    MEMORANDUM
    TO: Prof. Ibrahim Ahmed Omer
    Speaker of the National Assembly (Arabic: Al Maglis al Watani)
    CC: European Union in Sudan
    FROM: Members of Sudanese Campaign Against State Terrorism
    (For a terrorism-free Sudan)
    DATE: May 4, 2016
    SUBJECT: Complaint against MP Mrs. Afaf Tawir Kafi Aburas
    We, the lawyers undersigned, members of the Sudanese Campaign Against State Terrorism, in an exercise of our constitutional right under articles (1), (4), (27), (28), (39), and (40), place in your Parliament’s hands this memo requesting that a serious, urgent, and transparent investigation be conducted against Mrs. Afaf Tawir Kafi Aburass, Member of the Sudan National Assembly (Parliament), for the following reasons:-
    Firstly, the MP in question had clearly and concisely threatened to carry out a suicidal mission to assassinate and physically eliminate Sudanese opponent figures, as reported in the newspapers (Please refer to “Al-Intibahat” newspaper, issue 3540, published on 31/3/2016, and also “Al-Sayhah” newspaper, issue 581, published on the same subject). We, likewise the other sectors of the Sudanese society, take this threat seriously due to the MP in question being considered a top leader in her ruling party (National Congress Party (NCP)). As such she is a prominent leading figure and holds a number of tasks and responsibilities locally and internationally that can be summarized as follows:-
    1- She had been duly promoted till she made it to the top level of the judiciary ladder, and assumed the powers of the judge of the Directorate of Khartoum.
    2- Served as president of the World Organization for the Care of Women in Conflict Zones.
    3- President of the National Group for Human Rights Department, a group which twenty of its members received consultative status on the Economic and Social Council of the UN .
    4 - Vice President of the Women's Committee and vice chairwoman of the Committee on Health, Environment and Population.
    5 - Chairwoman of both the Human Rights Committee and the National Council’s Committee on Culture, Media, Sports, and Tourism.
    6 - Parliamentarian on the Pan-African Parliament
    7 - Chairwoman of the Commission of Inquiry into the Tabit affair of women’s mass rape in North Darfur
    Secondly, through the documentation of the accuser’s biography, and in the light of the threats she had made, we can conclude that the governmental groups working in the field of human rights are mere defensive components implanted to protect and ornament the face of the current regime. Regrettably, their main duty is to cover up all evidence incriminating the regime, and prevent the detection of serious and widespread violations of human rights committed against Sudanese citizens. Furthermore, the inception of these groups, who enjoy local and international privileges regardless of their weakness, lack of awareness, and dormant conscience, by the purveyors of turmoil in Sudan among their ranks, makes the goal of their realization become clear and transparent enough to condemn the role they play in Sudan.
    Thirdly, the threat made by the MP in question intensifies the prevailing state of violence and polarization in our country. It accelerates the pace towards societal collapse, and plunges Sudan into the status of a failed state due to the fact that the political arena is deprived of its rights and freedoms no matter how diminished in size, and is instead replaced, in contradistinction with the progressive flow of history, with bloody means dubbed as conflict management.
    We consider the statements issued by the MP as a manifestation of the stuck in the mud the logic of “force and nothing else”, the same logic that inevitably will lead to a civil war as a mean to gain rights in the face of the ruler’s aggressive approach, which obstructs the path towards attaining the legitimate rights; most notably the right to a peaceful transfer of power and wealth-sharing. Moreover, the resettlement of foreign terrorism is another area that amplifies the concerns regarding the security threats in the collective thinking of the Sudanese citizens.
    Finally, the threat as outlined in this memo, classifies the MP as a terrorist; taking into account the means she seeks to implement in her criminal agenda which negates both international laws and customs. Both the regime and the ruling party had been silent and have been so far unwilling to take any disciplinary actions against her through their judicial and administrative systems. This leads to the same conclusion, which should be enough to subject them along with the MP to an interrogation under Sudan's terrorism law and the relevant international laws. Furthermore, it is sufficient in isolating them politically for non-eligibility, individually or collectively, to lead the political and parliamentary action, or being involved in that process.
