I picked up this thread from Sudanese Online.
To be honest with you, I have no experience of hosting in Sudan since I have been out of the country for the last 18 years. Your concerns are normal for all Internet users, irrespective of the hosting location but there are some few points you should keep in mind:
1. Your biggest asset is the domain name. Domains that end with .sd are managed in Sudan but global ones like .com or .org are managed by registrars delegated by Network Solutions. Take the option of the pre-paid card and do the registration of the domain name yourself and park it until you find the right hosting company. Network Solutions’ site is http://www.nsi.com
2. Web hosting is generally either on a dedicated server or a shared one. The shared server option is the cheapest and most popular. Its downside is that it usually depends on a popular open source Operating System and Content Management System (CMS). Popular CMS systems are also hackable and one of the most popular ones, Jumla, is regularly hacked and cheap hosting providers do not normally apply the latest security patches. On the other hand, dedicated server hosting is more expensive but also more manageable, especially if you know your way around computers. You rent a whole server at a data centre and it comes with the OS only and you add your own CMS software and content. Depending on your budget, you decide which option fits your requirements.
3. Local laws apply where the site is hosted. If you live in a country where newspapers can be closed at the whim of the security forces, then you are already playing with fire! Imagine you set up an online shop for selling commodities information for paying customers (Sesame export prices, etc.) and you upset a competitor, he can simply use his connections to shut you down. This is not a hypothetical situation, unfortunately it is happening every day. This means that you have more legal protection when you host abroad. The downside to hosting abroad is what you mentioned earlier about the payment methods and the fact that your site can be blocked from Sudan but I guess people have become very good with proxies.
One last thing to watch for when using American sites for domain registration is sanctions. A lot of companies won’t carry any transactions with Sudan these days but you can always use a trusted thirds party to register for you, e.g. brother or cousin living outside Sudan.
