I fully understand your frustration. It is true that the SPLM has been very slow in implementing the provisions of the CPA, including the provisions about the democratic transformation, human rights and the rule of law. The unexpected loss of its hero and charismatic leader, Dr. John Garang, in the fatal helicopter crash in late July, had dealt a below to the Movement. It needs sometime to recover and reorganize its ranks. For instance,there is a reorganization among its Assembly members going on now for the puropse of putting forward draft legislations in the areas of human rights, rule of law, press freedoms and demoracy. On the level of the executive, it is working to dismentle the repressive NIF security organs etc. Furthermore, the SPLM has urgent agenda to improve life for the southern people. The challenges it faces in that field are enoumous and tentalizing. The SPLM also faces an unwilling partner who wants to maintain the status quo, and would not move an inch in the implementation of the CPA. Moreover, you have an opposition that does not rise to the level of its duties, but still perceives the SPLM having made a bilateral deal with NIF, and wish the SPLM to fail. From the few difficulties, I have just enumerated above, we can all apreciate why this slow pace of SPLM in delivering the the goods it promised to deliver. Regards
