25/10/2010م (سونا) اكد الأستاذ على عثمان محمد طه نائب رئيس الجمهورية أن الاستفتاء لا يعنى نهاية الدنيا وأننا بعد التاسع من يناير القادم (موعد الاستفتاء) سيكون حالنا أفضل مما هو عليه الآنووجه طه خلال كلمته أمام دورة الانعقاد الثانية لمجلس تشريعي ولاية الخرطوم إنتقادا واضحا للذين يطلقون التصريحات التى تثير الفتن وسط المواطنين قائلاً " لو دروا أن تصريحاتهم ستنال من الاقتصاد وتؤثر على سمعة البلاد لكفوا عن تصريحاتهم:
وقال طه اننا نقدم فى حملتنا للاستفتاء الكلمة الطيبة (قولاً حسناً) ونقول بالصوت العالي إن مصلحة إخوتنا فى جنوب السودان وكل السودان والأقليم بأسره أن يبقى السودان موحداً وأن أي خروج من هذه الدعوة يخالف التوجه العام للدولة وإذا وقع الانفصال سنعمل على حسن الجوار والتعاون المشترك

لا ادري ماذا يعني علي عثمان بان السودان سيكون افضل حالا
مع ان كل الشواهد تقول انه سيكون اسوا حالا وعلي الصعيد الاقتصادي يكفي اعتراف وزير المالية(بتاع الكسرة) وعلي الصعيد السياسي التحديات قائمة وموجودة وحتي علي صعيد العلاقات مع امريكا والذي ربما كان يعنيه علي عثمان فاني اقول مقدما انه لن يقبض غير الريح

تحياتي وشكرا للمرور الكريم
اذا كان بعض الدول الافريقية تتخوف من انتقال عدوي الانفصال اليها فان السودان احق ان يكون اكثر خوفا فالان هناك نموذج جاهز للانفصال هو اقليم دارفور رغم الحرب الدائرة بين مكوناته والشرق يحمل خميرة الاتفصال

تصريحات سيمانتا باوير للواشنطن بوست في ان الرئيس اوباما يتلقي تنويرا يوميا عن الملف السوداني رغم مشغولياته في ادارة معركة الاغلبية النيابية تعكس عمق جدية الاهتمام الامريكي بالاستفتاء
حديث علي عثمان في جلسة مجلس الخرطوم يشكل بداية جديدة للتعامل مع الملف اذا ما ربط الحديث مع تصريحات جون كيري اليوم لصحيفة بوسطن قلوب و التي كشف فيها عن ورقة اطارية عن الانفصال و قضايا ما بعد الانفصال تقدمت بها الخرطوم للبيت الابيض حملها معه السيناتور كيري بعد انتهاء زيارته
الورقة الاطارية بحسب بوسطن قلوب تحمل رؤية الخرطوم لانفصال سلس و يعتبرها جون كيري بداية معقولة
وعقلانية رغم ان الورقة لم تعرض بعد علي قادة الجنوب الا ان كيري سيقدمها اليوم للبيت الابيض و الخارجية الامريكية مما يعني ان هنالك شروطا يتعين علي الوسيط الامريكي الايفاء بها قبل التعهدات العلنية
الشروط ربما تتجاوز الاقتصادي الي ما هو سياسي خصوصا فيما يتعلق بالجنائية الدولية ( الثمن الذي تطلبه الخرطوم سرا و تتبرأ منه علنا)

WASHINGTON — Senator John F. Kerry of Massachusetts intends to deliver a proposal from the government of Sudan to the White House and the State Department today that he said could eventually lay the foundation for a new relationship between northern and southern Sudan, which have fought intermittently for decades.

