    Sudan: Massive abuses of human rights and international humanitarian law in Darfur


    As fighting and displacement of civilians intensifies in Darfur, western Sudan, Amnesty International is requesting all parties to the conflict to respect international human rights and humanitarian law at all times. Massive abuses of human rights in the region are documented in a new 43-page report entitled: Sudan: Darfur: "Too many people killed for no reason".

    In an attempt to end the escalating armed conflict in Darfur, Sudanese government forces and government-aligned militia (the "Janjawid") are threatening the lives, liberty and property of hundreds of thousands of civilians through indiscriminate bombings, killings, torture, including rape of women and girls, arrests, abductions and forced displacement.

    Since the start, in February 2003, of the conflict between the Darfur-based Sudan Liberation Movement/Army (SLM/A) and the government in Khartoum, hundreds of thousands have either been displaced within the region or sought refuge across the border in Chad.

    During a visit to the refugees in eastern Chad in November 2003, Amnesty International delegates recorded numerous testimonies from Sudanese refugees. They reported attacks on villages and towns by both government-aligned militia and government soldiers. The nature of the killings committed by government soldiers and by the Janjawid point to a pattern of extrajudicial executions and unlawful killings.

    "There is clear evidence of cooperation between government forces and government-aligned militia. The Sudanese government should cease all support and supplies to the Janjawid or establish a clear chain of command and control over them, including making them accountable for abuses of international humanitarian law," Amnesty International said.

    The Sudanese authorities have neither condemned the numerous cases of grave human rights abuses committed in Darfur, nor conducted transparent and impartial investigations into them.

    "By its silence in the face of abuses, the Sudanese government is condoning or encouraging further abuses. Government forces and its aligned militia must immediately end the targeting of civilians," Amnesty International said.

    Civilians seeking refuge internally or across the border in Chad have also been attacked. In Darfur, the humanitarian crisis is growing, as access to the displaced and the victims of the conflict remains very limited for humanitarian organizations, due to insecurity and government restrictions. Humanitarian assistance to the refugees in Chad is not only hampered by harsh living conditions and the remoteness of the region, but also by insecurity. On 29 January, bombs were dropped by the Sudanese government in the Chadian town of Tina, killing at least three civilians and wounding twelve others.

    Amnesty International is also calling on the government-opposed armed political groups the SLM/A and the Justice and Equality Movement (JEM), and on the government-aligned militia to respect at all times international humanitarian law binding on all parties to internal armed conflicts and to respect and protect the lives and livelihoods of civilians in all areas under their control.

    Amnesty International repeats its calls for urgent and unrestricted humanitarian access to Darfur, for human rights monitors to investigate attacks on civilians in the region and for an independent and impartial Commission of Inquiry into the complex human rights situation in the region. The organization is calling for the grave human rights abuses committed in the region to be addressed in any future peace negotiations on Darfur.

    اتهام القوات السودانية باستهداف المدنيين


    اتهمت منظمة العفو الدولية الحكومة السودانية بشن هجمات عشوائية على المدنيين في إقليم دارفور غربي البلاد.

    وقد أصدرت المنظمة تقريرا بعد أن أجرت لقاءات مع لاجئين فروا من الإقليم إلى تشاد المجاورة.

    وقالت المنظمة إن الحكومة السودانية شنت هجمات برية وجوية على القرى في المنطقة، كما دعت إلى إرسال مراقبين من منظمات حقوق الإنسان إلى هناك.

    وكان أكثر من 100 ألف سوداني قد فروا إلى تشاد منذ أن بدأ القتال في الإقليم قبل نحو عام مضى.

    وقد حذرت الأمم المتحدة ووكالات الإغاثة الدولية من تفاقم الأوضاع سريعا في غرب السودان.

    وتحدثت المنظمة إلى عائلات اللاجئين الذين تفرقوا في معسكرات الإيواء على طول الحدود.

    وقال بينيديكت جودريو، وهو أحد أعضاء الفريق التابع للمنظمة في السودان، إن شهادة اللاجئين تؤكد بما لا يدع مجالا للشك أن القوات الحكومية والميليشيا المعروفة باسم جانجاويد تعمدت استهدافهم.

    وأضاف جودريو أن جميع المدنيين أكدوا أن القوات الحكومية "حاصرت القرى وقتلت المدنيين وضربت النساء وأحرقت المنازل وسرقت الماشية."

