوطني لن يقبل مشاركة للحركة الشعبية وكان سيثير مشكلات، لكني أؤكد أننا إذا خضنا الانتخابات في دارفور لكنا اكتسحناها


    _الحركة الشعبية ترى أن جنوب كردفان والنيل الأزرق خطاً أحمر أريد شرحاً لذلك؟


    لم نقل ذلك لكن هؤلاء لديهم مظالم ولابد من حلها ونحن كلنا مع المؤتمر الوطني التزام لحل مشكلات هاتين المنقطتين لانهما تابعتان للشمال جغرافيا لكنهم تأثروا بالحرب مثل تأثرنا بالجنوب


    _البعض يعتبر أن السياسية الأمريكية تغيرت تجاه السودان كيف ترى ذلك؟


    أنا لست مواطناً امريكياً ولست تابعاً للادارة الامريكية وكل دولة لديها مصلحة في الدولة الاخرى وامريكا تدري المصالح الأمريكية مثلما فرضت العقوبات علي نظام البشير مسبقاً


    _لأن بقاء البشير في السلطة هو ضمان استقرار السودان؟


    هذا حديث عدد كبير من الجهات وليست الولايات المتحدة الأمريكية فقط بأن بقاء البشير في السلطة يعد ضماناً  لضمان تنفيذ اتفاق السلام للوصول إلي توقيت عملية استفتاء حق تقرير مصير جنوب السودان في سلام ،


    _وهل أنت ترى ذلك أيضا؟


    أنا اعلم أن البشير وحزبه المؤتمر الوطني شريكان في الاتفاقية ولابد أن يكون موجوداً لانه شريكي في الاتفاقية لانه إذا جاء حزب غيره  لن يلتزم لأنه ليس طرفاً في الاتفاقية وانما البشير ملزم بذلك


    _وهل هذه هي أحد الأسباب التي جعلت الحركة تسحب مرشحها للرئاسة عرمان لكي تترك ساحة المنافسة خالية للبشير؟


    لا أبداً ..نحن انسحبنا من الانتخابات الرئاسية لأننا وجدنا الجو غير ملائم للمنافسة في مناخ ديمقراطي حقيقي وليس الأمر تكتيكياً من أجل التنازل للبشير أو للتركيز علي انفصال الجنوب


    _تاريخ العلاقات بين الولايات المتحدة الأمريكية والمؤتمر الوطني ليس إيجابياً بل الحركة التي كانت تتميز بعلاقات إيجابية مع الخارج في السابق، هل أثرت هذه التغيرات علي علاقتكم مع أمريكا؟


    لم يؤثر علي الاطلاق لأننا كلنا نتوقع بعد الاتفاقية أن الحركة الشعبية لديها دور لتحسين علاقات أمريكا مع المؤتمر الوطني لكن حزب البشير لم يعطنا فرصة لذلك ، مما جعلنا نقف في نصف الطريق.

