Microsoft Disputes FCC's Rejection of Web Devices That Use TV Airwaves

Today Microsoft plans to try to convince regulators that it can connect consumers to high-speed Internet over unused television airwaves without interfering with existing broadcasts.

In a document that it plans to file today with the Federal Communications Commission, Microsoft disputes the agency's recent findings that prototype devices either interfered with TV signals or could not detect them to avoid interference. Microsoft's first prototype was defective, but the firm said another model worked successfully in a demonstration it gave to the FCC last week.
The filing is Microsoft's latest attempt to get FCC commissioners to approve a plan that would let a new generation of portable wireless devices connect to the Internet without relying on existing wireless carriers. The devices in question, which were designed and made by Microsoft, would use vacant TV airwaves, known as white space, to carry Internet service to homes and offices, including those in rural areas. The airwaves will be available when TV broadcasters move to digital signals in early 2009.

The FCC plans to hold a meeting Thursday to discuss testing options for white-space devices.

Microsoft is part of a coalition of high-tech companies, including Intel, Google and Dell, that sees white space as a way to connect such products as digital cameras and music players to the Web. Proponents of the technology argue that TV-spectrum-based Internet service could be less expensive and more accessible than current phone and fiber-optic lines, forcing other high-speed Web service providers to lower their prices.

But the FCC must balance those companies' interests with those of broadcasters, sports leagues, cable operators and phone companies that worry their signals might cross, causing poor reception, static and dropped calls.

Two weeks ago, FCC engineers found that the original prototype caused static on existing broadcasts.

But the new prototype "reliably detected occupied television channels," the company said in the filing it plans to submit today. Microsoft also discussed potential improvements to the device to eliminate interference with wireless microphones, such as those used at sports games and concerts.

Dennis Wharton, spokesman for the National Association of Broadcasters, an opponent of Microsoft's plan, said he is confident the FCC's report is accurate and that Microsoft's "self-serving" agenda may jeopardize "America's access to interference-free television reception."

التسجيل مايكروسوفت هو احدث محاولة للحصول على موافقة لجنة الاتصالات الفدراليه مفوضي خطة من شأنها السماح لجيل جديد من الاجهزه اللاسلكيه المحموله للاتصال بالانترنت دون الاعتماد على الناقلات الموجودة اللاسلكيه. الاجهزه المعنية ، والتي صممت وقدمت شركة مايكروسوفت ان استخدام الموجات الهواءيه شاغرة التلفزيون المعروفة المساحه البيضاء ، في أداء خدمة الانترنت في المنازل والمكاتب ، بما في ذلك في المناطق الريفيه. الاثير ستتوفر عند الانتقال الى البث التلفزيوني الرقمي الاشارات فى اوائل عام 2009.

لكن لجنة الاتصالات الفدراليه يجب ان توازن هذه الشركات مع مصالح تلك الاذاعات ، والاتحادات الرياضية ، وشركات الكابل وشركات الهاتف التي تقلق على اشارات الصليب قد تسبب سوء الاستقبال ، والقت يدعو ساكنة.

قبل اسبوعين ، لجنة الاتصالات الفدراليه المهندسين وجدت ان النموذج الاصلى تسببت ساكنة على البرامج الموجودة.

ولكن النموذج الجديد "موثوق يكتشف المحتلة القنوات التلفزيونيه" وقالت الشركة في التسجيل الى انها تعتزم تقديم اليوم. مايكروسوفت ايضا مناقشة امكانيه ادخال تحسينات على جهاز القضاء التدخل ميكروفونات لاسلكيه ، مثل تلك المستخدمة في الألعاب الرياضية والحفلات الموسيقيه.

دنيس ارتون المتحدث باسم الرابطه الوطنية للمذيعين من المعارضين لخطة مايكروسوفت ، وقال انه على ثقة بأن تقرير لجنة الاتصالات الفدراليه صحيحة ومايكروسوفت "انانيه" جدول خطر "الامريكية للحصول على التدخل خال الاستقبال التلفزيوني.

حتى اكتشاف الانترنت جاء بهذه الطريقة فكانت وسيلة الكترونية لتبادل معلومات البحوث مع وزارة الدفاع ومراكز البحوث بحاجة اقرب الى اف تي بي File Transfer Protocol ومازالت البحوث والتقدم مستمر
الان الموضة هنا في امريكا واي فاي يعني تشيل اللابتوب وتدخل على الانترنت وحتى ماكدونالدز وستاربكس لديهم هذه الخدمة ايضا في الجامعات في جورج ميسون تستخدم الايميل الجامعي وتدخل على الانترنت في كل الحوش الجامعي وطبعا كل اللابتوب الجديدة بها هذه التكنولوجيا وايضا قبل حكاية مايكروسوفت هناك موضوع المدينة الموصلة بالانترت اللاسلكية اعتقد واشنطن تتفاوض مع بعض الشركات
اها ناس ام اي تي عندهم مشروع الكمبيوتر ابوبطارية ابوحجارة يعني وكانت عندهم مشكلة نظام التشغيل وبيل رفض ان يعطيهم مايكروسوفت مجانا وعايزين يوفروا لكل طالب كمبيوتر وهناك تعاون مع الهند لتوفيره للفقراء وانا مهتم جدا بهذا المشروع

This is briliant , however, this might affect the caple channals and might interfer in their signals as said in the article . in this case there may be oposition from the companies that
work in the caple business

As for the wireless technology it is every where now , even here in Sudan you can access the internet in all the reputable hotels via wireless technology

I think one day Internet will be every where and the communication ways will be greater than how they work now

I agree with you but in the end everything here in the US depends on a competition and if you don't have a new invention you will be kicked out of the market, for that reason most of the companies have their RD "research and development" department.
Even in the management now most of the companies following the "CMMI" which is Capability and Maturity Model Integration, and that came from "Carnegie Institution", our company is using this model in the System Development Life Cycle and it becomes requirement for most of the government contract. This model helps you control everything and it has a very good templates for quality assurance, I hope our people in Sudan especially for those who working in the tech field to start finding out about this model and other advanced tech and management concepts in the first world.

