الدلنج/كادقلي : حملة إعتقالات واسعه وتعذيب ومصادرة للممتلكات

تلقت الشبكة السودانية لحقوق الإنسان بقلق بالغ انباء من مدينة الدلنج – جنوب كردفان عن حملة إعتقالات واسعة وسط المواطنين دبرتها قوات الامن والاستخبارات العسكرية في الفترة من 18 نوفمبر2012 وحتى تاريخ كتابة هذا البيان وقد زاد عدد المعتقلين والمعتقلات حتى هذه اللحظة عن 60 معتقل/معتقله من مدينة الدلنج والقرى المجاورة لها وتعدت عمليات الإعتقال لمصادرة املاك ومدخرات المعتقلين/ات .

الشبكة السودانية لحقوق الإنسان تعبر عن قلق بالغ عن احوال بعض المعتقلين/ات والمعتقلات وبخاصة ان عدد من المعتقلين/ات هم من كبار السن (الستين وما فوق) وكمثال تم اعتقال والد عضو الحركة الشعبية قطاع الشمال مبارك عبد الرحمن من منزله وهو في السبعين من عمره ويعاني من امراض مزمنة تشكل خطورة على حياته حيث انه مصاب بمرض الفشل الكلوي وهو عامل موسمي لا انتماء سياسي له.

ويزيد من قلق الشبكة السودانية لحقوق الإنسان الوضع المتردي والحالة الإنسانية السيئة لهؤلاء المعتقلين والمعتقلات حيث وردت أنباء مؤكدة للشبكة عن حالات تعذيب وحشية للمعتقلين/ات وقامت سلطات الأمن والاستخبارات العسكرية بتجميعهم في زنازين ضيقة بإدارة الإستخبارات العسكرية بمدينة كادقلي وهي زنازين ضيقة وسيئة التهوية وقد تم تكديس أعداد كبيرة من المعتقلين/ات في هذه الزنازين الضيقة واخر مجموعة من المعتقلين/ات تم ترحيلهم لهذه الزنازين بتاريخ 22 نوفمبر 2012 .

وقد حصلت الشبكة السودانية لحقوق الإنسان على قائمة لاسماء 29 من المعتقلين/ات وجميعهم/هن من قبيلة النوبة .ما زلنا وحتى كتابة هذا البيان نحاول الحصول على القائمة الكاملة للمعتقلين/ات وما تم الحصول عليه حتى الآن هم/ن :

وقد وردت انباء مؤكدة للشبكة السودانية لحقوق الإنسان تؤكد رفض السلطات الامنية والاستخبارات العسكرية لمجموعة من المعتقلات (34 معتقلة) كان قد تم اعتقالهن مطلع الشهر الجاري في 07 نوفمبر 2012 السماح لهن بمقابلة محاميهم وأسرهم وحتى هذه اللحظة لم تتوفر للشبكة السودانية لحقوق الإنسان أي معلومات مؤكدة عن اوضاعهن او معاملتهن داخل المعتقل .
الشبكة السودانية لحقوق الإنسان تشعر بقلق عميق ازاء استمرار حالات الاعتقال والتعذيب والمعالمة غير الإنسانية للمعتقلين/ات وبخاصة في غياب حقهم/هن في محاكمات عادلة و نزيهه وعدم توجيه أي اتهامات قانونية سليمة واضحة وصريحة بحقهم/هن.
نهيب بكم ارسال فاكسات أو عبر البريد الالكتروني، سواء باللغة العربيةأو الإنكليزية أوباللغةالخاصة بك لـ:
•حث السلطات السودانية على الإفراج الفوري وغير المشروط عن المعتقلين/ات
• الاعراب عن القلق إزاء استمرار الانتهاكات المتواصلة في مجال حقوق الانسان والاعراض عن الإلتزام الرسمي بالاعراف والمواثيق والمعاهدات الدولية .
• المطالبة بتأكيدات رسمية عن الحالة الصحية والوضع الإنساني اللائق للمعتقلين/ات والسماح لأسرتهم/ن ومحاميهم بزيارتهم/ن
• مطالبة المنظمات الدولية والاقليمية بالتدخل العاجل ومناشدة الحكومة السودانية وقف الانتهاكات بحق مواطنيها.

Urgent Statement: A Campaign of Mass Arrests, Torture and Confiscation of Belongings/ Property Dilling / Kadugli;

The Sudanese Human Rights Network had received perturbing news about a campaign of mass arrests amongst citizens in Dilling- South Kordofan; the arrests are schemed and executed by the NISS forces and military intelligence. This cruel campaign, which has been active since November 18, 2012 until the writing of this statement, has detained 60 people from the city of Dilling and its neighboring villages. The campaign’s agenda surpasses just imprisonment; it implements expropriation of the possessions and savings belonging to detainees.

The Network expresses grave concern about the conditions of detainees in detention centers, particularly the elderly (older than 60). One case is that of Mr. AbdulRahman’s, whom was arrested from his home, a man in his seventies and the father of Mubark, a member of the SPLM/ Northern Sector. Mr. AbdulRahman, a seasonal worker with no political affiliation, suffers from chronic diseases that endanger his life, as he has been ill with kidney failure.

The Sudanese Human Rights Network is increasingly troubled by the deteriorating situation and dire humanitarian condition of detainees. The Network has confirmed reports and cases of brutal torture to both women and men detainees. The NISS and military intelligence have placed detainees in very small cells in the main buildings of the Military Intelligence in Kadugli. The cells are narrow are poorly ventilated, in which many of the detainees have been imprisoned, and the last group of them is reported to had been deported there in November/22/2012.

The Network has obtained a list of 29 detainees (women and men) all of them are from the Nuba tribe. The list is not complete, and as the formulation of this statement, we are still working to secure a list of all the names of detainees.

The Sudan Human Rights Network has received confirmed reports, that the authorities (NISS and the military intelligence) have declined to allow 34 women detainees to contact their lawyers or families since they have been imprisoned in November /7/2012. To date, there has not been more information available to the Network on their conditions in the detention center.

The Network is deeply concerned about the continued arrests, torture and inhumane treatment of the detainees; particularly the denial/absence of the detainees’ rights to a fair and impartial trial. Also, for that no legitimate, explicit, clear or legal charges have been brought against the detainees.

We encourage you to communicate this information via email or faxes, in English, Arabic or your own language, to address the following:

· Urge the Sudanese authorities to release all detainees immediately and unconditionally.

· Express concerns about the persistence of continuing violations of human rights and the retraction of official commitment to the norms of international conventions and treaties.

· Request for official assurance on the health conditions of detainees, and that decent humanitarian treatment/situation is present. Also, to allow the detainees’ lawyers and families to visit them.

· Require international and regional organizations to immediately intervene and appeal to the Sudanese government to stop the abuses against its citizens.