    Your Excellency, President Yoweri Kaguta Museveni, President of the Republic of Uganda,
    Your Excellency, Hon Stephen Kalonzo Musyoka, Vice President of the Republic of Kenya,
    Your Excellency, Ustaz Ali Osman Taha, Vice President of the Republic of the Sudan,
    Hon Daniel Toroitich Arap Moi, former President of the Republic of Kenya,
    Honorable Speaker and Members of Southern Sudan Legislative Assembly,
    Representatives of Governments and Inter-governmental Organizations,
    Fellow Citizens,
    1. Today is the end of an era and the beginning of a new page in the history of Southern Sudan. By the oath I have
    just solemnly taken I shall, first and foremost, rededicate myself to the ideals that inspired our struggle from its
    inception in the early 1980s. Those who made believe that those ideals were dead and buried were up to a big
    surprise when the people of Southern Sudan came out in droves to endorse and give credence to them. The spirit
    of our struggle is, therefore, to stay.
    Twenty seven years ago, together with our Valliant leader John Garang de Mabior and alongside stout–hearted
    SPLM/A leaders, we launched a struggle unlike all struggles that preceded it. It was a struggle guided by clarity of
    vision, coherence of mission statement and robustness of modes of delivery. We were not, not at all, fighting for the
    requirements of the hour but also for the demands of the future.
    In the course of that struggle we lost thousands of heroes and heroines, not least among them was my dear
    brother, John Garang de Mabior, who has been immortalized by his accomplishments and the ultimate sacrifice he
    paid in the quest for a dignified life for our masses. Our martyrs did not fall in vain, for they made our past heroic,
    our present great and our future full of promise. It now remains for us – the living – to complete the magnificent
    work they had commenced. May I ask you all to stand for a minute of solemn silence in proud memory of all our
    fallen heroes and heroines.
    Fellow Citizens,
    The leadership of nations is a relay race in which the baton of power moves from one leader to another. Leaders
    are not perpetual; only the people remain to the end of time. The supreme duty of leaders is to serve their people
    and not just to rule. As the man whose destiny is to carry the standard in this relay, I wish to assure our people that
    I shall entirely dedicate myself to that supreme duty and deliver to them what they expect from their leader.
    What do our people expect from a leader whom they charge with trust? Our people want their leaders to keep them
    united, for united we stand, divided we fall. That I promise to do.
    Our people want peace for without peace there shall neither be good governance nor development. That I commit
    myself to do.
    Our people want freedom so that every citizen walks tall in his or her own country. That I undertake to do.
    Our people want better living for themselves and better future for their children. That I shall endeavour to do in
    earnest.
    2. A government that is not capable of ensuring those basic needs to its people brings disrepute to itself and shall
    be a disgrace to the country and people. That I shall not allow to happen under my watch.
    Fellow Citizens,
    In the course of the speech I delivered at the launch of my electoral campaign I said that “no self–respecting leader
    should promise people things he could not deliver”. That was why I enumerated a score of goals without whose
    achievement the future our people are worthy of shall not be realized. Those were not empty and vain promises; to
    me, they are firm engagements. It is, therefore, appropriate and fitting to restate those goals and reaffirm my
    commitment to engage all my energies to achieve them.
    1. Rural Transformation:
    I promised you that I shall allocate a percentage of oil revenues to rural transformation. One of the first tasks to be
    undertaken by my government will be to seriously explore the feasibility of such an action against the backdrop of
    available financial resources as well as extra financial demands that the preparation for the Referendum early next
    year will inevitably impose upon us.
    In 2004 - a year before the formation of the SPLM–led government in Southern Sudan - we adopted a development
    plan entitled: Strategic Framework for War – To – Peace Transition. The centre piece of that plan is TAKING
    TOWNS TO RURAL AREAS of the country.
    Regrettably, for the last five years, our achievement in this regard was, if at all, minimal. I do not need to elaborate
    on the reasons, suffice it to say that the demands of security, which is an indispensable pre-requisite to keeping the
    CPA on track, have deprived us of the financial resources required to expedite the process of translating the goal of
    Taking Towns to Rural Areas into concrete reality. As a result our rural populace kept gravitating to urban centers
    and thus putting more pressures on the limited urban and suburban services and amenities.
    The migration from rural to urban areas also divested the rural areas of a relatively able workforce. From now on,
    Fellow Citizens, that trend shall be stopped.
    Rural transformation with a view to taking towns to the rural areas shall be the number one priority in my economic
    agenda. Every department in my government shall, therefore, be guided in its performance and operations by this
    priority of priorities: TAKING TOWNS TO RURAL AREAS.
    Government officers who do not know enough to know that our real wealth is in the renewable natural resources of
    South Sudan: land, water and forests and in the industry of our people: farmers, herdsmen and fishermen, shall
    have a short life in my government.
    We also have to wean ourselves away of the habit of depending on the bonanza of oil revenues. Nations cannot be
    built on windfall profits. Consequently, the portion of oil revenues that may be dedicated to rural transformation shall
    be devoted, in real terms, to that transformation. When I say in real terms, be sure that I do not expect those
    resources to go for building bureaucratic empires, travel abroad or air conditioned vehicles. They are to be utilized
    for uplifting the life of the rural populace and raising their capacity to better till the land, upgrading agriculture and
    animal husbandry practices, ensuring better marketing and distribution facilities for rural produce.
    2. Education:
    Training and Scientific Research: In this day and age an uneducated society is a doomed society. Countries which
    had made it through the life time of a generation were only able to do that by giving the pride of place to job–
    oriented education, to domestication of technological innovation and to ensuring the right balance between
    academic and technical education, on the one hand, and vocational training, on the other.
    Truly, our society needs engineers, doctors, agronomists but it also needs competent mechanics, masons,
    plumbers and farm technicians. The cult of work and principles of good citizenship must be ingrained in the minds
    of our youth from early age and there is no better way to do this than through education.
