New Year Greetings and Message from SPLM
The Sudan Peoples’ Liberation Movement (SPLM) would want to warmly say Merry Christmas and Happy New Year to all people of New Sudan, and congratulations for the fourth anniversary of the Comprehensive Peace Agreement (CPA) due on 9th January 2009. Although the Darfur conflict situation still remains a very sad case in the country, SPLM has brought democracy, power sharing, wealth sharing, Southern Sudan referendum protocol, Abiei protocol, Nuba Mountains and Blue Nile Consultation Protocol among many other protocols of the CPA.
Since 2005, SPLM has established: legislative assemblies in the thirteen states of Southern Sudan, Abiei, Nuba Mountains and Southern Blue Nile together with their executive governments as well as participating in the northern states where the National Congress Party (NCP) forms majority; the Government of Southern Sudan (GoSS); administrative infrastructure in all the thirteen states; judiciary and law enforcement forces in all the thirteen states; all the main roads have been rehabilitated; about one million children are attending schools in all the thirteen states; all the main hospitals have been rehabilitated with improved primary health care education; many families are getting at least two meals a day compared to when there was either one or no meal a day during the war; majority of the rural population are getting access to safe drinking water from hand pumps; livestock health service has improved with millions of cattle having been vaccinated against livestock diseases.
With many obstacles placed against systematic implementation of the CPA, SPLM has nevertheless made achievements in many areas. SPLM has established offices in all the states in the Sudan with a membership that is increasing each day. All the strata of the Sudanese society are participating in the political choices for the first time in the Sudanese history. SPLM has brought women’s political participation to 25% and will continue to campaign for more participation until a point of political equilibrium is reached. The SPLM Youth League has also been organised in all the states of Sudan as well as in Diaspora.
All these achievements are not happening without challenges. SPLM is a junior partner in the Government of National Unity (GoNU) and so access to national resources, especially the oil revenue, is very limited. SPLM has not been able to fully meet reconstruction and development obligations in all the thirteen states. The NCP has not been able to act in accordance with requirements of the CPA. The borders issue has not yet been resolved between the north and the south, and between Abiei and Kordofan. Some abnoxious laws are still in the books of the NCP. All these are an impediment to the smooth implementation of the CPA.
In May 2008, SPLM successfully organised its Second National Party Convention which was attended by delegates from all over Sudan. It was the most successful Convention ever organised by any political party in the country since Sudan came to exist as a nation. Comrade Gen. Salva Kiir Mayardit was unanimously elected as Party Chairman with three deputies. The SPLM Chairman appointed Secretaries to the National, Southern and Northern Secretariats respectively. SPLM has been organised and is functioning at all the levels from Bomas to Payams, Counties, and states and to national level.
A month ago, SPLM again organised another important and historic dialogue conference with Southern Sudanese Political Parties under the SPLM Chairman, Gen. Salva Kiir Mayardit. The conference unanimously resolved that SPLM was the only capable, mature and competent political party with the correct vision for the future of Sudan and its people, especially those from the marginalised areas. The parties ordained SPLM to lead the process of democratic transformation in Sudan. Today, majority of the Sudanese people look at the SPLM as their political redeemer that can restore dignity, freedom, justice and equality, which have been taken away from them for a very long time by the successive Khartoum based regimes.
While we enter 2009, we will be thinking and talking about elections. However, the question is, what do we want from elections? The answer to this question lies in our correct understanding of what has gone wrong in the Sudan and how this wrong should be corrected through implementation of the CPA. We therefore need to understand the CPA and especially the Protocols on: Referendum for Southern Sudan, Referendum for Abiei, Resolution of Conflict in Nuba Mountains/Southern Kordofan and Blue Nile respectively. If you believe in these Protocols, they must be implemented, and if they are to be implemented, SPLM must be supported to win all the seats in the coming elections so that it does not again remain as a junior partner to any other political party in the Sudan. This is the surest way to have the CPA implemented successfully and especially the outlined Protocols. It is the only Road Map to New Sudan being realised and practically achieved. The 2009 elections are the most important factor for determining the success or failure of the CPA and it is here that the pitfalls of the Old Sudan can be avoided by voting for SPLM candidates at all levels from Bomas to national ones.
Overwhelming majority of Sudanese people believes in voluntary unity of the country, but they have never been given a chance before to exercise this democratic right of choice. SPLM has brought this right through the CPA and it will be up to the people of the marginalised areas to vote themselves into a voluntary unity of freedom, equality and justice, or vote themselves into second class citizens of a theocratic nation of Islam.
SPLM has been very positive about peace through the correct implementation of the CPA. In the May 2008 Party Convention, the Chairman of the SPLM led the Convention in saying: “No to war and Yes to New Sudan”. SPLM does not want the Sudanese people to die again in any part of the country. The people of the New Sudan have been mentally prepared for peace, freedom and prosperity as enshrined in the CPA and the SPLM Constitution.
However, SPLM will never betray the people of Sudan. The history of struggle for freedom, equality and justice in Sudan has always been full of tricks and betrayals, and SPLM is aware and conscious about it. For example, the 1947 Juba conference had promises of a federal system and it was not fulfilled by the Khartoum power base government. All such plans were scrapped in Cairo in 1953 during a meeting between Khartoum government and Egyptians in exclusion of representatives from marginalised areas of Sudan. Again, the representatives from marginalised areas of Sudan were asked to vote for independence of Sudan and federal arrangements would be addressed after the British had gone. This was another tragedy when the Khartoum based government decided to hand over government to their military sons led by General Ibrahim Aboud. Talking about federalism in the Sudan was a serious crime. The 1955 – 72 Anyanya liberation war came as a result of these tragedies.
More opportunities for peaceful solutions came by way of round table conference in 1964 in Khartoum. Agreed deliberations of that conference were never referred to by the Khartoum government right away after the conference. Even with all the deceits and betrayals, the marginalised people trusted Khartoum and in 1972, General Nimeri signed Addis Agreement with the Anyanya Liberation Movement. This agreement later on proved to be a long cease fire as one of the co-signatories, Jafaar Nimeri, abrogated it on the grounds that the Agreement was neither Bible nor Koran.
The game of deceit and betrayal is not over yet in the Sudanese political life. Some hostile Newspapers in Khartoum have taken it up as their role to misinform the Sudanese masses and militarising their minds through negative propaganda. It is another plank approach to derail CPA and to undermine the noble objective upon which the CPA was brought about.
So people of Sudan, SPLM will never betray you and will insist on correct implementation of the CPA so that you have a free choice to be what you want yourself to be in this country. SPLM will not take the Sudanese to war again, but will lead them to victory of freedom where death through violence, diseases and poverty, will be history.
May the New Year bring you more peace, freedom and a prosperous New Sudan.
