(تفعيل منظمة التحرير كما تم التوافق عليه في اتفاقيات المصالحة الفلسطينية ما زال بانتظار فصلها عن سلطة الحكم الذاتي المرتهنة تماما للاحتلال كشرط موضوعي مسبق لتفعيلها ولتنفيذ تلك الاتفاقيات على حد سواء)
إن فك التداخل والتشابك بين منظمة التحرير الفلسطينية وبين سلطة الحكم الذاتي المرتهنة لموافقة الاحتلال الإسرائيلي من جهة وبين حركة فتح وبين كل من المنظمة والسلطة من جهة أخرى قد أصبح المخرج الوحيد للخروج من المأزق الراهن الذي تعيشه القضية الفلسطينية، فالفصل بين هذه الأطراف الثلاثة قد أصبح استحقاقا فلسطينيا وطنيا ملحا.
فإجراء أي مراجعة جادة لما تسميه رئاسة المنظمة وقيادة فتح وحكومات السلطة "المشروع الوطني" القائم على استراتيجية التفاوض كسبيل وحيد لتحقيق "حل الدولتين"، وكذلك تحقيق المصالحة التي تستعيد الوحدة الوطنية وتنهي الانقسام السياسي والجغرافي المستفحل، سوف يظلا رهنا بالفصل الحاسم بين كل من المنظمة والسلطة وحركة فتح.
ولأن حركة فتح - - التي تحولت عمليا إلى حزب حاكم وحيد يقود نظاما شموليا تحت الاحتلال في عصر انهارت فيه أنظمة الحزب الواحد الشمولية - - هي التي تقود المنظمة والسلطة معا فإنها تتحمل المسؤولية الأساسية عن الشلل الراهن للنظام السياسي الفلسطيني وعن المأزق الوطني الناجم عن شلله.
ولأنها هي صاحبة "المشروع الوطني" المذكور فإن فشله هو فشلها، بحيث أصبح الفصل بينها وبين المنظمة والسلطة شرطا موضوعيا مسبقا على حد سواء لاستعادة الدور القيادي الذي تطمح الحركة لاسترداده، ولإخراج الوضع الفلسطيني من مأزقه الراهن، ولتوفير عامل النجاح الذاتي لإنقاذ مشروعها.
لقد أضاف اعتراف الجمعية العامة للأمم المتحدة بفلسطين دولة غير عضو فيها عام 2012 مؤسسة أخرى لا وجود لها على أرض الواقع، مثلها مثل منظمة التحرير المهمشة وذات الوجود الاسمي، ومثل السلطة التي لا سلطة لها، ومثل حركة فتح التي تقود الدولة والمنظمة والسلطة قيادة اسمية فحسب.
في مقال له الأسبوع الماضي قال القيادي في فتح، نبيل عمرو، إن الحركة "اندمجت بلا ضوابط" اندماجا "مطلقا" في المنظمة والسلطة، ف"ضيقت على نفسها هامش الاستقلال في وضع السياسات" و"تساهلت ... في أمر علاقة إطاراتها بالموقف السياسي على كل مستوياته" بحيث "نشأت علاقة عكسية بين الإطار والقرار، فالقرار يؤخذ على أضيق نطاق والإطار يناقشه شكلا ليؤيده موضوعا".
ولم يترك عمرو مجالا لعدم الاستنتاج بان حركة فتح قد تحولت إلى إطار بلا قرار، تقود اسما ولا تقود فعلا، وتحولت إلى مجرد ختم يضفي شرعية على استراتيجية لا شرعية لها وعلى اتفاقيات "أوسلو" التي لم تقرها مؤتمرات الحركة.
في هذا السياق، قال الكاتب الفلسطيني ماجد الكيالي في مقال له في السابع عشر من شباط/ فبراير الماضي إن مؤتمر فتح لم يوافق على "البرنامج المرحلي" ل"حل الدولتين" ولا وافق مؤتمر الحركة على "اتفاق أوسلو" وإنه تم "فرض" البرنامج والاتفاق كليهما على الحركة.