    In the meantime, our on–going programmes for the rejuvenation of education in Southern Sudan shall be
    accelerated with a view to ensuring free universal basic education to all children, closing the gender gap in our
    schools by 2020, building capacity of our teachers and physical and technical rehabilitation of our universities.
    3. Health:
    It shames us all that our citizens are still prone to endemic diseases such as malaria, bilharzias and kalazar as well
    as the scourge of HIV / AIDs. Child mortality rates in Southern Sudan are among the highest in the world (1700
    maternal deaths per 100,000 deliveries and 250 child deaths per 1000). If this does not shame us, nothing else will.
    Serious efforts, therefore, shall be made to ensure drastic curtailment, if not elimination, of those afflictions. In
    particular, I wish to reiterate my commitment during the elections’ campaign to make this year the year of
    combating maternal and child mortality rates so that by 2015 no woman shall again sit helpless watching her
    newly– born infant wither away on her lap.
    We shall also continue with our efforts to enhance curative medicine facilities in urban and suburban areas, while
    stepping up the implementation of our programmes on primary health care and sanitation. To this end I shall do my
    utmost to enlarge primary health care to cover the whole of Southern Sudan in the coming five years and
    endeavour to guarantee universal access to clean water within the coming ten years. To achieve our ambitious
    programmes on health and education we must endeavour to double our expenditure in the two areas as a
    percentage of the GDP.
    4. Physical Infrastructure:
    Despite commendable efforts by GoSS to carry out its Roads Network Programme (RNP), both in inner cities and
    inter–cities, we still have more to do. South Sudan, whose area is the size of that of France and Belgium combined,
    did not have a single asphalted road when we took over government, save for few roads in Juba. That surely was
    the way it was since time immemorial.
    Our plan is ambitious. It is to achieve multiple road connectivity: interstate in Southern Sudan; between North and
    South Sudan and between Southern Sudan and its neighbours to the East and South. In this respect South Sudan
    may be the hub of the transafrica road network linking the North of the continent to its South and East to West.
    This road network, however, shall not be meaningful to the majority of our people if it is not accompanied by feeder
    roads that link our hinterland to markets both within and outside Sudan.
    5. Public Service:
    GoSS has inherited a bloated civil service that weighed heavily on our government’s budget. With nearly 70% of
    our annual budget going to payroll, the situation is becoming increasingly untenable. Our Ministry of Labour, Public
    Service and Human Resource Development has been engaged, with the help of development partners, in a public
    service reform that aims at downsizing the service and vertically enhancing its capacity and efficiency.
    The civil service we inherited has been packed with ghost employees. That alone makes it neither civil, nor a
    service. Service demands competence while civility entails awareness of the public good. Drastic measures are,
    therefore, needed to exorcise the ghosts and build capacity of our public service at all levels.
    Consequently, I shall see to it that in no more than one year that the reform be completed. GoSS cannot afford to
    continue being a provider of sustenance to ineligible, and often non–existent recipients.
    6. Peace, Security and the Rule of Law:
    As I alluded to in the beginning, our people need peace: peace in their homes and luaks; peace in their
    communities and within communities, peace in the work place and peace in the streets. In the last five years peace
    was often disturbed in Southern Sudan, as a result of intrigues from without, and plots from within. In effect,
    Southern Sudan was besieged from without by elements who wanted to see our land rent asunder and, from within,
    by greedy politicians whose only purpose in life became the fomentation of conflict between one ethnic group and
    the other or setting up one community against another.
    Now that the dust is settled after the elections, I hope that both have learned that Southern Sudanese know who
    their leaders are and the high place they reserve for their unity. Those who wilfully refuse to pay heed to the
    people’s verdict shall pay dearly for their rashness.
    Nevertheless, our people had never lowered their guard. Traditional leaders, law–enforcement agencies and the
    people at large stood firm against the fomenters of trouble. In this respect, they have shown the same resilience
    which they have exhibited during the struggle to thwart all attempts to divide them or disturb peace and disrupt
    tranquillity in their communities.
    I would also like to applaud their cooperation during the disarmament and I take this opportunity to inform you of the
    government efforts to collect light arms from the population as per CPA provisions. The prevalence of arms in the
    hands of unauthorized persons poses an imminent threat to peace. In this regards, the SPLA has collected to date
    some 22,838 various arms including RPGs, PKMs and rifles. I shall see to it that the SPLA continue with those
    efforts until the whole of Southern Sudan is free of illegal weapons.
    The Government of Southern Sudan shall continue to provide our traditional leaders with all the support and means
    they need to ensure peace in their communities. It shall guarantee that our regular forces are furnished with the
    best training; tools and equipment that shall enable them carry out their sacred duty.
    As far as relations between Southern Sudanese living adjacent to the Misseriya and Reizeigat Arab tribes are
    concerned, I would seize this opportunity to reiterate the commitment of GoSS to the principles of inter–communal
    peace and unhindered access to pastures and water points in Southern Sudan for their livestock. Our brothers in
    those tribes will certainly recall that I have never passed up an opportunity without repeating to them these
    assurances.
    Unfortunately, some misguided elements believe that the sole means to securing pastures and water for their
    livestock in Southern Sudan is violence. Such an approach is totally unnecessary and dangerous.
    It is, therefore, high time that those who cherish peace among our neighbour to the North accept our assurances of
    free and unhindered access for their livestock into Southern Sudan.
    May I also advise those brothers to disassociate themselves completely from elements in their midst, or from
    outside, who want to exploit pastoralists’ concerns as an excuse to forcibly occupy the territory of Southern Sudan
    in pursuit of a sinister political agenda that is certainly not theirs.
    The SPLM and GoSS shall remain uncompromising in their stance to shun all forms of violence in the management
    of relations between the South and those two tribes. Instead all should opt for dialogue and peaceful co – existence
    along the North – South border.
    Fellow Citizens,
