UNICEF and the Rift Valley Institute are pleased to announce the launch of the Sudan Open Archive (http://www.sudanarchive.net, an expanding open-access digital library for Sudan. The Archive will be launched at the UN Humanitarian Information Network Africa Workshop in Nairobi on 30 May 2006. The first phase of the Archive has involved the digitization of around five hundred documents drawn from the records of Operation Lifeline Sudan, stored by UNICEF in Nairobi and Lokichokio. High-specification scanners were used in situ to convert these paper documents - some in a fragile state - into digital files.
This first tranche of content will be followed in June 2006 by the incorporation of two further collections: one of material on environmental issues (funded by UNEP, the UN Environment Programme), and one of records of local peace processes in North and South Sudan. Future additions will include grammars and dictionaries of Sudanese languages, cultural material, documents in Arabic, and maps. The Archive is a project of the Rift Valley Institute, a Kenya and UK-based organization, with support from UNICEF and other agencies. It is constructed using Greenstone open-source digital library software, customised and developed for the Archive by DL Consulting of Waikato, New Zealand (http://www.dlconsulting.co.nz. The advisors on the project include noted Sudanese academics and other regional specialists. The Southern Sudan Centre for Census, Statistics and Evaluation has been involved on behalf of the Government of Southern Sudan. The Archive is available on the web and as a free-standing disk-based application. It will be distributed in Sudan in CD or DVD format. Documents are word-searchable across the entire Archive and downloadable as PDF files. There have been favourable reactions from users of the beta version of the Archive. Comments include: "A very helpful site indeed", "Elegant and easy to use", "Full of interesting and surprising documents".
The Archive covers all aspects and all regions of Sudan. In its initial version it comprises technical reports on aid and development, day-to-day records such as radio messages and situation reports, and personal accounts by aid workers and researchers. There are also a number of documents of special political or economic significance.
Most of these have previously been unavailable in digital form. They include Operation Lifeline Sudan: A Review (1996), An Introduction to the Food Economies of Southern Sudan (199, The Southern Sudan Vulnerability Study (1999 edition), The Jonglei Field Officers Handbook (199 and Towards a Baseline: Best Estimates of Social Indicators for Southern Sudan (2004).
Also included are the official, signed texts of more recent documents such as The Comprehensive Peace Agreement (2005) and the Report of the Abyei Boundaries Commission (2005, with maps). In addition to written material, the Archive also contains still images and video sequences. The Archive is part of a wider programme under development by the Rift Valley Institute designed to link local knowledge to global information systems. Related projects include the annual RVI Sudan Course (an intensive in-country training course held in Rumbek, South Sudan in May) and a guide to Sudan Internet Resources.
