Many thanks for an interesting and important piece.
I believe to speak of the SPLM in our political landscape is really to speak of very little that can be quantified. Our terms of reference are often a combination of hope/desperation that tends to uncritically bestow lofty accolades on the Movement!
The eruption of the Movement in the political landscape was a welcome development for some of us – a pro-unity political movement comprised of predominately southerners (it remains so today) was a revolutionary development.
Historically, the Movement experienced great political changes many driven by its military posture! The greatest controversy was how the Movement viewed the political landscape after the Intifada in 1985 the rational behind that posture still eludes many (I among them). After the NIF’s putsch and the military reversals of the Movement, political fragmentation, and reemergence one can come away with some tentative conclusions:
- The SPLM is not a unified body of political ideas, but a loose association of often competing and opposing political platforms – Unity is not a forgone conclusion nor does it reflect, in my opinion, grassroots sentiment. Present in the Movements are very clear tribal faults as well competing elites! Even those from the North who joined it come from very diverse political backgrounds.
- The Movement's achievements thus far are a function of its singular focus on its military means, favorable international relations, and dysfunctional rule/politics at the center. No one in the opposition has better friends abroad!
- Dissent in the Movement has often resulted in great blood-letting among its competing factions, with the Ingaz being the alternative to many! The consequences of this strife have been catastrophic for the marginalized and a boon for the Ingaz – oil. Factions tribal/political tend to leave and rejoin without much ado about the mayhem and loss caused – something I find extremely disturbing.
The questions that present themselves to me and I confess I have not read much here that answers them!
- Can the Movements shed its military posture to evolve into a genuine political movement representing some, but by no means all the marginalized in the Sudan?
- Related to the above what will be the consequence of this evolution on the Movements’ unity and political cohesion? Can we expect to see competition from within the South? If yes, how will it react? Will the Movements expand its presence in the North of the Sudan without the need to reengineer much of its political posture? Will that weaken its grassroots support? How solid is that support any way?
- In the event of Unity being the outcome – can the SPLM operate as a political opposition Party – what kind of alliance can it hope to generate as potential partners (margin, south or otherwise) in a democracy have much more choices than in the current situation?
- In the event the SPLM becomes part of a ruling coalition – will it prove itself an able administrator able to negotiate and prioritize entitlements from within its constituency vis-à-vis others?
These are just some the questions on my mind – I hope before it is over we can get answers to some of them!