    There is another aspect to peace. Peace, in the end, is a state of mind. Our constitution has embedded within it
    inalienable rights to citizens and other persons who live in our land. Those rights cannot – and should not – be
    infringed upon by any individual or government authority. They are part and parcel of the ideals for which we
    struggled. High up the ladder of those ideals is respect for the rights of all.
    Consequently, I want to say loud and clear that I shall not tolerate any infringement on the Bill of Rights. I shall also
    guarantee the independence of the Judiciary of Southern Sudan so that it jealously protects those rights. And I call
    upon Southern Sudan Human Rights Commission and all appropriate civil society organizations to be wide awake
    to such infringements, if they ever take place.
    7. Women and Youth:
    Women’s role in society should never be underestimated. They rear our infants. They care for our children. They
    maintain cohesion in our families. Our party was a pace–setter when it guaranteed to women a 25% representation
    in our legislatures without debarring them from contesting elections for the remaining 75% of the seats.
    In the launch of my elections campaign, Fellow Citizens, I said that this was a very small recompense to women
    who still continue to be the marginalized of the marginalized. For that reason I promised that, during my term of
    office, I shall work to ensure raising women representation in constitutional posts in my government (advisors,
    ministers and ######### of commissions) to 30 %. That may sound to some an overly ambitious target, but by that
    promise I stand. In addition, I call upon the cabinet to ensure that this ratio is progressively attained in positions of
    departmental undersecretaries and directors general before the end of my term in office.
    Furthermore, I shall not settle for less than the full implementation of, and compliance with, all international and
    regional conventions relating to women.
    Youth, on the other hand, had throughout the struggle animated our strife for liberty. Today they are at the forefront
    of a different war: the war for consolidating peace, building party structures from scratch and contributing to the
    development of our country. Their spirit of entrepreneurship is there to see in the market place.
    Youth of Southern Sudan, I shall never abandon you. Relevant government departments are hereby called upon to
    ensure to you what you have been denied through years of suffering and destitution. You were denied education
    and training. That shall no longer be the case. You were denied recreational facilities. That shall not continue to be
    the case. You were denied employment opportunities and despite the lack of a robust private sector which is the
    key generator of jobs, the government will ensure that youth are employed. Within our new economic development
    plans, employment opportunities shall be open to you in major and middle–size agricultural and industrial schemes,
    in local and foreign private businesses and in specifically tailored projects to be funded by mini–finance
    arrangements.
    I, therefore, dare our youths to seek employment in those sectors, not only in government offices. Nations are built
    by its enterprising sons and daughters and not by those who sit aback waiting for remunerations doled out by
    government.
    8. Reconciliation:
    Our people, Fellow Citizens, have suffered throughout decades the pains of dissension and antagonism. Some of
    those pains were self–inflicted. During my last five years in office I left no stone unturned to reconcile our people so
    that Southern Sudan be a better place for all of us to live in and for future generations to be proud of. That spirit
    shall continue to guide me in my new term of office. I shall never allow myself to go into history as the leader who
    missed a chance to keep Southern Sudanese united and at peace with themselves.
    I repeat what I said at the launching of the elections campaign: “Let us heal our wounds. Let us preach harmony
    and peaceful co–existence. Let us forgive one another”. I, therefore, call upon all our society leaders: political,
    traditional and faith – based to join me in this noble endeavour.
    With the elections over, let us not be dominated by the elation of victory. For while democracy dictates that the will
    of the majority prevails, wisdom and charity of spirit counsel us that a minority, however small, should not be
    banished or taken for granted. That is why I have decided to have a place in my government for other parties that
    share the broad principles and values that guide us.
    9. War Veterans, Heroes, Heroines and Victims:
    Fellow Citizens, if we are here today, relishing a moment of glory that could not have been the case without the
    sacrifices of our martyrs, war veterans, heroes, heroines, and the thousands of our men and women who had the
    courage to offer their lives for a larger cause: the cause of our people. No material recompense shall be big enough
    to pay back for the sacrifices of those noble men and women.
    However, we are under duty to show minimum appreciation to the sacrifices of those priceless heroes and
    heroines. Thanklessness is discreditable. I have therefore decided:
    First: To entrust the cause of War Veterans to the Ministry of SPLA Affairs, which shall be called from now on
    Ministry of SPLA and Veterans Affairs. I expect the Ministry to come up with well–thought plans that shall cater for
    the needs of our veterans.
    Second: I instruct the Ministries of Education and Labour, Public Service & Human Resource Development to give
    priority in education, training and employment opportunities to widows and orphans. I also instruct the two
    ministries, alongside the Commission on War-disabled, Widows and Orphans, to formulate and implement policies
    for upgrading the capacity of those of the above groups who lack education or training to make them fit for the
    labour market.
    Third: I reiterate my election’s promise to establish a special fund, under my supervision, to cater for the needs of
    those groups. I appeal to our development partners to contribute to this effort.
    Fourth: I shall work out a retirement package to SPLM/A historical leaders to meet the needs of those selfless
    leaders who sacrificed everything for the cause of the people for over two decades. For those of them who are no
    longer with us, their families shall be entitled to the same benefits.
    10. Integrity in Public Service:
    Government’s, Fellow citizens, exercise power in the name of the people and manage public assets as custodians
    on their behalf.
    But governments are as good as those who run them. For that reason I have been reminding public officers that I
    shall not tolerate misuse of public authority and assets. To that end, I have wasted no opportunity to say that I shall
    have zero–tolerance to corruption.
    Zero–tolerance to corruption, however, is not only a badge to be attached to the lapels of our jackets. It is a culture.
    It is an ethical commitment. It is a behaviour. It is a professional conduct. No matter what I say, or what our high–