    وكان مراسلون صحفيون على حدود تشاد قد شاهدوا الأسبوع الماضي طائرة حكومية تشن غارات بالقنابل، وهو ما وصفته منظمة العفو الدولية بانه "هجوم عشوائي".

    ودعت المنظمة إلى السماح لمراقبي منظمات حقوق الإنسان بالدخول إلى دارفور.

    وكانت الحكومة السودانية قد وصفت في وقت سابق الصراع في دارفور بأنه مشكلة أمنية محلية.

    غير أنه في حال استمرار تصاعد القتال في دارفور فإن ذلك سيهدد أي اتفاق سلام مع قوات المتمردين في جنوب البلاد.

    "دارفور : "عدد كبير من الأشخاص يُقتلون بلا سبب"

    ملخص رقم الوثيقة : AFR 54/008/2004

    "قُتل عدد كبير من الأشخاص بلا سبب". هذا ما قاله لاجئ سوداني لمندوبي منظمة العفو الدولية في شرق تشاد في نوفمبر/تشرين الثاني 2003، عندما سألوه لماذا هرب من دارفور.

    وبينما تحفل رسائل الإعلام العالمية بالأنباء المتعلقة بصفقة السلام الوشيكة التي تهدف إلى وضع حد للحرب الأهلية التي دارت رحاها طوال 20 عاماً في جنوب السودان، أخذ نزاع شرس يتكشف فصولاً بعيداً عن الأنظار في دارفور بغرب السودان. ولا ترد أنباء تذكر من دارفور المعزولة والمهمشة والمعرضة للجفاف، ليس فقط لأن أنظار المجتمع الدولي تتركز على محادثات السلام السودانية الجارية في كينيا، بل أيضاً لأن اضطراب الوضع الأمني والقيود الحكومية منعت أولئك الذين يبحثون عن معلومات حول حجم المأساة المتصاعدة من الدخول إلى المنطقة.

    وفي فبراير/شباط 2003، ظهرت جماعة سياسية مسلحة جديدة، تطلق على نفسها اسم حركة/جيش تحرير السودان وتضم بصورة رئيسية أبناء جماعات عرقية مستقرة وأخذت تهاجم القوات الحكومية. وفي 25 إبريل/نيسان، هاجم جيش تحرير السودان مطار مدينة الفاشر، عاصمة ولاية دافور الشمالية، وقتل حوالي 70 جندياً حكومياً ودمر طائرات. وأعلن جيش تحرير السودان أن الهجمات جاءت احتجاجاً على ما يراه تقاعساً من جانب الحكومة عن حماية القرويين من الهجمات التي تشنها جماعات البدو الرحل وعلى التخلف والتهميش اللذين تعاني منهما المنطقة. ومنذ ذلك الحين، ابتليت المنطقة بآفة القتال، وظهرت جماعة سياسية مسلحة أخرى في دارفور تدعى حركة العدالة والمساواة، ترفع مطالب تشبه بصورة عامة تلك التي يرفعها جيش تحرير السودان.

    وقد وقعت أغلبية الإصابات بدارفور في صفوف المدنيين. وبلغ حجم الدمار الذي لحق بالأرواح والأرزاق في دارفور منذ بدء النـزاع مستوى مخيفاً : ففي غضون بضعة أشهر، لقي المئات، إن لم يكن الآلاف من المدنيين مصرعهم في هجمات شنت بصورة متعمدة أو بلا تمييز. وهُجِّر مئات الآلاف داخل المنطقة جراء الهجمات، والتجأ مئات الآلاف إلى تشاد. ونشأ نتيجة لذلك وضع إنساني مأساوي، بحيث إنه إذا لم يتم اتخاذ تدابير حقيقية الآن، يمكن أن يتحول إلى كارثة كبرى. وفي 9 ديسمبر/كانون الأول، صرَّح الأمين العام للأمم المتحدة كوفي عنان أنه "يشعر بالذعر إزاء التدهور السريع للوضع الإنساني في منطقة دارفور بالسودان، وإزاء الأنباء التي تتحدث عن وقوع انتهاكات واسعة النطاق ضد المدنيين، بما في ذلك عمليات القتل والاغتصاب وإحراق قرى بأكملها ونهبها". وأعرب عن قلقه من أن اضطراب الوضع الأمني "يعرقل بشدة أيضاً جهود المعونة الإنسانية، لأن عمال الإغاثة لا يستطيعون الوصول إلى العديد من المدنيين البالغ عددهم مليون نسمة والذين تضرروا من النـزاع". وقد اشتدت حدة القتال منذ ديسمبر/كانون الثاني 2003، وخلق ذلك موجة جديدة من اللاجئين في يناير/كانون الثاني 2004. وفي 23 يناير/كانون الثاني، قالت المفوضية العليا لشؤون اللاجئين التابعة للأمم المتحدة إن 18000 لاجئ آخر عبروا الحدود إلى تشاد كما ورد.