والمفارقة أنه لا توجد أية دلائل على أن "الصراع الداخلي الحاد في فتح" الذي أشار إليه عمرو في مقاله في أعقاب المؤتمر العام السادس للحركة والمستمر عشية المؤتمر السابع الذي تجري التحضيرات له قبل نهاية العام الحالي بعد تأجيل موعد انعقاده ثلاث مرات لمدة سنة كاملة هو صراع يعكس خلافات على السياسات أو على الاستراتيجية، فكل أطراف هذا الصراع مجمعة على الاستمرار في "مشروع وطني" لم تقره مؤتمراتها، بحيث يبقى التفسير الوحيد أنه مجرد صراع على القيادة والسلطة والنفوذ والمكاسب المرتبطة بذلك فحسب.
فحركة فتح التي "نبذت" الثورة والكفاح المسلح وكل الأشكال "العنيفة" لمقاومة الاحتلال من أجل "السلام" قد خسرت المقاومة ولم تكسب السلام، و"من أجل السلام" وافقت قيادتها على تهميشها وتغييبها وتعطيل مؤسساتها ودورها القيادي، فطوال خمسين عاما عقدت ست مؤتمرات عامة لها فقط.
وما يلفت نظر المراقب أن الحركة تقترح عقد مؤتمرها السابع في التاسع والعشرين من تشرين الثاني/ فبراير المقبل. صحيح أن هذا التاريخ يصادف يوما عالميا للتضامن مع الشعب الفلسطيني اعتمدته الأمم المتحدة، لكنه يصادف أيضا تاريخ صدور قرار الجمعية العامة للأمم المتحدة رقم 181 بتقسيم فلسطين بين العصابات الصهيونية وبين عربها وهو القرار الذي رفضه الشعب الفلسطيني في حينه.
وحال منظمة التحرير كحال فتح، فقد عطل دورها وأفرغت من مضمونها وشاخت قياداتها وفقدت مؤسساتها شرعيتها وأصبح تمثيلها لشعبها مطعونا فيه فلسطينيا وعربيا وإسلاميا، بينما يستمر الاعتراف الدولي بها في الخلط بينها وبين "السلطة الفلسطينية" كممثل شرعي وحيد للشعب الفلسطيني.
ف"اتفاق أوسلو" اعتمده المجلس المركزي للمنظمة لا مجلسها الوطني، فخلال 27 عاما منذ سنة 1964 عقد المجلس الوطني لمنظمة التحرير عشرين دورة، وخلال 22 عاما منذ انعقاد مؤتمر مدريد للسلام عام 1991 الذي قاد إلى توقيع اتفاق أوسلو سيئ الصيت بعد عامين لم يعقد المجلس إلا دورتين واحدة لوضع ختمه على إفراغ منظمة التحرير من مضمونها وميثاقها وتجريدها من دورها والثانية دورة غير عادية لاستكمال عضوية اللجنة التنفيذية للمنظمة.
فقد تغولت سلطة الحكم الذاتي على المنظمة ودورها القيادي، فأصبحت تقود منظمة التحرير بدل أن تقودها المنظمة، وانتخاباتها أصبحت مرجعية لانتخاب رئيس المنظمة والدولة وفتح والقائد العام، وميزانيتها أصبحت هي الممول للمنظمة، ولأن السلطة مفرغة من أي سلطة فقد أفرغت المنظمة من أي سلطة لها نتيجة لذلك، وتحولت مؤسساتها إلى مجرد ختم لإضفاء شرعية اسمية على وضع لا شرعية له وعلى قرارات تفرض عليها كما تفرض على مؤسسات فتح.
وضمن أمور أخرى، على سبيل المثال، حلت وزارة خارجية سلطة الحكم الذاتي محل الدائرة السياسية لمنظمة التحرير في مباشرة الوظائف الدبلوماسية مع أن المنظمة هي الموقعة والمفوضة بتنفيذ الاتفاقيات الموقعة مع دولة الاحتلال التي انبثقت السلطة منها، وهي المعترف بها دوليا الممثل الشرعي والوحيد لشعبها.
وطوال العقود القليلة الماضية من الزمن التي همش خلالها دور منظمة التحرير وحركة فتح - - بينما تحولت فصائل العمل الوطني الأخرى الأعضاء في المنظمة إلى ديكور لديموقراطية اسمية في أحسن الأحوال أو في أسوأها تحولت إلى مجرد شهود زور يتنصلون من المرحلة وفشلها لفظا ويمنحونها شرعية تعددية شكلية عمليا - - سلبت اللجنة التنفيذية للمنظمة الدور التشريعي للمجلس الوطني للمنظمة، وخصوصا في ما يتعلق في تقرير وتوزيع ميزانية المنظمة، كما سلبت المراسيم بقوانين الرئاسية السلطة التشريعية للمجلس التشريعي المنتخب لسلطة الحكم الذاتي.
