A Consolidated Comprehensive Vision

    A Consolidated Comprehensive Vision
    On
    The Resolution of Darfur Crisis
    and Aspiration for One Nation
    _________________________________

    Preamble:
    This contribution aims to find solutions to the crises of Sudan, especially the Darfur crisis, and to advocate a joint effective action to address all crises of the Sudan in a comprehensive way to try and find positive, realistic and workable solutions to our pressing challenges, old and new, especially the one facing us right now in Darfur . We shall attempt to read into and take along all initiatives launched to resolve the Darfur and other crises and, work hard to promote the popular will to mobilize a wide public response through intensive field work and utilization of the mass media. We shall also work to bring in all stakeholders, including political organizations and civil society organizations in addition to the present government, with all its constituent entities, and opposition parties in the National Assembly. Moreover, we shall engage in a serious dialogue with all Darfur movements, especially those still carrying arms. At the same time we must not overlook the important role of the international community, with all its concerned organizations and institutions.


    As we put forward this vision, we endeavor to take along all other visions and thoughts presented so far. We are also aware not to slip into the past failures. The CPA for instance has successfully brought partial peace to Southern Sudan; put in place an interim constitution that we respect and cherish; resulted in a formula for the distribution of wealth and power that is considered a step forward. However, the CPA is characterized by vilified dualism which has resulted in a number of shortcomings, including in the sharing of wealth and power and the economic, political and security arrangements that threatened the unity of the country. This is because other marginalized parts of the country have developed a feeling of injustice and became jealous. Putting this vision forward, we bear in mind all these negative ramifications to try and discern a solution to the Darfur crisis to avoid repetition of the same mistake in Western Sudan and indeed in other parts of the country.
    The DPA represented a golden opportunity to achieve comprehensive peace and to redress the issues overlooked by the CPA. Yet the fragile DPA produced the following:
    a) The DPA fell once again in the trap of dualism. Other political powers concerned with Darfur issues were excluded. By bringing in only some of the movements the DPA has resulted in further fragmentation of armed movements. Unity of movements was disregarded.
    b) The government was not serious in transforming the agreement into a comprehensive one. This has been manifested in a media campaign that lack transparency; continued security repression on Darfurians, both in Darfur and in the capital city; and continued inhumane practices against Darfurians. All of this has resulted in a widespread of criminal activity which, in turn, has invited interventions from the UN Security Council and the ICC.
    c) All parties of the DPA have practiced delay tactics, especially the government which attempted to control and favor some of DPA signatories. This has only produced the present congestion and stalemate between all DPA parties.
    d) On the security front, war has been brought to the doorsteps of the capital city for the first time ever. The air transport has been threatened by hijacking in a qualitative escalation that needs to be seriously looked into.

    Framework of the Principles and Objectives of the Vision

    a) One of the most important foundations of this vision is the fact that it highlights that attempting to solve the crisis of Darfur in isolation of the rest of the problems of the Sudan, though pressing the crisis of Darfur as it may be, will neither yield a comprehensive peace nor will it lead the nation to breaking the vicious cycle of recurrent civil wars to enjoy social peace allover the land.
    b) Our vision is based on the principle that solving the problems of political marginalization and the equitable sharing of wealth and power in all marginalized parts of the country, especially Darfur, must be political, patriotic and objective and, must be based on serving the interests of the Sudanese people allover our beloved homeland. It must never be based on the hidden agenda of some of the leaderships.
    c) This vision does not attempt to withstand or deny the principles of the CPA. It rather believes that the CPA must be transformed into a comprehensive agreement by pulling it out of dualism to pluralism to solve all lingering problems of the nation.
    d) This vision is adamant that none of the nationalist organizations is to be excluded. This applies to all political parties, trade unions, civil society organizations, students’ associations and independent national figures. The masses should also be mobilized through media campaigns and rallies.
    e) The vision is launched from the standpoint that the Sudan could not be ruled on sectarian, religious or ethnic lines. Cultural, religious, ethnic and linguistic differences must be looked at as positive components that must be recognized, developed and used as investment in strengthening national unity and the projection of the distinct Sudanese character.
    f) The safety valve that ensures arrival of our nation to the shores of development and prosperity is the will of our people. Such a will must have at its vanguard a courageous faithful political leadership to implement all previous and future agreements and whip up the pace of democratic transformation. This could only be achieved through the rule of law; respect of all human rights statues; compliance with international community resolutions; and work along the principles of social justice and equality and participation of all sectors of society, including women, in the political and social arena and in the decision making process.
    g) Real and sustainable peace could not achieved without fulfillment of the concept of interim justice through lifting of present injustices whereby rights of the dispossessed must be returned to them; perpetrators of crimes be prosecuted; and security and decent living conditions be provided for IDPs and refugees to return to their homelands before embarking on era of sustainable social justice. The only way to achieve all of this and to solve problems of the Sudan in such a way that make us look forward to a prosperous future is that everybody must join hands to turn these concepts a reality.