    minded Anti–Corruption Commission does, shall make things change. Change must come from within those who
    are entrusted with the custody of public assets. We all know by now that there are some rotten eggs in our
    government basket. And we know what rotten eggs do to the wholesome ones.
    It is for this reason, Fellow Citizens, that I am determined to put the whole weight of my office behind the
    commendable work of the Anti– Corruption Commission.
    I shall also appoint an Advisor on Integrity in Public Office to undertake regular monitoring and evaluation of
    performance and behaviour in government institutions. The person assigned this job shall propose to me polices
    that promote good governance, eliminate abuse of public authority, strengthen management standards to ensure
    quality service and identify loopholes in the laws and procedures that may lead to abuse authority so as to seal off
    these loophole.
    In the meantime the Ministry of Cabinet Affairs shall, on regular basis, ensure that the decrees I have passed
    relating to management of public office, extravagance in use of government assets and travel abroad are complied
    with.
    Moreover, Fellow Citizens, I take advantage of this opportunity to remind all concerned about certain constitutional
    obligations. Article 121 (1) requires that all executive constitutional post holders, Justices and Senior civil service
    officials at all levels of Government shall, upon assumption of their office, make confidential declarations of their
    assets and liabilities, including assets and liabilities of their spouses. For those already in service the timelines for
    the submission of those declarations set by the Anti–Corruption Commission must be adhered to fully. As for new
    appointees to office, declarations must be submitted within a maximum of three months from the date of
    appointment.
    Furthermost, I wish to remind all of Article 121(2) of our Constitution that requires that none of the categories of
    public officers mentioned above shall practice any private profession, transact commercial business or receive
    emoluments from any other employer during the tenure of their employment. I expect nothing short of full abidance
    by those directives.
    11. Protection of the Environment:
    Fellow Citizens, for the last five years action on the protection of our natural environment has fallen short of our
    aspirations. Environmental Protection was often tucked into different department as an add–on. I know of no
    country which needs to be heedful to the protection of its natural environment than Southern Sudan.
    We have moist forests including rare species such as teak, mahogany and ebony. We have environmental sites
    that are registered as sites of international importance protected by international Conventions such as the SUDD.
    We have emerging threats to our fauna and flora from the petroleum industry. We have a wide–range of wildlife
    species. We have growing urban centres that are already suffering from the hazards of non – disposal of waste and
    lack of sewage. Environmental protection, therefore, must be a matter of concern to GoSS, State institutions and
    municipal authorities.
    Moreover, keeping clean and protecting the environment is also critical for our health because more than half of the
    health ailments that affect our people will be removed or reduced.
    12. CPA and Referendum:
    How many times, Fellow Citizens, have I told you that without the CPA neither would Sudan have enjoyed the
    relative peace and stability it is now enjoying, nor would the right of the people of Southern Sudan to determine
    their future been acknowledged and guaranteed nationally, regionally and internationally. That is why we set great
    store by CPA implementation.
    In the past five years, together with our CPA partner, the National Congress Party (NCP), we fulfilled many of the
    obligations imposed on us by the Agreement. Still, cardinal issues remain to be resolved. And resolved they must
    be since we shall never allow ourselves to be driven back to war. Those issues are:
    (i) The consummation of all measures relating to the self–determination referendum on the 9th of January 2011.
    Not one day more or one day less. The credibility of the Two Parties to the Agreement and CPA Co–signatories
    shall be at stake were this to happen. But I promise that such serious breach of the Agreement shall never be
    allowed to happen, come what may.
    (ii) Peace, as I told you on the occasion of the 4th Anniversary of the Agreement at Malakal, is “a higher national
    interest that must transcend political parties boundaries”.
    Consequently, both Parties to the Agreement are under duty to see to it that full democratic transformation is
    accomplished so that the ground for political action by all political forces is level. Without this there shall be no
    political stability in Sudan.
    (iii) Peace in the two areas of Blue Nile and Southern Kordofan shall only be ensured if and when the popular
    consultation process for the people of the two areas is realized in the manner prescribed by the CPA and agreed
    upon by the Two Parties. Together with our Partner we shall ensure that those arrangements are brought to fruition.
    (iv) Political decision on the delineation of the North-South border must be completed and be immediately followed
    by actual demarcation within the next three months that is in good time before the referendum.
    (v) The CPA was envisaged as a framework Agreement for resolving all conflicts in our country. Undoubtedly, CPA
    has provided inspiration, both in form and content, to the Abuja Agreement on Dar Fur and Asmara Agreement on
    Eastern Sudan.
    Nevertheless, we should never underestimate the special nature of the Darfur conflict. Peace, Fellow citizens, shall
    never be comprehensive if the conflict in Darfur is not comprehensively resolved by addressing its underlying root
    causes. The SPLM shall continue its efforts with the Dar Fur parties to the conflict and other national, regional and
    international players to put an end to that conflict.
    13. National Unity:
    Fellow Citizens, the issue of unity has suddenly and dramatically shot up the political ladder of national priorities. I
    do not wish to expose myself to any hysteric accusations of callously disregarding this critical issue. Therefore, I
    shall endeavour to make a few comments on this vital matter.
    Ever since the CPA was signed, and indeed long before that, the SPLM has been un#####ocal on how Sudan’s
    unity could be best maintained. The entire system that has continued to underpin the Sudanese state from the
    dawn of independence continues to decay and is presently at an advanced stage of rotting completely. The
    debilitating wars that have been raging at different times between the centre and the peripheries of the South, West
    and East are simply manifestations of that disintegration process that can only be halted and reversed if the faulty
    foundations of the Sudanese state are corrected in keeping with its objective realities.
    When the Naivasha Peace Accords were concluded, it was our sincere hope and fervent desire that the signatories
    to the CPA would work hand in hand to make unity an attractive option to Southern Sudanese, come the
