Sudanese Ambassador condemns ICC announcement as illegal

The International Criminal Court (ICC) announced that it had indicted the Sudanese president Omar al-Basher on charges of genocide. The declaration stirred wide condemnation and skepticism of the motivations behind the prosecutor’s announcement the world over. The Arab and Islamic countries considered it to be  a new method of intervention in their internal affairs and a new face of the modern colonization that uses the leaders’ indictment as a means for making the countries bow down to their knees, following the failure of inflammation of civil wars.  Regarding the announcement’s motivations, the Yemen Observer met H.E. Mohammed Adam Ismail, the Sudanese ambassador in Sana’a, over the causes and drives behind the prosecutor’s decision.

YO: What is the Sudanese government’s attitude, in regards to the ICC request of president al-Basher’s indictment?
MAI: Sudan’s position is the entire refusal of the resolution based on causative evidence challenging the veracity and the incompetence of the ICC, because it is implementing their judicial system on a country which is not a signatory to their charter.  Sudan never signed the charter of this court, more over the courts’ prosecutor never visited Darfur. He obtained his evidence from anti Sudan Jewish organizations in USA, whose endeavor is to defame Sudan, and use Darfur as a pretext to destabilize Sudan’s security. They targeted president al-Basher as he is the sign of our state sovereignty and the guarantor of several agreements on top of them the Comprehensive Peace Agreement CPA which ended a twenty year war. Such actions as the indictment issue could lead to the disintegration of such an important agreement, which is sponsored by many countries, including the USA and the international organizations.  We refuse this announcement because it is taking up double standards. We admit that there is a problem in Darfur, yet, which poses the real threat to world peace and stability, the situation in Iraq and Afghanistan or that of Darfur? The double standard measure tries to enforce certain orders on weaker countries and ignores the faults of major powers.  

YO. the ICC prosecutor says that he heard Sudanese witnesses is true that the source of his evidence are Sudanese?
MAI: It could be true that he heard from rebel movements, who have offices in Israel, it challenges a judge’s veracity to depend on a unilateral sources living outside Sudan. He should have gone into Sudan to investigate his serious genocide alleges against Sudan. There are reliable witnesses from persons such as the former Nigerian president Obasango, Mr. Kofi Anan and former Secretary of State Collin Powel who visited Sudan and announced from within Sudan that what is happening in Darfur could not be called genocide. They said that it is a conflict between an insurgent group and a government who is seeking to restore law and order, same as any other government in the world would do. The government acknowledges that there is a problem, which it is seeking to solve, and has signed the Abuja peace agreement with one of the biggest rebel factions, which offered them all guarantees and granted them their political rights, however the dependence on skeptical evidence damages the alleged justice of the ICC. 

YO: Is the demand of al-Basher’s indictment a new   created distracter to Sudan because it resolved the southern and Darfur crisis?
MAI: Darfur crisis followed immediately the signature of the southern CPA. The same doubtful parties which used to instigate the conflicts and finance the relief organizations of the international Christian missions and the international Zionism are now active in Darfur.    

YO: What commitments have the Arab and Islamic countries   towards what is going on against president al-Basher?
MAI: It is the commitment of the free people all over the world and the Arab and Islamic world in particular, because the resolution is not limited to al-Basher or Sudan. It is   a precedent of the so called creative anarchy. The policy of some countries aims at inventing this creative anarchy in the Arab and Islamic countries so that they can be able to seize their riches, energy, water and food recourses. They use the creative anarchy and the export of democratic values to accomplish their ends.  The turn will come to other Arab countries that will be accused of what they said against Sudan, and Iraq is one of the examples. So it is the duty of the Arab, Islamic and African countries to face these resolutions which threaten their national security and stability. If for instance peace is destabilized in Yemen, it is sure that it would affect the neighboring countries. It is a collective security commitment that we should all unite against this court because we are not among the signatories of its charter, so its endeavor is to drag us to a conflict that we have nothing to do with it. The Arabic stance, which is declared through the Arab league, is an excellent one, and so is the African Union’s. The peace loving countries all over the world, took to the streets especially the Pakistanis who sensed the coming danger.  There are efforts now to involve the international organizations such as the UN so that they should have a subterfuge to interfere. The Arab and Islamic countries refuse this sort of interventions and Sudan has declared their firm stance, and we are going to take all legal, diplomatic and economic measures to resist this oppressive decision and we are sure we will succeed.  

