THE CONFLICT IN DARFUR

The Three Commissions Resume Deliberations

All the three Frameworks (Security Arrangements, Power Sharing and Wealth Sharing Commissions) established for negotiation during the current Round of the Inter-Sudanese Peace Talks, resumed deliberations following the Plenary convened yesterday, 24 January 2006, by the AU Mediation.

The Commission on Security Arrangements met today Wednesday 25 January to begin in-depth discussions on its Agenda Item 2 – Security Arrangements for an Enhanced Humanitarian Ceasefire, after it received the written positions of the Sudanese Parties. At its meeting yesterday, the Coordinator informed the Sudanese Parties that, further to their request, the AU Mediation had requested the United Nations to provide expert technical Advisors to enhance their negotiating capacities.

The Commission on Power Sharing which held a Plenary Session yesterday to discuss Items 5 and 6 of its Agenda (Effective Participation in All Institutions at the Federal Level and All Other Levels of Governance; and the Institutions of the State and Public Service) decided, for its part, to set up a Working Group on sharing of power in the National Assembly and the Council of Ministers. The Working Group has already started its discussions.

The Wealth Sharing Commission also convened a Plenary today, and was briefed on the progress so far made on the outstanding issues being addressed in small working groups which have been in session during the past week.

At today’s meeting, the Coordinator of the Commission indicated that the “Working Group” format which has so far proved useful, would continue to be used, and that a Plenary would be convened only after the differences between the Parties on the outstanding issues have been bridged.