    referendum. Genuine processes of political, economic and social reforms should have been made to repair the
    seriously damaged pillars upon which the Sudanese state is erected and erase grievances of the past. This
    endeavour has not come to pass. Instead, our partners the NCP were not in a hurry to take concrete measures to
    keep Sudan united. The entire interim period has, thus, been allowed to lapse without serious and meaningful
    actions to achieve that goal.
    Now that time has practically run out, a sense of panic seems to be setting in as people realize that the battle for
    unity is about to be lost. We gave our prescription for genuine unity ever since the SPLM was founded in 1983 but
    this was never heeded.
    Furthermore, we had thought that the CPA’s own inbuilt mechanisms to initiate national dialogue on how the
    political arrangements enshrined in the CPA could be reviewed and improved upon with a view to enhancing the
    prospects of keeping the country a single political entity. The Power Sharing protocol of the CPA which calls for a
    National Constitutional Review process precisely afforded such an opportunity but this was conveniently ignored
    because our partners had other fish to fry. So although we declared ourselves willing and ready in 2005 to begin
    the search in earnest for attractive unity, there was simply no partner at the time that was in a hurry to pursue this
    project.
    Also, when we raised a red flag in October 2007 by suspending our participation in GONU, our partners failed to
    apprehend the seriousness of the situation. Instead the matrix for implementing what we had agreed upon in
    December the same year was conveniently let to pass.
    The NCP has every right to re-launch action to make unity attractive and indeed it remains the duty of the SPLM to
    facilitate the attainment of that objective, as best as it can, notwithstanding the fact that we have almost run out of
    time. As I alluded to earlier, the SPLM and GoSS are not prepared to countenance the holding of the Referenda
    beyond the life – span of the CPA.
    Fellow Citizens,
    Those are the goals I have set for my new government. They are achievable goals, but only when those who are
    charged with responsibility in government share them with me. Accordingly, I expect from my cabinet, advisors and
    GoSS independent institutions nothing less than full commitment to this agenda and dedication to see it through in
    the coming five years and beyond.
    Fellow Citizens,
    In the last five years, we have not only grown in power but also in responsibility. Five years is a long enough time
    for any leader to assess and evaluate the performance of his government. Those five years, as I have enumerated
    earlier, were stressful and challenging in every field of action. GoSS, with minimal experience in governance,
    inherited wreckage and destitution. Nevertheless, it succeeded in restoring normal life to a country that was denied
    normalcy for over two decades.
    But to be honest with you, we have underachieved in some areas, mainly in delivering to our people the dividends
    of peace for which they have been eagerly awaiting. While I take credit for the achievements of my former
    government, I am also obliged to share responsibility for the under-achievements. I may have gone wrong through
    defects of judgment: judgment on issues or men. But I know that our people with their innate sense of fair judgment
    esteem leaders who recognize their mistakes; more so those who seek to correct such mistakes. That is what I am
    determined to do.
    With this in mind, Fellow Citizens, I have decided to overhaul government structures with a view to making them
    more result–driven, competent and increasingly accountable to our people. To this end, I shall issue a number of
    decrees to restructure government beginning with my Office and that directly under me: the Cabinet. The purpose
    of this restructuring is to:
    (i) Put an end to imagined conflicts over zones of influence in government. Ours is one government united in
    purpose and objectives and led at the top by one constitutionally–empowered leader. That is what our constitution
    says and that is how all and sundry should understand.
    (ii) Put an end to all factionalism within the government. To be sure, I shall call to attention, he or she, who behaves
    otherwise.
    (iii) Streamline government operations in order to ensure prompt delivery of services to our people and remove all
    bottlenecks that impede that delivery.
    (iv) Regularly appraise government plans with a view to assessing their viability in achieving the goals set for us by
    the CPA, Interim Constitutions and my agenda.
    (v) Build capacity in all public institutions and private enterprises. South Sudan needs able ministers, but it also
    needs adept parliamentarians, especially in leading positions in our legislature. It needs competent department
    #########. It needs bankers, entrepreneurs and captains of the industry. The emerging culture that the only post worth
    aspiring for is a ministerial post shall, if it continues, devitalize Southern Sudan. Those who do not care for the
    revitalization of their country are of no use to public life.
    Fellow citizens,
    In the last few weeks, I have been bombarded by unseemly requests coming from communities, rather from the
    elites of those communities, seeking ministerial jobs. Our government has different arms: legislative, executive,
    administrative and judicial. In appointing or nominating persons to positions in the different arms of government, I
    was ever conscious to ensure equitable representation for all our regions and communities without losing sight of
    competence.
    However, when people are appointed to high government jobs as ministers, judges or undersecretaries they are not
    so appointed to represent their own ethnic communities or geographic regions but to serve the general interest of
    the public.
    Finally, let me venture to tell you what I believe to be the genesis of this debilitating culture. For over two decades,
    we have managed to create an egalitarian society in which warriors were only distinguished by their
    accomplishments in the battle field, in diplomacy and in management and delivery of social economic and
    humanitarian services. That was why we all called our selves comrades. Nothing pleases me today more than
    being called Comrade Chairman or Comrade President.
    However, in our midst today there are some “old comrades” who delight in calling themselves Excellencies. That
    title is neither ordained by our constitution, prescribed by our laws or stipulated in Presidential Decrees. It is a self–
    ordained entitlement by those who wish to set themselves apart from their people.
    But none of us should assume primacy, even symbolically, over his brothers and sisters or over our people. If there
    is at all any entity in Southern Sudan who must have primacy it is The People.
    Ladies and Gentlemen, Fellow Citizens,
    Those are the cardinal goals and essential principles that shall guide my government in the coming five years.
    With God’s help, we shall succeed

