Press Release on Sudan‘s Charge de Affairs’ Statements at the National Press Club on May 31, 2007 Over the weekend, SPLM Chapter leaders in the United States deliberated and unanimously agreed to issue this Press Release to condemn the damaging statements made by Sudan’s Charge de Affairs to Washington D.C, Mr. John Ukec Lueth, at the National Press Club on May 31, 2007. The people of New Sudan here in the United States strongly condemn the reckless and irresponsible statements made by the Sudanese Charge de Affairs to the United States on the people of Darfur. The SPLM Vision must be protected in order for all Sudanese to live in a free and democratic country irrespective of race, religion, color and political affiliation, and without fear of death and intimidation. These basic human rights are clearly stipulated in the Comprehensive Peace Agreement (CPA). Sudan’s Charge de Affairs to the United States, Mr. John Ukec Lueth’s statements on the people of Darfur, has alienated supporters of the SPLM Party and has hurt vision of the same party. We know Mr. Ukec represents the Government of Sudan, but on the other hand he is on the ticket of the SPLM in the Government of National Unity and therefore must defend the Vision of the SPLM. People from the New Sudan are in support of their fellow brothers and sisters in Darfur because they too had their genocide in which more than 2.5 million innocent civilian lives were lost in the twenty two year war apart from the lives lost in the first seventeen year war that happened between 1955-1972. Statements made by Sudan’s Charge de Affairs to Washington D.C on Darfur carry damaging political ramifications on the SPLM Party. He is purposely damaging the SPLM constituencies’ affiliation to the party and creates a rift between the marginalized people of the Sudan, thus weakening SPLM’s broad support in light of the upcoming census in November 2007, General Elections in 2009 and the Referendum in 2011. This is a calculated political strategy which SPLM members and supporters in the United States are not going to be silent on as a matter of principle. From our perspective, statements made by the Sudanese Charge de Affairs to Washington D.C. in no way represents the official policy of the SPLM political party but his own. We leave it to our masses to analyze and judge whether the Sudanese Charge de Affairs to Washington D.C believes in the vision and principles of the SPLM that he represents in the Government of National Unity or not. We equally abhor the lack of diplomacy exercised by Mr. Ukec during the press conference, thus putting credibility not only of the Sudanese people but the SPLM Party that he is suppose to represent in question. To us diplomacy is an important ingredient that should be utilized by any diplomat regardless of the nature of any conflict being addressed. The SPLM under leadership of First Vice President of the Republic of Sudan, President of the Government of Southern Sudan, Commander in Chief of the SPLA and Chairman of the SPLM Party, H.E Salva Kiir Mayardit, is working very hard to stop the genocide in Darfur. He even went as far as appointing Reverend Clement Janda as a Special SPLM Envoy to Darfur to help resolve the conflict in that region. The position of Government of Southern Sudan and that of the SPLM Party on Darfur has always been very clear and consistent. In addition to that H.E Salva Kiir has also invited the various Darfurian factions to come to Juba in mid June of 2007 for negotiations. We want to reassure our people who are fighting in Darfur that they are not terrorists but people fighting for a just cause like Southern Sudanese did in the first seventeen year war and then the people from all marginalized areas of the Sudan in the second twenty two year war. Therefore, SPLM shall continue to stand in solidarity with the people of Darfur and all marginalized areas in the Sudan and also urge the NCP to work hand in hand with the SPLM to resolve this crisis. The statements of Sudan’s Charge de Affairs to Washington D.C should not be distorted and spun around. SPLM supporters will always take a serious and objective stand on statements made by any individual who is an SPLM member but yet attacks the SPLM Vision directly or indirectly. We equally want to assure the Sudanese people that we have nothing personal against Mr. John Ukec but are duty bound to correct facts and set records straight regarding policies of our party, the SPLM. Therefore, we need to treat this matter objectively. Though Mr. John Ukec is a son of Sudan and is respected by many, we strongly believe most of his statements at the press conference at the National Press Club are not representative of the SPLM Party. We all agree and understand very well that the new targeted sanctions issued by President George Bush on the Sudan will affect the share of oil revenue of the Government of Southern Sudan and in turn the ability to stimulate the economy of the South. This is an unfortunate situation that the NCP has brought on the people of Sudan, and not the SPLM, due to its unwillingness to resolve the conflict in Darfur and its affinity toward terrorist organizations. The imposition of these sanctions and previous sanctions imposed by President Bill Clinton on the Sudan is a direct result of the NCP’s intransigence. It should be understood that despite all the hardships caused by the sanctions on the Sudan by the United States government all these years, Northern Sudan is still economically better off in comparison with the South and the rest of the marginalized areas in the Sudan. We would like to reassure the American Government and the American people, the IGAD countries, Norway, the United Kingdom and the international Community that the SPLM is still committed to the full implementation of CPA to the letter and to democratically transform the Sudan into a new democracy based on human decency, value for human life, liberty and the pursuit of happiness. To specifically educate the public on the current sanctions recently imposed by President of the United States on the Sudan, Office of Foreign Asset Control at the US Department of Treasury has made some certain exemptions. This means in the current sanctions, Section 2 of E.O. 13412 prohibits all transactions by U.S. persons relating to Sudan’s petroleum or petrochemical industries, including but not limited to, oilfield services and oil or gas pipelines. Sections 1 and 2 of E.O 13412 apply to the entire territory of Sudan. However, exempted areas in the Sudan are mentioned in Section 4 (b) of E.O 13412; they are Southern Sudan, Southern Kordofan, Nuba Mountains, Blue Nile, Abyei, Darfur and marginalized areas in and around Khartoum. These areas are exempt from the prohibitions in section 2 of E.O 13067. On the other hand, our government needs to look for other sources of revenue or non-oil revenue to fuel the economy in Southern Sudan. Agriculture, tourism, livestock are major industries that could be developed to augment sources of revenue for the Government of Southern Sudan and the other marginalized areas. We should also take into consideration depletion of resources in the World. When oil is depleted or used up, humans will have to invent other alternative sources of energy. It is now evident from the use of ethanol from corn and sugar cane in the United States that it is time for us to begin looking for alternative energy sources.
Finally, we want to let our American friends know that the SPLM has enjoyed a long relationship not only with the Government of the United States but with the American people and it is our hope and will that this relationship continue and even grow stronger. We are still indebted to the American people for their pivotal role in getting the Comprehensive Peace Agreement (CPA) signed between our party, the SPLM, and the National Congress Party in Naivasha, Kenya, on January 9th 2005. The American people have also contributed immensely to building of infrastructure, roads, systems of governance, rehabilitation projects in the Sudan, just to name a few, following signing of the CPA. Therefore, we want to reaffirm our commitment to the cordial and profound relationship the SPLM and the American people have had and we will strive toward strengthening it. We the Leaders of the SPLM Party in the United States would like to also unequivocally reassure the people of Darfur, our American friends and the international community that the SPLM’s official policy with respect to the conflict in Darfur remains to be in solidarity with the people of Darfur.
