and since there are different deparments within ministery of community and social services, for example , family planning , welfare , work compensation , etc ; for example ,
the General welfar and social assistance services, is a sub-organization of ministery of community and social services. It's work area covers only financial services for the poor in needed and has nothing to do with family planning.
so I guess the appropriate translation should include all these departments , which is,
ministery for community and social services
and this according to my own knowledge after researching subjects related to the topic.
