Carter Center Calls for Calm as Parties Await Electoral Results
International Election Observation Mission - Sudan South Kordofan Gubernatorial and State Legislative Elections, May 2011
The Carter Center urges calm during the aggregation of results for the South Kordofan gubernatorial and legislative elections. The Carter Center calls on all contesting parties and candidates to continue to observe the results aggregation peacefully, to ask their supporters to remain calm and to seek recourse to potential electoral disputes through established legal channels.
The announcement of results, which was scheduled for May 9, has been delayed due to the ongoing aggregation of polling data. The process is being closely watched by the agents of the contesting parties and candidates and must be allowed to be completed before results are announced. It is critical that all stakeholders, including the Government of Sudan, Government of Southern Sudan, state authorities, political parties, and civil society, work together to diminish tensions in South Kordofan and respect a peaceful electoral process that reflects the will of the voters.
The South Kordofan elections represent the final stage in the electoral process as stipulated in the Comprehensive Peace Agreement (CPA) in 2005. The polls represent an important opportunity for citizens to elect representatives who will play a key role in the state's upcoming popular consultations, a CPA-mandated process intended to gather the views of the state's citizens on whether the peace agreement has met their aspirations.
Background on Carter Center mission The Carter Center has been observing the electoral process in Sudan since August 2009. The primary objective of the mission in South Kordofan is to provide an impartial assessment of the overall quality of the electoral process based on Sudan's international treaty obligations and national legal framework. The Center's observation mission is conducted in accordance with the Declaration of Principles for International Election Observation and Code of Conduct that was adopted at the United Nations in 2005. The Center will issue a report on its findings after the announcement of preliminary results.
