Dear Dr. Karsani
Thank you for your constructive and visionary proposal. You may be aware that the current government tried to return several professionals from the UK (Medical doctors), the Gulf countries (oil experts) etc, on strictly political grounds, and from what I have heard they often failed to meet their obligations on the long term. Of course you are not proposing a similar arrangement, but the same people who tried to return professionals to Sudan are bound to be around after the peace agreement is finalized. So, I suggest your proposed Fund should be managed directly by an international organisation, preferably the UN with a specific mandate to return people on merits, and merits only, for clearly identified projects after which all switch to the main stream national wages. It is a bit “rich” of us (people in Diaspora) to assume that local professionals will live with a differential pay system, with a few earning a lot ( already better off as working abroad before returning) and others earning so little, for a long time.
I am sure you agree that such projects are not just a technical, well meaning, and patriotic endeavours. They will be influenced by politics and politicians, and I am very interested to know your views on this.