In a telephone interview from the northern capital of Khartoum on the final day of his three-day trip to Sudan, Kerry called the document he was delivering a “forward-leaning, thoughtful set of proposals for discussion’’ for how the south and the north might cooperate after Jan. 9, when the south is expected to vote to become an independent state.
Kerry, the chairman of the Senate Foreign Relations Committee, made the trip amid fears of renewed war in Sudan, Africa’s largest country, where some 2 million people have been killed over the years in fighting between the mostly Islamic and Arab north and the Christian and animist African south.
A US-backed peace agreement signed in 2005 called for a referendum on whether the south will become its own state. But the agreement did not spell out how the north and the south will resolve a host of complex and contentious issues, including how to divide oil revenue and how to determine who is a citizen of which country.
The lack of agreement on those issues has led many US officials to fear that Khartoum will try to prevent the south from breaking away, taking a third of its territory and up to 80 percent of its oil revenue.
But Kerry said he received pledges from officials in both the north and the south that the referendum would take place on time and that the problems would be solved by negotiation, not war or unilateral actions.
He said the proposal given to him by the north, which has apparently not yet been shown to southern leadership, represents a hopeful sign that Khartoum is willing to divide the country peacefully if southerners vote for independence, as they are widely expected to do. Kerry said that he has been told the ballots for the vote arrived yesterday in Juba, the capital of the south.
“A few days ago, people were questioning if we could get the referendum,’’ Kerry said. “The confidence expressed by both sides is very encouraging.’’
Kerry declined to describe the document he was carrying in detail but said it was “a new framework for dealing with some of the issues beyond the election, particularly if there is a vote to secede.’’
The document does not spell out specific formulas for oil-sharing or citizenship, but rather a broad outline for how the north and the south might cooperate on key issues such a security. Negotiations on oil-sharing, citizenship, and borders are already in progress.
But Kerry seemed less optimistic about one of the most contentious issues: the fate of an oil-producing border area known as Abyei. The 2005 agreement stipulates that it will hold its own referendum on Jan. 9 to determine if it will join the north or the south. But preparations in Abyei have been stalled by disagreements on who will be eligible to vote.
The area is largely populated by nomadic tribes whose place of residency is often difficult to determine, and there have been accusations that both the north and the south have been manipulating the tribes to ensure their votes.
Yesterday, Kerry said the Sudanese remained deadlocked over Abyei but that some creative alternatives to a referendum there are being discussed. He said leaders in the south — who have up until now been adamant about holding a vote in Abyei — might be open to a compromise.
“There’s some difficult negotiating to do,’’ he said. “I’m not going to tell you what the odds are.’’
Kerry held two days of meetings in Khartoum, including with Khartoum’s chief negotiator Salah Gosh and the Sudanese second vice president, Ali Osman Taha. He also spent a day in Juba, where he met with the southern Sudan president, Salva Kiir.
Kerry did not meet Sudanese President Omar Al Bashir, who is under indictment for genocide and war crimes committed in Sudan’s Darfur region. |

وحتي هذه اللحظة لازالت ابييي هي العقدة وتاجيل الاجتماع الخاص بشانها يشير الي ان المواقف لا زالت متباعدة والجنوبيون يرفضون تقديم اي تنازل

امريكا ما تقدر تعمل حاجة بخصوص الجنائية لانها واقعة تحت ضغط قوي للراي العام الامريكي كما ان تحقيق العدالة في دارفور شرط اكد عليه اوباما وجدده كيري في زيارته للخرطوم

الخطة الامريكية يا اخ عدلان لحل ازمة ابييي والتي ترفضها الحركة تقوم علي تقسيم ابييي الي شمالية وجنوبية اي شمال ابييي الذي به آبار النفط سيذهب الي حكومة الشمال كما ستكون هناك اتفاقية قد تمتد الي عشرة سنوات تضمن تصدير النفط عبر الشمال وما يعنيه ذلك من فائدة لحكومة الشمال

وكشف طه عن مساع لإدارة حوار جاد مع الجنوب عن الوحدة في الحملات المقبلة عند فتح باب الحوار قبل الاستفتاء. وقال: «لو خسرنا جولة فلن نخسر المعركة كلها وسنظل نثبتها إلى أن نكسبها في الجولات الأخيرة». وأضاف: «لا نريد أن يأمرنا الشيطان بالفاحشة في القول واللسان ونريد أن نقول قولاً حسناً في هذا الإمتحان وأن نصبر على الكلمة الطيبة وحسن المعاملة والخلق والتسامح وإن نجحنا في المحافظة على وحدة السودان فلله الحمد والمنة وإن اختار الجنوب الإنفصال فما كان لمؤمن أن يختار الا ما اختاره الله».

وحذّر طه من التصريحات المنفّرة التي يطلقها بعض الساسة، وقال: «لو دروا أن مثل هذه التصريحات تزعزع يقين الناس وتنال من سلامة واستقرار الأمن والإقتصاد وسعر صرف العملة الوطنية وجذب الإستثمارات لراجعوا أنفسهم قبل أن يطلقوها». ............ اشارة واضحة لاستنكار طه للتصريحات التي صدرت من كمال عبيد ومن وزير المالية