YO: Do you think Sudan’s wealth is behind the foreign and colonial efforts to destabilize it? 
MAI: Absolutely, and particularly in Darfur. Many parties state that Darfur is just an arid area, however   frequently new facts are revealed, the recent one being the discovery of the mega water lake, which is disclosed by NASA expert, the Egyptian Osama al-Baz. He proposed a project of digging thousand wells all along this lake which resolves the pasture problem that often triggers the tribal disputes. The project is now completely silenced, like the other recourses such as the area’s locally known “copper pit”. It contains the most pure copper in the world, uranium and it is drifting over a sea of oil. The struggles over oil recourses with the price increase, and conflicts over water recourses are well known now. Sudan is the hope for meeting the food needs of the Arab, Islamic and even African countries, if their immense lands and water are efficiently exploited, that is why these countries should adhere to Sudan’s unity, because if this conspiracy is allowed to reach its destined end, there will be no Sudan and they will lose a very important recourse. Sudan’s division will impact Egypt and the other neighboring countries. Sudan could be divided into small states which undermines such hopes, and negatively impacts the whole area’s security, because Sudan is almost a continent. 

YO: How is the situation at the Sudanese internal front?
MAI: It is quite intact. The government coalition parties and the opposition parties have all sensed the risk which targets Sudan’s sovereignty, as represented by the president, and the recourses. The internal front is now intact. The spontaneous demonstrations took to the streets of all parts of Sudan. The president’s visit to Darfur refuted all false allegations. Many people do not know that Darfur is the only area of Sudan where there are no churches. It is known as the land of Koran. It used at the era of Sultan Ali Dinar to send aid caravan to Mecca, historically known as “mahmal”. It used to contain the covering of the Kaaba “the holly house”.  It is another reason for conspiracy, because it is an area which embraces monotheism. All mosque preachers, even in Khartoum are from Darfur. Darfur is a passageway of Islamic religion and Arabic culture to African countries. The conspirators do not want this to continue. They have a precedent in the southern Sudan, of what is known as the closed areas law, when they blocked southern Sudan, at the colonization time, in the face of the other Sudanese. Sudanese citizens were not allowed to go to south without obtaining a special permit. They want to disintegrate and isolate this area from other parts of Africa because the influx of Islam and Arabic culture will flow from Darfur. Many of the African countries are embracing Islam, but they are not Arabic speaking countries. Darfur is a focal civilization point for Islam and the Arabic language and culture. The plotters do not want that to happen. 

YO: what are your plans in Yemen?
MAI: we received president Saleh’s consolidation and also of most of the other Yemeni groups. They all issued denouncing statements and consolidation attitudes to Sudan. The Yemeni media showed very strong progressive role. The Yemeni press  is filled with denouncements against the ICC announcement. Yemen’s stance is identical to that of Sudan. The embassy is committed to explain the legal perspectives of the announcement. The announcement is legally defective and unsound. What is happening in Darfur, despite its severity, does not pose a threat to world peace. There are other troubled areas in the world with higher death tolls; however we are seeking to resolve Darfur’s conflict, though they do not leave us alone to carry out our commitments. They conspire to make Sudan bow to them and follow their instructions.  

YO: would you like to add any further information? 
MAI: I commend the Yemeni formal position and President Saleh as the first president to send consolidation to Sudan. I also laud the organizations, unions, associations and the press which highlighted a supporting attitude towards Sudan. We consider Sana’a and Khartoum to be in the same ditch, and pray to God to defend them against all intrigues.