    وتضاربت تصريحات مسؤولي الحركة الشعبية إزاء تصريحات سلفا كير، وفي حين اعتبر مسؤولون أن النائب الأول لم يقصد بحديثه التنحي، قال آخرون إن بقاءه مهم للجنوب والحركة الشعبية. وقال مسؤول الإعلام في مكتب رئيس حكومة الجنوب توماس كينيدي لـ«الشرق الأوسط» إن كير لم يقصد التنحي عن الحكم عندما قال للجماهير في واو إن مهمته ستنتهي بإجراء الاستفتاء، وإنما يقصد أنه أكمل مهمته في تنفيذ اتفاقية السلام وإجراء الاستفتاء.

    وأضاف: «وفقا لمقررات مؤتمر الحوار الجنوبي - الجنوبي الذي انعقد في أكتوبر (تشرين الأول) الماضي، حددت فترة انتقالية بعد نتيجة الاستفتاء يرأسها سلفا كير نفسه، وبعدها ستذهب الحكومة الانتقالية لإجراء انتخابات، والأمر متروك للشعب الجنوبي ليختار من يشاء»، مشيرا إلى أن توصيات الملتقى التنسيقي لولايات بحر الغزال جدد الثقة في سلفا كير للاستمرار في الحكم لخمس سنوات أخرى.