    Main Themes of the Vision

    First; at the Darfur Crisis Level:

    1. Arrival at a comprehensive peace agreement between the government and the armed movements of Darfur, DPA signatories and non-signatories alike, that respond to the fair and realistic demands of the people of Darfur. Chief amongst these are:
    a) One Darfur region, with coordinator powers, pending referendum on the final status;
    b) Fair and equitable compensations, individual and collective, for the lost lives and property;
    c) Stipulation of the share of Darfur in the national wealth, power and public service, in a manner commensurable with the weight of the region;
    d) Removal of any fait accompli arrangements and any subsequent negative results, especially appropriation of land hawakeer.
    e) Effective security arrangements to be implemented in timely and correct manner, including disarmament of militias loyal to all parties;
    f) Setting up of urgent and attractive packages of voluntary return programs for IDPs and refugees. Special attention should be given to humanitarian issues in present camps.
    g) Both the present government and the armed movements should be made to commit themselves to ensure prevalence of security and strict adherence to ceasefire arrangements. Moreover, the government must commit itself to put off violations and atrocities attributed to militias allegedly loyal to it.
    2. Agreement on sound legal arrangements that ensure fair trials to all those involved in crimes committed in Darfur , with protection given to no one regardless of their positions.
    3. Dialogue that lead to comprehensive political agreement should include as parties:
     The government (with all constituent components)
     Armed movements of Darfur, DPA signatories and non-signatories alike.

    4. Opposition political parties are to play important roles in the negotiations, including in confidence building measures between negotiations parties and offering of opinions to bypass points of disagreement.
    5. The resultant agreement must be subjected to a comprehensive national dialogue with participation of all political powers, especially Darfurian entities that were not party to the DPA.
    6. Recognition of the importance of international guarantees to ensure implementation of the agreement.
    7. Formulation and implementation of a comprehensive national program for reconciliation to contain effects of war with participations from all parties to the conflict, different political powers and civil society organizations; work to re-knit the torn social fabrics and reactivate the role of native administration with full recognition of the traditional rules for selection of leaderships capable of solving all tribal disputes in the region.
    8. National movement to mobilize support of the donors for reconstruction to reinforce peace and stability.

    9. The Presidency of the Republic is to issue a political resolution to pardon all JEM elements who took part in the 10th of May 2008 movement and other Darfurian detainees as gesture of good will before working to bring in JEM to the table of negotiations. This should be accompanied by reciprocal action from all armed movements to set free all detainees whether from SAF or ordinary citizens.
    10. The government should focus on development programs in the region, with special attention be given to war affected areas.
    11. Effective contribution from all agencies, especially civil society organizations, with the government, movements and the people of Darfur to ensure accomplishment of tribal reconciliation in the region.
    12. Serious efforts should be made to hold a national conference on the crisis of Darfur . Such efforts must go ahead even if the present government proved to be not keen to have the conference held. Resolutions of this conference are to be binding to all and principles of the solutions be based on it.
    13. Reaching an agreement to amend the current 2005 constitution in such a way that ensures guarantees of the rights of all regions in wealth and power and ensures equitable representation in the Presidency of the Republic. Such an agreement should be incorporated in the constitution as a main Article of it, in the same fashion as the CPA is right now.