    وفي نوفمبر/تشرين الثاني 2003، توجه مندوبو منظمة العفو الدولية إلى شرق تشاد للقاء الضحايا السودانيين للنـزاع الدائر في دارفور والذين بحثوا عن ملاذ آمن عبر الحدود. وتتضمن هذه الوثيقة بعض النتائج التي توصلت إليها بعثة منظمة العفو الدولية إلى تشاد، فضلاً عن المعلومات التي جُمعت على مدى الأشهر القليلة الماضية حول النـزاع. وتصف الانتهاكات الجسيمة للقانون الدولي لحقوق الإنسان والقانون الإنساني الدولي التي ارتُكبت ضد المدنيين طوال العام 2003 على يد القوات الحكومية والميليشيات المتحالفة معها في دارفور من دون أن ينال مرتكبوها عقابهم، وتقاعس الحكومة السودانية عن حماية أرواح سكانها المدنيين.

    وتقع المسؤولية ا لرئيسية عن الانتهاكات الجسيمة لحقوق الإنسان التي ارتُكبت ضد المدنيين على عاتق الحكومة السودانية والميليشيا المتحالفة معها. فقد قصفت الحكومة بلا تمييز المدن والقرى التي يقطنها المدنيون والتي يُشتبه في أنها تؤوي أعضاء المعارضة المسلحة أو تتعاطف معهم، وقتلت بصورة غير قانونية العديد من غير المقاتلين. لكن يبدو أن الجهة الرئيسية التي ترتكب أعمال العنف ضد المدنيين وتدمر الأهداف المدنية في دارفور هي ميليشيا متحالفة مع الجيش الحكومي وتحظى بدعمه تُعرف "بالميليشيا العربية" أو "الجنجاويد"(الخيالة المسلحون). وقتل الجنجاويد المدنيين أو عذبوهم أو قبضوا عليهم أو اعتقلوهم بصورة تعسفية، بينما أحرقوا المنازل، لا بل إنهم أحرقوا قرى بأكملها، كما أحرقوا المحاصيل أو سرقوها أو دمروها وسرقوا الماشية. وفي هذه الأثناء، يبدو أن الجماعات السياسية المسلحة تقاعست عن اتخاذ تدابير لحماية المدنيين، مثل عدم وضع أهداف عسكرية على مقربة من مناطق مكتظة بالسكان. وقد بات المدنيون أسرى للوضع القائم في دارفور.

    ويتضمن هذا التقرير توصيات يمكن أن تحسن الوضع في دارفور وتُجنب المدنيين مزيداً من عمليات القتل غير القانونية. وبوجه خاص، تدعو منظمة العفو الدولية إلى السماح بدخول المساعدات الإنسانية إلى المنطقة على الفور ومن دون قيود، وإلى وضع حد فوري لاستهداف المدنيين من جانب جميع أطراف النـزاع في دارفور. كما تدعو الحكومة السودانية إلى التوقف عن تقديم كافة أشكال الدعم والمؤن إلى الجنجاويد أو إلى وضع تسلسل واضح للقيادة والإشراف عليهم وإخضاعهم للمساءلة بموجب القانون الإنساني الدولي. وتكرر منظمة العفو الدولية دعوتها لإرسال مراقبين لحقوق الإنسان للتحقيق في الهجمات العديدة وواسعة النطاق التي يتعرض لها المدنيون في دارفور وإلى تشكيل لجنة تحقيق دولية ومستقلة وحيادية في الأوضاع المتدهورة لحقوق الإنسان في دارفور.

    Many greetings and I hope all is well. Yes it has been such a long time and hope to see you and the others soon.

    About the CIHRS workshop, it was about Constitutional Arrangements, and constitutionalism in Sudan and obviously the issue of Darfur and current situation did come up and was raised several times but was discussed, at the end of the day, in the context of constitutional developments.

