 أمريكا وحلف شمال الأطلسى يتوليان مهمة دارفور

تم بالأمس , الأثنين 20/03/2006 , الإتفاق بين الولايات المتحدة الأمريكية وحلف شمال الأطلسى "الناتو" على أن يتولى الحلف , بالأضافة الى "أصدقائه" , مهمة قيادة قوات الأمم المتحدة فى دارفور . جاء هذا فى المؤتمر الصحفى المشترك الذى عقده الرئيس بوش مع السكرتير العام لحلف شمال الأطلسى جاب دى هووب سجيفر " Jaap de Hoop Scheffer" .
وبموافقة الإتحاد الأفريقى المبدئية في العاشر من مارس الماضي على ارسال قوة تابعة للامم المتحدة بعد فترة ستة اشهر , وهى الفترة الكافية ريثما تكون الامم المتحدة جهزت القوة التي تريد ارسالها , يصبح مجئ قوات حلف شمال الأطلسى , أو بعبارة أخف .. قوات الأمم المتحدة البديلة للقوات الأفريقية , أمرا محتما .

PRESIDENT BUSH: Fine-looking crowd we've attracted here, fine-looking crowd.
Mr. Secretary General, thanks for coming. We've just had a wide-ranging discussion on a variety of issues, which is what you'd expect when allies and friends come together. We discussed Iraq, and I want to thank NATO for its involvement in helping train Iraqi security forces so they can end up protecting the Iraqi people from the -- from those who want to kill innocent life in order to affect the outcome of that democracy.
I want to thank you very much for your strong involvement in Afghanistan. A NATO presence in Afghanistan is really important. I learned that firsthand when I went to Afghanistan and talked to President Karzai and his government. They were very supportive of the mission -- and thankful for the mission. NATO was effective, and that's one of the things that really important for our citizens to understand, that our relationship with NATO is an important part of helping us to win the war on terror.
We also talked about Darfur and the Sudan. I'd called the Secretary General earlier this year. I talked to him about a strategy that would enable NATO to take the lead in Darfur. However, some things have to happen prior to that happening, and the first thing is that the African Union must request from the United Nations a U.N. mission to convert the AU mission to a U.N. mission, at which point that's done, the -- NATO can move in with United States help within -- inside of NATO -- to make it clear to the Sudanese government that we're intent upon providing security for the people there, and intent upon helping work toward a lasting peace agreement.
And so I appreciate your understanding of that. The first time I made the phone call to the Secretary General he fully understood the challenge, fully understood the need, and it was great to work with a friend in peace to devise a strategy on how to move forward.
So thanks for coming. Looking forward to the meeting later on this year, big NATO summit. And I'm convinced that, like the last summit we had, you'll lead that meeting with the efficiency and professionalism that you're known for.
SECRETARY GENERAL DE HOOP SCHEFFER: Thank you very much, Mr. President. Let me echo what the President has been saying about NATO delivering, about NATO making the difference. In Afghanistan the fight against terror is an extremely important element there. NATO indeed assists in the African Union in Darfur, and I'm quite sure, as I've told the President, that when the U.N. comes, the NATO allies will be ready to do more in enabling the United Nations force in Darfur.
NATO assisted after Hurricane Katrina. NATO had a major humanitarian operation in Pakistan. NATO is in the Balkans. All 26 NATO allies participate in one way or the other in the training mission in Iraq. Now I want to see NATO-trained Iraqi officers taking their responsibility in fighting the terrorists in their own country.
In other words, NATO is delivering. And in the run-up to the NATO summit in Riga at the end of the year, as the President mentioned, we'll make sure -- NATO will make sure that this will be an important event.
In NATO's outreach, as he mentioned -- the Middle East, North Africa, Israel, Jordan, the nations of the Gulf -- NATO's contacts with other nations who share our values -- we have Australia, Japan, South Korea -- in other words, we'll see to it that the military agenda of NATO and the political agenda of NATO will be very seriously addressed in Riga. And I'm very glad for the support, the permanent support, and the friendship of our most important ally, the United States, and its leader, President Bush.