لقد خلق انغلاق منظمة التحرير على نفسها في قوقعة سلطة الحكم الذاتي المتآكلة فراغا سياسيا سرعان ما ملأته حركة حماس والجهاد الإسلامي وفتح الإسلام وأكناف بيت المقدس وجند الشام وغيرها في داخل فلسطين المحتلة وفي مخيمات اللجوء والشتات.
فالمجلس الوطني الفلسطيني الذي يمثل أعلى سلطة تشريعية فلسطينية قد تعطل دوره تماما، ليس بسبب العوامل الخارجية فقط بل لأسباب ذاتية كذلك، "فقد انتفخت عضويته من حوالي المئة إلى قرابة ثلاثمئة في ثمانينات (القرن العشرين الماضي) ثم اضحى عدد أعضائه حوالي 700 في آخر اجتماع" له بغزة عام 1996، ناهيك عن شيخوخة قياداته وأعضائه وتغييب الموت للكثيرين منهم.
إن تفعيل منظمة التحرير كما تم التوافق عليه في اتفاقيات المصالحة الفلسطينية ما زال بانتظار فصلها عن سلطة الحكم الذاتي المرتهنة تماما للاحتلال كشرط موضوعي مسبق لتفعيلها ولتنفيذ تلك الاتفاقيات على حد سواء.
في مقاله خلص ماجد الكيالي إلى أن "الطبقة السياسية" التي قادت الحركة الوطنية الفلسطينية المعاصرة منذ عام 1965، كما هي ممثلة الآن بقيادات المنظمة والسلطة وحركة فتح، "ما زالت هي ذاتها تقريبا، بأشخاصها وأفكارها وطرق عملها"، وهي ليست "راغبة" ولا "قادرة" على "تجديد" شرعيتها وحيويتها.
لقد تذرعت القيادات التي أوصلت الحال الفلسطيني إلى مأزقه الراهن بأمل تطوير سلطة الحكم الذاتي إلى دولة مستقلة، وهي اليوم تتذرع بحلم نقل دولة فلسطين من كيان على الورق إلى واقع على الأرض للاستمرار في استراتيجيتها التي أثبتت فشلها حتى الآن.
لكن حتى بافتراض قيام دولة فلسطين على الأراضي الفلسطينية المحتلة عام 1967 في الضفة الغربية لنهر الأردن وقطاع غزة، فإن القضية الفلسطينية لن تنتهي، وسوف تظل بحاجة إلى كيان جامع للشعب الفلسطيني حتى تحقيق كامل حقوقه الوطنية غير القابلة للتصرف، وإذا عجزت منظمة التحرير عن القيام بدور كيان كهذا فإن الحركة الوطنية الفلسطينية لن تعدم الوسائل لايجاد بديل لها.
لقد أصبح الفصل بين منظمة التحرير وبين المشروع الإسرائيلي لسلطة الحكم الذاتي استحقاقا وطنيا ملحا كمدخل لتفعيل المنظمة واستردادها لدورها القيادي الجامع لمجمل الاجتهادات الوطنية على أساس الشراكة الوطنية القائمة على مقاومة الاحتلال، تماما كما كان الهدف من إنشائها في الأصل.
فحركتي حماس والجهاد الإسلامي، على سبيل المثال، لا تعارضان كون المنظمة الممثل الشرعي والوحيد للشعب الفلسطيني لكنهما تشترطان تفعيلها على الأساس المذكور للانضمام إلى عضويتها.
غير أن المسؤولين عن ايصال منظمة التحرير إلى وضعها الراهن لا يمكنهم بحكم المنطق السليم أن يكونوا مسؤولين عن إصلاحها وتفعيلها، فاستعادة المنظمة لدورها القيادي الجامع وطنيا سوف يعلن بدء مرحلة فاصلة جديدة في النضال الوطني الفلسطيني لا يمكن لمن قادوا المرحلة السابقة أن يكونوا قادة لها.
فالتغيير في الاستراتيجية لا بد حكما أن يتبعه تغيير في القيادة، وربما لهذا السبب تحديدا ما زال تفعيل منظمة التحرير معطلا ومؤجلا ويكاد يكون مستحيلا من دون تغيير في القيادة يترافق مع التوافق الوطني على استراتيجية بديلة.
