Quote: AUHIP Proposal: Agenda and Process for January Meetings 20th December 2011 The African Union High-Level Implementation Panel believes that it is important for negotiations between Sudan and South Sudan to resume promptly, based on the agreed principle of two viable states. Following consultations with the delegations of the Government of Sudan (GoS) and the Government of the Republic of South Sudan (GoRSS), the Panel is making the following proposal for talks in January 2012. The Parties will be invited to attend meetings in Addis Ababa from 17th to 23rd January. During that week, there will be concurrent meetings concerning the issues of oil and of arrears. There will also be a meeting on banking and trade payments during this period. Arrears * By 31st December, GoS will send to the Panel a full list of the claims it intends to raise on the arrears issue. * Both Parties will bring all available supporting documentation to be presented at the meeting beginning 17th January. * The Panel will provide relevant experts to facilitate an initial reconciliation of the various claims. * On this basis, the Panel and Parties will agree a way forward. * This process is based on the principle of full disclosure by the Parties. Commercial Oil Negotiations * The commercial oil negotiations will be between the two Parties, the Government of Sudan and the Government of the Republic of South Sudan. * At its discretion, the Panel, in consultation with the Parties, may ask representatives of the oil companies to attend relevant meetings to provide information and inputs. * The Panel will provide relevant experts to facilitate the process.