بوش يدعو الى تسليم الحلف الاطلسي قيادة قوة السلام في دارفور
واشنطن (اف ب)
دعا الرئيس الاميركي جورج بوش الاثنين الى تسليم الحلف الاطلسي قيادة قوة السلام التابعة للامم المتحدة التي ستحل في دارفور لاحقا مكان قوة السلام التابعة للاتحاد الافريقي رغم معارضة الحكومة السودانية لذلك.
وفي ختام محادثات اجراها مع الامين العام للحلف الاطلسي ياب دي هوب شيفر في البيت الابيض تطرق بوش الى "استراتيجية تتيح للحلف الاطلسي قيادة عمليات" قوة السلام في اقليم دارفور الذي يعاني سكانه من حرب اهلية ومن ازمة انسانية خانقة.
وقال دي هوب شيفر في تصريح صحافي ادلى به في المكتب البيضاوي في البيت الابيض "انا مقتنع تماما بان الدول الاعضاء في الحلف الاطلسي ستكون مستعدة لبذل المزيد لتمكين نشر قوة تابعة للامم المتحدة في دارفور" عندما تصبح الامم المتحدة مستعدة لذلك.
وتعمل الامم المتحدة على ارسال قوة سلام الى دارفور لتحل مكان نحو سبعة الاف عنصر ينشرهم الاتحاد الافريقي منذ عام 2004 وفشلوا في التعاطي مع المشكلات في هذا الاقليم.
وكان الاتحاد الافريقي اعطى موافقته المبدئية في العاشر من اذار/مارس الماضي على ارسال قوة تابعة للامم المتحدة ومدد ولاية القوة التابعة له ستة اشهر ريثما تكون الامم المتحدة جهزت القوة التي تريد ارسالها.

مسؤول دولي يحذر من تصاعد العنف في السودان
الأمم المتحدة تقر بفشل إستراتيجيتها بدارفور

قال مبعوث الأمين العام للأمم المتحدة إلى السودان يان برونك إن إستراتيجية الأمم المتحدة في التعامل مع الوضع في إقليم دارفور قد أثبتت فشلها.
ودعا برونك في تقرير قدمه لمجلس الأمن إلى دفع الأطراف المتصارعة للوصول إلى توقيع اتفاق فوري لوقف إطلاق النار في الإقليم واتفاق سلام شامل.
وحذر يان برونك مبعوث الامم المتحدة الخاص الى السودان من ارتفاع وتيرة أعمال العنف في البلاد رغم المساعي الدولية لاحلال السلام.
وابلغ المسؤول الدولي مجلس الامن بأن الوضع في جنوب السودان في تدهور بسبب بطء وتيرة عملية اعادة الاعمار والتنمية رغم مرور أكثر من سنة على توقيع اتفاقية السلام التي أنهت حربا اهلية دامت عشرين عاما.
واضاف برونك أن أعمال العنف في اقليم دارفور الغربي لا تزال مستعرة بين المسلحين والقوات الموالية للحكومة رغم اتفاق وقف اطلاق النار بين الجانبين.
وطالب الأمم المتحدة بإرسال قوات فاعلة لحفظ السلام في دارفور بالتنسيق مع الحكومة السودانية التي اتهمها في الوقت نفسه بدعم مليشيات الجنجويد.
وكان الإتحاد الإفريقي قد وافق مؤخرا مبدئيا على تسليم بعثته لحفظ السلام في إقليم دارفور بالسودان إلى الأمم المتحدة.
وكان مجلس السلم والمصالحة التابع للإتحاد قد عقد اجتماعا في العاصمة الأثيوبية أديس أبابا على مستوى وزراء الخارجية لبحث الموضوع.
كما وافق المجلس على تمديد مهمة قوة حفظ السلام في الإقليم حتى الثلاثين من أيلول (سبتمبر) المقبل.
ويبلغ تعداد قوات الاتحاد الإفريقي في دارفور نحو سبعة آلاف جندي، ولم تنجح هذه القوات في وقف النزاع، كما أنها تعاني من مصاعب مالية جمة.
ويعارض السودان نشر قوات دولية، وقال الرئيس السوداني عمر البشير إنه يرفض أي "تدخل اجنبي".
وتظاهر الآلاف من السودانيين في شوارع الخرطوم مهددين بإعلان "الجهاد ضد الاستعمار الجديد".
لكن السودان يجري في الوقت نفسه محادثات مع الولايات المتحدة، وأشار مراسل لبي بي سي الى احتمال تبلور اتفاق ما.
وكانت الامم المتحدة قد أعلنت أنها لن ترسل قوات حفظ السلام إلا بموافقة الحكومة السودانية.
وأعلنت وكالة اللاجئين الدولية أن القوافل الانسانية باتت عرضة للهجمات مشيرة الى أن الوصول الى مناطق واسعة في غرب دارفور تقلص بشدة.
ويشار الى أن النزاع في دارفور بين المتمردين والميليشات الموالية للحكومة، أدى الى مقتل نحو 300 ألف شخص وتشريد أكثر من مليون ونصف المليون في ما وصفته الولايات المتحدة بأنه "إبادة".
وتنفي الحكومة السودانية دعم ميليشيات "الجنجويد" العربية المتهمة بارتكاب أشد الفظاعات في النزاع الدائر منذ ثلاثة أعوام. وتتهم الحكومة المتمردين وهم من الأفارقة السود بالمسؤولية عن ذلك.

