Mr. President,
The Sudanese Writers’ Union (SWU), a Sudanese registered non-governmental association, seeks your indulgence in addressing Your Excellency on the recent aggression of Israel on Lebanon and Palestine deliberately targeting civilians, especially children, in addition to non-military infrastructure targets in flaragrant violation of international human rights and humanitarian law. Your country’s actual involvement in these atrocities, as the major world power, in the Middle Eastern disaster is almost universally recognized.
Mr. President,
SWU is in no need to emphasise recognition, where and when it is due, of those of your countrymen who have stood out as symbols of enlightenment raising the banners of wisdom and good conscience, humanitarianism and the principles of democracy. To name only a few, we recall Thomas Jeffersen, Walt Whitman, Ernest Hemingway, Paul Robertson, Richard Wright, Robert Frost, Charlie Chaplin, Arthur Miller, Tennesee Williams, John Updike, Naom Choamsky, Richard Falk and many other thinkers, writers, poets, artists, journalists whose contribution has always resonated with the ideals of the world conscience, rejecting injustice and upholding the values of right, fairness, justice and world peace. Nor do we need to underscore to the ties which bind civil society in our respective countries with a sizeable sector of U.S.A civil society, notwithstanding sizes or numbers. The latter have extended to our peoples such political and humanitarian support, solidarity and alliance, whose strengthening and consolidation should ideally be the cornerstone of the relationship between the U.S. and our countries and peoples.
Nevertheless, perhaps for these reasons, we intend our letter to you, Mr. President, to represent a contribution, though modest, to bring to your attention that the worst consequence of your official policies towards our countries is sustaining the illusion that your unlimited support to Israel is the real guarantee of your interests in the Middle East. Such illusion would be the only plausible explanation for your unconditional support to Israel, your continued insistence on ensuring that the balance of military power in the region should remain in its favour, your unrelenting justification of all its aggressive policies and use of your position as the World Major Power in imposing this political vision on the UN and its leading agencies, especially its Security Council, in addition to your consistent efforts to subjugate and undermine the governments of our region, again, in the belief that this would be another guarantee to oppress and, consequently, to force our people to accept all this as a fait accompli, and to submit to this inequitable relationship. The “New Middle East” plan recently preached by your Foreign Minister is yet another symptom of the old policy which, if feasible, would have come to fruition some six decades before.
Mr. President,
We believe that the real weakness of this policy lies in the excesses of the U.S. several administrations in the erroneous assumption of continued weakening of political systems and governments, regardless of the wishes and aspirations of the people, hence, the emphasis on seeking to reap immediate instant benefits. You should appreciate, Mr. President, that permanent interests based on balanced relationships would be the only alternative, in the immediate and long terms, and the only viable course with emphasis on people’s choices and legitimate aspirations for real independence based on the true meanings of freedom, democracy, peace and social justice. Needless to say, in this context, “sovereignty”, in the eyes of our people, represents a different value from that prevailing in states which oppress the freedoms and liberties of their citizens and their fundamental rights in exchange for unjust relationships with your state. Thus, the enhancement of relationships between the West, your country, in particular, and our countries requires, on one hand, your respect of our lawful aspirations and, on the other, the realization that these aspirations can only be achieved through self development of our countries, not based upon dictates and conditions superimposed by the U.S. or anybody else.
Mr. President,
We cannot help but express our feelings that your continued disregard of the above mentioned state of affairs, in fact seeing it in an inverted way, is the prime reason behind our people’s serious discontent towards your successive administrations. Hizboulah, for instance, whom you categorize as a terrorist organization, which is, regrettably also the position of many of our governments, is, for our people, a historic outstanding example of patriotism and sacrifice. The Government of Hamas, which Israel and your Government have treated with antagonism as a terrorist organization from its first day in office, is the legitimate government elected by the Palestinian people in fair and transparent elections witnessed by international, apart from regional observers, including your former President Carter, with a percentage of popular participation higher than that even in your own country. In this context, Mr. President, you do not need to be reminded that your heroic war of independence from British colonialism and the European RESISTENCE to Nazism and Fascism were hailed as historic landmarks of liberation struggle, while fight of Hizboallah and Hamas to liberate themselves from Israeli occupation is categorized as TERRORISM. Yet, and strangely enough, inspite the clarity of the facts, and inspite of the huge and decades long animosity between our people and your successive administrations, it seems that the latter have failed, at all times, to appreciate that the reasons thereof have been deeply rooted in this same myopic attitude towards the region and its circumstances, in the wrongful estimation of the peoples and their capabilities, in the positions that ignore the obvious truths and count on mere illusions.