    Fur tribe members arrested in Khartoum and Zalingy



    On Friday, 31 January 2004, the National Security Agency (NSA) arrested
    six
    persons belonging to the Fur tribe in Khartoum and Zalingy, their
    details
    are as follows:



    1.. Dafa'allah Abdullah Suleiman, employee at the Agricultural bank
    in
    Khartoum, arrested in Khartoum
    2.. Abubakr Sharaf Al Din, high ranking Police Officer, arrested in
    Khartoum
    3.. Ahmed Hassan, employee at Bank of Khartoum, arrested in Zalingy
    4.. Ahmed Al Tahir Ahmed Shata, arrested in Zalingy
    5.. Tariq Abu Al Gasim Saif Aldin, graduate from the University of
    Sudan,
    arrested in Khartoum
    6.. Mohamed Abu Al Gasim Saif Aldin, final year student at the
    University
    of Sudan, arrested in Khartoum


    The latter two, Tariq and Mohamed Abu Al Gasim Saif Aldin, who are
    brothers,
    were released on 3rd February 2004. They were questioned about their
    sister,
    Eman, recent wedding to the rebel leader of the Sudan Liberation Army
    (SLA),
    Abd Al Wahid Mohamed Ahmed Al Nur. The other detainees were suspected
    of
    supporting the SLA.



    National security officers and the military intelligence in Darfur are
    reported to have systematically used torture and ill-treatment against
    suspected members and supporters of the SLA. Detainees have reported
    being
    held in appalling, overcrowded conditions at security detention
    centres,
    with very poor food and no access to their families or their lawyers.



    Background



    The situation in Darfur continues to deteriorate; approximately 670,000
    people have been displaced within the region and up to 95, 000 persons
    took
    refugee in neighbouring Chad and many killed due to the ongoing
    fighting in
    the region.



    Unfortunately, the failure of the peace negotiations in December 2003
    between the GoS and the SLA in N'djamena, Chad, has led to the
    continuation
    of the conflict in Darfur and the rapid deterioration of the
    humanitarian
    situation in the region



    All parties involved in the conflict; including government sponsored
    militias and the Justice and Equality Movement (JEM), have resumed
    fighting.
    Also, the new wave of arbitrary arrests can be seen as a response to
    the
    failure in resolving the conflict.



    Due to the GoS imposing severe restrictions on humanitarian relief
    organisations the refugees are being placed in extreme danger. The GoS
    has
    also restricted the media from reporting on the conflict from within
    Darfur.



    SOAT condemns the arbitrary arrest of the above persons and urges the
    Government of Sudan to:



    1.. Take all necessary measures to ensure the physical and
    psychological
    integrity of the prisoners.


    2.. Order the immediate release of all the prisoners in the absence
    of
    valid legal charges, or if legitimate charges exist, bring them before
    an
    impartial tribunal and guarantee procedural rights at all times.


    3.. Ensure that all the prisoners have access to legal advice


    4.. Guarantee the respect of human rights and fundamental freedoms,
    including freedom of association throughout Sudan in accordance with
    national laws and international human rights standards.

    Al-Tayeb Ali Ahmad was sentenced to death on or about 28 January, after an unfair trial where he had no legal representation. He has until 9 February to appeal.

    He was convicted of opposing the government by using violence, and being a member of terrorist and criminal groups, by a Special Court in Al-Fasher. Two other men tried with him were sentenced to prison terms.

    He was accused of participating in the rebellion in Darfur, in western Sudan, and taking part in attacks by the Sudan Liberation Army (SLA) in the towns of Tina and Al-Fasher. According to press reports the court said it was proved that he took part in an attack on Al-Fasher Airport in April 2003, when some 70 government soldiers were killed and military planes were destroyed. Others arrested in May 2003, reportedly in connection with the same attack, were released with other political detainees during prisoner releases which accompanied a short-lived ceasefire in September.

    BACKGROUND INFORMATION
    Over the past few years there has been an increase of armed conflict and banditry in Darfur encouraged by the proliferation of small arms. Armed militias allied to the government have attacked villages, killed people and looted cattle and crops. Among the measures used by the Sudanese government to respond to the increasing violence was the introduction of special courts to deal with offences involving killings, armed robbery, rebellion and possession of firearms. These courts pass heavy sentences, including the death penalty, in summary trials where the rights of defence, including the right to legal representation, are not respected.

    RECOMMENDED ACTION: Please send appeals to arrive as quickly as possible, in English, Arabic or your own language:
    - acknowledging that the authorities have a right to try those accused of violent crimes, but stating that they must do so in accordance with international standards for fair trial;
    - urging the authorities to abolish the use of special courts in Darfur and to ensure that all trials are conducted according to international standards for fair trial, with a proper appeal process;
    - stating your opposition to the death penalty, which is a violation of the right to life and which has never been shown to have a unique deterrent effect.

