Denouncing corrupt practices in diplomacy
For many years, the Iowa Forum for Peace and Democracy (IFPD) have been following the role played by the African Union High-level Implementation Panel (AUHIP) in mediating negotiations between the Sudanese Opposition Forces (SOF) and the Government of Sudan. The last meeting held in Addis Ababa in March 2016 was scheduled by the AUHIP in order to agree upon and sign a road map put forward by the Commission.
As an organization which sponsors peace and democratic transformation in the Sudan, the IFPC strongly condemns the African Commission, represented by its President, Thabo Mbeki, for their role in forcing the SOF to sign the roadmap presented by his commission. IFPD was astonished to know that a time limit has been imposed by the President of the African Union Organization (AUO) on the SOF to sign the road map after it was rejected by the SOF. As is standard in negotiations, when the parties fail to reach an agreement, the parties are allowed to go back to their constituencies, discuss the terms, and return to the table for new negotiations, offering new proposals. The role of mediators in negotiations is to accept the proposals of the negotiating parties. Mediators should not impose pressure on one party in the negotiations at the expense of the other.
IFPD has reason to believe that the AUHIP, represented by its President, Thabo Mbeki, and the President of the AUO, joined hands to impose the proposals of the corrupt government of the Sudan on the SOF. Morally, this attitude is not acceptable and is considered a means of implementing corrupt diplomatic practices.
IFPD urges international organizations, civic societies and democratic governments to condemn the attitude of the AUHIP its President, Thabo Mbeki, and the President of the AUO for their failure to practice impartiality and objectivity by siding with a corrupt government. Further, the IFPD calls on SOF to unify their forces and take positions which impose their will to achieve peace and effective democratic transformation in the Sudan.
