Good news! Omar al-Bashir is NOT going to Chad today as he had previously announced. Late yesterday, we learned that the Chadian government has postponed the meeting with Sudanese President Omar al-Bashir.

Your voices were heard—Bashir should not be welcomed anywhere, anytime. With just a few short days until his anticipated trip, we jumped into action with your support and let the Embassy know that we mean business:

Sent the Chadian Ambassador and Sec. of State Kerry over 6,000 emails protesting Bashir’s planned visit;
Organized and led a delegation of five national organizations in a meeting with the Chadian Ambassador to express our concerns with Bashir’s planned visit;
Worked with Congress to send letters from the House of Representatives to the Government of Chad and the U.S. State Department objecting to the visit;
Made clear our intent to protest at the Embassy with giant images and video projected on the Embassy wall.
We will be keeping the pressure on Chad not only to postpone Bashir’s visit but to join the growing number of countries who have pledged to arrest him should he step foot on their soil.

The fact that Bashir has consistently been able to travel with impunity is an affront to international justice and sets a dangerous precedent for future would-be perpetrators of mass atrocities. Together, our actions have let Bashir and the international community that we will do whatever it takes to stand for justice.

Tchad : Le gouvernement ne devrait pas accueillir à nouveau le président el-Béchir – HRW

Le gouvernement tchadien devrait arrêter le Président du Soudan Omar el-Béchir ou lui interdire l’entrée au Tchad, a déclaré Human Rights Watch aujourd’hui.

De nouvelles informations indiquent qu’el-Béchir se rendra au Tchad pour participer à la Conférence de la Communauté des andEacute;tats sahélo-sahariens sur le projet de « ceinture verte », le 18 mars 2013. El-Béchir fait l’objet de deux mandats d’arrêt délivrés par laCour pénale internationale (CPI) pour génocide, crimes contre l’humanité et crimes de guerre commis au Soudan dans la région du Darfour.

« Le Tchad devrait se joindre aux nombreux pays africains qui ont indiqué leur intention d’arrêter el-Béchir ou d’empêcher ses visites », a déclaré Elise Keppler, juriste senior au programme Justice internationale à Human Rights Watch. « Des militants de toute l’Afrique ont exhorté le Tchad à se tenir aux côtés des victimes et à faire en sorte que le président soudanais soit remis à la CPI pour être jugé. »

En tant que pays membre de la CPI, le Tchad a l’obligation de coopérer avec la Cour dans la remise de fugitifs, a souligné Human Rights Watch. D’autres membres africains de la CPI – notamment l’Afrique du Sud, le Malawi, le Botswana, la République centrafricaine, la Zambie et le Kenya –ont précisé qu’el-Béchir serait arrêté, ou ont annulé des visites ou même déplacé des conférences pour faire en sorte qu’il ne pénètre pas sur leur territoire.

Le Tchad soutient qu’en accueillant el-Béchir, il applique une décision de l’Union africaine (UA) appelant les gouvernements africains à ne pas coopérer à son arrestation. Toutefois, sur le plan du droit international, les décisions de l’UA ne peuvent contredire les obligations du Tchad en tant que membre de la CPI, selon Human Rights Watch.

Trois autres membres africains de la CPI seulement – Djibouti, le Malawi et le Kenya – ont autorisé des visites d’el-Béchir depuis qu’un mandat d’arrêt a été émis à son encontre en 2009. Toutefois, le Malawi et le Kenya ont annulé des visites ultérieures, à la suite des protestations diplomatiques et publiques.

Le Tchad est le seul membre de la CPI à avoir autorisé el-Béchir à se rendre en trois occasions sur son territoire. En février, en prévision d’une visite précédente, près de 100 organisations ont appelé le président tchadien à arrêter el-Béchir. La CPI, ainsi que l’Union européenne et le Royaume-Uni, ont également appelé le Tchad à coopérer à l’arrestation d’el-Béchir.

« Les obligations du Tchad au regard des traités internationaux ne peuvent pas être balayées par une décision de l’UA », a conclu Elise Keppler. « Le Tchad devrait arrêter el-Béchir, et non l’accueillir. »
