September 9th Rally at the White House "Two Years Too Many: Break the Deadlock on Darfur"
    August 25, 2006

Join us for a powerful event in front of the White House in Washington, DC or in Austin, TX on September 9th.

The humanitarian crisis and outright violence in Darfur have reached a crescendo that demands an international response – but that response is at risk without strong voices like yours speaking out for justice. The recent developments in Darfur, and the introduction of a draft resolution in the United Nations means that it is only more important that we escalate our pressure on the Bush Administration to ensure that it continues to work for international protection for Darfur.

Please join us on September 9th, the two-year anniversary of the Bush Administration's declaration of genocide in Darfur. You can join us for a rally in Austin, TX or a rally and act of non-violent civil disobedience in
Washington, DC. You can participate in "Two Years Too Many: Break the Deadlock on Darfur" in either city without risking arrest, but if you would like to risk arrest in DC, as people have done over the decades to influence change, please contact us to sign up.

On this second anniversary we will call on President Bush to take every step necessary to stop the genocide in Darfur and some will demonstrate the urgency of the crisis and our commitment to seeing a resolution by risking arrest.

    Join us!

    September 9th, 2006

12:00 noon (Gathering at 11:45 AM)

Lafayette Park In front of the White House

The closest cross streets are 16th and H St., NW, Washington DC.

During genocide, every moment counts. As the Sudanese Government amasses 20,000 troops in North Darfur, time has run out. To stop this genocide, there must be an urgent international humanitarian intervention in Darfur with a mandate to protect people, not just observe the violence. The United States has taken the first step by introducing a resolution at the United Nations, but a draft resolution does nothing for the people in Darfur if it is not passed and relief is not provided. The U.S. has a unique capacity and clear obligation to finish what it has started and use its unique leverage to break the deadlock on Darfur. The U.S. must take immediate action and negotiate with all stakeholders to ensure passage of the UN resolution and urgent deployment of at least 20,000 peacekeepers and security personnel to Darfur, with a mandate to protect. The U.S. also must work with the international community to find new resources to support the African Union as this transition takes place. Considering the powerful role that U.S. leadership can play in Darfur, American citizens have a unique power to protect.

You have the power to protect. Your voice can move this nation. Will you join us?

    PROGRAM & SPEAKERS
There will be a lively and engaging program that will involve speakers and musical entertainment. Join us early at 11:45 AM. The event will start promptly at 12:00 noon and the speakers will conclude by 1:00pm. The program will include an update on the on-going genocide in Darfur and the global response to the crisis, and calls to action urging urgent U.S. action to stop genocide in Darfur. After the speakers conclude the rally portion of this event, some of the participants will walk across the street from the park to the White House sidewalk and risk arrest. During the process of the non-violent civil disobedience, those that are not taking part are invited to stay in the park in solidarity. There will be chanting, music and spoken word. Africa Action will invite those that choose not to engage in the civil disobedience to mark with red handprints a large tarp, putting forward your witness to the urgent need to stop the genocide in Darfur. The process of arresting those engaged in civil disobedience can take some time. Depending on the number of people, it could take between 1-3 hours. More details on the act of civil disobedice are below.
Initial list of featured speakers at the rally will include:

    Fatima Haroun
(Darfurian Woman that Advocates for the Victims, & Representative of the Darfur Rehabilitation Project and Darfur Alert Coalition)

Members of the Congressional Black Caucus

    Bishop Charles E. Blake*
(Senior Pastor, West Angeles Church of God in Christ and Founder, Save Africa’s Children)

The Nonviolent Act of Civil Disobedience
Non-violent civil disobedience, the act of breaking an unjust law to create change, is a tactic that has been used throughout Africa Action’s 50-year history. Civil disobedience has played an important role in the most successful social and political movements including women’s suffrage, civil rights, anti-war, anti-apartheid and many others. Martin Luther King Jr., Gandhi, Nelson Mandela and many others engaged in non-violent civil disobedience to successfully raise awareness of injustice and leverage power to make change.

