Gagarin started off by lauding the recently announced US strategy on Sudan describing as positive. "We need you; we need the United States," Gagarin said before adding that pressure would not yield results with Sudanese. "If you press Sudanese, they will never move” he stressed. He also suggested that since the governing group is tribal it is better to deal with them smoothly, continue to talk and to persuade, repeating the same message, he counseled. The cable noted that President Omer Hassan al-Bashir and Presidential Adviser Nafie Ali Nafie are from the Ja’ali tribe, while Vice President Ali Osman Taha and then Presidential Adviser for National Security Salah Gosh are from the Shaigea tribe. Although a Shaigea himself, Gagarin told DCM he was born and raised in the urban environment of Omdurman. Gagarin directed criticism at the situation in Sudan saying that the country needs to reform and open up, a view he said shared by "a large number" of the diplomats working at the foreign affairs ministry and of the people of Sudan. The Sudanese diplomat said that he as tried many times to persuade the ruling party that the country must transform. “Sometimes they listen, but more often they do not, Gagarin said. “They just do not care”. Gagarin added that Sudan is simply "on the wrong course" and argued that had he been in charge, the bilateral relationship would have been better. The cable’s analysis said that if Gagarin “is telling the truth about speaking his mind to a regime notably intolerant of dissent, it may be his widespread popularity, word of which had reached us well before the meeting, that has allowed him not only to survive but to prosper despite his outspokenness”. Gagarin is reportedly a strong candidate to take over the Ministry of Youths and Sports in the upcoming cabinet formation. He has previously served as an ambassador in Algeria and the Central African Republic (CAR). He earned his nickname of “Ali Gagarin” when he played professional football for Al-Hilal - one Sudan’s biggest teams - his meteoric rise in the sport was likened to that of the famous Soviet cosmonaut. أعرب دبلوماسي سودانى مخضرم عن عدم رضاه عن الطريقة التي يدير بها حزب المؤتمر الوطني الحاكم شؤون البلاد ، وكشفت يكيليكس فى برقية لها ان المدير العام لشؤون المراسم في وزارة الخارجية السودانية السفير حيدرحسن حاج الصديق المعروف باسم علي قاقارين تبرمه أثناء زيارة مجاملة جمعته يوم 27 أكتوبر 2009 مع نائب رئيس سفارة الولايات المتحدة في الخرطوم. بدأ قاقارين بالثناء على استراتيجية الولايات المتحدة التى أعلنت مؤخرا حول السودان واصفا إياها بالإيجابية. واضاف "اننا نحتاج اليكم، نحن بحاجة إلى الولايات المتحدة" ، وقال قاقارين مضيفا ان الضغط لن يسفر عن نتائج مع السودانيين. وأكد بأنه "اذا مارستم الضغط على السودانيين، فإنهم لن يتحركوا" ، واقترح قائلا أنه المجموعة الحاكمة تستند على القبلية فان من الأفضل التعامل معها على نحو سلس ، ومواصلة النقاش والإقناع، وتكرار نفس الرسالة لهم،. وأشار إلى أن الرئيس عمر حسن البشير ومستشار الرئيس نافع علي نافع من قبيلة الجعليين، في حين أن نائب الرئيس السوداني علي عثمان محمد طه ومستشار الرئيس لشؤون الأمن الوطني صلاح غوش من قبيلة الشايقية وعلى الرغم من انه نفسه من قبيلة الشايقية، يقول قاقارين انه ولد وترعرع في بيئة امدرمان الحضرية. ووجه قاقارين انتقادات على الوضع في السودان قائلا ان البلاد بحاجة الى الاصلاح والانفتاح ، وهو رأي قال ان عددا كبيرا" من الدبلوماسيين العاملين في وزارة الخارجية والشعب السودانى" يشاطرونه فيه، وقال قاقارين "أنهم أحيانا يستمعون ، ولكن في كثير من الأحيان لا يفعلون ذلك."، وقال الدبلوماسي السوداني أنه حاول عدة مرات إقناع الحزب الحاكم بإحداث تحول سياسى فى البلاد ولكنهم كانوا لا يستمعون اليه إلا لماما."، وأضاف قاقارين أنهم لا يكترثون ابدا وان السودان ببساطة" يسيرعلى الطريق الخطأ" وقال إنه لو كان في موقع المسؤولية ، لكانت العلاقات الثنائية فى مستوى أفضل. ويقول تحليل ويكيليكس "أنه لو كان قاقارين يقول الحقيقة حول إبداء آرائه لنظام عرف بعدم قبوله للمعارضة فربما يكون ذلك بسبب شهرته الواسعة والتى سمعنا عنها قبل وقت قليل من لقائنا به، والتى أتاحت له البقاء فى منصبه بل وأن تحقق له الإنتشار على الرغم من جرأته."
يقال ان قاقارين مرشح قوى لتولى حقيبة وزارة الشباب والرياضة فى التغيير الوزارى المرتقب.وقد عمل قاقارين من قبل سفيرا للسودان فى الجزائر وجمهورية افريقيا الوسطى. وقد اكتسب اسم شهرته "على قاقارين" عندما كان لاعبا بفريق الهلال أحد اكبر اندية السودان لكرة القدم وكان صعوده السريع للشهرة قد شبه بصعود رائد الفضاء السوفيتى (يورى) قاقارين.