    وقال إن مهام الحكومة في الجنوب بعد نتيجة الاستفتاء، أيا كانت، وحدة أم انفصالا، تحتاج إلى استمرار رجل تاريخي مثل سلفا كير، لأن التحديات والمهام كبيرة لما بعد الاستفتاء.

    وتابع: «كير من مؤسسي الحركة الشعبية، وهو منتخب من قبل مؤتمرها العام، ومنتخب أيضا من شعب الجنوب»، وأضاف: «نحن الآن مشغولون بإجراء الاستفتاء، وبعدها سندخل لفترة انتقالية، ومن ثم تأسيس الدولة الجديدة إذا اختار الجنوبيون الاستقلال، وهذه تحتاج لوحدة الجنوبيين لبناء دولتهم الجديدة».

    واعتبرت مصادر أخرى أن بقاء الرجل «مهم للجنوب وللحركة الشعبية التي يقودها» خلال المرحلة المقبلة لأسباب سياسية وأمنية في غاية الخطورة، في وقت كشفت فيه مصادر مطلعة لـ«الشرق الأوسط»، أن واشنطن تفضل استقالة سلفا كير بعد استقلال الجنوب وترشيح شخصية أخرى من قيادات الجيش الشعبي لتولي المهام التاريخية.

    وقال مصدر مقرب من سلفا كير لـ«الشرق الأوسط»، إن سلفا أفصح أكثر من مرة عن رغبته في التنحي بعد الاستفتاء وقيام دولة جنوب السودان كإنجاز تاريخي كفيل بإنهاء تاريخه الطويل به، وأشار إلى أن كير هو «أحد مؤسسي الجيش الشعبي في عام 1983 من ضمن ستة آخرين رحلوا» جميعهم، وكان آخرهم الزعيم التاريخي جون قرنق الذي شغل منصب النائب الأول للرئيس ورئيس حكومة الجنوب لمدة 23 يوما فقط، ورحل بعدها في حادث طائرة مشهور بعد أن وقع اتفاق السلام الشامل في عام 2005 مع الخرطوم ليتولي سلفا كير مهامه»، ويؤكد المصدر «زهد سلفا كير في المنصب لكنه أجبر على ذلك بعد رحيل قرنق باعتباره المؤسس الوحيد المتبقي بالإضافة إلى انتخابه عبر مؤتمر للحركة الشعبية في عام 1994، نائبا لقرنق».

    ويقول: «إن سلفا كير يرى أن تحقيق السلام الشامل وإجراء استفتاء تقرير المصير من أكبر إنجازات الجنوبيين، وقد أسهم هو في ذلك بينما يعتقد أن المرحلة المقبلة هي مرحلة لقيادات سياسية وعسكرية مختلفة لبناء الدولة حال الانفصال بعد أن اعتبر مرحلته مرحلة سلام وتحرير».