Iunderstood it is a method of impelmenting the
total quality management system which take the
objective and apraisal as a tool of investgating the
quality of business according to the Izo standerds
Please correct me if i am worong , as i find the subject very

Most of the giant companies like IBM and Microsoft using CMMI and even some non-tech companies too. Essentially this model is for software engineering but it is very useful in managing other type of projects, the concept came from different old models like CMM and others

Let me explain more, as we using this model we have a share point where everyone can access it and it has a different type of templates for all the System Development Life Cycle "SDLC" which is start from planning, development, testing, deployment and maintenance. To manage all these steps and make sure that you did everything right you will follow certain steps and you have to fill certain forms and all that will be audited for quality assurance. If everyone don't do his or her job right it will appear and the manager can take a corrective action, in the beginning it is a little complicated but after everyone get used to it it is a very good way of managing everything even for services and products

COVETED BITS of the radio spectrum called "white spaces" -- unused areas of spectrum wedged between licensed TV channels -- may soon be freed up by the Federal Communications Commission. Right now no broadband devices are allowed to use these parts of the spectrum, but the FCC is considering whether to let companies sell FCC-certified wireless devices that would be used without an exclusive broadcast license in these slivers of bandwidth. Such white-space devices (WSDs) would be low-power and so would emit signals over very small geographic areas.

White space within the TV band is unlicensed, like WiFi, but is physically better suited than WiFi for broadband transmission. Given the innovation that WiFi access has spurred, as well as the potential for broader coverage both in rural areas and in urban community wireless networks (such as the free WiFi network in Dupont Circle), the FCC has already decided to allow WSDs that are fixed in one location starting after TV's digital transition in 2009. The more controversial issue the commission is considering is whether to also allow portable WSDs, which could be used in products such as laptops or personal digital assistants. Portable WSDs are more difficult to design because they'd need to instantaneously identify which channels are being used in different regions.
To test the feasibility of such devices, last year the FCC started soliciting designs for devices that can identify unoccupied channels and then transmit wireless signals that don't interfere with licensed broadcasts. Two prototypes, submitted by Microsoft and Philips, recently failed to meet the proposed sensing and non-interference requirements, the FCC says. Microsoft is disputing the test results for its prototype.

Broadcast companies (including those owned by The Washington Post Co.), afraid of potential interference from WSDs, are lobbying against use of white space. Groups such as the Association for Maximum Service Television have argued that the FCC should never allow portable WSDs because the failure of these recent prototypes proves no portable WSD technology could work without destroying TV as we know it.

Certainly the FCC shouldn't approve WSDs that will obliterate TV. But just because these prototypes fell short doesn't mean the technology can never work. The limited success of these devices and another designed at the University of Kansas certainly gives hope that someday a non-interfering product could exist. After all, low-power wireless microphone operators often already use white spaces for similar short-distance broadcasts without a license -- although they're supposed to get licenses -- and they coexist peacefully with TV stations. (Wireless microphone operators also oppose sharing white spaces with unlicensed Internet service providers.)

Given the good that could come out of using this unoccupied bandwidth, the FCC should continue to encourage WSD research and development.

الشركات الأمريكية يحفزها الربح والمنافسة دائما للبحث عن تكنولوجيا جديدة أو استخدامات جديدة تعطيها قدم السبق والأفضلية في السوق .. وهاهي مايكروسوفت وحلفائها (انتل وديل وقوقل) يفكرون في استخدام الموجات التي تسخدمها شركات التلفزيون الآن (للبث المحلي) لأنهم يتوقعون توفرها عندما تنتقل شركات التلفزيون الى إستخدام البث الرقمي High Definition عبر موجات أخرى في السنين القليلة القادمة ويؤكدون أن ذلك سيجعل الكثير من الأجهزة تلج شبكة الكمبيوتر بسرعات كبيرة وبتكلفة أقل مما يتوفر حاليا من خلال شركات التلفونات والكيبل وذلك باستخدام هذه الموجات العاطلة التي يطلقون عليها اسم "المساحات البيضاء" .. ولذلك وكما هو متوقع فإن شركات الكيبل والتلفونات ستعارض هذا الأتجاه وهي تتحسس مواقع اقدامها في سوق المستقبل ولكنها بطبيعة الحال تغلف معارضتها بحجج أخرى مثل حماية المستهلك من تداخل الموجات signal interference كما رأينا ولكني اعتقد أن شركات التلفونات والكيبل هذه ستركب الموجة في نهاية المطاف حتى تضمن البقاء كما فعلت من قبل إزاء خدمات التلفون عبر الأنترنيت VoIP فقد عارضتها بضراوة في البداية لتوقع تأثيرها السلبي على أرباحها ولكن عندما شعرت بأن المستهلكين اتجهوا نحوها لقلة التكلفة لم تجد بدا من تبنيها وتقديمها بنفس الأسعار حتى لا تفقد زبائنها ..