    Background

    Darfur situated in western Sudan, and for its 6 million people (a fifth of the Sudan population) living in region, geographically isolated and neglected by central government in Khartoum, had been adversely affected by conflicts since the early 1980s. The relatively peaceful equilibrium between its ethnic groups has been destroyed by environmental degradation - the spread of the desert and the effects of the Sahel drought - coupled with the divide-and-rule tactics of central government and the influx of modern weaponry.

    Darfur was an independent sultanate until 1916, when it was the last region to be incorporated into the Anglo-Egyptian Sudan. The Arabic word Dar roughly means homeland, and its population of nearly 6 million is divided into several Dars; not only of the Fur people, as its name suggests, but also of several other communities, determined by livelihood as much as ethnicity. These ecological and social distinctions are more meaningful than the administrative divisions imposed by the central government.
    Starting in February 2003 two rebel groups rose against the Government of Khartoum in the region of Darfur, accusing the government of failing to protect the African population from the continuous attacks by Arab militia (known as Janjaweed). According to the UN, since the start of the conflict in Darfur, at least 7-thousand people have been killed and the internally displaced are estimated to be around a million.

    According to Amnesty International last report “There is compelling evidence that the Sudanese government is largely responsible for the human rights and humanitarian crisis in Darfur in the western Sudan”
    "At the very least the Sudanese government has totally failed in its obligation to protect its own people," said Amnesty International. "The testimonies of scores of refugees describing attacks on rural communities by militias which included members of the armed forces or other security forces has led us to the bleak conclusion that at least some elements in the army are encouraging this devastation."

    Since April some 500,000 refugees fleeing from the attack by (Al-Janjaweed), have flooded into towns in Darfur with little capacity to cope with the crisis. Within Darfur itself, the rural areas are reported to be devastated. Thousands of refugees have crossed the border to Chad.
    After the collapse of the last peace talk between the government and the rebel in December 2003, the government mounted intensive military attack using aircraft to bombs indiscriminately killing innocent civilians.

    What they Say?

    "There are no international mobilizations. It's a scandal," said Peter Casaer, from Medicine San Frontier.

    The UNHCR spoke of the region's "forgotten emergency."

    Dear Anwar Ahmed,

    I Think that the current Government of Sudan should take its hands off the civilians and villages in Darfur, and yes it would have been better if there was genuine just peace in the area (and in other areas of Sudan) but the oppression and marginalisation has led some (organised in the SLA) to wage armed struggle as a means for political change and we cannot deny them the right to resistance.
    Let us hope that the causes of this conflict are tackled in a way that would put an end to war.

    فعلا هناك الكثير العملى الذى يجب ان نقوم به و منه ما تقوم به من جهد مقدر من خلال

    اعتقد ان المجال كبير و قد يبدأ بتوقيع فى
    Petition
    ضد ما تقوم به الحكومة حاليا، و بالتأكيد لا ينتهى بدعم حركة تحرير السودان (سياسيا و معنويا و عسكريا) الخ.
    اعتقد ان من الاولويات الان محاولة توفير مواد الاغاثة اللازمة لتصل لأهالى المنطقة و من هم/ن فى معسكرات اللاجئين بدول الجوار. و اخيرا اود ان اهنئك على الصورة فى البروفايل الخاص بك، هل رأيت كم هن قويات و شامخات هؤلاء النسوة رغم قسوة الحرب و التشريد؟

    Sudan: International community must act now to guarantee the
    protection
    of civilians


    Amnesty International is reiterating its call for international
    monitors
    with a clear human rights component to be sent to Darfur immediately.

    In spite of the Sudanese presidency’s recent statement that
    "military
    operations in Darfur (western Sudan) have ended" Amnesty
    International
    continues to receive details of horrifying attacks against civilians
    in
    villages by government warplanes, soldiers and government-aligned
    militia.

    "President Omar Hassan al-Bashir stated last week that
    humanitarian
    access to Darfur, western Sudan, is now authorized and will improve.
    But
    our reports from Darfur show that respect for international
    humanitarian
    law, which would create the conditions for independent and impartial
    humanitarian assessment and assistance, is not observed" Amnesty
    International said.

    Information received by Amnesty International also details
    attacks on
    and #####ng of civilian property by armed political opposition groups
    (the Sudan Liberation Army - SLA, and the Justice and Equality
    Movement ,
    JEM) fighting the Sudanese government in the region.