    Secondly; at the National Level:

    Attention should be given to the fact that any national peace accord will be doomed to failure and derailment of it main track, peace, unless it works to achieve the following objectives and their consequent entitlements:
    1. Complete democratic transformation and denunciation of totalitarianism once and for all. Any potential discrepancies between the CPA and the anticipated agreement on Darfur or any other similar agreement should be removed for the sake of unity of the nation and to make national unity a choice of all people of the Sudan .
    2. Reinforcement of the principles and conceptions of human rights.
    3. Completion and reinforcement of social peace by addressing all the problems of possible conflict areas whose controversial issues are yet to be satisfactorily resolved; potential dispute issues in the North, East and in Nuba Mountains and Southern Blue Nile state should be addressed early before any escalations could develop. This may be done as follows:
     The Abyei Protocol should be fully implemented.
     The Nuba Mountains and Southern Blue Nile Protocols should be amended in such a way as to guarantee the rights of the people of these areas with respect to equitable sharing of wealth and power in the same fashion of the CPA.

    4. Achievement of sustainable balanced development by addressing all economic problems and pressing living conditions, including high prices of basic commodities, hunger, poverty associated diseases such as malnutrition, malaria, typhoid and TB as well as treatment of modern diseases like AIDS and cancer.
    5. Addressing corruption issues, especially government corruption.
    6. Addressing injustices and compensation issues and enacting the principle of accountability to remove all forms of illegal practices, including settlement of land ownership issues in agricultural projects.
    7. Independent and transparent investigations and prosecution of all crimes committed, including war crimes in Darfur, the Port Sudan massacre, the excessive use of power in Kalma IDP camp, the state terrorism against the people in the dams areas in the North and in the White Nile al-Awaj …etc.
    8. Fair compensations and redress to all those kicked off their jobs under pretexts of public good and empowerment tamkeen, especially sufferers from the Armed Forces and the Police.
    9. Work to achieve demands of those affected by the construction of dams, including people in Manaseer and Kajbar, and provision of humanitarian assistance to them.
    10. Adoption by the State of a balanced foreign policy based on the national interests to ensure good relations with neighbors and non-intervention in the affairs of others.

    Conclusion

    Serious consideration should be given to pushing forward a peaceful solution to the tragic conflict in Darfur which resulted from accumulation of a whole bunch of national crises which are now threatening the very existence of the Sudan . This could only be done if total and comprehensive solutions are found to the crisis in Darfur. All potential areas of conflict in the country should also be included in such a solution to make it comprehensive and lasting to end the vicious circle of war and to rebuff international interventions.

    As we sign this Consolidated Comprehensive Vision we declare that we are committed to all what is mentioned in it. We look forward to an agreement that ends wars and fighting between compatriots, remove injustices and pave the way for a unified civil democratic state where wealth and power will be common to all; totalitarianism is removed once and for all; all people of the country are able to enjoy its abundant wealth and share the noble values of love, freedom and equality; racialism is fully denounced; and respect to cultural, religious and ethnic pluralism become common place.

    Past experiences have shown that all initiatives launched to resolve our lingering problems, including the crisis in Darfur, have died prematurely because they all lacked workable plans of action for implementation. But for us, the undersigned, we have vowed to keep this Consolidated Comprehensive Vision well and alive until all its goals are achieved. This will be done through adoption of a separate document containing a mechanism and a road map for implementation. We are committed to publish such document soon after the launch of this Consolidated Comprehensive Vision.
