Re: Human Rights Abuses in Darfur, Western Sudan.
Dear/ Mr. Prime Minister,
On behalf of the oppressed people of Darfur Western Sudan, we in Darfur Association of Canada DAC, the African Sudanese Association of Hamilton ASAH, the Sudanese Human Rights Organization and the Sudanese Canadian Committee for solidarity with the people of Darfur, appeals to the Canadian government to stop the gross human rights abuses committed by the government of the Sudan and it’s allied Janjaweed militias against the people of Darfur.
Mr. Prime Minister,
Since its independent in 1956, Sudan has experienced civil war against its own people. This war conceived by many observers as one of the longest civil wars in Africa. The current war alone resulted in over 2.5 million deaths; over 4.5 million internally displaced citizens; unfathomable economic deterioration; prolonged instability and mass exodus from Sudan. As you are well aware, the Sudan’s conflict is a direct result of the domination of power by the minority elites in Khartoum and deliberate social, economic, cultural and political marginalisation of the majority of the Sudanese citizens. It is a natural and inevitable development that the policies of the center increased the conflict with the periphery and gave birth to many armed conflicts in the Sudan engulfing the east, South Blue Nile region, Nuba Mountain, South Sudan and the Darfur region.
Mr. Prime Minister,
Under the pressure of the international community, a significant progress towards a final peace agreement between the Sudanese government and its southern opposition has been made. While this is a welcome development, the peace agreement will be fundamentally compromised if the world stands by while the government threatens the lives and livelihoods of people of Darfur. We are disillusioned and deeply disappointed by the government of Sudan delaying tactics and deliberate attempts to exploit the cease-fire agreement with SPLM and use it as a breathing space to relocate it’s troops and militia forces in Darfur to terrorize defenseless civilians and impede humanitarian access. This suggests that the government is neither committed to peace nor negotiating a peaceful settlement in Darfur in good faith.
Dear/ Mr. Prime Minister,
The genocide that is unfolding in Darfur-is according to many envoys to the region including the Secretary General Kofi Annan, Colin Powel the Secretary of States and human rights organizations, the worlds worst human crisis, it is comparable only to that of Rwanda’s 1994. The Sudanese government is eventually cleansing Darfur from its Black African population. The Government of the Sudan’s army and militia forces have killed more than 170 thousand citizens, the majority are women and children; burned down many villages; rape women and abduct children to use them as a slaves; bombed civilian targets including schools killing hundreds of pupils; forced about one million citizen to leave their homes and exposed them to a real risk of famine, starvation and diseases, which are used by the GOS as a weapon in this conflict. Many other thousands have also enforced to flee to neighboring Chad in which they face a desperate situation. Thus, far from the TV screens, the watchful eyes of the print press and the scrutiny of the international community, the under-cover operations of GOS are in progress with disastrous consequences.
Mr. Prime Minister,
We are deeply concerned that the Government of the Sudan may feel encouraged by the continued silence of the international community to carry on abusing human rights in Darfur. Therefore, we urge you and your government to take the following measures to rescue the victims of human rights abuses in Darfur.
1. Intervene urgently and ensure the Government of the Sudan stops abusing human rights in Darfur and respects its obligations under the international law. 2. Exert pressure on the Government of the Sudan to permit international humanitarian organizations to supply food, medicines, and shelter to the destitute citizens in Darfur. 3. Use its influence in the United Nations to ensure an international committee is appointed and assigned to investigate human rights abuses, war crimes and violations of the international humanitarian law in Darfur. 4. Condemn the Government of Sudan for committing gross human rights abuses and war crimes in Darfur and exert pressure on GOS to repeal all the laws that violate civil and political liberties and release all political detainees. 5. Call upon the Government of the Sudan to recognize the political nature of the conflict in Darfur and ensure that it is resolved through a peaceful, rather than a military means. 6. Call upon the Government of the Sudan to develop and publish a comprehensive strategy for resolving the conflict in Darfur as part and parcel of the conflict in the Sudan. 7. Call upon the Government of the Sudan to negotiate a peaceful settlement with the armed resistance in Darfur. 8. Urge IGAD countries and partners to mediate negotiation of a peaceful settlement of the conflict in Darfur. 9. Call upon the UN Security Council to impose a complete arms embargo on the Government of Sudan and establish no-fly zones in Darfur to protect civilians from the aerial bombardment of the Government planes. 10. Bring pressure to bear on the Government of the Sudan and ensure (a) it commits itself to a negotiated peaceful settlement to the conflict in Sudan and (b) it negotiates peace with SLM, SPLM, JEM and Beja forces in good faith.
Mr. Prime Minister,
We believe that the urgent intervention by the Government of Canada will ensure this human tragedy is brought to an end. We remain hopeful that you will act in the best interest of peace, justice and freedom for all humankind in general and the suffering people of Darfur in particular.
Thank you very much.
