    African Programme for Onchocerciasis Control (APOC)

    OBJECTIVES OF THE PROGRAMME :
    The objective of the African Programme for Onchocerciasis Control is "to establish, within a period of 12 to 15 years, effective and self-sustainable community-directed ivermectin treatment throughout the endemic areas within the geographic scope of the Programme, and, if possible, in selected and isolated foci, to eradicate the vector by using environmentally safe methods. The attainment of this objective is expected to contribute towards the elimination of onchocerciasis as a disease of public health and socio-economic importance throughout Africa and so improve the welfare of its people."

    Description of duties:
    Arrange for the recording and administrative processing of SSOTF requests for assistance.
    (i)Assist in the preparation of projects documents, plans and implementation reports.
    (ii)Assist in monitoring the smooth transfer of funds for CDTI projects implementation in conformity with the Direct Financial Cooperation (DFC) agreements and the approved budgets
    (iii)Maintain financial records & monitoring systems to record & reconcile expenditures, balances, payments & budget transfers to each CDTI project sites.
    (iv)Assist in monitoring CDTI project activities by reviewing budgets & financial expenditures.
    (v)Conduct field visits for a period not exceeding two weeks per month to collect from CDTI projects all financial returns/expenditure reports and submit to APOC Management.
    (vi)Collect all financial expenditure reports from all APOC projects regularly through SSOTF/CBM.
    (vii)Conduct first review of the Imprest returns and feedback to the projects & APOC Management, and submit the financial expenditure reports to APOC Management.
    (viii)Provide technical assistance including training project Accountants on APOC financial management.
    (ix)Work in close collaboration with the disease prevention and control programme officer and the SSOTF Coordinator.
    (x)Assist in the procurement of capital goods, distribution, inventory & proper utilization of APOC supplies and equipments.
    (xi)Dispatching & receiving all international orders from EMRO & HQ to South Sudan.
    (xii)Follow-up Mectizan & other programme supplies procurement, clearance & distribution to programme sites.
    (xiii)Assist APOC Management during field missions.
    (xiv)Perform other activities as may be assigned by the Head of Office.
    REQUIRED QUALIFICATIONS
    Education:
    University degree in economics/accounting or economics, Administration and management.
    Skills:
    Solid theoretical and practical knowledge in finance, accounting and budget; ability to apply these to real situations ; ability to supervise and train working groups on the accounting system.Ability to work well under pressure. Be able to take initiative and make suggestions.Very good knowledge of WHO procedures in planning, finance, accounting and budget.Interpret to the letter financial rules and the WHO Manual.Ability to put in place a better follow- up of the GSM (Global Management System).
    Experience:
    Essential:
    At least 03 years experience in finance and/or responsibility in budgetary matters, or responsibility in finance. Must be experienced in accounting system. Experience in WHO or other UN System or with Non-Governmental Development Organizations desirable. Field experience in Africa, particularly in one or several APOC countries would be an asset.

    Desirable: Working experience with WHO or other international experience would be an asset.
    Languages:
    Excellent knowledge of English or French and good working knowledge of the other
    Annual salary: (Net of tax)
    US$ 36,651 at single rate
    US$ 38,854 with primary dependants Post Adjustment: 50.2 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
