"Because Nowak is a naval officer on assignment to NASA, rather than a NASA civil servant, she is not subject to administrative action by NASA," agency officials said in a statement.
Nowak allegedly tried to kidnap Colleen Shipman, a woman she allegedly believed was her rival for the affections of astronaut William Oefelein. Nowak was quoted by police as saying she and Oefelein had something "more than a working relationship but less than a romantic relationship."
Oefelein, a 41-year-old Navy commander, piloted a Discovery mission in December to the space station where astronauts rewired the outpost, installed a new $11 million section and dropped off a new American crewmember. He is unmarried but has two children.
Shipman, 30, is an engineer assigned to the 45th Launch Support Squadron, and a Federal Aviation Administration pilot directory indicates she is certified as a student pilot.
Nowak has twin 5-year-old girls and a son who is 14 or 15. She and her husband separated several weeks ago after 19 years of marriage, according to a statement issued by her family.
Nowak was born in the District and grew up in Rockville, Md. Her parents still live there. She traveled on space shuttle Discovery on a 13-day mission to the International Space Station last July.