Mr. President,
We finally request you to permit us to assure you that nothing can shake our conviction that the Palestinian people, like all other peoples before them, have a lawful right to self determination, to establish their independent State on all their national territory and to put their trust in those democratically elected representatives. Likewise, the Lebanese people have the right to resist all forms of occupation of any part of their land and to defend their national sovereignty. In addition, the whole people of our region have the right to determine their fate and decide on their national political future, which should naturally impose upon your administration a far better appreciation and understanding of these rightful claims and aspirations.
Without this, Mr. President, the sequence of logic would ensure that the people of our region, and we as intellectuals and writers, being part of them, will continue our harsh struggle and resistance to undermining as long as your policies continue to commit serious and yet more serious miscalculations and mistakes.

واشنطن ،
السيد الرئيس ،
نرجو أن تسمحوا لنا ، نحن اتحاد الكتاب السودانيين ، وبوصفنا منظمة غير حكومية ، أن نخاطبكم بشأن العدوان الذى شنته إسرائيل مؤخراً على كل من لبنان وفلسطين ، واستهدافها المتعمد للمدنيين ، وللأطفال بوجه مخصوص ، فضلاً عن منشآت البنية التحتية غير العسكرية ، وانتهاكها الفظ لحقوق الانسان وللقانون الانسانى الدولى. ذلك أن القاصى والدانى يدرك حجم المسئولية التى تتحملها سياستكم الشرقأوسطية فى هذه الأحداث المأساوية ، باعتباركم الدولة العظمى الأولى فى عالم اليوم.
ولا نحسبنا ، ابتداءً ، محتاجين إلى تأكيد اعترافنا بالفضل لأهل الفضل من رموز التنوير فى بلادكم الذين رفدوا وما زالوا يرفدون الوجدان والعقل الجمعيين للبشرية قاطبة بأرفع القيم الانسانية ، وأسمى المبادئ الديموقراطية ، أمثال توماس جيفرسون ووالت ويتمان وأرنست همنجواى وبول روبرتسون وريتشارد رايت وروبرت فروست وشارلى شابلن وآرثر ميللر وتينسى ويليامز وجون ابدايك ونعوم تشوميسكى وريتشارد فولك وغيرهم من المفكرين والكتاب والشعراء والفنانين والصحفيين الأمريكيين الذين ظل إبداعهم يتناغم مع صوت الضمير العالمى الحى ، الرافض للظلم ، والمنفعل مع قيم الحق والخير والجمال والعدل والسلام العالمى. كما ولا نحتاج أيضاً إلى التنويه بالأواصر التى تربط بين الحركة المدنية فى بلداننا وبين قطاعات معتبرة من المجتمع المدنى الأمريكى ما انفكت ، بصرف النظر عن أحجامها ، تمد إلى شعوبنا أيادى المناصرة والتضامن الانسانيين والسياسيين. ويقيننا أن تعزيز هذه الأواصر يشكل السند الأقوى لأية علاقة سوية بين بلادكم وبلدان منطقتنا.
مع ذلك ، بل لذلك على وجه الدقة ، فإننا نريد لخطابنا هذا أن يشكل مساهمة ، ولو متواضعة ، فى لفت انتباهكم إلى أن أضر ما يضر بسياستكم الرسمية تجاه بلداننا هو استمراركم فى توهُّم أن
إسرائيل هى الضامنة الأساسية لمصالحكم فى الشرق الأوسط. إن هذا الوهم هو الذى يفسر انحيازكم لها بالمطلق ، ودفعكم المستمر باتجاه أن تترجح كفتها فى ميزان القوة العسكرية فى المنطقة ، وتبريركم ، من ثمَّ ، لكل سياساتها العدوانية ، واستقوائكم ، إلى ذلك ، بنفوذ (الدولة العظمى) فى فرض هذه الرؤية ، سياسياً ، على منظمة الأمم المتحدة ، ومؤسستها الأهم: مجلس الأمن ، بل وسعيكم الدءوب لتركيع واستتباع المزيد من أنظمة وحكومات بلداننا ، توهُّماً أيضاً بأن فى ذلك ضمانة أخرى لقسر شعوبنا ، ضربة لازب ، على الخضوع للأمر الواقع ، والتسليم بهذه العلاقة غير السوية. وما خطة (الشرق الأوسط الجديد) التى بشرت بها وزيرة خارجيتكم مؤخراً سوى عنوان آخر لذات تلك السياسة القديمة التى ، لو كانت تجدى ، لأجدت قبل زهاء الستة عقود.