    "Until there are firm guarantees by all parties to the war in
    Darfur
    to put an end to attacks on civilians, there will be no effective
    improvement to the humanitarian situation of civilians," Amnesty
    International said. "Given the competing claims by the Sudanese
    government and armed political opposition groups on the real
    situation of
    civilians in Darfur, it is crucial that independent and impartial
    human
    rights monitors are given access to the area and enabled to
    investigate
    and report on gross abuses of international humanitarian and human
    rights
    law."

    "Those who have committed or ordered gross human rights abuses
    such
    as the killing of civilians, abductions and the destruction of
    property
    must be held accountable," said Amnesty International. On 3 February,
    Amnesty International called in a report for perpetrators of gross
    abuses
    in Darfur to be made accountable.

    Reported abuses of international humanitarian law
    Around 11 February, five villages, Shattaya, Derlewiya, Magara,
    Kaleik
    and Romalya, situated south of the town of Kass, in South Darfur,
    were
    reportedly attacked by the "Janjawid" militias aligned with the
    Sudanese
    government. Between 68 and 80 civilians were said to have been killed
    in
    these attacks. Last week some 30 girls were allegedly abducted by
    government soldiers in an attack on the area of Mukjar, in West
    Darfur
    State.

    Between 10 and 12 February, 11 towns and villages, situated
    between
    Habila and Mornay in West Darfur - the names of the villages are
    Habila
    Karainik, Karainik, Moqarni, Mornay, Gurnyu, Mejmeri, Effendi, Urbi,
    Liri, Kastara and Nuri -were reportedly bombed by the Sudanese Air
    Force
    in what appeared to be indiscriminate attacks.The Janjawid reportedly
    killed civilians who were fleeing from Habila Karainik to Habila,
    including Mohamed Ismail, Imam of the mosque and Mubarak al-Nur.
    Those
    displaced by the bombing have reportedly taken refuge in the larger
    towns
    in the area such as Mornay, Habila, Magornay, Karainik, which are now
    said to be surrounded by Janjawid militias.

    Darfur’s armed political groups fighting against the government
    were
    also alleged to have attacked a hospital in the region, killing some
    patients, and engaged in #####ng of civilian property. On 13
    February,
    the rebel groups reportedly attacked Sellya'a and Yasin villages in
    southern Darfur. They allegedly kidnapped two policemen and stole
    money
    in the attacks.

    "We are calling on the government to demonstrate its commitment
    to
    protect civilians in Darfur by immediately suspending and bringing to
    justice all members of its armed forces, including government-aligned
    Janjawid militia, suspected of having participated in human rights
    abuses
    in the region," Amnesty International stressed.

    "The SLA and the JEM should commit themselves to respect
    international humanitarian law, to ensure that no civilian is the
    subject
    of unlawful attack, and to give unhindered access to human rights
    monitors who can investigate and report on allegations of abuses by
    their
    forces," the organization urged

    Humanitarian access to the region
    On 11 February, after intense fighting and aerial bombardments in
    North
    Darfur, Sudanese President Omar Hassan al-Bashir announced a military
    victory - denied by armed political groups- and a "unilateral
    humanitarian access" in Darfur. He gave those fighting the government
    a
    month to give up their arms after which they could be given an
    amnesty.
    He also promised humanitarian organizations access to Al-Fasher,
    Kutum,
    Umbaru, Kornoi, Al-Tina, Jeneina, Zalingei, Mornay, Kolbus and the
    whole
    of Southern Darfur State. Last week international humanitarian
    experts
    and representatives of foreign embassies in Sudan were allowed to
    visit
    the region. Relief organizations have been able to bring food to
    Kutum,
    and consequently tens of thousands of internally displaced have
    reportedly flocked into the town.

    "These steps are to be welcomed. However, humanitarian
    organizations
    must be able to reach those in need wherever they are, including in
    rural
    areas or areas where armed groups may operate", said Amnesty
    International.

    The Sudanese government must also guarantee that humanitarian
    access
    will be free of political interference.

    "Outside observers must be allowed to talk freely to people in
    Darfur, including the victims of this war, many of whom camp around
    the
    major towns in Darfur and continue to be denied proper protection.
    The
    government must also ensure that those who talk about human rights
    abuses
    are free do so without fear of reprisal," Amnesty International
    urged.

    Today, peace talks to resolve the 20-year-old civil war in
    southern
    Sudan resume in Naivasha, Kenya. Darfur is not covered by these
    talks.
