في بيان أصدره: الاتحاد الأوروبي: الانتخابات السودانية تقوم في بيئة غير مواتية.. بالنيابة عن الثمانية وعشرون دولة اوروبية وبموافقتهم اصدرت السيدة فريدريكا موغريني، الممثل الاعلى للسياسة الخارجية والشؤون الامنية بالاتحاد الاوروبي بيانا انتقدت فيه قيام الانتخابات في السودان في بيئة غير مواتية وقالت:
“أن الفشل في بدء حوار وطني حقيقي بعد عام واحد من إعلان حكومة السودان هو انتكاسة لرفاهية الشعب السوداني.”
“أن توصيات الاتحاد الاوروبي لعام 2014 الصادرة من وزراء خارجية دول الاتحاد الاوروبي دعا الاتحاد الأوروبي فيها لإيجاد حل شامل للصراعات في السودان من خلال عملية سياسية شاملة من شأنها توفير السلام والرخاء للسودان.”
“أن الاتحاد الأوروبي يؤكد على مواقفه. واصابته بخيبة الأمل لكون حكومة السودان تفقد الفرص من خلال عدم الاستجابة لجهود الاتحاد الأفريقي لجلب جميع أصحاب المصلحة معا.”
واضافت الدبلوماسية الإيطالية “إننا نشيد بهؤلاء الممثلين من الجماعات المسلحة، والمعارضة السياسية والمجتمع المدني السوداني الذين كانوا موجودين في أديس أبابا، وعلى استعداد للمشاركة.”
“انه وبتجاوز الحوار، واستبعاد بعض الجماعات المدنية وانتهاك الحقوق السياسية فأن الانتخابات المقبلة لا يمكن أن تنتج مع نتيجة شرعية ذات مصداقية في جميع أنحاء البلاد.”
” إن شعب السودان يستحق أفضل.”
“نحن اخترنا عدم المشاركة بالتالي في دعم هذه الانتخابات”.
“أن الاتحاد الأوروبي سيواصل بذل الجهود لدعم اللجنة رفيعة المستوى للاتحاد الأفريقي فضلا عن الجهود الأخرى الرامية إلى إحلال السلام إلى السودان “.
خلفية
فريدريكا موغريني هي أعلى شخصية دبلوماسية في الاتحاد الاوروبي وهي نائب رئيس المفوضية الأوروبية والممثلة العليا للشؤون الخارجية وشؤون الأمن. وتعد تصريحاتها الصحفية بموافقة ونيابة عن الدول الثمانية والعشرين عضوا في الاتحاد الأوروبي.
لقد تولت الدبلوماسية الايطالية منصبها في الاتحاد الاوروبي منذ 1 نوفمبر 2014.وكانت فريدريكا موغريني تتولى منصب وزيرة خارجية ايطاليا من 21 فبراير 2014 حتى 31 أكتوبر 2014. وهي عضو في الحزب الديمقراطي الإيطالي وحزب الاشتراكيين الأوروبيين.
DECLARATION BY THE HIGH REPRESENTATIVE ON BEHALF OF THE EUROPEAN UNION ON THE LACK OF A CONDUCIVE ENVIRONMENT FOR THE UPCOMING ELECTIONS IN SUDAN

On behalf of the twenty eight member states of the European Union, Federica Mogherini, the European Union high representative of Foreign Affairs and Security Affairs and Vice president of the Commission issued the following statement:
“The failure to initiate a genuine national dialogue one year after it was announced by the Government of Sudan is a setback for the welfare of the people of Sudan.
In its conclusions of October 2014, the EU called for a comprehensive solution to Sudan’s conflicts and that this should lead to an inclusive political process that would provide peace and prosperity for Sudan.
The EU reiterates this view and is disappointed that the Government of Sudan is missing the opportunity by not responding to the efforts by the African Union to bring all stakeholders together.
We commend those representatives from armed groups, political opposition and civil society who were present in Addis, ready to engage.
When dialogue is bypassed, some groups are excluded and civil and political rights are infringed, the upcoming elections cannot produce a credible result with legitimacy throughout the country.
The people of Sudan deserve better. We therefore chose not to engage in support of these elections.
The EU continues to support the efforts of the African Union high level panel as well as other efforts to bring peace to Sudan.”

Federica Mogherini is the highest diplomat in the European Commission. She is the Vice president of the European Commission and the high representative of Foreign Affairs and Security Affairs.

The Italian diplomat took office since 1 November 2014.Mogherini was Italy’s Minister for Foreign Affairs and International Cooperation from 21 February 2014 until 31 October 2014. She is a member of the Italian Democratic Party and the Party of European Socialists.
