First ADB President, Mamoun Beheiry Dies African Development Bank (ADB) first President, Mamoun Beheiry, from the Sudan, died last Thursday in Khartoum, Sudan, at the age of 77. Mamoun Beheiry was elected ADB President during the constitutive Annual Meetings of the Board of Governors held in Lagos, Nigeria, from 4 to 7 November, 1964. Prior to his election as ADB President, he was Minister of Finance in the Sudanese Government. His term of office covered the period 1964-1970 and he was re-elected in August 1969, according to an ADB press release. The installation of the ADB Headquarters in Abidjan, Cote d'Ivoire, was undertaken during Beheiry's mandate who also approved the very first operational activities of the Bank, namely an ADB Equity participation into the capital-shares of the National Development Bank of Sierra Leone and the granting of a loan to the Kenyan Government for the construction of an international road. To underscore Mamoun Beheiry's contribution at the head of the financial Institution, the ADB Board of Governors instituted in October 1970 the "Mamoun Beheiry Fund" aimed at rewarding deserving staff members for their exceptional competence and dedication in the service of the Bank, the release said. Mamoun Beheiry was Chairman of the Conference of the African experts held in Khartoum in 1963 and Chairman of the "Committee of Nine" which drafted the first recommendations instituting the establishment of the African Development Bank. On the international level, Mamoun Beheiry served as Alternate Governor and Governor in the International Monetary Fund (IMF) for the Sudan. He also served as Member of the United Nations Secretary General's Consultative Group on social and economic consequences of Disarmament. Born in the Sudan on October 3rd 1925, he was married with three children. _________