NATO announced on Monday that it is willing to support a United Nations mission to end the genocide in the Darfur region of the Sudan.
NATO Secretary General Jaap De Hoop Scheffer met with President Bush on Monday to discuss the matter and Bush lent his support to the idea.
After the meeting, De Hoop Scheffer told reporters, 'I'm quite sure, as I told the president, that when the U.N. comes, the NATO allies will be ready to do more in enabling a United Nations force in Darfur.'
The crises in Darfur has resulted in at least 180,000 deaths and has seen more than 2 million people displaced from their homes.
The fighting has been between ethnic Arabs and non-ethnic Arabs. The government has been accused of supporting Arab militias who have been committing atrocities in Darfur. The Sudanese government has denied any involvement with the militias.
Right now, the African Union has peace keeping troops in Darfur but they are under funded and have not always been effective. President Bush has asked the African Union to request that their peace keeping duties be handed over to the United Nations.
Bush hoped such a move would 'make it clear to the Sudanese government that we're intent upon providing security for the people there and intent upon helping work toward a lasting peace agreement.'
De Hoop Scheffer clarified what he meant by NATO support when he said, 'I'm not talking about NATO forces on the ground. But could you enable the mission by giving logistical support, by going on in the transport of the forces, by giving training, then I think the NATO allies would take a very positive stand on that.'
At the present time, the government of the Sudan opposes any U.N. presence in a peace keeping role.

وافق مجلس الأمن التابع للأمم المتحدة يوم الخميس على ان يطلب من الأمين العام كوفي عنان الإسراع باتمام التخطيط لقوة جديدة تابعة للأمم المتحدة لحفظ السلام في منطقة درافور بغرب السودان.
وحصلت رويترز على نسخة من مشروع القرار.
ويمهل مشروع القرار الذي قدمته واشنطن , وينتظر ان يتبناه مجلس الأمن في وقت لاحق من يوم الجمعة , يمهل عنان حتى 24 من ابريل نيسان لإعداد " مجموعة خيارات لعملية للأمم الامم المتحدة" في دارفور.
ويطلب المشروع من الامين العام إعداد توصيات خلال شهر بشأن كيف يمكن لبعثة منفصلة للامم المتحدة لحفظ السلام في جنوب السوان المساعدة في مواجهة جيش الرب للمقاومة وهي جماعة اوغندية مسلحة عاثت فسادا في المنطقة على مدى عقود.
ويمد مشروع القرار ايضا تفويض بعثة حفظ السلام التابعة للامم المتحدة في جنوب السودان والتي تنقضي اليوم الجمعة.

