First my apology as my command of the Arabic keyboard is so rudimentary I will not be able to contribute to this discussion in a sensible way if I stick to Arabic.
I really enjoyed your postings on the subject and refrained from commenting because I wanted to hear the full story from someone who was involved with the experience.
Your latest posting about Kenana was really interesting and it touches on the problem of “Cost Accounting” which is the heart of any business whether it is public or private sector.
I was surprised that an outsider was needed to deal with this issue given the scale of the project and its costs. How can such expenditure be sanctioned if there were no mechanisms for cost control and cost accounting in place?
It looks to me that there were many flaws in the project from the beginning as costing and cost accounting are not new subjects. What I learned about these topics started in the University of Khartoum and much of the fundamentals of what I still do with my engineering students today is not that different from the fundamentals taught to us as undergraduates by Dr Yasin Mihaisi at the faculty of engineering.
Identifying cost centres and doing incremental analysis studies are fundamentals and if the expertise were not there in Sudan at the time then there are real questions that must be asked about the fitness for purpose of the education practices in the fields of economics and management in Sudan.
What you said in your latest postings started to open my eyes to the real problem that caused the failure of many of the development projects in Sudan: even the basics were muddled.