The on-going genocide in Darfur and the resistance on the part of the Bush Administration to take sufficient action to achieve an international peacekeeping force to stop the violence and protect the people compels Africa Action to engage this tactic once again for the purpose of demonstrating our commitment to the issue and escalating the pressure on the decision-makers to take action. By risking arrest we send the message that we care deeply enough about this issue that we are willing to make a personal sacrifice and a public witness. We also make clear the urgency of the genocide in Darfur and our desire that the Bush Administration take action immediately to break the deadlock on Darfur.

Africa Action has a deep commitment to non-violence and asks that those that join us in acts of civil disobedience commit themselves to be non-violent in their actions and in their words. Our commitment to non-violence means that we will not resist arrest, we will not threaten violence in our words, signs, or actions, and we will not take any action that could be perceived as violent against any other person or ourselves.

At 1:00 PM those that have agreed in advance to take part in the act of nonviolent civil disobedience will silently cross the street from Lafayette Park and go to the White House sidewalk, carrying signs. They will sit or lie down on the sidewalk to demonstrate the urgency of the genocide in Darfur and the need for the United States to increase it’s engagement with the international community in order to protect the people of Darfur. It is illegal to be stationary on the White House sidewalk with a sign, so participants will be warned three times and then arrested and charged with a misdemeanor. The misdemeanor will be expunged from the participant’s record in six months. We expect everyone who participates to be released on the same day, and for the process of the arrest on the White House sidewalk to take 1-3 hours.

Anyone who stays in Lafayette Park will not be arrested. We ask that no one decide at the last minute to be arrested, and no one should cross the police line once it has been established. We also ask that no one touch the White House fence and that all people who choose to be arrested contact us first, be 18 or older, a citizen of the United States and be carrying a valid form of identification. If you would like to participate but cannot afford the $75 fine, please let us know. Some scholarships are available.

For the full details of this section of the program, and to understand Africa Action’s decision to host an act of nonviolent civil disobedience, the history of nonviolent direct action, the full scenario, the risks and consequences of an arrest, and for the rules to take part, please click here.

For a complete non-violent civil disobedience guide, that includes sections on the history of nonviolent action, legal issues of risking arrest including what happens in an arrest and your decisions, please see ACT UP’s Civil Disobedience Training.

    What to Bring
Wear your Africa Action Darfur T-shirt! “A Tale of Two Genocides” T-shirts are available. Contact us at [email protected] with the subject line “T-shirt” and we will send you one, or you can get one on the day for as long as they last.

Bring lots of water! Feel free to bring your lunch and a chair or blanket to sit on.

If it is sunny, bring a hat, sunglasses and sunscreen and wear casual, comfortable and cool clothing. Lafayette Park has some trees but we will be mostly out in the direct sun.

If it is rainy, bring an umbrella and rain gear. We will continue, rain or shine.

Feel free to bring signs or messages for President Bush and noise makers to be used at appropriate times in the rally.

For those that are not participating in the civil disobedience, we will invite you to put your hands in red paint and put your handprint on a large tarp, as a sign of witness to the genocide and to send the message of the urgency of escalating U.S. action on this crisis. If you think you might take part in this activity, wear appropriate clothing.

If you are participating in the nonviolent civil disobedience, be sure to have alerted the Africa Action staff so that we can prepare you properly. You will want to leave everything at home or with someone who is not risking arrest. Wear comfortable clothing and bring only your valid form of identification. Do NOT bring or wear jewelry, your watch, belts, shoelaces, etc. The more you have with you, the longer it will take to process you. Since we hope to have a large number of people getting arrested, any extra items could mean the difference between getting processed by the end of the day or spending the night in jail. Please keep that in mind and bring ONLY your identification card.

    Directions to Lafayette Park
The BEST way to get to the White House is on the Metro!

The closest metro station is McPherson’s Square, which is on the Orange and Blue lines. Exit toward the White House. You will see the park in one block.