الأمم المتحدة تعجل بمهمة السلام في درافور
النزوح الجماعى لللاجثين
صوت مجلس الأمن الدولي بالإجماع للتعجيل باستعدادات نشر قوات حفظ سلام تابعة للأمم المتحدة في دارفور غربي السودان.
ودعا المجلس الأمين العام للأمم المتحدة كوفي عنان للخروج بعدد من الخيارات في غضون شهر.
يذكر أن الاتحاد الأفريقي كان يخطط للإبقاء على قواته لحفظ السلام في دارفور حتى سبتمبر/أيلول ثم يسلم عملياته للأمم المتحدة.
غير أن حكومة السودان تعترض على التسليم المقترح.
وطلب مجلس الأمن من عنان التنسيق مع الاتحاد الأفريقي والخرطوم والمتمردين للوصول إلى خطة.
وقال مندوب بريطانيا لدى الأمم المتحدة جون باري في بيان له "إنها خطوة حقيقية للأمام في بناء السلام عبر البلد بأسره".
كما مدد القرار أيضا تفويض بعثة حفظ السلام الدولية في جنوب السودان، والذي كان سينقضي الجمعة.
اختلافات
يذكر أن سبعة آلاف من قوات حفظ السلام التابعة للاتحاد الأفريقي تنتشر في دارفور، غير أن تلك القوات التي تنقصها الموارد وجدت صعوبة في إنهاء الصراع الذي أدى حتى الآن إلى مقتل أكثر من 100 ألف شخص فضلا عن نزوح الملايين.
ويقول مسؤولو الأمم المتحدة إنهم لن يرسلوا قوات إلى دارفور دون موافقة الحكومة السودانية.
غير أن الخرطوم تقول إنها لا تريد قوات تابعة للأمم المتحدة في دارفور حتى يتم التوصل إلى اتفاق سلام في المحادثات التي تجري في العاصمة النيجيرية أبوجا.
وقال رئيس عمليات حفظ السلام التابعة للأمم المتحدة جان-ماري جوينو "ثمة شعور بضرورة التحرك بسرعة، واعتقد أن هذا الشعور لدى الجميع، إذ يلقى أناس حتفهم ومازال العنف واقعا في دارفور، ولابد لهذا الوضع أن يتوقف".

Darfur attacks overwhelm peace force, UN reports

UNITED NATIONS, New York The UN special envoy to Sudan says that violence is rising in Darfur and that lack of progress in the south is jeopardizing a peace agreement that ended a separate conflict there.
The official, Jan Pronk, told the Security Council on Tuesday that killings, rapes and armed attacks on Darfur villagers were committed by armed gangs secure in the knowledge that no one would stop or punish them.
"In South Darfur, militia continue to cleanse village after village," he said. "The government has not disarmed them. On the contrary, African Union commanders on the ground openly speak about continued support to militia by forces allied to the government."
In what the United Nations calls the greatest humanitarian crisis and the Bush administration has labeled genocide, more than 200,000 people in Darfur have been killed and up to two million black villagers driven from their homes by Arab militias.
Pronk called on the international community to augment and assist the 7,000 African Union troops in Sudan now and not wait until the force is reorganized later this year as a UN force.
The African Union agreed this month to turn its peacekeeping mission in Darfur over to the United Nations in the autumn.
Sudan has said it will not accept UN troops until a Darfur peace agreement is struck in talks now going on in Abuja, the Nigerian capital.
In the meantime, Pronk said, the African Union force needs help with items like helicopters and technology that only wealthier countries can supply.
"You need technology to see where military groups are assembling themselves in order to attack villages," he said.
Pronk said that people in Sudan were confused about the United Nations and were subjected to propaganda campaigns claiming that the organization would challenge the country's sovereignty.
Pronk urged the Security Council not to borrow troops for Darfur from the existing peacekeeping mission in southern Sudan, where a peace agreement 14 months ago ended 20 years of civil war.
"Cannibalization of any forces from southern Sudan would be tantamount to sending the watchman home in the afternoon," he said.

The United Nations Security Council has authorised preparations for the deployment of a peacekeeping mission in the Darfur region of Sudan.
The resolution, which was adopted unanimously, asks the Secretary General, Kofi Annan, to prepare a range of options for a UN operation in Darfur.
UN officials say there is an urgent need to send a peacekeeping force to the region, where hundreds of thousands of people have been killed in continuing violence.

The African Union had been planning to keep its 7,000 peacekeepers in Darfur until September and then hand the operation over to the UN.
However the proposed handover has been opposed by the Sudanese government, which blames rebels for the violence.The head of UN peacekeeping, Jean-Marie Guehenno said that the UN would need Sudan's co-operation. |
