    Salamat Sultan and Dr. Haydar;

    Thanks for your deep insights and challenging inquiries on the evolution vis-à-vis future performance of the political foundation of the SPLM. For long, and since its inception, many doubted the skills of the Movement in that specific area. While common sense could tell that any rebellion group would not operate effectively without a strong political staff and base, the SPLM proved just that during early to mid years of its career when it was virtually struggling to identify a political frame of reference in a politically changing world that witnessed the collapse of the great Soviet Union. It failed to shape up a constructive political direction mainly due to lack of foreign support and limited skills within its ranks. However, with all those limitations its military engine was able to register great gains on the war fields but at a cost of creating bad image generated by continuous fighting against three successive Sudanese governments, of which one was democratically elected. A quick analysis will conclude that negative image had actually forced her to accept a political deal with al-Mirghani in September 1987, for a peaceful settlement of the war. In effect, the movement had no other option then.

    The resurrection of the movement came alive with the coup of the NIFers and the wholesale changes in the political landscape of the Sudanese issues, including the war. In fact, the coup was planned mainly to cut the road off for a constitutional conference that, as was agreed upon, a start for the peace road. The new regime started directly with war and insisted to solve the southern problem peacefully or militarily in six months. For that, it raised disputed Islamic banners and religious slogans to extent the war have appeared as if it was a religious genocide against non-Muslims and Christians. It was that period, since 1992, that the Movement has stared to gain sympathy from strong western governments, blacks and Christian groups in Africa, Europe and the United States. In order to align itself with those new realties, the Movement dropped all communist slogans and confined its appeal to humanitarian, religious and anti-slavery issues, which brought her more and powerful support. With the dissent allover against the NIF government, domestically and internationally, the Movement found a chance to flex its mussels and dictate the terms for peace in skillful maneuverings as seen in the current peace negotiation saga in Kenya.

    A peace deal could be reached before the end of this year and the Movement will turn itself into a political party, a great transformation from its military past. It has to play politics and to deal with ordinary Sudanese daily issues, whether that in the south or the north. It will be a new world and open oceans for the Movement to sail through. From the facts at hand, we can project the situation with the her to take the following picture:

    (1) It will share power in the central government during the first years of the transitional period with all other political parties;
    (2) It has to enter into alliance with some political parties in order to come up with majority after general free election;
    (3) It will find difficulty to gain support from many groups due to religious tide and expected NIF media propaganda and, at thus, has to come up with prudent public campaigns and effective policies that could appeal to general masses;
    (4) Policies and tactics during war are different of those during peace and governance and that requires new minds and fresh bloods to feed the needs of the new situation;
    (5) The movement will need to expand as wide as possible to every corner and village of the country and to offer help and support to all poor allover Sudan. It has the financial and manpower for that;
    (6) It has to give clear explanation and rich literature of its basic philosophy which’s based on “New Sudan”, and how it could be a solution for most of our ills; and finally
    (7) To keep raising and defending unity of the country which could be a sole factor for wide support from the northern masses.

    As the inquiries;

    - It will be hard for the movement to shed away its military posture during the transitional period, it will be part of the agreement, but it could attain that in case of unity vote. However, the Movement could continue to oversee issues of the marginalized areas if it met their expectations.

    - As I said earlier, I welcome to see competition from within the South because it will be the only deterrent for the Movement not to turn into a dictatorial force. While the movement expands in the north it has to alter, or reengineer, some of its political posture without comprising its base in the south. If it does that successfully it will only strengthen it presence in the national political landscape.

    - In the event of unity being the outcome the SPLM has to abide by, and playing with, political rules. Within that, it has the greatest potential to make strong alliances with different groups. From what we see now there’s close relation and respect between Dr. Garang and Mowlana al-Mirghani. Could it turn to political alliance between the SPLM and NDP? It will wait to be seen.

    - The SPLM has to start preparing itself and developing wide staff on governance issues. It will rule the south anyway after the peace deal and that will put her in a challenge. Nationally, there are many skillful southern experts and parishioners and they have all capabilities to serve the country. Most of them didn’t find chance for high office jobs but it will be their chance to prove.
