Memo from Sudan Women’s Alliance to the NDA’s Leadership Council

Dear colleagues in the NDA Leadership Council
Since the establishment of the Sudan Women’s Alliance (SWA) in 1995, and following the Asmara 1995 Conference of Fundamental Issues, we have exerted huge efforts towards the empowerment of Sudanese women, and in solidarity with the National Democratic Alliance (NDA), but pressing for women’s equal participation on various levels of the NDA; the NDA’s endorsement of CEDAW without reservations, and changing the article on women (Article 5) in the Asmara declaration.
The resolutions of the Massawa NDA second Conference (2000) expressed commitment to women’s human rights conventions and recommended holding a conference for Sudanese women to address representation, and to come up with a plan of action that would guide the NDA’s work on gender issues. We welcomed the fact that the NDA has expressed political will and commitment to women’s issues, and as such supported the work of the preparatory committee for the women’s conference. But we realized that the conference has been delayed enormously, and as such we support the memo submitted by the Preparatory Committee, asking the NDA and its member parties to clarify their stand regarding this conference, which we believe is as important as the Conference of Fundamental Issues.
Until the conference is held and consensus is reached regarding women’s representation in the NDA, we demand wider participation of women in all NDA activities, committies and delegations. This is particularly important given the current circumstances facing our country, and the important role that women have played in the face of dictatorship, conflict, and related displacement, exile, as well as women’s roles in peace-building; and given the specific impact of all these factors on women’s lives.
As such, we urge the NDA member parties to put forward women participants in all NDA related activities. The current exclusion of women not only portrays a negative image about the NDA’s commitment to gender and women’s issues, but also deprives the political sphere of the possibility of integrating a gender-specific perspective in the upcoming change. Including such a perspective can be an important factor in dismantling the project of political Islam and the so called civilisational project that is put forward by the current government in Sudan.
We have presented a comprehensive proposal at the Massawa Conference, and during the meetings of the Preparatory Committee in July/ August 2003, through our associates in Sudan National Alliance (SNA/SAF); where we suggested alternate representation as well as affirmative action, by allocating 30 per cent of the seats at all NDA levels for women, as SNA/SAF has done. Although we were not represented as a women’s organization in the preparatory committee, we were hoping to contribute, with other women’s groups and activists, to a unified stand on this and other issues, including finding a formula that would ensure the participation of women and women’s groups that are not necessarily linked to the NDA, that are in opposition to the current regime in Sudan. We are prepared to provide a detailed plan if requested.
We have been following the efforts of the NDA, including the SPLM/A closely, in the current IGAD sponsored peace negotiations since the signing of the Machakos Protocol in July 2002. SWA members have called in various fora for the widening of participation, but we hope that this would encompass the participation of women’s groups and other civil society organizations; especially that there are a number of women’s peace initiatives in and outside Sudan and in the Northern and Southern sectors, since the early 1990s. We note the inclusion of a small number of women recently as observers, and the limited participation of women through the SPLM/A delegation; but we demand that this participation is increased, especially in peace-building and post-conflict reconstruction.
As our country is entering a new era, which could be the first step towards democratization, we ask that the NDA, when addressing the IGAD and the international system, and the SPLM/A when finalizing various issues, including accountability, would take into consideration the specific way in which women have been affected by conflict, not only in Southern Sudan, the Nuba Mountains and the Southern Blue Nile; but also in Eastern Sudan, in Darfur and in the Northern Blue Nile area. We would like to bring to the NDA and the SPOL/A’s attention the UN Security Council’s resolution number 1325, of October 2000; which addresses women, peace, security and post-conflict reconstruction, which was adopted as a result of a wide international campaign in which a number of Sudanese women’s groups took part. We hope that the regional, international and local forces would enforce the tenets of this resolution in addressing the post-conflict challenges that would face our country.
Finally, please accept our regards in the occasion of political independence of Sudan; and we hope that the NDA would discuss the issues we raised, and to receive a response from the Leadership Council as soon as possible.