السيد الرئيس ،
إن الجذر الأساسى فى خلل هذه السياسة هو مغالاة إداراتكم المختلفة فى سوء التقدير لناتج خطة الاستضعاف المتواصل للأنظمة والحكومات من فوق أى اعتبار آخر لإرادة الشعوب ، ومن ثم إيلاء الاهتمام كله لحصد المكاسب الآنيَّة التى إن أغوى هذا النمط المختل من العلاقات بقطافها العاجل ، فإن المصالح الدائمة التى تترتب على العلاقات المتكافئة يستحيل أن تؤتى ثمارها ، فى المديين المتوسط والبعيد ، بمنأى عن خيارات هذه الشعوب ، أو بتجاهل تطلعاتها المشروعة نحو الاستقلال الحقيقى القائم فى أوثق معانى الحرية والديمقراطية والسلام والعدالة الاجتماعية. وغنى عن الاضافة ، فى هذا السياق ، أن (السيادة) ، فى شرعة شعوبنا ، تمثل قيمة مختلفة عن تلك التى تقمع ، تحت مظلتها ، حريات مواطنينا العامة وحقوقهم الأساسية لصالح علاقات غير سوية معكم. لهذا فإن إصلاح العلاقات بينكم والغرب عموماً وبين بلداننا إنما يتطلب ، من جهة ، احترامكم لهذه التطلعات المشروعة ، ومن الجهة الأخرى إدراك أن هذه التطلعات إنما تتحقق فقط عبر مسار التطور الذاتى الطبيعى لأوطاننا ، لا من فوق الشروط والاملاءات الخارجية ، الأمريكية أو غيرها.
السيد الرئيس ،
إن إصراركم على تجاهل هذا الواقع ، بل تعمد رؤيته بصورة مقلوبة ، هو المسئول ، بالأساس ، عن هذا الجفاء الهائل من جانب شعوبنا تجاه إداراتكم المتعاقبة. فحزب الله ، مثلاً ، الذى ترونه منظمة إرهابية ، وتتبعكم فى ذلك ، للأسف ، كثير من أنظمتنا وحكوماتنا ، إنما يمثل بالنسبة لشعوبنا نموذجاً رفيعاً من النماذج التاريخية للوطنية والتضحية والفداء. وحكومة (حماس) التى ناصبتها إسرائيل ، وناصبتموها معها العداء من يومها الأول ، باعتبارها كياناً إرهابياً بدورها ، إنما هى الحكومة الشرعية التى انتخبها الشعب الفلسطينى بشفافية ونزاهة شهد بها المراقبون الدوليون قبل الاقليميين ، بما فى ذلك الرئيس الأمريكى الأسبق جيمى كارتر ، وبنسبة تصويت فاقت أعلى المعدلات حتى فى بلادكم. ولا نحسبكم محتاجين ، فى هذا السياق ، لأن ننبهكم ، يا سيادة الرئيس ، إلى المفارقة المتمثلة فى أن حربكم البطولية فى سبيل الاستقلال من الاستعمار البريطانى ، وكذلك المقاومة الأوربية للنازية والفاشية ، قد دخلت جميعها التاريخ كمعالم (لحروب التحرير) ، على حين تعتبرون ، الآن ، الكفاح التحررى لحزب الله وحماس (إرهاباً)!
مع ذلك ، ومن عجب ، وبرغم بساطة هذه الحقائق ، وبرغم الهوَّة الفاغرة ، طوال العقود الماضية ، بين شعوبنا وبين إداراتكم المتعاقبة ، إلا أنه لا يبدو أن هذه الإدارات قد أدركت ، فى أى وقت ، أن أسباب ذلك قد ظلت متجذرة عميقاً فى هذه الرؤية الغائمة نفسها للمنطقة وأوضاعها، وفى الحسابات الخاطئة للشعوب وقدراتها ، وفى المواقف التى تستغنى عن الحقائق الجلية لتعوِّل على الأوهام المحضة.
السيد الرئيس ،
لكل ما تقدم ، فإننا نرجو أن تسمحوا لنا ، فى ختام هذا الخطاب ، بأن نؤكد لكم أنه ما من شئ يمكنه زحزحة قناعتنا بأن للشعب الفلسطينى حقاً مشروعاً فى تقرير مصيره ، وفى إقامة دولته المستقلة على كامل ترابه الوطنى ، وفى وضع ثقته فى من ينتخب ديموقراطياً ، مثلما أن للشعب اللبنانى الحق فى مقاومة كل أشكال الاحتلال لأى جزء من أرضه ، أو الانتقاص من سيادته الوطنية ، فضلاً عن قناعتنا بحقوق شعوب المنطقة كافة فى تحديد مستقبلها ، واختيار مشاريعها الوطنية ، الأمر الذى يفرض عليكم ، بطبيعة الحال ، تقديراً أفضل لهذه المطالب والتطلعات. بدون ذلك ، يا سيادة الرئيس ، فإن منطق الأشياء يؤكد أن هذه الشعوب ، ونحن ككتاب ومثقفين جزء لا يتجزأ منها ، ستواصل استماتتها فى مقاومة سياسة الاستضعاف ، بقدر ما ستواصل هذه السياسة تخبطها بين الأخطاء الشنيعة والأخطاء الأكثر شناعة.
